MCCS Semper Fit Youth Sports Basketball Bylaws 5-6 Years Old 0. Definitions and Guidelines 0.01 MCCS Semper Fit Youth Sports follows the National Alliance for Youth Sports. 0.02 Ages 5-6 years old refers to children of the above-specified age or children turning of the specified age during the season. Children at 4 years of age may participate in the program for 5-6 age group if he/she turns 5 by the first day of the season. 0.03 “Play Rules” refers to the playing rules stated in these bylaws, modified to meet the conditions of the MCAS Iwakuni community and to ensure the safety of each individual child participating in the Youth Sports program. 0.04 This is a Non Competitive League. This means at no time will the score or records of the game be kept or mentioned to the children or among coaches and parents. 1. Players Participation 1.01 It is the intent of this league to ensure that all players have ample opportunity to play an equal amount of time to commensurate with good discipline and fairness. 1.02 During the play of games, each participant will play in at least one-half of each game. 1.03 This ruling is subject to one exception, based on player injury, or if a player is under disciplinary action. 1.04 This effort will be supervised by either, the Team Coaches or Youth Sports Staff. 1.05 A player assigned to a team will not be permitted to play until he/she has attended at least one practice. 2. Players’ Equipment 2.01 Uniforms will be issued to the participants of each team. 2.02 The following equipment shall be considered illegal and will not be worn by any player: a) Knee, head or hip pads containing sole leather, fiber, metal or any dangerous material. b) Cast of any type c) Earrings, watches, rings, chains or other jewelry items The Youth Sports Coordinator or Athletic Director’s interpretation of the rules will be the final decision. They also reserve the right to change or add additional rules after the start of the season to reconcile sudden or unplanned disputes. d) Pants with pockets e) A knee brace may be worn, but shall be wrapped and must be approved by the coaches prior to the game. f) Players wearing prescription glasses must wear a head strap. 2.03 Coaches will be required to check that all players have on the proper equipment. 2.04 The game ball for the 5-6 year olds will be the official junior (size 27.0) basketball. This league will play with seven (7) feet goals. 2.05 The free-throw line is ten (10) feet, standing behind the yellow line. 3. Practice 3.01 Practice sessions will be assigned by Youth Sports. Practice day schedules will be established and distributed to the parents by the coaches. 3.02 Scrimmage games may be played as coaches’ desire. A scrimmage game will be counted as a practice for the teams involved. 4. Duration of the Game 4.01 Games will consist of four (4) quarters and a half time of two (2) minutes. The 5-6 division will play four quarters of six (6) minutes. A one (1) minute break will be taken between each quarter. 4.02 Games will be played with a running clock. Time will be stopped for an injury, freethrow or by a timeout being called only. Each team will be allowed one (1), one-minute timeout per half. 4.03 Five minutes after the scheduled game time, if a team does not show up or have enough players to play the game, it will be considered forfeiture. 5. Play of Game 5.01 A game will be played by two (2) teams, each consisting of not more than twelve (12) players, nor less than five (5) players. 5.02 In order to begin the game, each team must have a minimum of four (4) players and a responsible coach present. The other team is not required to match and can play with a full five (5) players. 5.03 Teams will change baskets at the end of each half. The Youth Sports Coordinator or Athletic Director’s interpretation of the rules will be the final decision. They also reserve the right to change or add additional rules after the start of the season to reconcile sudden or unplanned disputes. 5.04 Substitutions will be made as such: a) At random b) An injured player needs to be replaced c) Needed as determined by the coach 5.05 When the whole ball has passed over the sideline or baseline and makes contact with the floor or an offense that warrants the change of possession, the ball shall be put back into play by a throw in any direction at any point where directed by a coach. The thrower will throw the ball in at the point designated by the coach. After a basket has been scored the ball may be taken out at any point along the baseline by the team in possession. 5.06 For an improper throw in, players will be given a second chance to attempt a proper throw in. 5.07 Defensive plays will not begin until half court. This will afford new basketball players the experience of taking a ball down the court. There is no pressing. 5.08 Traveling, double-dribbling and palming will not be called in this age division. However, continuous violations will be called and resort in loss of possession of the ball. 6. Conduct and Fouls 6.01 All participants in this league will observe the highest level of conduct to include: sportsmanship, team camaraderie and respect to all involved while playing, watching, coaching or officiating. Disrespect to fellow players, coaches or officials are unacceptable conduct and will not be tolerated by Youth Sports. 6.02 Youth Sports Staff has the option to order any player, coach or spectator off the court and out of sight and sound of the game for violation of conduct standards. 6.03 Once the order of removal has been issued, the game will be stopped until the order is complied with. Should the offender refuse to comply with the order, at that time the game will be terminated and regardless of the score the win will be awarded to the nonoffending team by a score of 2-0. 6.04 The intentional commission of any of the below offenses will result in the award of a technical foul on the player committing the offense. a) Kicking or attempting to kick an opponent b) Tripping or attempted tripping with leg or body c) Charging an opponent from behind d) Striking or attempting to strike an opponent e) Holding an opponent f) Pushing an opponent with hand or arm g) Charging an opponent in a violent manner The Youth Sports Coordinator or Athletic Director’s interpretation of the rules will be the final decision. They also reserve the right to change or add additional rules after the start of the season to reconcile sudden or unplanned disputes. h) Tackling an opponent i) Obscene or loud verbal exchanges with players or coaches (harassment) j) Any unsportsmanlike conduct as decided by the coaches or Youth Sports staff. 6.05 Coaches and players are required to show sportsmanship at all times. During games, practices or award ceremonies, teams are prohibited from using any chants, gestures or comments that may be derogatory towards other participants. Failure to comply with this rule may result in disciplinary action. 6.06 Any player or coach being ejected from the game for poor conduct will be asked to leave the “sight and sound” of the court for the rest of the game and for the next game of the season. 6.07 If refusal to comply with this rule, the game in play will be concluded and the win awarded to the non-offending team. A player who has been ejected may be substituted for. However, playing a disqualified player is not allowed and is a valid ground for forfeiture. A player who provokes a fight with another player will automatically be suspended for his/her next regular season game. These guidelines are not absolute in dealing with behavioral problems. Severe situations could merit harsher sanctions. League administrators reserve the right to impose severe penalties depending on the severity of the incident. League administrators also reserve the right to notify the parent command of the severe misconduct. The Youth Sports Coordinator or Athletic Director’s interpretation of the rules will be the final decision. They also reserve the right to change or add additional rules after the start of the season to reconcile sudden or unplanned disputes.
