Facilitator Profile
Judy has worked over 20 years in state government on a wide variety of central Government programs and
projects. As a chartered accountant of 25 years she has wide-ranging experience in both the public and private
sector, working on strategic policy, business cases, risks and benefits and performance management as well as
being an experienced workshop facilitator.
Judy is an accredited facilitator for Investment Logic Map workshops and has delivered a number of workshops
for Queensland state government departments including Department of Transport and Main Road,
Department of Communities, Child Safety and Disability Services and Powerlink.
Judy is also qualified in PRINCE2 (11 years experience) and MSP (8 years experience).
More broadly, Solute Consulting has extensive experience with the formulation of documentation required to
assess investment decisions including preparation of Strategic Assessments, Preliminary Evaluations, Cost
Benefit Analysis and Business Cases. Solute prepares up to 30 business cases of varying sizes a year across a
variety of fields including social services, education, property/housing, ICT, roads and rail. The majority of
Solute’s experience in business case preparation has been through consultancies to prepare business cases ICTenabled business investments for Queensland Government Departments.
Solute’s status as recognised experts in the development of business cases has grown over the past 10 years.
The Solute Business Case Methodology has been utilised in the completion of Queensland Government
business cases and Queensland public sector employees have undertaken training in the methodology.
About Investment Management
The Investment Management Standard (IMS) is a collection of simple, commonsense ideas and practices that
help organisation to direct resources to deliver the best outcomes.
The standard has been evolving since 2004 as a response to investment practices that were increasingly
complex but failed to focus on the real need for an investment or the benefits that would be delivered. Its uses
have expanded to the point that it is now a system that can support the primary investment decision-making
functions of any organisation on multiple levels, from a decision about a single investment initiative to wholeof-organisation decisions that refocus the organisation’s direction. For more information on how IMS can be

Note: As part of the engagement you might choose to do one or all workshop for the particular practise.
Consult the facilitator and make yourself familiar with the investment management practises. If any prior IMS
workshops have been developed on your investment make sure you inform the facilitator.
Pricing for workshops depends on a range of factors including whether the workshops are being conducted as
part of a larger engagement or standalone.
