Move–In and Move-Out Procedures for New Residents
Moving is a chore that no one enjoys, but it’s an every day event here at High View! We have put together
a list of our Rules and Requirements, in an effort to avoid misunderstandings and problems along
the way. We are eager to welcome our new residents, but remind you that we feel it is important
to limit the disruption to our other residents as much as possible; please observe the following:
1. All moves, especially those requiring the use of the elevator, must be scheduled
Monday-Friday between the hours of 8:00AM and 4:00PM through the management
office. We will “lock-out” the elevator in mail room one (Elevator I) or two (Elevator G}
for your move, but they must be restored to general use by 4:00 p.m.
 All scheduled moves into the midrise building must be accomplished utilizing
Elevator I or Elevator G as these elevators have been designated for freight
purposes. All over elevators are off limits.
 Our elevators are sophisticated machinery; computer controlled – propping open
doors or otherwise “rigging” them will damage expensive circuit boards, and the
responsible party will be charged with the cost
 Large moves are scheduled in morning and afternoon blocks. The morning block
is between the hours of 8:00 – 12:00 p.m. The afternoon block from 12:00 – 4:00
pm. Please notify the site office on which moving block you wish to reserve.
MOVING:
A. In the Mid-Rise Building, the moving of furniture, bulky packages and freight shall be
accomplished Monday through Friday (non-holidays) between 8:00 a.m. and 4:00 p.m.
and an Owner shall only utilize the elevator after notification to the Site Manager (for the
purpose of installing appropriate protective padding in the elevator cab) of the move.
Saturday and holiday moves may be possible, with the approval of the Site Manager,
between the hours of 8:00 a.m. and 4:00 p.m. for a $250 charge. In the Mid-Rise, similar
Saturday arrangements for smaller furniture deliveries may be made for a $50 charge.
B. Townhouse moves are not restricted as to time or day of the week. However, trucks may
not restrict reasonable access to driveways and garages and drivers must be available to
move vehicles at all times if there are temporary blockages of access. This provision is
not intended to imply any exemption from any other provision of the moving rules e.g.
necessity to register, make a deposit, etc. In addition, other rules regarding noise and
interference with other owners’ rights to quiet enjoyment may be applicable to moving
activities.
C. Any moving or storage containers that become detached from the transporting vehicle
(e.g. PODS) are not permitted. Any unauthorized containers deposited on the property
will be charged a $250 daily rental fee for occupying a parking space.
D. For the Mid-Rise and the Townhouses, notice of moving in or out of the complex must be
given to the Site Manager at least 72 hours prior to the moving date, and a security
deposit of $250 must be provided by the Owner/Resident to the Site Manager prior to the
move. Owners/Residents engaging in a self-move, or using a moving company that
cannot provide an insurance certification, will be required to post a $500 security deposit
with the Site Manager prior to the move. The deposit will be returned unless damages
are noted during a post-move inspection of the route used. The cost of repairing any
damage to the grounds or facility during the move will be charged to the Owner. There
will be a $250 charge to the unit owner if a move occurs without prior arrangements
being made with the Site Manager.
E. The Site Manager must conduct a walk-through with the Owner or tenant showing the
approved route for the movers both within the building and/or on the property. After the

move, the Manager shall inspect the route within four (4) hours in the Mid-Rise and as
soon as possible after a Townhouse move to ascertain the condition of the building and
grounds.
F. Owners/Residents engaged in a self-move, or not using a moving company that can
provide an insurance certification, must register all the individuals involved in the move
with the Receptionist.
G. If the elevator is locked-out as a consequence of an Owner or tenant not notifying the Site
Manager of the completion of the move, there is an automatic forfeiture of the deposit.
H. There will be an overtime fee of $25 for the first hour, $50 for the second hour, and $75
for each additional hour thereafter, if staff is required to remain on site after 4:00 PM in
order to conduct a post-move inspection.
2. ASK YOUR MOVERS TO:
 Schedule so that your move will be completed by 4:00 p.m.
 Inform the front desk of their arrival at High View so that we may direct them to
the proper door and lock out the elevator. We DO NOT give out elevator keys.
 Inform us when they are finished so that the elevator may be restored to general
use.
 Park their van in a manner that will not block the roadway, handicap spaces or
garage entrances/exits.
 DO NOT LEAVE DOORS PROPPED OPEN UNATTENDEDTHIS IS A SECURED ACCESS BUILDING!
3. Unpacking generally creates a huge amount of waste products- cardboard boxes and
packing paper and materials. It is important that you are aware of our trash disposal
procedures to avoid jamming the trash chutes and damaging the compactors:
 There is a cardboard/paper recycling container at the exit/entrance of garage one
and garage two. Boxes must be broken down and placed in the opening on the
container.
 Packing papers should be folded flatly as possible to conserve space, before
placing in the recycling container.
 Bags placed in the trash chutes in any of the trash rooms on floors 1-5 must be in
sealed (tied) bags. Please be sure that they freely slide down – do not try to force
over-sized bags into the chute – this will result in jams which cause the
compactor to run continuously, burning out the motor!
 DO NOT LEAVE BOXES OR BAGS IN THE TRASH ROOMS, OR ON THE
PARKING LOT GROUND AROUND THE DUMPSTERS…YOU WILL BE
CHARGED FOR REMOVAL! THERE WILL BE A $35 CLEAN UP FEE FOR
TRASH LEFT IN THE FLOORS OF THE CHUTE ROOMS.

Use of elevators for moving will NOT be permitted unless a move has been scheduled in
advance. All Moves in the midrise shall utilize either Elevator I or Elevator G. THE
STAIRWELLS AND ELEVATORS FOUND ON EITHER SIDE OF THE CLUBHOUSE
ARE NEVER TO BE USED FOR MOVING OR RECEIPT OF HOUSEHOLD
DELIVERIES.
Always check with Management if you are in doubt of the best route to use!

SOME THINGS YOU SHOULD KNOW……………………..
Whether you are joining our community as a New Owner or a Lease holder, you are bound by
the Rules, Regulations and By-Laws of our Condominium! Copies of the Rules and
Regulations are available on request (and are part of your Document book for owners or Lease
for Renters). We would like to highlight, for your information, some of the most important
ones:
SPEED LIMITS -
10 miles per hour on our private streets and courts
10 miles per hour in the garage
PARKING:
A. Should the Board so decide at a later date, any motor vehicle which an Owner parks
in a Parking or Motorcycle Space Limited Common Element shall be required to
display a valid parking sticker supplied by the Board. This Rule does not authorize
Owner to use any Parking or Motorcycle Space Limited Common Element other than
those specifically assigned to the Owner.
B. The use of Parking or Motorcycle Space Limited Common Element by an Owner, the
Owner’s family, tenants, visitors, agents or employees, shall be at said person’s sole
risk. In addition, the Board shall not be liable or responsible for any damage to, or
theft of or from, vehicles while in the Parking or Motorcycle Space Limited Common
Elements nor shall the Board be responsible for any personal injury to an Owner
sustained while in or on the Flats Building garages or the Parking Areas. The
foregoing limitation of liability shall not apply to the negligent or willful acts of the
Board or its contractors or its or their agents.
C. Owners shall obey all parking and speed regulations which the Board may promulgate
or post and shall park only properly tagged and functioning motor vehicles within the
Parking Areas. Any vehicle parked or stored so as to block or inhibit access to any
fire lane shall be towed, or otherwise removed, at the vehicle owner’s risk and
expense. Owner acknowledges having received from the Council one or more
Remote Access Device and agrees that if the Device is not returned by Owner at the
time Owner vacates the Premises, Owner shall pay the Council for reimbursement of
the cost of replacing each Device.
D. Parking in marked Visitor parking spaces shall be limited to 72 hours. Owner will not
use or otherwise occupy any other Parking or Motorcycle Space Limited Common
Elements in the Flats Building garages other than in the Parking or Motorcycle
Space(s) Limited Common Element assigned to that Owner.
E. The Board shall be entitled to temporarily close or otherwise restrict use of the
garages for the purpose of maintenance, repair, reconstruction, resurfacing, restriping and other work which the Board, in its sole and absolute discretion, deems
reasonably necessary in order to maintain and operate the garages as deemed
appropriate by the Board. The Board shall notify all affected Owners with a thirty
(30) day notice before any such maintenance, repair, reconstruction, resurfacing, or
re-striping shall occur. .
F. Each Owner shall complete and return to the Site Manager the vehicle registration
Addendum attached hereto as Exhibit B indicating each vehicle tag, make, model,
and color.

G. Each Townhouse Owner shall be permitted to park in front of his or her Townhouse
Garage door, but no part of the vehicle shall extend beyond nine (9) feet from the
door. The Owner of Unit 541 Rhapsody Court shall not park so as to block access to
the fire hydrant next to that Unit.
H. Improperly parked vehicles, inoperable vehicles and vehicles parked in spaces not
assigned to them may be towed at the expense and risk of the vehicle’s Owner. The
Board will post the required towing signs in the Flats Building Garages and in the
exterior parking areas (as necessary).
DOGS- PETS:
Pets shall not be kept within or around any Unit without the Owner having first completed the
attached agreement and registration form, titled Exhibit A: High View at Hunt Valley
Condominium, Inc. Rules – Pet Agreement and Registration Form. All Owners and residents
shall sign the Pet Registration and Agreement before bringing a pet onto the premises. Failure (or
refusal) to do so may result in the Board to levy fines and/or a demand to remove the pet from the
premises. The provisions of Exhibit A are incorporated in the Rules
Pets must be on a leash and accompanied by the Owner at all times when outside of a Unit. Each
Owner is responsible for immediately cleaning up after his or her pet and properly disposing of
any and all animal waste. Pets are not allowed to enter the Fitness Center, the Clubhouse Great
Room, the Conference Room, the Cyber-Café, the Library, the Media Center, the Board Room,
the Card Room, the Tennis Courts, the Swimming Pool area, or the interior midrise courtyards.
Pets may be exercised in the exterior midrise courtyards but may not be allowed to urinate on
shrubbery and trees and must be kept 10 feet away from the perimeter of the buildings.
Pet owners must take reasonable steps to control the actual and potential behavior of animals so
that others do not feel intimidated, threatened, or are touched without their consent.
Properly controlled pets may be walked on a leash or carried through the Lobby area but only for
transit or brief stops to retrieve packages, messages etc. Pets or owners of pets shall be free from
harassment by other residents when limiting the exercise and behavior of pets within the Rules.
Exemption from the provision restricting access to common element areas may be requested for a
service animal needed for assistance to the resident whom it accompanies. Reasonable
certification that the animal has been appropriately trained and is needed by the resident shall be
provided to the Board before any exemption is granted. Such residents must comply with all other
PET Rules including controlling the behavior of service animals to allow other residents
reasonable opportunity to use the common element areas without being touched by or exposed to
pets.
Pets must be kept in accordance with all other applicable provisions of the Bylaws and Rules,
including but not limited to the Rules captioned NOISE and OWNER RIGHT OF
NONINTERFERENCE.
TRASH- Midrise residents must dispose of household trash by using the chutes in the trash
rooms on each floor. Bag your refuse and seal to keep the chutes as clean and odor-free as
possible, and be sure that no oversized bags are lodged in the chute. (This will cause the
compactor motors to run, overheat, and possibly burn out!) The building trash removal has its
limitations….please keep your bags small! Paper and cardboard (boxes broken down, please) can
be placed for recycling in the designated container on the entrance levels of both garages. DO
NOT LEAVE BAGS, BOXES OR OTHER LARGE ITEMS IN THE TRASH ROOMS OR ON
THE PARKING LOT! Improper disposal of trash may result in a fine.

Recyclables from the midrise must be placed in the correct receptacles located on
the entry level of Garage 1 and 2.
TRASH-Townhouse residents
1. Trash pick-up is every WEDNESDAY.
2. Use ONLY tied heavy-duty, black or Flex bags or garbage cans with tightly secured
lids.
3. Please label garbage cans and lid with unit number.
4. Do not leave loose items, i.e., pizza boxes, furniture, appliances, etc.
5. Leave clear access to mailboxes.
6. Retrieve garbage can as soon as possible after pick-up and store inside your
garage. All trash containers MUST be removed from the designated locations by
9:00 A.M. on the day following pick-up.
7. Do not place trash at curb until after dark the night prior to pick-up. More specifically,
after 6 PM, Oct. 1-April 30 and after 8 PM, May 1-Sept. 30. If you must leave town
before trash day, use the mid-rise trash rooms behind the elevators near mailrooms
1 & 2.
RECYCLE
1. Recycling pick-up is every MONDAY.
2. Beginning February 1, 2010, Baltimore County will be instituting single stream
recycling. You will now be able to mix paper, plastics, glass, and cans. However,
they will no longer accept recyclables in plastic (or blue) bags. Additionally,
plastic bags are not allowed WITHIN the recycling. Baltimore County advises
that plastic bags interfere with the functioning of the recycling machinery.
Therefore, Residents may leave their recyclables in a cardboard box, or in a plastic
bin marked “RECYCLING”. Bins may not be larger than 34 gallons.
3. If you choose to use a plastic bin, please also label your container and lid with your
unit number.
Baltimore County has made stickers available for residents that may be affixed to
containers as another way to designate that the containers are being used
exclusively for recycling. These stickers are not in any way required to participate
in the single stream recycling program. Stickers for recycling containers are
available free of charge at the following locations: Baltimore County senior
centers, Baltimore County public libraries, and the County’s three trash and
recycling drop-off centers in White Marsh, Cockeysville, and Halethorpe.
4. Leave clear access to mailboxes.
5. Retrieve recycling containers as soon as possible after pick-up and store inside your
garage. All containers MUST be removed from the designated locations by 9:00 A.M.
on the day following pick-up.
6. Do not place recycling at curb until after dark the night prior to pick-up. More
specifically, after 6 PM, Oct. 1- April 30 and after 8 PM, May 1-Sept. 30.
Consider the strong winds we are experiencing when leaving your materials out for pick-up.
Bind loose cardboard/paper with string or twine. Often, the site techs and residents have to
retrieve scattered materials from the grounds.
Watch for the notification from Baltimore County informing you of these new regulations, or
visit the county website at www.baltimorecountymd.gov for more details.
