ABOUT RESTLESS DEVELOPMENT

a result, Restless Development is repeatedly cited as a model of best practice in youth-led development by
the World Bank, the UK Department for International Development (DFID), UNICEF, UNAIDS and others.
The 2014 Ebola Virus Disease (EVD) outbreak is the largest EVD outbreak in history and the first in West
Africa. In Sierra Leone new EVD infections increased exponentially at the early stage of the outbreak leading
to a rapid spread of EVD across ever district in the country. As at the 8 th February 2015 over 8,200 Sierra
Leoneans have been infected with the Ebola Virus and over 3,400 have succumbed to the disease.
Sierra Leone has made significant progress in reducing the number of new Ebola cases and in reducing the
geographic range of the disease. However, the number of new daily Ebola cases has plateaued since

February after a rapid decline in December and January. Currently spikes of Ebola cases are making way in
localized areas especially in the northern districts across the country. More bumps in the road are to be
expected and so getting to ‘Zero’ will require ongoing commitment from partners for several months.
As part of the efforts to address the Ebola epidemic in Sierra Leone, Restless Development is implementing a
community based action programme against Ebola within a consortium of five agencies known as the Social
Mobilisation Action Consortium (SMAC). The consortium is made up of GOAL, the lead agency, Centers for
Disease Control and Prevention (CDC), Restless Development, BBC Media Action, and FOCUS 1000.
Combined, these agencies have over 33 years of experience in Sierra Leone; all have been engaged in the
EVD response since the start of the outbreak; and all have already piloted the approaches they bring to this
intervention.
Restless Development has adapted and redesigned aspects of our on-going programming in Sierra Leone in
response to the Ebola crisis. The agency has also developed models of social mobilization that are now being
piloted in several districts in conjunction with Government and local partners. This project is focus on scaling
up the social mobilization model nationally in efforts to reach zero new infections before the end of 2015.
The Head of Ebola Emergency Response Programmes will have oversight of all activities related to the Ebola
response; this responsibility covers systems strengthening for operational/support functions (human
resources, logistics, finance & administration, and security) and contribution to Ebola Recovery Strategy
Planning. She/he will have oversight of direct programme activities, including coordination, programme and
activity planning and daily implementation. The Head of Ebola Emergency Response Programme will work
closely with the Country Director, Head of Operations and field staff based at regional and district levels.

KEY PRIORITIES
1. Oversight of all aspects of ERP performance
Working closely with the Country Director and Management Committee:
 Take overall responsibility for ensuring effective leadership, management and coordination of
Restless Development’s Ebola Response Programme across all units, proactively identifying and
addressing challenges
 Monitoring and ensuring high performance across all Ebola Response Programmes (ERPs) key
performance areas though ensuring appropriate operational plans and strategic review processes are
in place for all ERPs
 Develop Monitoring and tracking systems for organisational performance against key performance
areas in the ERPs using internal finance and programme quality audits
 Ensure all plans, budgets and expenditure are in line with the donor requirements
2. Leadership of the Programme Quality directorate in relation to the ERP programme
Through line management of Regional Managers of the ERPs and working closely with the Research,
Monitoring and Evaluation Manager specific responsibilities include
 Ensure that Ebola response programmes, monitoring & evaluation systems, and operations reflect the
operational standards, strategy and best practices of Restless Development
 Ensure lessons are learnt through the implementation of the ERP, track and share these and use
evidence-based decisions for programme implementation and future planning
 Ensure production of timely, regular and accurate reports on programme quality and progress
 Continuously develop and manage the operating principles and guidelines for Restless
Development’s Ebola response
 Ensure that good practice implemented under the ERP is captured and shared with strategic partners
nationally and internationally
 Ensure Restless Development adheres to best international standards in terms of emergency
response
3. Leadership of Human Resource Management function relating to the Ebola Response
Working closely with the Head of Operations and the Human Resource Coordinator, the Head of Ebola
Emergency Programmes will provide support on Human Resource Management across ERPs to:
 Lead and develop a strong ERP team through regular line and performance management, capacity
building and facilitating staff/Community Mobiliser development opportunities.
 Ensure effective recruitment processes, contracts, job descriptions, codes of conduct, staff induction
and staff manuals are in place with relation to the ERP
 Monitor and mitigate organisational risks, responding to security, health and safety incidents in line
with the emergency response security management plan
 Ensure that appropriate security guidelines and procedures are established, maintained / updated
regularly and adhered to by the ERP team
 Ensure and monitor adherence to all HR policies, Code of Conduct and values
 Oversee the maintenance of human resource management tools incl. organizational charts, job
descriptions, performance evaluations, disciplinary processes as per Restless Development Sierra
Leone policies.
 Ensure effective teamwork among staff.
4. Contribute to the development of a Post Ebola Recovery strategy
Working closely with the Management Committee, the Head of Ebola Emergency Response will provide
strategic contribution to the development of a post Ebola Recovery Plan Responsibilities including:
 Serve as an active member of the Restless Development (Sierra Leone) Management Committee.
 Contribute to develop research areas and questions for rapid assessments on community needs in
relation to post Ebola recovery.
 Assist in developing the post Ebola Recovery strategy for Restless Development in line with Restless
Development Business Plan
5. Support organisational fundraising & partnership efforts with relation to the ERP
Working closely with the Country Director and head of Operations specific responsibilities include:
 Representing Restless Development to local and national authorities, international donors, UN
Agencies, international and national NGOs.

Develop good working relationships with other humanitarian/emergency actors such as INGOs, UN
agencies and donors.
Ensure that the Country Director, Head of Operations and Regional Managers have up-to-date
information in order to provide appropriate representation of the Country Programme in strategic
meetings
Attend donor meetings and coordination meetings and accompany donors on monitoring visits as
relevant
Contribute to development of proposals as needed
6. Ensure sound financial management of the ERP
Working closely with the Finance and Administration Manager, ER Progrmme Managers, specific
responsibilities include:
 Oversee budget preparation, setting the parameters and ensuring spends and forecast are in line with
plans.
 Ensure the effective monitoring and reporting of ERPs budgets in accordance with Restless
Development finance policies and procedures and donor requirements
 Ensure Restless Development values, finance policies and procedures are adhered to by all ERPs
staff
 Analyse and interpret monthly financial statements for the ERPs team and facilitate the
implementation of internal and external audit recommendations
 Ensure value for money and transparency in procurement and programmatic decisions
 Ensure that appropriate logistic, administrative and financial structures and procedures appropriate for
emergency response are established and / or maintained in accordance with Restless Development
finance policies and guidelines.
 With support from the Finance and Administration Team, ensure that all finance policies and
procedures are adhered to.

Oversee the completion and return of field accounts within the agreed deadlines
7. Other
 Other duties as required.
 You may occasionally or will regularly be required to work on weekends and/or public holidays, for
which time off in lieu will be granted

SKILLS AND EXPERIENCE
Essential
 A graduate level degree in a relevant field of study
 Substantial & relevant senior management experience within programmes or
operations, preferably within emergency response setting
 A solid, technical understanding of Behaviour Change Communication
approaches, preferably Community Led Total Sanitation
