Minutes of Last PRC Meeting (5-6 June 2014) Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) S. N 1 Issues and Decisions Responsibility Quality of Assets Created under MGNREGA In order to improve the quality of assets with special emphasis on their design, utility and durability, the following were suggested: Creation of productive, durable and quality assets through convergence with other Schemes Capacity Building of RD and Panchayat Raj functionaries Community monitoring of works through NGOs, CBOs, SHGs etc. State Quality Monitors All States and Completion of works MoRD Maintenance of Assets Monitoring of the Assets Impact and Quality Evaluation State Governments were largely in agreement with the proposals of MoRD. However, they requested for changes in the ratio as prescribed. The general opinion was in favour of option-1 of the proposal i.e., 60:40 ratio to be maintained at the GP level for the works executed by GPs and for the works executed by the other agencies, the ratio should be maintained at the district level. 2 Convergence with other Schemes In the discussion, majority of the States were of the view that, the quality and durability of assets would improve through convergence of the MGNREGA depends on number of convergence activities. In addition to the creation of durable and productive assets, convergence would also help in solving the problem of resource crunch to some extent. For successful convergence activities, the responsibilities w.r.t (a) identification of works or beneficiaries (b) issuing of sanction order (c) issuing of MRs (d) measurement of works and (e) making payments should be clearly defined. Further, few states requested that line departments should be allowed to issue MRs for better convergence of activities under MGNREGA. However, Line Departments may be designated as the implementing agencies under MGNREGA. Following timeline has been decided for submission of State Convergence Plan (SCPs): Category 1 State viz., Assam, Rajasthan, Bihar, West Bengal, Karnataka, Kerala and Maharashtra have to submit modified SCPs after taking into consideration the observations made by the Ministry by 20.06.2014. Category 2 State viz., Uttarkhand, Punjab and Manipur have to submit their SCP by 25.06.2014. All states were advised to get the SCP approved by appropriate competent authority, i.e. CM/CS /SEGC etc. After approval of competent authority, SCP All States and should be sent to the Ministry for examination. MoRD The works/activities to be taken up under convergence has to be ratified and approved by Gram Sabha and included in the shelf of projects. Convergence Workshop dates: Gujarat will conduct workshop on 17th June, Lakshadweep on 1st week of July, UP on 11th June and J&K by 20th June. 3 Reducing Delays in Wage Payments As per Section 3(3) of Act, “the disbursement of daily wages shall be made on a weekly basis or in any case not later than a fortnight after the date on which such work was done”. However, despite the number of measures taken for timely wage payment, during the discussion the following were identified as some of the major reasons for the delay in wage payments: Delay in closure of Muster Roll (MR) and its computerization Inadequate staff for taking measurement of work done Inordinate delay in measurement of work in spite of dedicated staff Excessive time taken to link MRs with the measurement book. Delayed generation of wage lists. Generation of Fund Transfer Orders (FTOs) and their uploading where e-FMS has been made operational. Poor network coverage of banks and post offices. The following measures have been suggested to address delay in wage payment: Cash Payments: Identify 800-1000 blocks on criteria of low or nil internet connectivity and non-existence of banks/Post Offices for cash payment. Trained Mates for measurement of work Deployment of Barefoot Engineers: Suitable persons from the families of workers or one of the best performing workers from the local community may be identified. Monthly review by SRD: Monthly review on the delays in wage payments. Streamlining the processes of wage payment: State Governments have to send the disaggregation of process, persons, and periods of pay order. No states except two states have furnished their response. The States did not support the idea of cash payments since it involved issues All States and MoRD of security. Further, in order to enhance capacities and effectiveness and strengthen institutional structure for knowledge creation and capacity building of Panchayats, it was also suggested that, the State Governments may have to make best use of Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) scheme of Ministry of Panchayati Raj. MoRD will write a letter to MoPR with a request to issue an advisory to the States to extend benefits under RGPSA scheme towards the implementation of MGNREGA. 4 Compensation for Delay in Wage Payment The para 29 of Schedule II of MGNREGA makes the compensation for delay in payment wages mandatory. For enforcing accountability for eliminating delay in wage payment, the following were decided: State Government has to notify the ‘Rules” and implement the system of compensation for delay in wage payment. State Government have to review and discuss fortnightly with the POs to decide cases of delayed compensation for admissibility or not. All States and MoRD will examine the States’ suggestion for “decoupling of data MoRD entry of attendance and measurement of works” Liability of engineers/JEs, while calculating delay compensation has to be defined in MIS. Data on compensation for delay in wage payment will be calculated from the date of notification of rules. Provision has to be made in NREGASoft to allow generation of FTOs even if there is no fund available in the banks/Pos This will enable queuing of FTOs and stoppage of calculation of delay compensation. It was decided to issue an advisory to the States in this matter. 5 Preparation of District Plans under MGNREGA MGNREGA works have to emerge from an integrated plan for local All development with focus on (a) Natural Resource Management especially on States/MoRD a micro watershed basis and, (b) agriculture and allied activities. For this purpose, a District Plan under MGNREGA (DPM) for a period of 5 years should be developed and the Labour Budgets will be derived from the DPM itself. It was decided to issue guidelines for framing of DPPs in consultation with States. 6 Procurement of Material Procurement of material for the execution of works under MGNREGA is one MoRD of the major issues. It was decided that Ministry would issue an advisory to this effect, if not already issued. 7 Demand Registration: Alternate Provisions for Workers As per the amendment in Schedule 2, application for work can be oral or All States written and made either through the Ward member/GP/ PO/any person authorized by the State Govt. or using the following ICT tools: IVRS System (Telephone / Mobile) Call Centre / Helpline MGNREGA MIS enabled mechanism viz., Kiosk (call center login), CSO login and worker module The above mentioned possible channels and means for demand registration were discussed and the following were decided: 8 Various channels to register demand and grievance redressal should be used by all the States. Further, States would need to have robust IEC plans. The IEC plans should essentially contain the details of Rozgar Diwas Relative Performance for Ranking In order to analyse the inter-state and intra-state viz., districts, Blocks and All States GPs performance for taking the corrective measures the state were asked to use the following indicators of “Relative performance”: 1. % of Person Days Generated against last year performance 2. Average days per HH 3. % of HHs Completed 100 days 4. % of Work with Convergence 5. Work Completion Rate 6. % of SC/ST HH provided employment against registered SC/ST 7. % of wage paid with-in 15 days Details of these reports & methods to access will be shared with the State Governments through NREGASoft 9 250 CFT blocks The MGNREGS — NRLM convergence project is being piloted in 250 most All States backward blocks of the country. For this purpose 250 Cluster Facilitation Teams (CFTs) will be formed. This would address gaps in MGNREGA and thereby result in creation of sustainable livelihoods. States need to share CFT plans with Ministry and they should enter into MoU with CSOs. The States should also take steps towards releasing funds to CSOs expeditiously. 10 Calendar for Meeting with State Nodal Officers In order to closely monitor the implementation of IEC plans and State All States and Convergence plans, the following calendar has been proposed in consultation MoRD with States: Item Convergence Meeting at MoRD th 30 June 2014 th 27 August2014 st IEC 30th July, 2014 th 26 September 2014 th 1 July 2014 th 28 August 2014 11 Video Conferencing 30 July 2014 th 26 September2014 IEC Activities Regarding IEC Plan and activities the following were decided: 12 Goa, Arunachal Pradesh and Nagaland have to submit the IEC Plan by 20th June, 2014 J&K , Kerala and Haryana have to submit the IEC plans integrating ‘Rozgar Divas’ and the inputs given by the Ministry by 20th June, 2014 The Ministry is compiling the photographs of sustainable assets created under MGNREGA across the country, therefore, States may share good quality photographs of sustainable assets States may also share news items/success stories for the upcoming 12quarterly Newsletter on MGNREGA The initiatives pertaining to IEC activities like setting up a social Communication Unit by Maharashtra and roping in creative agencies for developing IEC material should be emulated by other States. DRTs and BRTs All States and MoRD The decisions were as follows: All States and Training for DRTs and BRTs to be completed by 15th July, 2014. th Training for all the functionaries to be completed by 15 September, MoRD 2014 States to submit the roadmaps/schedules on the above Submit detailed training report along with photographs State may initiate proper steps for imparting training to all the technical staff under MGNREGA 13 States may also make efforts for organizing MGNREGA workers into labour groups Details of training conducted since inception and position of Staff 14 States will submit the details of training conducted since inception for All States MGNREGA functionaries by 15.06.2014. Therefore, the remaining States (particularly Mizoram and Jharkhand) may send the information by 10th June, 2014. Further, for integrating the CPSMS based transaction and eFMS (nregaSoft), it was decide to start a pilot project in Bihar 15 Provision of Mobile Interface With the aim to help in operationalising Aadhar seeding in NREGASoft at All States and village level in mostly backward and remote Gram Panchayats which have no MORD connectivity Rs. 500.00 lakh was released to 9 states. In this regard following were decided: 16 State which have received the fund are requested to share the status of the procurement process and methodology adopted Other states/UTs may also write to MoRD to avail the facility under the scheme MIS related issues MIS analysis indicated that there is a significant time lag in MIS data entry. It was decided that States will take necessary measures to reduce the time lag in MIS data entry. In this regard, the following were decided. To resolve the state-specific issues related to MIS in a time bound manner, it was decided to form region specific teams in NIC, MoRD. All States and Necessary action may be taken to increase the capacity of server to (NIC) MORD avoid congestion and smooth entry of data particularly during peak period. 17 FRA Beneficiaries The proposal to the effect that “ to insulate her/him from migration, it is All States recommended that the present limit of providing job for maximum 100 days under MGNREGS should be fixed at 150 days for the rights holders. (Ministry’s letter dated 24.01.2014 refers) 18 Other information to be submitted by the States To assess the actual pending liabilities as on 31.03.2014, states are requested MoRD to send the provisional Utilisation Certificate for FY 2013-14 by 15.06.2014. National Rural Livelihood Mission (NRLM) The Group I States were - Andhra Pradesh, Arunachal Pradesh, Bihar, Chhattisgarh, Karnataka, Goa, Himachal Pradesh, Maharashtra, Meghalaya, Nagaland, Odisha, Rajasthan, Sikkim, Uttarakhand and West Bengal. Among these the State of Goa was not present. The Group II States were - Assam, Gujarat, Haryana, Jharkhand, Jammu & Kashmir, Kerala, Madhya Pradesh, Mizoram, Manipur, Punjab, Tripura, Tamil Nadu, and Uttar Pradesh. Among these the State of Tamil Nadu did not participate. S. No. 1 Issues & Decisions A.A.P All 27 States have transited to NRLM. Annual Action Plans (AAP) for FY 2014-15 approved for all 27 States. Wherever necessary, the State Missions may revise their AAP for FY 2014-15 in August 2014. State of Goa may take immediate steps for transiting to NRLM. Except Puducherry, none of the UTs have transited to NRLM so far. Responsibility All State Missions Government of Goa 2 H.R and induction of staff. All States to concentrate on recruitment of professionals at State, District and Block levels and complete by June, 2014. All State Missions The following States are lagging behind - Odisha, West Bengal, Rajasthan, Jharkhand, J&K, Punjab, Haryana, Meghalaya and Tripura. They need to pay special attention and complete their recruitments by June, 2014. 3 H.R and induction of staff All NRLP States, except All 13 NRLP States shall appoint Chief Operating Officer from the Bihar and open market for program management. Jharkhand 4 H.R and induction of staff All States Model HR Manual to be customized, adopted and implemented by States. All States to pay attention on improving HR hygiene factors so that their teams are motivated and deliver quality results. 5 H.R and induction of staff All States All States to complete systematic and rigorous induction of all the Mission staff by September, 2014. 6 Community Operations manual (C.O.M) All States Model FM and COM need to be customized and adopted by States taking approval of their ECs. COM in local language needs to be made available to the community widely. 7 Resource block strategy implementation All States 14 States have entered into MoU with SERP/BRLPS for implementing Resource Block strategy. Implementation has commenced in 9 States. Implementation to start in the remaining 5 states by Sept 2014. Balance 8 States – Punjab, H.P, Uttarakhand, Arunachal Pradesh, Tripura, Meghalaya, Manipur and Sikkim to enter into MoU with NRO s and start Resource Block strategy in FY 2014-15. 8 Resource block strategy implementation For best results from Resource block Strategy, SRLM should ensure: All States 9 a. Personal involvement of Mission Director b. Resource Block adoption by SPMs and spending 10-15 day/month in the block. Similar protocols for DPMs and others staff (district/block). c. Mandatory participation of State Mission Director and State Mission Managers in CRP de-briefing and internal CRP development d. Building a 5 years vision for the resource block as a training center for the state e. Simplified and prompt fund release to S.H.G s and V.O s once they attain their eligibility conditions. This is critical, since it impacts on the development of C.R.P s. Social mobilization through N.G.O partnerships All States All States need to explore partnership with NGOs/CBOs for implementation of NRLM in partnership blocks. 10 11 S.H.G – bank linkage. For achieving better bank linkage, SRLM All States should: a. Prepare credit plans for intensive blocks, b. Conduct SLBC sub-committee, DLCC and BLCC meetings regularly c. MoUs with at least 2-3 major banks d. Immersion of Bankers in advanced States S.H.G – bank linkage. All States SRLM need to share and ensure that RRB and Private Bank data of S.H.G bank linkages is sent to the NRO. 12 S.H.G – bank linkage All States For interest subvention in Cat I districts, the SRLMs need to ensure: a. Upfront interest of 7% is implemented by all banks from fresh loan given to SHGs b. Follow-up with RRBs and Cooperative Banks for submission of claim and audit certificate to NABARD. c. Promote awareness For interest subvention in Cat II districts, the SRLM need to ensure: a. Identify NRLM complaint SHG and disburse interest subvention to eligible SHG for 2013-14 b. Synchronize State specific scheme with National Scheme Data sharing by RRBs and Cooperative Banks with NRO 13 M.I.S. All SRLMs need to ensure: a. Entry of MPR data at the block level All States and NIC 14 b. Put a bridge software, where required, so that NRLM portal and State MIS talk to each other c. Building simple and modular MIS on priority, in such States where MIS software has not yet been developed Financial management. Complete IUFR needs to be sent by SRLMs All States by 10th of following month. 15 Financial management. Auditors should be appointed on priority. All States 16 Financial management. Unspent SGSY funds to be returned to All States Centre. 17 New Livelihoods. All States may develop projects for promoting All states livelihoods of artisans and weavers under NRLM. 18 P.R.I – C.B.O convergence. All States need to work on panchayat All States partnerships and converge other schemes of the Ministry. 19 Social inclusion and Social development. All States need to put All States effort for inclusive development and implement pilots on PRI, AHT, PWD, MS and Bonded Labour 20 M.K.S.P – Farm livelihoods through C.R.P s All States Promotion of sustainable agriculture practices to be initiated in resource blocks through livelihoods CRPs for saturation of the block 21 M.K.S.P. (b) Year Programme State Governments to put in All Year place monitoring mechanism, especially for Programme State selection of beneficiaries and for regular Governments. monitoring of Training Centres. (c)The Ministry’s Aajeevika Skill Development Management System shall be main IT platform for work-Flow management and MIS and data shall be pushed to State Governments and Project Implementing Agencies for project monitoring and management. The Ministry shall develop the IT platform to this extent. Aajeevika Skills Division, MoRD, SRLM’s to develop state skills IT platform accordingly. (d) State Governments sought administrative Aajeevika Skills expenditure for Aajeevika Skills scheme, similar Division, MoRD to 5% provision as being provided to NRLM at present. It was informed that provision of Administrative cost for Aajeevika Skills is restricted by a decision of Cabinet Committee of economic Affairs, and that the Ministry is moving a proposal seeking removal of this restriction. (e) A query was raised by State Governments on All State whether skilling projects in the State should be Governments restricted to the trades covered under Skill Gap S.No Agenda item Decision Responsibility Studies undertaken by NSDC in the State. It was clarified that the Skill Gap Studies of NSDC is a broad-spectrum study which should be used as a framework only. It was clarified that each State should undertake a Skill Gap Assessment using the SECC database on eligible rural youth in the State, and use that for monitoring and management of projects in the States, including the Trades in which projects should be allowed. Till then, the PIA application should be allowed on merits. (f) State Governments requested that the Central Technical Support Agencies (NIRD and NABCONS)should strengthen their Project Monitoring Team in each State. It was decided that the Central Technical Support Agencies shall set up dedicated regional Project Monitoring Team. The size of such team should depend on the total number of projects to be monitored in each State. NIRD and NABCONS-Central Technical Support Agencies for Aajeevika Skills (g) The State Governments requested that the Aajeevika Skills criteria for eligibility of candidates, i.e. “youth Division, MoRD that have worked as labourers in MGNREGS work sites for at least 35 days in each of the previous three years will also be eligible even if they are not in the BPL List”, should be revised to include youth from families which has worked in MGNREGS work sites for at least 35 days in each of the previous three years. This was agreed and suitable changes would be made in the Aajeevika Skills Guidelines. 2 Targets for skilling The skilling targets for State Governments were Aajeevika Skills in the year 2014-15 reviewed. It was noted that a total of 10.19 lakhs Division, MoRD candidates have been targeted to be skilled in the year 2014-15 in 21 States. Six States (Arunachal Pradesh, Goa, Meghalaya, Mizoram, Sikkim, and Uttarakhand) did not submit their skilling target. It was informed that the allocation for Aajeevika Skills in the year is limited by ceiling on budgetary S.No Agenda item Decision Responsibility outlay for Aajeevika Skills, which is at present 25% of the total outlay for NRLM. In order to enable adequate funds for total target projected for the year, it was informed that MoRD is taking a proposal to the Cabinet for removing the ceiling year budgets can be approved only after cabinet approval is obtained. Formal proposals will also have to come from states for all elements of the YP & AAP. 3 Implementation of All the State Governments were briefed on Roshni projects implementation of Roshni projects sanctioned recently by the MoRD by COO Roshni. The State Governments were requested to ensure that in a Roshni District, non-Roshni skill development projects under Aajeevika Skills shall not be undertaken. 4 PMRDF State Governments of AP, Odisha, Jharkhand, Chhattisgarh, MP, UP, Bihar, Maharashtra & WB The State Governments were briefed about the State induction and posting of PMRDF Fellows. Governments. It was desired that the Fellows should ideally be positioned in Intensive Districts, especially in North-East States. Rural Housing S No 1 2 3 4 Issues and Decisions Allocation of district wise targets and release of first instalment 2014-15 Issue: The district wise targets were awaited from States. States requested for increase in their allocation for 2014-15 and to transfer targets from earmarked categories to general category. Decision: The allocation for the year has been made based on uniform and objective criteria with data from Census 2011 and same cannot be changed now. States have to adhere to category wise targets communicated by MoRD. MoRD to release one-third of the States allocation to States which are yet to submit their district wise targets. States to report district wise details of targets and funds transferred. Delays in fund flow Issue: States like Assam, Uttar Pradesh, Tamil Nadu were able to receive IAY funds from State Finance departments, whereas States like Jharkhand, Kerala were not able to receive funds within the prescribed time of three days. The discrepancy in the period of fund transmission- 10 days in case of DRDA Administration and 15 days in schemes of other departments were noted. States requested that the time limit be rationalised Decision: MoRD to decide on rationalisation of prescribed time limit for onward transfer of central share Review of unspent balances Issue: There are large amounts of scheme funds lying unutilised in the district and bank accounts. These are not linked to release against any sanctioned house. Decision: States to review accounts of all districts and block level IAY accounts and recover such unutilised funds. Convergence a). With NBA Issue: Convergence is mandatory and every sanction of IAY house should have a mandatory sanction of toilet but it is not being implemented. The joint guidelines issued clearly states that the beneficiary should not have to approach more than one agency for the purpose. Reports to this effect are not forthcoming. Responsibility State Govts. MoRD MoRD State Govts. DRDAs States expressed the difficulties faced in coordinating efforts of the departments at the ground level, wherever NBA is implemented by a different agency. IAY beneficiaries availed of benefits under TSC but do not have a toilet are ineligible to get assistance under NBA Decisions: States to review convergence measures and submit updated reports for 2013-14. Discrepancy in reporting through the two different MIS should also be addressed. State Govts. MoRD States to take measures to implement the joint guideline issued and to ensure that the fund disbursing agency for both schemes is a single agency. IAY beneficiaries found ineligible under NBA may be covered under MGNREGA for construction of toilets Ministry to convey the annual state wise targets under IAY to MoDWS. b). With MGNREGA Issue: Amount eligible for unskilled wage component in the construction of a house and modalities for convergence with IAY are yet to be worked out. MoRD Decision: MoRD to work out amount and modalities c). With other schemes Issue: Reporting on convergence with other schemes like RGGVY, RSBY, AABY, and MGNREGA is found to be minimal. Decision: States to review status of convergence and ensure reporting through AwaasSoft 5 Monitoring and reporting Issue: Reporting on AwaasSoft is not regular and timely. The gap in between the reports in MIS and MPR still remains. Requests for training for AwaasSoft and eFMS from Assam, Gujarat, Maharashtra, Nagaland and a video conference with Uttarakhand. Decisions States to register details of MIS Nodal Officer on AwaasSoft State login and complete entry of instalment details and targets immediately States to ensure that scheme is implemented through AwaasSoft and post dated entries are made within 15 days from actual work States to adhere to checks in AwaasSoft and avoid State Govts. State Govts. 6 7 requests for relaxation States that are entirely using the MIS may inform MoRD accordingly and discontinue use of MPR To utilise administrative expenditure to place dedicated man power for the purpose of data entry and reporting MoRD MoRD to organize trainings in consultation with NIC. Special projects Issue: Submission of proposals for Manual Scavengers on priority and other deserving categories after careful examination. States to consider proposals for demonstration of good technologies. Reporting of special projects does not reflect actual progress. Decisions: State Govts. Gujarat: Request for consideration of some earthquake prone areas in the State as difficult areas. State to submit proposal according to guideline for approval of EC 2. Jharkhand : Additional houses were sanctioned in 2012-13 based on MoRDs advance intimation State to adjust sanctions with allocation for the current year 3.Arunachal Pradesh : Serious issues regarding the procurement and distribution of materials was raised in the NLM meeting held in Guwahati. The State was absent in the PRC. MoRD to send a team to look into the matter 4. Karnataka: Special project for nomadic tribes - since they are not part of IAY waitlist. State to pose proposal under homestead sites to provide land and then claim project under para 3.2.3 of the guideline. 5. Maharashtra: Change in proportion of instalments MoRD to place proposal already submitted in the forth coming EC meeting 6. Meghalaya: Addition of four newly created districts on AwaasSoft State MIS Nodal officer to coordinate with NIC and State NREGA Soft Nodal officer to resolve the issue of generating new district codes 7. Sikkim: Request for deletion of existing data on AwaasSoft State to submit a detailed request to MoRD 8.West Bengal: Request for increased unit assistance for houses to be constructed in Kala-azar affected areas owing to higher construction cost there, since houses have to be constructed on a raised platform. Increased unit assistance is not possible hence State may pose a Special project proposal if considered appropriate. Concerned State Govts National Social Assistance Programme (NSAP) S.No. Issues & Decisions 1. Comments on the revised Guidelines of NSAP Action NSAP has been converted into Centrally Sponsored Scheme (CSS) from the current financial year i.e. 2014-15. Accordingly, revised Guidelines of NSAP Scheme has been circulated for comments/ suggestions. State/ Union Territories States/UTs to submit their comments by 20th June 2014. 2. Release of funds to States/UTs for the 1st quarter of 2014-15 For the current year funds under NSAP will be released quarterly by MoRD to Consolidated Fund of State. Funds for the first quarter of the year 2014-15 to be released to the States/UTs by 15th June 2014. 3. Reporting of beneficiaries under IGNOAPS,IGNWPS, IGNDPS and families to be granted assistance under NFBS State/UT’s to submit the report at the earliest on the schemewise actual number of beneficiaries and the number covered under schemes of NSAP. Ministry of Rural Development State/ Union Territories 4. Social Audit and Annual Verification No report is being received from the State/UTs regarding Social Audit and Annual Verification. State/ Union Territories States/UT’s to conduct the Social Audit at regular intervals alongwith the other Schemes of the Ministry and send the report of the State to Ministry of Rural Development. 5. Administrative expenses 3% Administrative Expenditure are provided under NSAP. However, reports regarding utilisation of Administrative expenditure were not sent by States. State/ Union Territories States to provide details of 3% Administrative Expenditure, on a regular basis. 6. Digitization and DBT State/UT’s to ensure the Digitization of data of beneficiaries with complete details including mode of payment, seeding of database with bank account and linkage to Bank A/cs which are prerequisite for DBT under NSAP. States/UT’s having their own software, interface or bridge software to be developed to ensure portability of data from state pension software to NSAP-MIS. The Aadhar enrolment of pensioners is slow and Aadhar State/ Union Territories enrolment of NSAP beneficiaries to be ensured on proactive basis. Presently, there is no proposal for shift from the preferred mode of disbursement of pension in the States. However, disbursement of pension through Bank/Post Office accounts preferably bank accounts may be encouraged where pension will be paid through BC model at the doorstep of the beneficiaries using micro ATM. 7. Training in CPSMS Many States have reported difficulties in disbursement of pension through CPSMS and returned transactions details were not traceable. States/UT’s were requested to inform about their issues and Ministry may coordinate with o/o CGA to sort out the problems. States & Ministry of Rural Development States/UT’s were requested to inform the requirement of training, if any, on CPSMS, the same could be arranged in consultation with O/o CGA. 8. Training in MIS States/UT’s were requested to inform about their training requirement for NSAP-MIS,so that the same could be organized in the respective States/UTs by Government of India. State/ Union Territories & NIC Team 9. Other Issues States to nominate State and District Nodal officer for IGNOAPS and RSBY Convergence and inform this Ministry. State/ Union Territories Training Sl. No. 1 Issues and Decisions Funds will be released for construction activities by SIRDs/ETCs only after work order is executed. SIRDs/ETCs are again requested to furnish work order at the earliest. Responsibility States/SIRD/ETC and MoRD 2 States where SIRDs are not autonomous were again requested to take decision in granting autonomous status to the SIRDs. States of A.P., H.P., Jharkhand, Karnataka, Odisha, Punjab, U.P. & W B. 3 States should send details of persons to be deputed for foreign training on rural development so that the database maintained by MoRD could be updated. The Ministry would also forward a proforma to the States for the purpose. States/SIRDs and MoRD 4 ETCs should be brought under the administrative and academic control of SIRDs for better functional efficiency. States have been requested to take necessary steps in the line. States 5 BNVs are useful in the Social Sector for facilitating the delivery of services and empowerment of Gram Sabha. The initiative may be scaled up to new areas in the States. States & SIRDs 6 The revised draft guideline on BNVs will be discussed in the Colloquium of SIRDs proposed in the Month of July, 2014. MoRD/NIRD/SIRDs 7 As pending UCs are a major issue, the States/SIRDs/ETCs should expedite the utilization of funds and submission of UCs. Major cases of pending UCs are in the States of Jammu & Kashmir, Tamil Nadu, Assam & U.P. States/SIRDs/ETCs 8 Off campus programmes conducted by SIRDs as well as those for PRIs will also be included in the Monthly Progress Report (MPR) sent by SIRDs and ETCs and MPR should be sent regularly. SIRDs/ETCs 9 A representative from NIRD should be present in PRC Meeting to attend the Training Division presentation. NIRD Vigilance & Monitoring Committee (VMC) S.No. Issues & Decisions Responsibility 1 Meetings of the State and district level VMCs are not being held quarterly in most of the States and UTs as stipulated in the Guidelines. States and UTs are to ensure that the said meetings are held quarterly. Some of the States suggested that State Level V&MC should be held once in a year. It is informed that as per the approval of Standing Committee on Rural Development V&MC meeting should be held quarterly. States and UTs. 2 Ministry of Rural Development has requested the States/UTs to start data entry of Vigilance & Monitoring Committee meetings in future. To start with the data entry of the last held meeting may be uploaded on the website of the Ministry URL:rural.nic.in/sites/vigilance.asp. States and UTs. District Rural Development Agency (DRDA) Administration Sl.No Issues & Decisions Responsibility / Action 1 Non release of funds to DRDAs for 2014-15. A list of States who have not released central share to the DRDAs was circulated. States were requested to release the first instalment to concerned DRDAs immediately. Action – Andhra Pradesh, Bihar , Chhattisgarh, Goa, Haryana, Jammu & Kashmir, Jharkhand, Kerala, Madhya Pradesh, Maharastra, Punjab, Rajasthan, Uttar Pradesh West Bengal, Arunachal Pradesh, Assam, Meghalaya, Manipur, Nagaland & Mizoram. 2 Release of 1st instalment to balance 47 States were requested to direct the DRDAs to DRDAs. A list of such DRDAs was furnish the proposals for release of 1st instalment circulated. immediately. Action – Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jammu & Kashmir, Karnataka , Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Uttar Pradesh, West Bengal, Arunachal Pradesh & Meghalaya. 3 Proposals for 2nd instalment. DRDAs to All the States are requested to direct DRDAs to submit 2nd instalment proposals after submit proposals for release of 2nd instalment incurring 60% expenditure to the immediately after incurring 60% of expenditure. Ministry by August, 2014 Provision of Urban Amenities in Rural Areas (PURA) S.No. 1. 2. Issues and Decisions Responsibility/ Actions Identifying the potential PURA clusters for undertaking PURA 2.0 projects All State Government/ UTs Appoint and intimate details of Nodal Officer for PURA who can co-ordinate with the concerned departments of the State Governments/ UT All State Government/ UTs Administration. Socio Economic Caste Census (SECC) 2011 Policy issues that came up for discussion on SECC. 1. Some of the States asked for a direction from Ministry of Rural Development (MoRD) as to, at what rate/percentage of completion of merging of National Population Register (NPR)–SECC data can one go for generation of Draft List? The answer needs a few initial clarifications. A portion of SECC data has been taken from NPR base data. These pertain to individual particulars columns 2 to 9 of the questionnaire used for data collection. Actually this portion is entering as a scanned document and entered in to the Tablet Personal Computers (TPCs) and in it additional data is collected and added. For computational purposes the scanned portion data need be converted into digital format and merged with SECC data. For successful merging of data two steps are to be accomplished; (i). EBs has to be matched and (ii) members have to be matched. The EBs of NPR and that of SECC are matched through For Read statements and a process of Concordance. It was generally felt that the States need not wait for 100 per cent matching of EBs to be completed before draft list generation. Complete matching may not work out due to various reasons such as improper For–Read matching and incomplete implementation of multiple level concordances of EBs. But it was felt in the meeting that a reasonable threshold level of ensuring matching of EBs was to be fixed and informed to all States /UTs. It is considered that a minimum of 95 per cent of matching of EBs could be a reasonable threshold level for generation of ‘draft’ and ‘final’ list. If the States are not able to achieve the proposed levels (95%) then MoRD/NIC /ORGI will probe into the plausible reasons and indicate immediate corrective action at the earliest. The EBs that were not matched at the stage of ‘draft’ list and ‘final’ list generation and publication, are to be matched after ORGI and State Directorates of Census Operations (DCOs) suggest a matching methodology or suggest dropping of such EBs after due consultation with States/UTs. (Action: MoRD. ORGI, NIC). 2. Cent per cent image uploading is one of the key requirements of SECC. But in practice the image upload rates are lagging behind NPR-SECC merging rates achieved. Uploading all the NPR images is one among the main deliverables by CPSUs. The CPSUs (or their Vendors) uploaded these images in the TPCs in the first instance and made use for survey of households. The same images have to be uploaded in the central server of NIC and kept in possession of the CPSUs. But, M/S. ITI have not uploaded 4.52 % of images of J&K , 18.97 % of Punjab, 11.67% in NCT of Delhi, 12.14 % of Uttar Pradesh, and 9.88% in Madhya Pradesh. M/S. BEL have not uploaded 20.24 % of images of Rajasthan, 35.72% in Chhattisgarh, 33.44 % in Maharashtra, and 15.16 % in Puducherry. Similarly M/S. ECIL has not yet uploaded images of 4.52 % of EBs of West Bengal, 16.34% in Jharkhand and 12.42% in Odisha. That the CPSUs not uploading all the image files is a matter of concern. Without 100 per cent image upload, draft list generation cannot be permitted. Non- uploading of images have lead to instances of blank data in the draft list. The CPSUs are directed to complete image uploading within a week. MoRD will issue necessary directions to CPSUs to comply. (Action: MoRD, CPSU, State/UT Govts.) 3. The individuals’ scanned particulars recouped from the NPR data need be matched with SECC individual data particulars from the field for successful merging of both, for making these two sets of data digitally compatible. The criteria for machine matching of available member’s data are year of birth (YoB) and gender (Sex) of a particular member. In practice a mismatch of these criteria has happened on a large scale in the field level due to various reasons. Perhaps the respondents were not the same and so gave discrepant responses at the time of enumerations. The discrepant time factors of both the surveys have also led to mismatch of responses. And above all the data was collected on a respondent based mode. Personal level mismatch may also arise as NPR has two options for recording sex (male/female), but SECC has three options (male/female/transgender). So the threshold level for merging of available member’s details of SECC with that of NPR needs to be fixed. It is suggested to be fixed at 80 percent. MoRD has to insist that CPSUs complete maximum merging of all available member particulars of each EB. If due to unforeseen difficulties, this threshold level merging cannot be reached then balance portion pending plus unmet target will have to be manually done. Separate guidelines will have to be issued by MoRD in consultation with ORGI. (Action: MoRD, CPSU, ORGI) 4. i) The persistence of duplicate EBs with erroneous household data replicated in multiples of EBs is indicated in the website sec-census.nic.in (details given in the annexure-1). The States/UTs have to immediately correct these errors with the technical/manpower help of CPSUs. The only option is to re-enumerate these EBs. Wherever the numbers of such EBs are few and it is not feasible for the States/CPSUs to rectify these EBs immediately, the reasons with details be informed to MoRD and submitted by States for correction during Claims and Objections Processes. MoRD will issue necessary working instructions in this regard. (Action: States, UTs, CPSUs) (ii) There are few cases of enumeration (E) and supervision (S) Files of EBs still not uploaded due to filed level problems. The particulars of these EBs (also see seccensus.nic.in) are given in Annexure 2. Such a scenario cannot be allowed to continue as it is, and publication of draft and final list needs to be with held. The CPSUs are to complete uploading of these pending files immediately. If the CPSUS not able to upload the details, reasons with particulars will have to be intimated to States/UTs and corrective work especially under taken during Claims and Objections Processes. MoRD will issue necessary working instructions in this regard. (Action: MoRD, States, UTs, CPSUs) (iii). The prevalence of a small number of un-enumerated EBs in some of the States/UTs is also acting against the efforts to complete the tasks of SECC in a time bound manner ( see web site sec-census.nic.in and details are given in Annexure 3). The States, CPSUs and DCOs will have to undertake a joint exercise to resolve these cases in a time bound manner. The State governments will have to certify the numbers, status and reasons for non enumeration of such EBs and undertake to complete enumeration during Claims and Objections Stages before going for final list generation. MoRD will issue necessary working instructions in this regard. (Action: MoRD, All States/UTs/CPSUS/ORGI). 5. As the SECC Survey was in progress it was observed that in a number of EBs the caste data gathered were erroneous. A Verification and Correction Module was introduced and States/UTs were requested to rectify the mistakes identified as per norms set by ORGI. The list of generic mistakes was identified, listed and options given to Sates to correct the same. The progress as reflected in the Caste Correction Quality Monitor Reports has been found to be at slow pace. As per initial criteria, the completion of Verification and Correction norms fixed by ORGI was also to be achieved before for the Draft List generation. While this work was in progress the mid-way review of caste correction results under taken by ORGI indicated that much of correction files are uploaded without effecting the required filed level corrections. A second level C File correction exercise was imposed with a binding norm that such second level uploading of corrected C Files will be permitted in the case of EBs having equal to or more than 25 erroneous caste corrections only. Such a norm has been disputed by the States, and requests have been made to scrap it and permit to go for draft list generation. The MoRD has examined the two questions that have come up; (i) whether to scrap this new constraint imposed linking caste correction and draft list generation and (ii) whether the draft list generation is to be linked or not to the completion of second level caste corrections. In the discussions held in the PRC it was requested by most States not to block D File generation/ draft list printing contingent upon caste error corrections. All remaining caste corrections would be taken care at the end of 2nd level C File uploading concurrently. A policy decision need be taken on delinking caste correction and draft list publication. This will be taken by MoRD at once. At the same time caste corrections is mandatory and States and UTs will have to use its own manpower and financial resources for completing the task. ORGI would monitor this part of SECC closely and advise MoRD not to release the due amount to States/UTs, if it is necessary. (Action: NIC/ORGI) 6. The nature of post-facto updation to be carried out after the Final List publication is to be listed and communicated to States along with timelines. These would include :i) Completion of pending digitization and merging of EB wise unmerged NPR and SECC data (as mentioned in Para3). ii) Completion of text data conversion to local language for new members. iii). Covering of non enumerated persons and households. iv). Opportunity to correct errors that may still persist in the final list. (Action: MoRD) 7. The modus operandi of sharing, using and updating of the information presented in the Final list will be worked out by MoRD/States. The States/UTs may share the final SECC data (except caste data) proactively with other departments and local governments and put them to use for planning, targeting beneficiaries and for other purposes. (Action: MoRD, NIC, States, UTs) 8. The issue of long pending payments by CPSUS to Venders/DEOs/DBAs came up from many States/UTs. It was discussed as an issue to be settled by CPSUs urgently. MoRD would release the remaining amounts to CPSUs (approximately Rs1000 crore) only after a certificate mentioning that all payments to Vendors/DEOs/DBAs are made as per the agreement between CPSUs and Vendors. MoRD would develop a format in consultation with the CPSUs in which this certificate is to be submitted. (Action: MoRD, CPSU) 9. The States/UTs were asked to complete the entire process before 31.8.2014 without fail. They should give a deadline for publishing the final list- it must be intimated to MoRD by 30/6/2014. In the case of UP, Delhi and Rajasthan, special meetings would be held in the Ministry.
