JOB PROFILE JOB STORE # 154 TITLE: CUMULATIVE EFFECTS POLICY ANALYST CLASSIFICATION: POLICY ANALYST (SEH) 27 JOB OVERVIEW To coordinate and lead the research, analysis, development and implementation of strategic policies and legislation in support of the natural resource sector’s initiative to develop a cumulative effects assessment and management framework. ACCOUNTABILITIES Required: Analyzes and identifies social, economic, legal and political issues associated with the development and implementation of a cumulative effects assessment and management framework, assesses competing and/or conflicting priorities, identifies risks and issues, and recommends strategic policy alternatives or significant changes to program operations or service delivery. Assesses the role of and options for application of resource management objectives within a cumulative effects framework. Undertakes research into, and identification and analysis of, options and recommendations related to all aspects of a cumulative effects assessment and management framework. Undertakes research into cumulative effects management approaches in other jurisdictions, including legislative and policy frameworks, approaches to the consideration of and management for identified values in decision making, assessment of cumulative effects and monitoring programs. Provides advice and recommendations regarding the implications of a cumulative effects based natural resource management framework on legislation, policy and programs to senior management, ministry executive and Government officials. Contributes specialist analysis, interpretation and advice related to licensed professional discipline (i.e. forestry or agrology). Leads policy review teams of natural resource sector and stakeholder specialists in the development of options and recommendations for legislative and policy reform to support the implementation of a cumulative effects assessment and management framework and the establishment of common resource management objectives for the natural resource sector. Develops and leads stakeholder consultation processes to solicit input on policy options and recommendations, identifying stakeholder preferences and reconciling conflicts. Conducts or provides direction for detailed socio-economic, environmental and cost-benefit analyses related to cumulative effects management. Researches, develops and writes regulations, technical guides, publications, presentations, legislative summaries, briefing notes and Cabinet Submissions, Treasury Board Submissions, Requests for Legislation and public discussion papers. JOB REQUIREMENTS Master’s Degree in natural Resource Management, Natural Resource Planning and 2 years related experience. Degree in natural Resource Management, Natural Resource Planning, and 3 years related experience Registered, or eligible for registration, with the British Columbia professional association as required by the specialty area (i.e. Association of Forest Professionals, Institute of Agrologists). Related Experience: Demonstrated experience in policy analysis within the natural resource sector Demonstrated experience in the development of policy, legislation and regulation. Demonstrated experience in socio-economic and environmental assessment preferred. Knowledge: Knowledge of processes relating to the development of legislation and regulation in the public interest. Knowledge of natural resource sector statutes, regulations and recent policy initiatives in BC.
