(WTDC-14).

1. Creating a network of video conferencing
(WTDC-2010)
RESULT:
Project was implemented. Creating a network of video
conferencing between the Regional Office of ITU and the RCC
telecommunications administrations has made it possible to
organize seminars via videoconference and increased the number
of participants in regional activities (an average of 60-70 people to
170-180).
2. Assistance in the transition from analogue
to digital broadcasting (WTDC-2010)
RESULT:
The center was established in Minsk.
- assist in developing and adjusting frequency plans of digital
terrestrial television of the RCC;
- joint preparation and development of a minimum necessary
set of technical standards for the implementation of DTV;
- conducting joint trial operation of DTV zones in the region of
the RCC;
- review and study questions of the organization of systems
operation DTV.
3. Virtual laboratory for testing remotely equipment
and new technologies and services (WTDC-2010)
RESULT:
The project was implemented: technical infrastructure, portal,
remote access, methodology. It was created a running virtual
laboratory, developed recommendations for the use of this VL,

seminar.

- testing the signaling protocols VoIP (SIP);

4. Sustainable electricity supply of the remote
telecommunications facilities (WTDC-2010)
RESULT:
In the process of implementation: The equipment is supplied, there
is an installation at the stage of completion.
The optimal criteria for sustainable energy is an autonomous solarwind-diesel power plant. In this case, a rational use of solar
energy, wind energy and power diesel generators with a total
accumulation of energy in batteries.
5. Recommendations for the implementation
of secure remote payments (WTDC-2010)
RESULT:
Recommendations implemented, developed recommendations,
training course, the final seminar held on October 14-16, 2014,
Baku.

1. Creating a child online protection Centre
for the RCC region (WTDC-14)
RESULT:
Distance training courses on safe use of Internet resources, with
provision for testing children, parents, and teachers.
Assessment of the preparedness of teachers and parents
(development and support of the remote teaching courses on the safe
use of Internet resources for the CIS countries).
1. Creating a child online protection Centre
for the RCC region (WTDC-14)
RESULT:
National systems for updating and disseminating lists of useful
Internet resources for children, as well as lists of other Internet
resources flagged as unsuitable.
2015 Creation of automated systems that distribute specific to the
RCC images of "black" and "white" lists, as well as expert evaluation
and cataloging Internet resources specific to the RCC countries.
2016 Initial filling of the "black" and "white" lists (specific to the RCC
countries). Up to 500 thousand resources. Connect up to 200
subscribers (schools, operators and organizations) to the automated
system. Conducting the seminar presentation.
2017 Additional content to "black" and "white" lists (specific to the
RCC countries). Up to 1 million resources. Connect up to 300
subscribers (schools, operators and organizations) to the automated
system.
1. Creating a child online protection Centre
for the RCC region (WTDC-14)
RESULT:
A database with data on existing technical solutions for child online
protection.
2015 Creating a single database with information about existing
technical solutions and choice of the optimal system (for your
organization) of content filtering.
2016 Setting up the database copy in the Zonal office of the ITU for
the RCC (Moscow). Updating database of existing technical
solutions. Conducting workshop presentation.
2017 Updating database of existing technical solutions.
2. Ensuring access to telecommunication/ICT
services for persons with disabilities (WTDC-14)
RESULT:
Recommendations and regulatory documents, setting out
requirements regarding infrastructure and ICT content in terms of
their accessibility and usability for people with disabilities.
1. 2015 the study of international documents on the rights of persons
with disabilities, such as "The UN Convention on the Rights of
Persons with Disabilities", documents of the Global Initiative for
inclusive ICT and others.
2. Development of methods of teaching people with disabilities the
skills to use telecommunication/ICT mass. Teacher training on the
use of these techniques.
3. Publication of materials.
4. Organizing and conducting trainings, round tables, on learning
persons with disabilities.
2. Ensuring access to telecommunication/ICT
services for persons with disabilities (WTDC-14)
RESULT:
Information and training Centre to provide training for people with
disabilities in the RCC region.
1. Completion of the technical part of the project - the beginning of
May.
2. Training of the teaching staff with the help of outside experts –
May-September.

3. Introduction of training technologies
and methods using ICTs (WTDC-14)
Presented the ways of implementation of the projects under the
regional
initiative
on
the
implementation
of
telecommunications/ICT in education aimed at human capacity
building.
Presentations covered the approach to the regional initiative
implementation and set potential partners and detailed expected
results. The initiative is aimed at assistance to Member States
from the RCC in creation and development of national programs
on ICT implementation in education for human capacity building.
4. Development of broadband access
and adoption of broadband (WTDC-14)
Development of recommendations for choosing technological
bases for the construction of broadband access networks for areas
with low population densities.
An approach based on simulation process of building a network using
a variety of technological solutions, the parameters of a particular
locality:
- population density,
- demand for services,
- existence of competition,
- presence of radio frequency resource.
Development of recommendations on selection of technological
bases for the construction of broadband networks for the RCC region,
with regions with low population density.
5. Building confidence and security in the use
of ICTs in the RCC countries (WTDC-14)
The initiative is aimed at assistance to the Member States from the
RCC region in the field of building confidence and security in the
use of ICTs within the frameworks of the concept of information
ecology for provision of sustainable development and prevention
of possible negative consequences of the information environment
impact.
Conclusions of the ITU Regional Development Forum
for members of RCC
 The ITU performed a large amount of work in the RCC region
in 2011-2014.
 The regional initiatives approved by WTDC-10 have been
successfully implemented, and all countries of the region can
benefit from the results of the implementation.
 The region took an active part in WTDC-14 (11 countries of
12).
 Implementation of the RCC regional initiatives approved by
WTDC-14 is a priority for communication administrations of
the countries of the region.
Conclusions of the ITU Regional Development Forum
for members of RCC
 The region has decided on the vision and the ways of
implementation of the 5 regional initiatives approved by
WTDC-14.
 Performers and partners of the implementation of the
regional initiatives have been identified.
 All countries of the region should actively join to the
implementation of the regional initiatives.
