1.0 Purpose of Soft Market Testing Exercise
The purpose of this Soft Market Test exercise is to seek the considered opinion of the markets in regards
to the project set out below. Of particular interest is the markets view on the programme, risks and the
practical constraints of the retained structure.
The design is at a very early stage, with the council considering a number of design solutions hence why
we are undertaking this early market engagement to help to form our decisions.
2.0
Outline of the project:
At an Executive Board meeting on the 1st June 2017 Nottingham City Council approved the demolition
and new build of the Broadmarsh Car Park and Bus Station. Demolition does not form part of the scope
of this study.
The proposed new building is to provide a Multi-storey Car Park, bus station, retail units (the base
scheme). Residential accommodation.is currently under consideration.
The above are to be designed and constructed in accordance with the requirements as set out below.




A minimum 1150 Car Space Multi-storey car park;
A1-A5 (Planning Class) retail space on Collin Street, Carrington Street, Canal Street and
included in the Bus Station concourse leading to Tanners Walk. The units to be completed to
shell and core standard.
A modern fully fitted out Bus Station accommodating 8 bus parking bays with safe access and
egress for users;
An option is being considered to include residential as part of the scope of works on the upper
level of the car park and/or on Carrington Street elevation.
The Contractor shall be responsible for the full design and carrying out and completing construction of
the works.
Future tender documents will include a design up to and including RIBA Stage 3 design. Tender
documents are expected to be issued in late August 2017
The anticipated form of contract will be based on a JCT Design and Build 2011.
The project is targeted to start on site in February 2018 and the car park and bus station, including retail,
must be completed and handed over for operation by August 2019 (19 months). We are considering a
sectional completion as follows:


Section 1 – car park, bus station and retail
Section 2 – residential units.

Retained Structure Constraint.
There are currently 4 retail units located under the north east corner of the site which will be retained
after demolition of the existing building and during the new build. Demolition will take place as an
enabling contract before the new build contract and does not form part of this package of works. These
units are located in what is known as Tanners walk and form part of the shopping mall which includes
access and egress linking Tanners Walk to Sussex street via the Middle Hill subway. The contractor is to
ensure this area remains safe and open for normal trading activity throughout the duration of the works.

3.0 QUESTIONNAIRE
3.1 Please provide an indicative gantt chart style programme for the pre contract stages (tender period,
initial procurement and lead in) and the design and build of the project which should be broken down into
the following elements:


Base Scheme
o Car park
o Bus station
o Retail

The car park, bus station and retail must be handed over as a sectional completion no later than August
2019. Residential may follow on with practical completion.

3.2 Please advise the viability, and risks, of handing over the car park, retail and bus station for
operation by August 2019, and then a further later completion of the residential units above and/or
adjacent to an operational car park.

We welcome and appreciate your organisation’s desire to participate in the soft market testing
exercise, but wish to stress that your involvement in the exercise will not carry any commercial
advantage in any ensuing procurement process, and any costs or expenses incurred in any
relation to this exercise shall be borne by yourself.
Responses to each of the questions are to be entered into the corresponding ‘response box’
within this questionnaire. The programme can be a separate document if required.
All documents are to be uploaded and submitted via the authority’s e-Tendering portal no
later than 5.00pm on Monday 26th June 2017.

5.0 NEXT STEPS:
The returns from the soft market testing will be analysed and considered in the future planning
for this project. Additional information or clarifications may be requested in relation to your
submission.
When any future tender process for this opportunity begins, all Contractors interested in it will be
required to register their Expression of Interest on the e-tendering portal
www.eastmidstenders.org whereby they will be able to access the tender documentation.
It is the Councils intention to place the OJEU notice inviting tenders in late August 2017 along
with corresponding advertisements on Contracts Finder and Source Nottinghamshire.
