Position Details
Job Title: Senior Health & Social Care Officer
Job Level: M2

Type of Contract: Permanent
Salary: £28,126 per annum with progression to £30,608 after 1 year
(future earning potential up to £40,741 per annum)
Reports to: Senior Manager Policy and External Affairs
Purpose of Job:
To lead RNIB Scotland’s policy and engagement activity in Scotland's
Health & Social Care sector; to manage the Scottish Vision Strategy,

which is part of the UK Vision Strategy following the Vision 2020 Global
Initiative.

Decision Making Responsibility:
The position holder will have responsibility over engaging with external
agencies in order to further RNIB Scotland's objectives relating to health
and social care.
They will also be expected to make decisions on developing policy
positions in Health and Social Care.
Main Accountabilities:
1. To produce high quality briefing and policy information to support
RNIB Group's objectives in improving health and social care
provision for blind and partially sighted people.
2. To co-ordinate and manage the Scottish Vision Strategy; develop
strong relationships with the Visual Impairment sector to advance
the delivery of the Scottish Vision Strategy and to liaise with the
UK Vision Strategy where appropriate.
3. To lead the engagement in the Health & Social Care sector for
RNIB Scotland liaising with keys managers and teams internally.
4. To engage and develop good relationships with decision makers
and other professionals within social care and health, third sector
organisations, local government, central government and their
professional bodies to ensure the interests of blind and partially
sighted people are met.
5. To ensure RNIB Scotland responds to key Health & Social Care
consultations securing input from key staff and other stakeholders
(RNIB staff, Trustees/Committee members, service users etc) as
appropriate.

6. To monitor key developments in Health & Social care policy that
may impact on blind and partially sighted people, and RNIB
Scotland objectives.
7. To collaborate with health and social care research opportunities
when appropriate.
8. To write and publish appropriate content relating to RNIB
Scotland's objectives.
9. Any other activities in support of RNIB Scotland public and
external affairs as required.

1 Specialist Knowledge, Skills and Experience

Experience of working within the Health and Care Sector or related
sector with sound knowledge of health and/or social care policy
and the current integration agenda.
1.2
Knowledge and experience of working to secure change in policy
and practice.
1.3
Knowledge and understanding of Local Government and/or the
NHS process.
1.4
Experience of producing high quality briefing materials and
publications.
1.5
Experience of effective relationship building and networking.
1.6
Experience of representing an organisation externally at a senior
