Introduction
Monitoring, Evaluation, and Reporting is the most important and the sole
activity that the Secretariat should take the lead during the project
implementation
Monitoring
It is a regular and continuous feedback that can used to make decisions,
manage the project more successfully and plan for better project activities
in the future
It observes progress of project implementation and ensures that inputs,
activities, outputs and external factors are proceeding according to plan
It helps to identify problems on time so that corrective measures are taken
It results in progress report that provide information to review projects

Introduction
Evaluation is carried out for
 Provision of information for decision making on status of project
 It assesses to what extent the project has achieved its objectives
 It is conducted to determine the achievement level of objectives,
efficiency, cost effectiveness and sustainability

the quality of data production
Monitoring versus evaluation
 They are complementary
 Monitoring focuses on improving day-to-day operations, while
 Evaluation assesses the extent to which project objectives have been met
