Report from efficient retrofit project in Indonesia
Hydro power plant operators in
Bakaru and Bilibili constantly
struggled with rats, snakes and rain
water causing risks of short-circuit,
downtime and repair works. The
solution to the problem was to

The state electricity firm, PLN, is responsible for
power generation, transmission and distribution.
Their plants in Bakaru and Bilibili play a critical role
for eastern Indonesia.
With two turbines of 63 MW each,
and two transformers of 150 kV,
the Bakaru plant generates enough
electricity to cover 60 per cent of
the need of Makassar, the largest
city in the region. It supplies one
third of the total need of the regional PLN unit, PLN Sulselrabar.
Facing difficulties
The Bakaru plant was built in the
1980’s by a Japanese consortium.
It has, however, not had a troublefree story, because of natural
risks and a lack of proper cable
sealing solutions. The heavy rain
is a constant threat to the control
equipment, while rodents cause
damage to the power cables, and
snakes entering buildings put the
employees’ health in danger.
Professional approach
The Roxtec team presented its
sealing solution, visited the hydro
power plants to truly understand
PLN’s issues and provided all
technical information needed. PLN
decided to give Roxtec a try. The
Roxtec team in Indonesia came
to site to install Roxtec solutions
where cables enter buildings
and, at the same time, provide
installation training for contractors.
This real-life test process included
functionality as well as ease of
handling. In Bakaru, Roxtec seals
are now installed in the dam control
station, the main transformer, and
the basement area. Retrofit frames
are used around existing cables in
floors and walls.
Long-term flexibility
In fact, there were two alternatives
for sealing the multi-cable transits
in the trenches. PLN could fill them
entirely with cement and never be
able to access the 300 cables – or
install Roxtec, and be sure to have
the possibility to add cables whenever needed. The choice was easy,
and the contractors were educated
on site. Soon they were installing
Roxtec seals by themselves.

No more worries
The Bilibili plant is smaller, but
multifunctional. Except for
electricity, the dam is used for
irrigation and drinking water to
the region. Roxtec seals are used
for power cables from the main
transformer to the control station
in order to ensure a seamless 24hour operation. The double test
demonstrated that Roxtec provides
protection from water and pests.
