By-Laws for Social Competitions February 2009 INTRODUCTION The rules under which Social Grades play basketball in basketballSA stadiums are those contained in the latest edition of the F.I.B.A. Rules (Australian Edition) except for the By-laws set out herein which amend and/or supplement the F.I.B.A. rules. If there are conflicts between the F.I.B.A. rules and these by-laws, then these by-laws apply. DEFINITIONS a) Basketball SA – The governing body for Basketball in South Australia b) RELEVANT SUB-COMMITTEES Where these By-laws provide a decision to be made by the relevant Committee or for an appeal to be heard by the relevant Committee / Tribunal or a charge to be heard by a Tribunal. These Committees / Tribunals are as follows: i) Stadium Sub-Committee – Sub-Committee composed of the relevant Stadium Manager, Customer Service Officer and relevant Umpire-In-Charge. ii) Tribunal as designated from time to time by the Stadium Sub-Committee. c) Metro League – Metropolitan Basketball League d) State League – State Basketball League A2. TIMING & PLAYING CONDITIONS FOR MINOR ROUND GAMES Referees shall attempt to ensure that players obtain the maximum actual playing time within the following options for timing of games. All games under these By-laws shall be played in two halves. The Alternate Possession Rule will not apply, i.e. after a held ball violation, the game will re-start with a jump ball. This will also apply for all finals. 50 Minute Game a) The clock shall run throughout the first and second halves except that the last 2 minutes of the second half, the clock shall stop for every whistle by the referees, but ONLY if there is a NON-playing scorer from each team. If this is not applicable, then the clock shall run throughout the second half with no time outs being permitted in the last 2 minutes of the second half and with any time out in progress ending at the commencement of the last 2 minutes. b) There are not to be any time-outs in the last 2 minutes of the first half, with any time-out in progress ending at the commencement of the last 2 minutes. c) The Referees may direct the clock be stopped in case of serious injury. 45 Minute Game a) The clock shall run throughout the first and second halves. b) No Time Outs are permitted in the last 2 minutes of the first half or the last 2 minutes of the second half and with any time out in progress ending at the commencement of the last 2 minutes. c) The Referees may direct the clock be stopped in case of serious injury. A3 TIMING & PLAYING CONDITIONS FOR MAJOR ROUND GAMES a) Unless teams are notified otherwise in writing at least 7 days before the start of the Major Round the timing of Preliminary and Grand Final major round games shall be as follows: The game clock shall only stop for: i) For time-outs ii) For substitutions (the clock will start as soon as the player from the bench steps onto the court). iii) In cases of serious injury as directed by the Referee. 2 iv) b) c) d) A4 INELIGIBLE PLAYERS a) b) c) d) A5 In the last three minutes of the second half, the clock shall stop for every whistle by the referees. In the case of a drawn game at the end of full time or any subsequent extra time period in a Preliminary and Grand Final major round game, 3 minutes of extra time shall be played under the same conditions as the last 3 minutes of regulation time. If Scorers / Timekeepers from either or both teams are not present at any time, the situation shall be dealt with as set out in By-law A8. For Semi Final games (i.e. 1v2 & 3v4, or 1v4 & 2v3), the timing conditions shall be as for Minor Round games (see By-law A2). In the event of a draw/s, extra periods of 2 minutes will be played under the same conditions as the last 2 minutes of the second half. Any club that plays an ineligible Player shall incur a fine (by-law A31) and the loss of all Premiership points gained on each occasion that the offense occurs. The game shall be recorded as a 20-0 win to the opposing team. Any Club that plays an ineligible Player in a Finals series shall forfeit its place in the final series. A Club that wishes to appeal against fines imposed for playing an ineligible player shall lodge a $50 bond with the Stadium Manager. The relevant Stadium sub-committees shall hear any appeal against penalties imposed for playing ineligible Players. If the appeal is dismissed, the bond money shall be forfeited. If the appeal is upheld, the bond money shall be refunded. FORFEITS a) b) c) d) e) f) g) h) If a team does not have five players on the court and ready to play within 10 minutes of the scheduled starting time, it shall forfeit the match and record a 20-0 loss and a fine (by-law A31) will be imposed unless otherwise determined by Stadium Management. If a team is able to field five players within 10 minutes of the scheduled starting time, at half time the Referee shall record for the opposing team on a player line marked “LATE ARRIVAL PENALTY” 1 point for each minute or part thereof, that the offending team did not field five players. Where a team starts the game with less than 5 players and players become available for play, they shall be permitted to enter the court at the next break in play on request from the court captain. Such a break in play shall be designated a Referees Time Out. Where players are obviously available to enter the court between 9.30mins & 10 minutes on the clock, and prevent a forfeit, the Referee shall call a Referees time-out at any point in play where the ball is not being shot. If a team has three players only at the scheduled starting time, then they have the option to start playing or not. If a team has four players, then the game must start. Where a forfeit under this By-law is recorded and no scratch game is played, admission fees of the winning team shall be refunded on presentation of admission tickets. The admission fees of the forfeiting team will not be refunded, and will go towards the forfeit fine imposed. If a scratch game is played, with at least three players from the forfeiting team, then no fine will be issued. If the team awarded with the win due to forfeit refuses to play the scratch match requested by the forfeiting team, then the game will be declared a double forfeit, and no refund of tickets will be given. All fines must be paid by the next scheduled game. If the fine is not paid by the due date, premiership points shall be deducted from the team until the fine is paid. 3 i) j) k) A6 PLAYING WITH TWO CLUBS IN BASKETBALL SA COMPETITIONS a) b) c) d) e) f) A7 Any team desiring to withdraw from the competition shall be liable for a forfeit fine of $50 per programmed game until that team has been replaced in the competition. Players from teams forfeiting the remainder of a season can only play for another team in that season with the written permission of the Stadium Manager. Players from teams forfeiting the remainder of a season and which fail to pay the fines under this bylaw may not be permitted to play in the following season for any team. Stadium Managers are authorized to impose lesser fines than those set out in by-law A31 where a team can show justifiable reason. Players and Referees are reminded that it is Basketball SA’s policy that every effort shall be made to provide some form of competition for those players who attend for the game. Any Referee refusing to referee whatever form of competition might be played under this By-law will forfeit the Referee Fee and may be subject to further disciplinary action by the Stadium Sub-Committee. A Player may play with two or more Clubs / Teams in Basketball SA Social competitions. A Player may play twice in the one night in the one Stadium provided the Player has prior written permission from the relevant Stadium Manager or their nominee and pays two admission fares. Permission will only be granted to players who wish to play up from their normal grade or to players who wish to play in their normal grade and a mixed grade on the same night. Subject to (b) above, a Player may play any number of times they wish in a week of Basketball SA Social competitions. (i.) teams competing in the top Social Grade in a Stadium on a particular night may only play in their team one player from the Metropolitan Basketball League or State Basketball League. Such a player is defined as one who is over nineteen years of age and has been named in these competitions in that particular year. Players who are competing in NBL, ABA or WNBL are ineligible unless twenty years of age or less. A player may apply to the relevant Stadium subCommittee for this By-law to be waived between State League or Metro League or higher level competition seasons if the player has formally retired from future competitions or is recovering from a serious injury. However, the key factor to be taken into account in considering the application will be whether the waiving of the By-law will affect the balance of the Social competition. ii) A player shall be regarded as a State League or Metro League or Higher Level Competition player if the player is currently playing in Division 1 of the State League or Metro League or in any Higher Level competition or if the League or Higher Level Competition has finished and the next relevant competition has not yet started. iii) A team which plays a State League or / Metro League or higher level competitions player who is not eligible under (d) (i.) and (ii) above shall be regarded as having played an Ineligible player and shall be dealt with under By-law A4. Where a player plays for two or more clubs in social grade competitions no permit or clearance is required by the player. Players must remain financial with each club for whom they play. Where a player plays for two or more Clubs in Basketball SA competitions, one of which is a Club competing in the Metro League or State League, the player shall be deemed to belong to the Club in those competitions and on permit to any other Club. INCORRECT NUMBERS 4 a) b) c) d) e) f) A8 Preferred Uniform numbers shall be 00; 4-15; 20-25; 30-35; 40-45; and 5055, although any number from 1 – 99 is acceptable. Any player who wears an illegal number shall have a personal foul recorded against their name on the score sheet and 2 points shall be awarded to the opposing team and recorded on the score sheet at half time by the referees on a vacant line. It shall be recorded as “INCORRECT UNIFORM”. Exception: When a player is entered on the score sheet at the start of the game, but shows up after the start of the second half (with an admission ticket), then the uniform penalty must apply as soon as he steps onto the court. It is up to the team concerned to notify the referees that this extra player is late, and that his name was crossed off the score sheet at half time! Otherwise, this late player is NOT permitted to play. If the actions required in (b) and (c) above are not carried out at the appropriate times, the penalties lapse. Duplication of a number shall be regarded as an illegal number and penalised as in (b) above with the second and subsequent player to enter the court being regarded as the offending player/s. This By-law is suspended for the first three weeks of each season. SCORERS / TIMEKEEPERS a) A9 It is the duty of the relevant Stadium to provide a score sheet for each game for the teams to fill in. b) It is the duty of the relevant Teams to correctly fill in the score sheet provided, and to ensure it is at the scoretable prior to the start of their game. If it is not, the referees may, at their discretion, start the game clock, while waiting for the score sheet to arrive, and be filled in. c) All teams must provide their own Scorer / Timekeeper, who is not a player in the game. d) If a team fails to supply a Scorer / Timekeeper within 10 minutes of the scheduled starting time, who is not a player, the referee shall award five points against the offending team. The five points shall be recorded on the score sheet prior to the commencement of the game against a player line marker “NO SCORER PENALTY”. If a scorer becomes available after the 10 minutes, the penalty shall stand. e) If a team is able to supply a scorer / time keeper, but that person is a player, then the referee shall award two points against the offending team. The two points shall be recorded on the score sheet prior to the start of the second half, on a line marked “player scorer penalty”. f) In the event that only one person is available to operate the score bench at the commencement of a half, that person shall record the scores on the score sheet and the clock shall run continuously throughout that half. No alteration to the method of running the clock shall occur until a direction is given by the Referees at the next time out. If penalties under By-law A8 (d) have been recorded when the second person becomes available for the score bench, the penalties shall stand as recorded. g) In the event that no person is available to operate the scoretable and complete the score sheet at the commencement of a game, one player from each team will sit at the scoretable to score, and the game will commence with a “four on four”. If a scorer becomes available during the game, then both players may then enter the court at the next substitution opportunity to resume the normal “five on five”. h) Where a team regularly fails to provide scorers, penalties by way of additional fines and/or loss of further premiership points may be applied, or the Stadium Manager may suspend that team from the competition. DRAWS IN MINOR ROUND GAMES 5 In the event that at the conclusion of the normal playing period in minor round games, the scores are recorded as equal on the ‘official’ scoresheet, no extra time will be played and the game recorded as a draw. Premiership points shall be awarded as in the By-law A18. A10 BALLS a) b) c) A11 CONDUCT OF PLAYERS, TEAM OFFICIALS AND FOLLOWERS a) b) c) d) e) f) g) h) A12 Each team shall provide a ball to the Referees for use as a match ball. The Referees shall select the best of the basketballs provided as the match ball. Alternatively, the relevant Stadium, at it’s own discretion, may provide a match ball. Clubs, teams shall be held responsible for the conduct of their players, team officials and followers. A player is only permitted one Technical or Unsportsmanlike foul per game. The second such foul for the same offence shall result in that player being disqualified from the game. Any player disqualified from a game as per (b), shall be suspended from playing in the team’s next scheduled game. Should a player or team official continue unruly and / or offensive behaviour after having been disqualified from the game as per F.I.B.A. Rules, the referees shall report such behaviour to the Tribunal. Should the conduct of a team follower/s be of an unruly and / or offensive nature, the referees are to stop the game and advise the captain of the relevant team that ‘misconduct’ is occurring and request that the captain take action to correct the behaviour. Should the follower/s of a team continue unruly and/or offensive after the team captain has been advised as in (e) above, the referees will again stop the game and request the relevant team captain to arrange that the person or persons offending leave ‘the proximity of the court’ (see By-law A26 for definition of ‘proximity of the court’). Should the offending person or persons refuse to leave the proximity of the court’, then the game shall not continue and the referees shall call the game off. The team that has caused the game to be called off automatically loses that game by default. If the defaulting team is behind on scores at the time, then the scores shall stand. If the defaulting team is ahead in scores at the time, it shall be recorded as a “2 – 0” loss to the defaulting team. In the event of the game being called off under (g) above, after reviewing the referees report, the Stadium Manager shall decide how whether forfeit fines shall be imposed, whether the admission fees of one or both teams should be refunded and whether the matter should be reported to the Tribunal. PLAYER ELIGIBILITY FOR THE MAJOR ROUND Unless otherwise noted on the Team Nomination Form or as displayed on the Notice Boards at the applicable stadium, player eligibility for Finals shall be: a) b) In a two or more round competition, no player shall be eligible to play in a major round game unless that player has previously played at least 3 matches in that or a lower grade for that Club. The first of the qualifying games must be played at least seven rounds prior to the start of the major round In a one round competition, no player shall be eligible to play in a major round game unless that player has previously played at least 2 matches in that or a lower grade for that Club. The first of the qualifying games must be played at least four rounds prior to the start of the major round. 6 c) d) e) f) A13 MINIMUM PLAYING AGE (i) (ii) A14 (ii) A player is only permitted to wear non-marking sports footwear whilst playing in Basketball SA competitions. Any player wearing footwear which marks the playing surfaces may be asked to leave the court by the referee until such time as the footwear is replaced. REPORTING OF PLAYERS TO THE TRIBUNAL a) b) c) d) A16 A person under the age of 13 years is not eligible to play in social grade competitions unless they are specifically designated as Junior Social competitions. Any person under the age of 13 years playing in Social grade competition not designated as a junior shall be regarded as an ineligible player and By-law A4 shall apply. PLAYING FOOTWEAR (i) A15 A “bona-fide” member of a Club, who by virtue of injury or some other justified reason, fails to qualify for the major round under (a) or (b) of this Bylaw may apply to the relevant Stadium Manager at least 7 days prior to the start of the major round for permission to play in the major round. Any application received under (c) of this By-law will be considered by the Stadium Manager and judged on two criteria, i.e.: (i) Acceptance as “bona-fide” Player/s, and (ii) The validity of the injury or other justified reason Where permission is granted to a player under (c) above, the player must present the advice of approval to play in finals to the Referees and the captain of the opposing team prior to the start of each match in the major round. Failure of a player to carry out (e) above shall negate the permission. The player shall become “ineligible” and By-law A4 shall apply. At the time of a reportable offence being detected by the referee/s, the referee/s should verbally advise the offending player/s or team official/s that they are being reported, but it is not necessary to do so. The referee/s must notify the Umpire-In-Charge or Hall Manager if they intend to lodge a report. The written report form must be lodged with the Hall Manager prior to leaving the venue on the day/night’s competition. It is the responsibility of teams to check with the Hall Manager before leaving if a report has been lodged, or alternatively, the Stadium Manager the following day to confirm that the report was lodged. A team member or official who has been reported shall be INELIGIBLE to participate for any team until such time as the charge is heard. However, when a significant delay occurs between the date of the alleged offence and the date on which the charge is to be heard, on application by the charged player / official, the relevant Tribunal Chairman may permit charged player / official, to participate in the interim. TRIBUNAL ARRANGEMENTS a) b) c) d) As soon as practical after the report has been lodged, Basketball SA will advise the contact person of the Club / Team of the reported player / official, of the date, time and place of the Tribunal hearing. If requested, the reported player / official will be provided with a copy of the “Tribunal Procedure: rules. Reported players / officials who fail to attend scheduled Tribunal hearings are suspended until they attend a Tribunal hearing. A player / official suspended under (c) above and who subsequently wishes to attend a Tribunal hearing is responsible for making such a request. 7 e) A17 Tribunals’ decisions are final and there is no right to appeal. TRANSFER BETWEEN TEAMS IN SAME GRADE Any Club that has 2 or more teams in the one grade shall not be permitted to interchange Players from one team to another unless the relevant Stadium Manager has granted a written permit. A18 PREMIERSHIP POINTS Premiership points shall be awarded as follows: WIN: 3 Points LOSS: 1 Point A19 2 Points 0 Points POSITIONS ON THE PREMIERSHIP TABLE a) b) A20 DRAW: FORFEIT: On any Premiership table prepared up until the conclusion of the second last game of a minor round, teams shall be listed in order of premiership points gained under By-law A18. Except that where two or more teams are equal on premiership points, the teams with equal points shall be listed on the premiership table in the order in which they appear on the program of games for the grade. The Premiership Table for participation in Major Rounds shall be prepared on the following basis: i.) Teams shall be listed in order of premiership points gained under By-law A18. ii.) Where two teams or more are equal on premiership points gained under By-law A18, their relevant positions shall be determined by the results in games played only between the equal teams. iii.) Where teams are still equal after the calculations set out in By-law 19 (b) i) and ii), their relevant positions shall be determined by the percentage calculated as follows: points for, divided by points against – in games played only between the equal teams. iv.) Where teams are still equal the calculations set out in By-law 19 (b) i.), ii.) and iii.), their relevant positions shall be determined by the percentage calculated as follows; points for, divided by points against – for all games played during the season. v.) Where teams are still equal after the calculations set out in By-law 19 (b) i), ii), iii) and iv), their relevant positions shall be determined by a toss of a coin carried out by the Stadium Supervisor in the presence of a representative of the teams still equal. INCORRECT UNIFORMS a) b) c) d) e) Players are required to wear the uniform (singlet / top, shorts / pants / skirt) nominated by their Club / Team. The acceptance of the nominated uniform is at the discretion of the appropriate Stadium Manager. A Player wearing any item not nominated by their Club / Team shall have a personal foul recorded against their name and two points awarded to the opposing team and recorded on the score sheet on a line entitled “INCORRECT UNIFORM PENALTY”. No Player shall have more than one penalty awarded against them for incorrect uniform, except as designated in g) and h). Where in the opinion of the Referee, only a minor variation in colour shades is involved, no penalty is incurred. Any individual Player wearing a singlet / top of the same colour as the opposing team must change to another singlet / top or wear some other item which clearly differentiates the player from players in the other team. 8 f) g) h) i) j) k) l) A21 Stadium bibs only to be worn to avoid colour clashes. Because of the danger of fingers catching in pockets or shorts, no pockets are allowed at all, and in particular, cargo style pants/shorts are forbidden. Bicycle shorts are only permitted to be worn as outer shorts as a last resort to prevent a forfeit in which case the player wearing bicycle shorts shall have one personal foul recorded against their name and two points awarded to the opposing team and recorded on the scoresheet on a line entitled “INCORRECT UNIFORM PENALTY”. If a t-shirt is worn under a player’s singlet or top, it should be approximately the same colour as the singlet or top. If the t-shirt is not approximately the same colour as the singlet or top, the player wearing the t-shirt may have one personal foul recorded against their name and two points awarded to the opposing team and recorded on the scoresheet on a line entitled “INCORRECT UNIFORM PENALTY’. If a player or team disputes the Referees ruling under (g) to (i.) above, the penalties shall be recorded on the scoresheet and the dispute noted on the socresheet and the matter referred by the player / s involved to the Stadium Manager on the next working day for a final decision. Where Referees believe that players regularly incur penalties under this Bylaw, they should refer the matter to the Stadium Manager who may impose additional penalties on the team involved by way of additional fines and / or loss of premiership points or suspend the team from the competition. Where incorrect uniforms are a major problem in a particular game (see in particular By-lawA29 Colour Clashes), every effort shall be taken by both the teams and / or Referees to ensure that a game takes place. Where any or all of the parties involved fail to observe this By-law on a specific occasion, penalties by way of additional fines and / or loss of premiership points or suspension of referee payments may be imposed by the Stadium SubCommittee UNIFORM CONFLICTS WITH FIBA RULES Where teams nominated uniform conflict with FIBA rules or these Bylaws, a team may apply to the relevant Stadium Sub-Committee for a written permit to wear the uniform. If the permit is approved, a permit fee of $50 per season must be paid to the Stadium Manager before the permit becomes effective. A22 JEWELLERY a) b) c) A23 Players are not permitted to wear jewelry of any kind whilst playing Social basketball. Jewelry includes tongue studs, stud earrings, rings of all types. Players who normally wear medic alert bracelets should wear them with a sweatband. If a player INSISTS that the jewelry cannot be removed, then that person must tape the jewelry in such a way so as to not be a potential danger to anyone else. A player who has religious or other special reasons to wear a flat ring may apply in advance to the relevant Stadium Sub-committee for a written permit to wear that ring provided the ring is adequately covered. If the permit is granted, it shall only be valid for that season and that stadium and shall be presented to Referee at the commencement of the game at which time the referee shall ensure that it is adequately covered. FINGER NAILS a) Players are not permitted to have fingernails, which protrude beyond the top of the fingers. 9 b) The Referee shall be the sole judge as to whether fingernails are a satisfactory length. Gloves that protect nails, and are not dangerous to other players, may be worn in order to protect other players. The gloves that are suitable for Netball are also suitable for Basketball. c) A24 HAIR a) b) c) d) e) A25 If a player has hair braided into a plait, the plait is not permitted to be able to swing free and must be held tightly to the head. A player’s hair must not be tied high on the head allowing it to flick as the head of the player moves. Hair must be tied in a manner that does not allow it to move freely. No metal clips, combs or baubles are permitted to be worn in the hair whilst playing. A player whose hair does not conform to A24 (a) to (c) shall not be permitted to play. The Referee shall be the sole judge as to whether a player’s hair conforms to this By-law. MIXED COMPETITIONS a) b) c) d) e) The female / male ratio for teams in mixed competitions shall be 2 males and 2 females, with the fifth player optional. Subject to “a)” above, if a team does not have five players on the court and ready to play within 10 minutes of the scheduled starting time, it shall forfeit the match and by-law A5 applies. If there are only 2 of one gender from a team of six or more, then for a total maximum period of 2 minutes per half, that team may play with 4 players of the one gender on the court. This is to give those 2 players a rest, but only if required. If the rest prescribed in (c) above is not requested by either of the 2 players concerned, then it is not permitted to occur. Shot Block By-Law: A shot by a woman is not allowed to be ACTIVELY blocked by a male. Penalty: Points shall be awarded to the woman (2 or 3, depending on where the shot was taken from) Interpretation 1. Actively attempting to block a shot is defined as waving arms around, or jumping towards the player, “acting like a tree” is one way of describing this. However, contact on a shooter as a result of the defender doing something wrong is a foul! 2. A male is allowed to play defence. He can move his feet to maintain a position in front of a woman who is driving to the basket, i.e. try to take a charge. He is not allowed to try and block the shot however. 3. Grey Area: If a woman is driving to the basket, and then picks the ball up, possibly for a lay up, this is defined as the start of the shooting action by FIBA rule. So by definition, a male attempting to strip the ball from this woman is actively blocking the shot. But what if the woman was going to dish off to someone else? 4. Interpretation: This is at the sole discretion of the referees rostered to the game. Basketball SA encourages referees to be consistent in their decisions in this instance for each game. 10 A26 PROXIMITY OF THE COURT Where any Coach or Player is disqualified and banished from the game, he / she must leave the confines of the playing court such that the person concerned no longer has visual or verbal communication with the balance of that game until 5 minutes after the game has ended. (Refer to the current FIBA Rule Book and relevant Article). A27 BLOOD SITUATIONS a) b) c) d) e) f) A28 COLOUR CLASHES i.) ii.) iii.) A29 No player is permitted to start playing with an open wound. If the referees observe that a player starts to bleed during the course of a game, they shall immediately call a referees time out to enable the player to stop the bleeding and cover the wound. The clock shall not stop unless so provided under By-law A2 or A3. If the bleeding cannot be stopped during the time out and / or the wound cannot be covered to the satisfaction of the referee, the player shall be substituted and the game recommenced. Where players have been substituted in (c ) above, they shall not be permitted to return to the court until the referees agree that the bleeding has stopped and the wound has been satisfactorily covered. If the referees observe during the course of a game that a player has blood on their playing uniform, they shall immediately call a Referees time out and the player shall be substituted. Where players have been substituted in (e) above, they shall not be permitted to return to the court until they have changed the part of the uniform which had blood on it until the item has had the blood washed from it to the satisfaction of the referees. Teams are responsible for ensuring that they know the colour of singlets / tops of other teams in their grade. In the event of a colour clash in the uniforms of two teams, on the first occasion the first name team in the program shall wear an alternate uniform, and from then on in rotation. Where a team is changing uniform in a colour clash situation, it shall not be penalised for incorrect numbers (By-law A7) & Incorrect Uniforms (By-law A19). AGE BASED COMPETITIONS “OVER 45’s” No Player under the age of 45 years is permitted to play in this competition. Exception: If the player concerned turns 45 years of age DURING the current season, then he is permitted to play. “OVER 35’s” 11 Only ONE player under the age of 35 years is permitted to play in this competition per team. If a team fields more than one player under 35, then that team forfeits the game, no premiership points are awarded, and is recorded as a 20-0 Loss. Exception: If the player concerned turns 35 years of age DURING the current season, then he is permitted to play. A30 APPEALS Should any team feel that By-laws have not been adhered to and this has caused them to lose a game, an appeal must be lodged with the Stadium Manager within 24 hours. A bond of $100 must be lodged with the appeal, which will be refunded subject to the appeal not being of a frivolous nature. A31 FINES Fines are applicable when a team forfeits a game, plays an ineligible player, or withdraws from the competition. Forfeit Fines There are two levels of fines for a forfeit. These are for a “Notified” forfeit, and an “UnNotified” forfeit. 1. Notified Forfeit A “notified forfeit” is where a team has contacted the relevant Stadium prior to 4pm on the day of their game to notify their intention to forfeit. Notified Forfeit Fine: $50-00 2. Un-Notified Forfeit An “un-notified forfeit” is when a team does not contact the relevant Stadium before 4pm on the day of their game and a scratch match is unable to be played at the scheduled time, with at least 3 players from the forfeiting side. Un-Notified Forfeit Fine: $70-00 Ineligible Player Any team playing a player who is ineligible to play for that team, may incur a fine of $50 per each offence. Withdrawing from Competition If a team is unable to continue in the competition that they have nominated for, after a program has been released, then at the discretion of Stadium Management, a fine of $50 per scheduled game can be levied until it has been replaced. The relevant Stadium Manager may vary these fines from time to time. 12
