Moracho Ramirez Regulatory Activities Section 1 Introductory Considerations The strategy for the period 2013–2022 is in line with and supports the Capacity Building action of the NSAP. The strategy is an updated continuation of the activities covered within the 2001–2012 strategy, and is proposed as a means of further strengthening Agency education and training activities in nuclear safety for the next ten-year period The Steering Committee on competence of human resources for regulatory bodies will continue to play a central role for the involvement of the Member States in the implementation and evaluation of this strategy. Strategic Approach 2013–2022. International Atomic Energy Agency Roles A.1. Key roles The successful implementation of the proposed strategy will require effective interaction between the Agency and Member States. In particular, increased ownership on the part of Member States would be expected over the course of the strategy since this is where the primary responsibility for building competence lies. Clearly, within its statutory function of promoting the application of Agency safety standards, the Secretariat has the responsibility for overseeing the implementation of its training and educational activities. To this end, significant assistance can be made available from regional training centres and centres within Member States. Advantage should also be taken of existing training resources in Member States. Considerations should also be given to utilizing the expertise available in bodies such as regulatory bodies, professional bodies, scientific societies and regional or international organizations. It will be important to monitor the implementation of the strategy and progress made. The Steering Committee on competence of human resources for regulatory bodies representing the Member States’ regulatory bodies can play an important role in this respect.
