TWG Updates 2016 Healt Financing TWG UPDATE October, 2016 Last HFTWG met September 30th Health Financing Strategy up-dates: The MOHCDGEC is currently attending to the requests of the Cabinet to revise the cabinet paper for the Single National Health Insurance Bill – now the request is to submit two papers, one on the Bill and one on the Health Financing strategy itself (see last month up-dates). The Ministry is still working on these, to be submitted before the end of this year. The actual Bill will then be submitted at next parliamentary sitting in February 2017. Actuarial Study: Going ahead as planned. First results are expected to be presented mid-October 2016. A MOHCDGEC lead Parliamentary advocacy session on the HFS and the SNHI, supported by P4H Partners USAID/ HP+ and WHO as well as GF, took place on the 14th September for half day in Dodoma, where about half of all parliamentarians attended. This session was conducted by the Ministry to sensitize parliamentarians of all committees on the planned SNHI Bill and strategic interventions of the HFS. Main reaction/comments by parliamentarians: o Generally positive about the SNHI Bill – want to see its submission in February! o Pro-Poor direction of the Strategy highlighted as paramount o Important that with financing reforms at the same time HRH, infrastructure, quality of services are simultaneously strengthened Health Financing Conference/ Forum suggested by the Minister to raise awareness to high level government representatives on some key issues relating to health financing reforms for Tanzania – and set those into the context of UHC movements throughout the EAC, drawing examples from the neighboring countries as well as regional/ international best practices. The Ministry communicated the desire to have such conference still this year in December. TORs highlighting the particular focus of such conference are currently being developed by a TWG task force. The challenge of preparing such conference with little heads up time was pointed out during the TWG and will still be discussed upon completion of the TORs. NHIF There were some concerns around price cuts / lowering of tariffs for NHIF provided health services affecting particularly private providers. The Ministry ascertained that the cuts were only marginally affecting certain services. No more detail was given at this stage. NHIF was asked to provide more in depth information on the revised reimbursement tariffs by next HFTWG. Page 1 of 2 TWG Updates 2016 CHF The next CHF implementer’s meeting is now planned to take place in Kilimanjaro or Manyara on the 17th and 18th October 2016. Final confirmation to be circulated by MOHCDGEC shortly. PharmAcess will organize the attached field visit to ICHF. NHA and PER: No up-dates Results Based Financing: Impact assessment progress presented by IHI (see attached briefs). The process assessment is on track and results will be delivered mid-October. Better Budgeting Practices Tool: Aligning PFM with HF – Why important and what can be done A first workshop among ministry staff will be held in order to familiarize them with the tool and complete the part on the HF situational assessment ahead of a 2. joint workshop with MOF and PORALG. The joint workshop would then foresee the assessment of the PFM structures in relation to the needs of the HF subsector. o 1st WS now suggested for the 1st week of November 2016.
