To create a civic space for Mongolian
citizens and organizations to acquire
true and objective knowledge and
information, debate ideas, plan and
coordinate activities in the context of
Mongolian Responsible Mining
REASONS AND JUSTIFICATIONS
FOR ESTABLISHING THE MRMC
• Lack of understanding and knowledge about the role and
significance of mining in a market economy
• The failure to ensure transparency in the mining sector
creates mistrust, and therefore invites doubt in the tangible
contributions the mining sector makes in Mongolia’s social
and economic development
• Lack of knowledge and information of the social
stakeholders, differences in mindsets and adversarial
behaviors lead to a situation where no consensus or
common grounds are sought
• Some mining malpractices need to be timely addressed
ALTERNATIVE SOLUTIONS TO THE SITUATION
• Join the EITI and seek most active participation
in it;
• Initiate and implement programs and projects
consistent with the principles and content of the
Sustainable Development Concept;
• Initiate, develop and implement a Program to
institutionalize
operational,
financial
and
regulatory
openness,
transparency
and
responsibility in the mining sector
• Develop and implement a brand new concept

MONGOLIAN RESPONSIBLE MINING
CENTRE
The Mongolian Responsible Mining Centre shall be an
organization aiming at developing Responsible Mining in
Mongolia and working to foster a lasting and effective
partnership among the people, the Government, the minerals
sector and NGOs based on mutual trust and confidence.
The Centre shall champion the institutionalization and application
of MRM as a commonly recognized standard of mining
activities.
The Centre is to be situated in a safe, comfortable and welllocated space. The space must accommodate professional staff
as well as adequate office equipment, plus informational
exhibits and materials that can be transported for rural tours
and special events of the Centre
Objectives
 To encourage all Mongolians to participate in the process of
defining Mongolian Responsible Mining, including the
establishment of measurable performance-based indicators for
industry and government.
 To create a large & strong campaign that advocates application
and enforcement of Mongolian Responsible Mining and standard
performance behaviors by industry and government.
 To measure the impacts and results of such application of and
advocacy for Mongolian Responsible Mining, especially as they
affect the standard of living for ordinary Mongolian citizens.
Functions
 Explain, advocate for, enforce and reward a Standard Code of Conduct
for MRM
 Transparent and accountable MRM Reporting by industry and
government (guidelines, training, informational clearinghouse of such
reportage  link with OSI’s RW/PWYP and UK/WB’s EITI
 Organize public debates and discussions
 Library (hard copies and electronic)
 Public discussions and debates
 Trainings and workshops
 Web site and monthly newsletter
 Special events (lectures, conferences, annual award ceremonies)
 Media relations (media kits, press releases, press conferences,
training for journalists and editors)
 Government watch-dogging (with focus on fiscal (tax revenues) and
environmental transparency and accountability – link up with OSF/RW
and EITI) and be well-informed about the ongoing developments, while
maintaining close cooperation and coordinating activities with the EITI
and OSI programs and initiatives)
