NOTICE OF MEETING OF THE BUDGET ALLOCATION AND SPENDING COMMITTEE OF ASSOCIATED STUDENTS OF CSU CHANNEL ISLANDS, INC. A meeting of the BASC members will be held on Monday, November 30 at2:00 p.m. Attendees: Missy Jarnagin - Absent Zach Valladon - Absent Connor Collins Christopher Bell Shayna Barker Alex Yepez Members of the public: Lundon Templeton Cindy Derrico - Phone Genesis DeLong Call to Order: 2:05pm Approval of Minutes: N/A will approve 11.03.15 and 11.30.15 in January meeting Public Forum: Old Business: New Student Organization Seed Money (C. Collins) i. Genesis: Defining Seed Money, $200 historically given to student orgs without review of the BASC. ii. Cindy: We don’t know when ASI stopped implementing the $200. New clubs could request funding from the BASC. Christine did not recommend the $200, it was just a point of reference. Do we initiate new seed money of $200 automatically with conditions? Suggests that if new see money is allowed to be requested, then a budget request should be submitted, as well as review of the BASC needs to happen. Do we allow clubs to request over the $200 and what conditions come with that? iii. Genesis: Lundon, Christine and Liz Miller met and information gathered was that Liz has two hard Fall and Spring Semester deadlines and that only one to two organizations usually register in the Spring Semester. New Business: Review total budget (C. Collins) i. Cindy: Based on a 2% headcount increase for 16-17, the total headcount is 6,290 and the revenue projected is $943,500.00 for ASI and $2,037,960.00 for the Student Union. For FY16/17 ASI is requesting $968,042, which is in surplus by $24,542 of the expected revenue. Cindy suggests that the Student Organization requested budget of $100,000 be reduced to meet the expected revenue number or we leave the request as is and pull from reserves when needed, because reserves are about $75,000 away from the maximum cap. Action Items/Motions: b. Motion by Alex, seconded by Chris and approval by Chris, Alex, Connor, and Shayna to allow new student organizations to present, a budget request, on a rolling basis, for seed money up to $250, a one-time request, per year for review and approval by the ASI staff. The ASI staff will report back to the BASC regarding allocated seed money. i. Cindy: If new clubs receive the $250, then can they request additional funds from ASI or not? c. Motion by Alex, seconded by Chris and approval by Chris, Connor, Alex, and Shayna to allow new student organizations to present, a complete budget request for additional funds up to $750 per year, on a rolling deadline, for review and approval by the BASC.
