ENA contact numbers -2- www.emerald.qld.netball.com.au Welcome: Welcome to Emerald Netball Association’s (ENA) 2017 season. One look at our season calendar (starting page 42) will show we have another extremely busy year ahead, both on and off the court. The start of the season is a good opportunity to remind members and visitors that Emerald Netball Association’s use of the Rundle Park complex is subject to a number of conditions set down by Central Highlands Regional Council, in addition to our own policies and procedures. Therefore, we ask our members, parents and spectators to carefully read the ‘Rundle Park Facility Rules’ on page 6. ENA continues to include a ‘volunteering fee’ as part of members’ registration, a process that was successfully introduced in 2012. We had in excess of 150 people volunteer their time in some capacity last year, which certainly made the business of running our association much easier. We look forward to the continued support and involvement from our members and families. The organisation and successful running of a sporting association such as ENA is complex. Aside from providing an opportunity for members, both playing and non-playing, to enjoy this wonderful sport, ENA has responsibilities in areas of risk management and child protection, to name but two. This Player’s Handbook has been produced in an effort to provide both players and parents/guardians with as much information as possible to enable them to enjoy and get the most out of the coming season, as well as play their part in the smooth running of the association. The handbook provides information on everything from ENA’s codes of conduct and fee structure to our rules of competition and general health and well-being guidelines. For more information on our policies as well as news, draws and events, please visit our website at www.emerald.qld.netball.com.au. You can also keep informed by joining our facebook page (for members/parents only): http://www.facebook.com/groups/emeraldnetballassociation/ -3- www.emerald.qld.netball.com.au The Emerald Netball Association began in 1978 and since then hundreds of players, parents and non-playing members have enjoyed participating in this great sport. Our first motto of ‘Fitness, Fairness and Friendship’ is still very relevant today. People choose to play netball for all kinds of reasons and ENA tries to cater for all members – from Suncorp NetSetGO! through to those looking to further their netball careers through representative honours. ENA is also very aware of its responsibilities to ensure players enjoy a safe environment and as such: * all coaches, umpires and officials are accredited or in the process of being accredited; * all officials and volunteers are required to hold Blue Cards; * the association offers coaches and officials ongoing education programs; * the association has undertaken a risk management audit; and * the association has in place a Member Protection Policy, a Behaviour Management Policy and a Child Protection Risk Management Strategy. In addition, Emerald Netball Association has also adopted the Positive or it’s pointless model to further add to our commitment of providing a fun, safe and enjoyable atmosphere for our members. Netball is a great way of staying fit and healthy, having fun, making new friends, doing something new and learning new skills. Positive or it’s pointless at Emerald Netball Association means that we value integrity, respect, fun, inclusivity and responsibility. We want everyone to enjoy our sport and have a great experience, socially and competitively. We have another busy season ahead of us with a full calendar of competitions, fun days, representative opportunities and camps, not to mention providing education and training opportunities for our valued volunteers. To enjoy your season, please read this handbook carefully. Best of luck for season 2017. Your assistance in ensuring all players and spectators adhere to the rules will be greatly appreciated. The Rundle Park facility is monitored by 24 hour security cameras. Players (and any children playing on the courts) are to wear sandshoes only (no school shoes/football boots), preferably with non-black soles. (FunNet): Boys/Girls – born 2010 & 2011 The emphasis in Suncorp NetSetGO! is on enjoyment with a strong focus on general play and physical activity to encourage future involvement in sport. It encourages the learning of basic physical skills: throwing, catching, jumping, running as well as social skills and positive attitudes. They participate in the Suncorp NetSetGO! program. Modified Games (Netta): Boys/Girls – born 2007 to 2009 * Continues to place an emphasis on fun and participation, rather than competition. Works on skill development (ie co-ordination, netballspecific skills and social). Players participate in modified games. Players also have the opportunity to play in association carnivals. This division is also part of the Suncorp NetSetGO! program. Intermediates: Boys/Girls – born 2005 & 2006 * This division looks at more netball-specific skill development and the players participate in a regular netball competition. Players are also given the opportunity to take part in association carnivals. Whilst this age group does have a competitive element to it, coaching sessions cater to all levels of skill development. Cadets: Females only – born 2000 to 2004 * Skill level increases as do opportunities for representative honours and ‘player pathways’ through talent squads, sports camps etc. Players are also offered non-playing opportunities (umpiring/coaching etc). Seniors: Females only – born 2002 & earlier * Senior competition offers the next level of competition for junior players as well as providing a competition for different levels of skill and interest for older players where possible. Representative opportunities are also available as are opportunities to develop non-playing netball skills (umpiring, coaching etc). * The association reserves the right to allow for flexibility in these age groups to cater for individual capabilities. The decision to allow a player to participate in a higher age group is strictly at the discretion of the Coaching Sub Committee. The association also reserves the right to change or split divisions to suit player numbers/skills if necessary. -8- www.emerald.qld.netball.com.au ENA – days & times Training is COMPULSORY for ALL juniors Suncorp NetSetGO! Players are offered the opportunity to participate in Monday afternoon games as well but may choose not to. However, once a player indicates they want to participate in the games, they will be expected to attend every week. Players who do not attend Saturday training without an acceptable reason (ie illness/family trip etc – not birthday parties or sibling’s sport) can expect to sit off during the Monday game. Players do not train or play during school holidays or on long weekends unless otherwise notified. Games ARE held on pupil free days. (Fun Net and Netta players must attend a minimum 50% of training days and still be attending at the end of the season to be eligible for participation awards) Intermediates: Games: Monday – 5.30 or 6.45pm * Training: Tues or Thurs – 5.30pm Intermediates will be required to attend training on either a Tuesday or Thursday, depending on their team allocation. Seniors do not play during school holidays or on public holidays. Training sessions: Training sessions are COMPULSORY for ALL junior players as it is during training, not in the games, that players will develop the skills required in netball. Our coaches are volunteers and we do not expect them to give up their time for players who can’t be bothered showing up to their training sessions. Players should note that ENA coaches have been asked to adopt a NO TRAIN, NO PLAY policy so that if a player misses a training session without providing his/her coach with an acceptable reason, he/she WILL SIT OFF in the next fixture game. Their place in that game may be filled by a player from a lower division if necessary. NO-ONE IS TOO GOOD TO TRAIN OR TO SIT ON THE SIDELINE…. Representative training Training sessions are COMPULSORY for players in representative squads. Rep players who continually miss training sessions may be dropped from the squads. - 10 - www.emerald.qld.netball.com.au Collecting your child: In line with ENA’s Child Protection strategies, it is extremely important that you collect your child from training or games ON TIME. Please ensure you check with management or your child’s coach what time the session will finish and BE ON TIME. We are sporting volunteers, with our own lives, not babysitters. PLEASE NOTE: Parents are required to come in to the complex to collect their child, not wait in the car. No child will be permitted to wait in the carpark or outside of the facility for a parent. PLEASE BE ON TIME. ENA fee structure The 2017 ENA fees vary slightly from those paid last year. Due to the number of players/parents who failed to pay fees in a timely manner in the past and the significant effort/time that had to be committed to recovering unpaid fees, players will not be permitted to take the court until their fees have been paid in full. ENA has introduced an on-line registration process through the MyNetball system and fee payment is required upon registration. Players in the NetSetGO! programs (Fun Net and Netta) will also register on-line this year. Registration & fees are due by the following dates: Intermediates & Cadets – Friday, February 10 (on-line) Seniors – Friday, February 24 (on-line) Suncorp NetSetGO!/Nettas – Friday, March 3 (on-line) Players who join the association after these dates must pay their registration fee before being permitted to take the court. There is no come & try process – potential players are welcome to watch games/training sessions but cannot participate without paying fees. - 11 - www.emerald.qld.netball.com.au ENA fee structure (cont’d) The ENA fees for the 2017 season include: Insurance and capitation: Fees set by ENA’s parent body, Netball Queensland (NQ), which the association must pay for each registered player and official. This fee has increased in 2017. ENA membership: Membership fee for Emerald Netball Assoc. Building fund: Fees contribute to the long-term development and maintenance of infrastructure and associated facilities. Game fees: Game fees are used for fixture running expenses, lighting balls/equipment, coach/umpire education, first aid equipment etc. Volunteering fee: All players (or one fee per family) will pay a compulsory $60 volunteering fee at the beginning of the season. Players (or parents) are then given the option of volunteering a minimum of 4 hours to the association, the completion of which will see the fee refunded at the end of the season. ‘Volunteering’ hours will exclude those duties that are deemed to be players’ responsibility as members of the association. More information on this fee is provided with registration. Coach recognition (NSG & juniors only): A $14 - $20 ‘coach recognition’ fee has been implemented to the junior registration fee, replacing the request for contributions asked of parents at the end of each season for the purchase of coach presents. Please note: Once paid, player registration fees are NONREFUNDABLE, regardless of the circumstances. If a player withdraws from the competition, they may seek a refund of game fees but this must be done in writing to the committee. Game fees will not be refunded in the event of a bye or rained out match. The 2017 fee schedule is over the page. - 12 - www.emerald.qld.netball.com.au Suncorp NetSetGO! (See ENA website – www.emerald.qld.netball.com.au) First aid Personnel – Level 1 coaches have current first aid certificates or are in the process of updating qualifications. The association also compiles a database of parents with first aid accreditation and medical skills to call on in the event of an injury. Ambulance – The QAS will be called if required and ENA’s injury procedure put in place. Calling for an ambulance MUST ONLY be done through the ENA office. Emergency vehicles can access the courts through the carpark or via Theresa Street. Listed next of kin will be contacted. Equipment – Small first aid kits are located with the scorers on each game. A larger, fully equipped first aid kit is stored in the first aid room. All kits are regularly checked and re-stocked when necessary. Ice packs are located in the canteen. Managers carry first aid kits at carnival events. Players wishing to have ankles/knees etc strapped prior to their games or representative competitions MUST PROVIDE THEIR OWN STRAPPING TAPE. - 26 - Rules and procedures (cont’d) www.emerald.qld.netball.com.au Infectious diseases Blood rule – The All Australia Netball blood policy dictates that play must stop if a player is found to be bleeding from an injury during a game. The same applies for blood-related injuries which occur during training. In addition to treatment: * the wound must be cleaned and adequately covered; * blood stained clothing must be removed or cleaned; * the ball and court must be cleaned if necessary. During a game, play must stop to allow the wound to be addressed with normal injury time and procedures to apply. Injury time/stoppages rulings may differ in carnival situations. Injuries Procedure – In the event of an injury, the appropriate first aid procedure must be applied. If the injury occurs during a game, the game will be stopped with injury time and procedures to apply. During a training session, it is the responsibility of the coach to follow correct first aid procedure. Recording injury – Injuries incurred during a game should be recorded on the injury record sheet on the scoreboard at the first opportunity during or after the game. The record sheet is then used to register the injury/incident in an incident logbook in the clubhouse for future reference if necessary. Injuries occurring during training sessions will be recorded by the coach and logged in the injury/incident logbook at the earliest opportunity. Returning from injury – A player returning from injury MUST provide his/her coach (or the association if the team does not have a coach – ie seniors) with a medical certificate stating that he/she is fit to play. The player must not take part in training sessions or games until the certificate has been provided. - 27 - Rules and procedures (cont’d) www.emerald.qld.netball.com.au Insurance Coverage – All players registered with ENA are insured under the Netball Australia Risk Protection Program, through Willis Insurance Australia. Coverage includes (amongst others): * various non-Medicare medical expenses * loss of income * capital benefits A detailed summary of the insurance cover, including where and when members are covered, is available for perusal at the clubhouse. More information can also be obtained from: www.willisnetball.com The association can also provide members with information on how to make a claim and claim forms. A form is also available on our website. Behaviour: Players In continuing our efforts to provide a fun, safe and enjoyable atmosphere for our members and officials, Emerald Netball Association has adopted the principles of Positive or it’s pointless. Our association values integrity, respect, fun, inclusivity and responsibility. All players registered with Emerald Netball Association, regardless of age, are expected to adhere to the General and Players’ Codes of Behaviour as outlined in this handbook. All players agreed to uphold these codes when completing their member registration. Please read these codes carefully. In an effort to reward junior teams for playing by the rules and in the spirit of our sport, the association has a “Positive or it’s pointless Award” where teams are rewarded with points each week, determined by the spirit in which they have played their game. Points are also determined by the behaviour of their coach and parents/spectators. The team - 28 - Rules and procedures (cont’d) www.emerald.qld.netball.com.au receiving the most points during the season will be presented with an award. Please remember that this association is run by volunteers and that all coaches, umpires and officials are volunteers. Parents/Guardians All parents/guardians of players registered with Emerald Netball Association are expected to adhere to the General and Parent/Guardian Codes of Behaviour as outlined in this handbook. Please read these codes carefully. The role of parents in the Emerald Netball Association is to: Support and encourage their child to participate in junior netball. Allow their child to participate only if they are well and healthy. Encourage their child to participate for the enjoyment of junior netball. Support their child to develop social and physical skills through junior netball. Promote and abide by the Emerald Netball Association’s codes of behaviours. Be courteous when communicating with coaches, officials and administrators. Be a positive role model. Again, remember ENA is run by volunteers, who give their time freely to ensure your child has the opportunity to participate in this sport. Breaches of the Codes of Behaviour will be dealt with in a three-phase disciplinary action which includes education, suspension and, if necessary removal of membership. For more information, see the ENA Behaviour Management Policy on the website – www.emerald.qld.netball.com.au. - 29 - Rules and procedures (cont’d) www.emerald.qld.netball.com.au Respect of officials Emerald Netball Association, like many sporting groups, struggles for volunteer helpers, particularly in umpiring roles. In an attempt to improve our umpiring numbers, we encourage our junior players to learn how to umpire and appreciate their efforts in volunteering. Please remember that our umpires – whether they be juniors, learners or experienced - are important to our association and give them your full support and understanding. Complaints / queries: Harassment Process – No form of harassment will be permitted under any circumstances. If a player or parent believes some form of harassment is occurring, they should: - approach their coach (if another player is involved); - approach the coaching convenor (if a coach is involved); or address your concerns in writing to the executive; - approach an executive member (if an official etc is involved); or address your concerns in writing to the executive. Complaints Process – All complaints will be addressed in accordance with the ENA Complaints Handling Policy (copy available on our website). In the first instance, any complaint is to be addressed to the 2017 ENA Complaints officer, president Nanette Hall. The alternative contact is secretary Tanya Rouse. Complaints should be preferably made in writing as soon as possible. Please be aware the ENA Facebook page is not the correct avenue for lodging a complaint. NO PARENT IS TO COMPLAIN TO OR QUESTION THE DECISIONS OF his/her child’s COACH directly. - 30 - Rules and procedures (cont’d) www.emerald.qld.netball.com.au All such complaints/queries MUST be directed to the Complaints Handling officer. Any parent who makes direct contact with a coach to complain or question his/her judgement will be deemed to be in breach of our Codes of Conduct and will be subject to action under our Behaviour Management Policy. For more information, see the Complaint Handling Policy on our website – www.emerald.qld.netball.com.au. General queries Process – Inquiries about the general running of the association or requests for information should be addressed either directly to the relevant executive members (coaching convenor, umpires convenor, treasurer etc) or to the president. All attempts will be made to answer any genuine inquiries. Play or cancel procedure: Process – In the event of rain or extreme heat, the management will decide whether to cancel fixtures, or otherwise, one hour prior to the first game where possible. ENA reserves the right to cancel fixtures in the best interests of players and officials’ health (including in heavy rainfall) and safety. Notification will be sent via text message to the mobile number listed on a player’s registration form (via coaches to juniors) or to the team captain (seniors). A notice will also be posted on our website www.emerald.qld.netball.com.au and the ENA Facebook page (facebook only for Nettas and NetSetGO!). In the event of a game having commenced, the executive/ officials will decide if the weather is too inclement to continue. ENA has allocated a week at the conclusion of the fixtures to reschedule rained-out games where possible. - 31 - Rules and procedures (cont’d) www.emerald.qld.netball.com.au Finals: Eligibility – A player must have played in three competition games to be eligible for the finals series. Court-time – While all junior players must be given the opportunity to play in each finals series game should their team qualify (with the exception being for disciplinary reasons or non-attendance at training), the amount of court-time each player receives is at the coach’s discretion, and does not have to be equal. Grand final results - In the event of a tie at the end of the four quarters in a Cadet or Senior grand final, extra time will be played to secure a result. In the event of a tie at the end of the four quarters in an Intermediate grand final, the game will be deemed a draw and the two sides will share the premiership honours. Team duties: Cadet and Senior teams will be rostered for various duties to enable the committee to conduct competition fixtures. These duties include setting and packing up and scoring. Without teams taking on these responsibilities, the competition would not be possible. Please be aware that by registering to become a member of this association, you are committing to undertake your share of the duties assigned to your team. The above duties do not constitute ‘volunteering’ so time spent undertaking these roles is not deemed eligible under the ‘volunteer fee’ structure. Parents should be aware that their child will be expected to do her share and should make them available when required to do so. The duties should not be left to the coach or the same players each week. Netball is a team sport and undertaking these duties is a team responsibility. - 32 - Rules and procedures (cont’d) www.emerald.qld.netball.com.au Parental support: Parents/spectators are welcome and encouraged to attend games and cheer on their child and his/her team. However, please refrain from coaching and providing direction from the sidelines or during the break – either specifically directed at your child or the team. This is not only confusing for the players but considered disrespectful of the coach. Parents breaching this request will be asked to stop and, should they persist, may be subject to action under the Behaviour Management policy. All of our coaches are accredited and updated on the latest coaching and playing techniques. We also ask that you show respect for coaches and officials, and be supportive of your child’s efforts and participation in the sport, when discussing the game with him/her at home. Helping out ENA has a volunteering fee structure in place through which parents and players can help out in a variety of ways – from fundraising activities to umpiring and facility set-up and canteen. Please be aware that some roles – such as rostered parental duties at our junior carnival – are not volunteering activities, but are considered compulsory for your child to participate. A full explanation of how the fee is structured is available with registration. ENA is always looking for coaches and umpires so if you would like to become involved in these roles, please do not hesitate to approach one of the committee members. Accreditation opportunities are provided by the association. - 33 - www.emerald.qld.netball.com.au General Codes of Behaviour As a person required to comply with this policy, you must meet the following requirements in regard to your conduct during any activity held or sanctioned by Netball Australian, Netball Queensland, a region, an affiliated member organisation or an affiliated club: 1.
