The pairings will be posted by 5 pm on May 19, 2017 on the WIAA website. Practice Round: There is only one designated tournament practice round. Tee times are available on Monday, May 22 from 8AM-1PM. There is room for coaches to play. Call the course to book times. Payment for Practice Round & Dinner: Each school upon check in will pay their practice round to the course and the dinner fee directly to the course. Fee for Practice Round is $35.00 (dinner included). Carts are $15 per rider, $30 for whole cart. Range ball prices are $5, $7, and $9. Schools/players should pay by check, cash or credit card. No p.o.’s will be accepted. Checks should be made out to Columbia Point Golf Club. Coaches Meeting: A coaches meeting is scheduled for 6 PM on Monday. Tournament issues will be discussed and local rules will be explained. Format: 3A Boys State Tournament will consist of 36 holes. Only the top 40 plus ties will play the final 18 holes. Pairings for nd the 2 round shall be arranged in reverse order of the finish of the first round. No players from the same school will be placed in the same pairing. 2017 WIAA/Dairy Farmers of Washington/Les Schwab Tires State Golf Championships Coaches Packet Coaching Regulations: Each school may appoint one person who may give advice to members of their team. The person appointed will be issued a badge that must be visible and worn at all times. This person may give advice to their players from the tee to the green and after a player has completed a hole and the player has left the putting green. Coaches may not go on to the green or in any hazards on the course. Coaches may not carry clubs or push player’s carts. The coach must not cause a player to delay play. There will be one coaches badge for 2 or less players and a second badge is allowed for teams who have 3 or more players in the tournament. Filming: Anyone wishing to film/videotape the event must check in with the site manager before the event begins. Awards: Presentations will take place after the last group has finished and all scores are totaled. It is requested that all golfers remain for this event. Ties: Sudden death playoffs will be for first place medalists only. Playoff holes will be predetermined. USGA rules and Local Rules govern play: Cell Phones: Players are not allowed to have cell phones on the course while participating. Range Finders: Players or coaches are not allowed to use range finders during the tournament. Golf Carts: Golf carts will not be allowed during tournament play for players, coaches or spectators. Exception: A player with a doctor’s note, specifying a permanent disability and requesting a motorized cart must be preapproved by WIAA. Contact Andy Barnes, [email protected] No Tobacco Policy: All courses adhere to a strict NO TOBACCO policy for players, coaches and spectators. Starting Times: No two golfers representing the same school may play in the same pairing. All Wednesday tee times will be in reverse order of their first round finish. Note “If the player arrives at his starting point, ready to play, within five minutes after his starting time, the penalty is 2 strokes added to the first hole, instead of disqualification.” The five minute rule on assigned tee times will be strictly enforced. On each day of the tournament, all players are required to check in at the registration table with their coach or faculty representative, no later than 15 minutes prior to their assigned tee time. Additional Practice Rounds: Call Columbia Point Golf Course for availability and cost. Food: Columbia Point Golf Course Snack Bar will be open during the tournament. Please note: Sunflower seeds are not permitted at Columbia Point. Rules Committee: The Rules Committee members are the 2 rules officials and the site manager. 2017 WIAA/Dairy Farmers of Washington/Les Schwab Tires State Golf Championships Coaches Packet Rules: USGA Rules and Local Rules will govern play. Any disputes or doubtful points on rules shall be referred to the Rules Committee rules officials whose decision shall be final. USGA rules state, during a two-day tournament, those players who qualify for the second day may not play a practice round on the tournament course after completion of the qualifying round on day one. A player will keep another player’s score within the group. The tournament official at the attesting table will not accept score cards unless they are signed by both the player and his marker. Attesting areas will be provided along with a tournament official to conduct the attesting immediately after the completion of the final hole on each day of the tournament. Penalty for an unsigned score card is automatic disqualification. Players must report to the attesting area after completion of each round, promptly and without delay. As per USGA rules, slow play rules will be enforced. Players must play "Ready Golf" and keep up with the pairing ahead. On the day of the Tournament: o Practice is restricted to the putting green, practice bunker, and the driving range. o On delays between nines there will be NO practice on the putting greens, practice bunkers, or driving range. Two-stroke penalty for practicing. o No practice putting after holing out during tournament play. Two-stroke penalty for practicing. The following violations will result in disqualification: o Smoking, use and or possession of tobacco substances o Use and/or possession of alcohol or any other controlled substance/drug o Abusive language – swearing o Betting (All players are responsible to report violations of these provisions to a Rules Marshal at the first opportunity.) Club Throwing: There will be a two-stroke penalty for throwing a club. Should a second offense occur, the individual will automatically be disqualified from further Tournament play. Galleries are permitted: however, all spectators are REQUIRED to dress according to course standards, to keep at least 30 yards distance from the competitors and stay on the cart path. The etiquette of golf will be observed at all times. Players who have completed their round are allowed to be part of the gallery, but must follow the gallery restrictions. Gallery rules will be available at the course. The official starter will review and announce any changes for the day.
