About the Organization
Himalayan Institute For Environment, Ecology & Development (HIFEED) is a Secular, Non
Profit and Non-Governmental Voluntary Organization working for upliftment and sustainable
development of mountain communities since 1995 without discrimination of race, caste,
creed, sex, community and religion. The Organization is registered under Societies
Registration Act, 1860 having its registration No. 161/1995-96 dated 24.05.1995.
HIFEED is an autonomous Research & Development Organization set up by a team of
experienced and eminent professionals with a view to tap various aspects of development
and research to unfold the hidden bottlenecks of strategies and policies although the original
thrust of the Organization is to focus different innovative research and development activities.
Ours team of professionals provide long-term as well as short-term management support
services to development initiatives. We specialize in the creation of multi-disciplinary teams
where the domain perspective and the management support capabilities provided by HIFEED.
The teams are capable of addressing and resolving an assortment of needs.
We work in the management support areas of strategic planning, human resource and
organizational development, research, monitoring and evaluation, capacity building and
facilitation, financial management and documentation, etc. We have proven capacities of
providing management support services within the social sector. We undertake large and
small research projects such as mapping risk, situational needs assessments, social
assessments, etc. We develop and implement monitoring, evaluation and learning systems for
projects and programmes. In addition, we possess expertise and experience in pre-funding,
mid-term, and end-project appraisals. We also develop and conduct training modules in
domain and management related areas in which we work. We have developed and continue
to develop standards and indices to measure the health of Organization.

Objectives of the Organization
The objective of the Institution is to serve the less privileged, downtrodden, less visible,
under educated and marginalized people of the Himalayan region through multiple income

and employment generation activities, human resource development, research and
development programmes for the betterment of their quality of lives, devising appropriate
strategies and delivery systems for better and efficient resource usages. For this, our
objective is to chart special strategical measures, which basically are guided with the vision of
happy empowered families in happy cohesive communities.

Vision & Mission of the Organization
The vision of HIFEED is of a Rainbow society, blooming and flourishing in a horizon, where
growth is harmonious bridging various manmade and inflicted inequalities and the
development is inclusive attend through social action of empowered and informed people
respecting individuals identity values with acceptable social and cultural norms in pristine
mountainous surrounding of Himalaya. The mission of HIFEED would be to realize our vision
through a set of people’s commitment and quality and dedication of HIFEED family.

Services Provided by the Organization
HIFEED have wide-ranging experience in undertaking studies involving the various research
methods with core competencies in multiple niches in each of the following areas i.e. Rural
Development, Urban Development, Tribal Development, Health and Family Welfare, Labour
and Employment, Empowerment of Women, Micro Credit and Micro Enterprise Development,
Formal and Non-Formal Education, Child Rights, Good Governance, Social Justice, Poverty
Alleviation, Livelihood, Food Security, Minority Affairs, Agriculture and Horticulture
Development, Forest and Environment, Rehabilitation and Re-settlement, Institutional Design
and Change Management, Entrepreneurship Development, etc.
HIFEED has laid substantial emphasis on need for conducting research, participatory
monitoring, evaluations, impact assessment, training and capacity building and institutional
assessments etc. of development initiatives by NGOs. These exercises facilitate in assessing
the results achieved, process of development undertaken, utilization of resources and the
levels of capacity with a view to draw learning’s and enhance efficiency and effectiveness.
HIFEED professionals have extensively conducted the exercises for international agencies,
national level, intermediary level and grass-root NGOs. HIFEED specializes in conducting
participatory need assessments by eliciting perceptions and opinions from various
stakeholders including the target group. This exercise facilitates in identification of actual
needs of the community and target groups and also those spheres of their lives where
support of an external agency is required to make a holistic and realistic intervention.
HIFEED believes that for holistic understanding of an issue or an area, both qualitative and
quantitative data are required. The study on any issue is strengthened when both qualitative
and quantitative information are used in conjunction with one another. Thus, baseline
surveys and PRA are complementary to each other. A survey tool is devised and similarly PRA
techniques are selected on the basis of the objectives of the assignment. Facilitation for
designing and conducting baseline surveys and PRA has been framed on the issues related to
health, poverty, natural disaster, social and family problems, problems in governance, income
generation skills, usefulness of infrastructure, etc. Besides, PRA techniques are also widely
used in participatory evaluations and during strategic planning for NGOs. HIFEED conducts
both participatory mid-term and end line evaluations involving all major stakeholders viz.
Institution’s leadership, functionaries, beneficiaries, non-beneficiaries and agencies linked
with. Perceptions from all these enable to ascertain the accomplishments, nonaccomplishments and the overall impact of the development intervention. The evaluations
also make use of the Process Evaluation Research Technique.
HIFEED believes that monitoring leads to greater degree of awareness of results and constant
improvement through efficient and effective use of resources and ultimately in fostering the
sense of responsibility amongst the people. For effective monitoring a system must be built
into the programme design and management plan and should provide continuous feedback

on an ongoing basis. More significantly, it must actively involve the implementers as well as
programme participants in measuring, recording, collecting, processing and analyzing
information. The role of the outside facilitator should be not only to carry out periodic
monitoring exercise but also facilitate the evolving of need based systems and change of
strategy for effective programme implementation. This necessitates that the system be need
based and simple, and keeping in view the ability of programme participants to use it.
HIFEED’s team of professionals has in-depth domain expertise, which has helped in strategic
planning at various levels. We work in tandem with the various stakeholders in preparing,
crystallizing and operationalizing development plans, be it for the community, district, state or
the nation. Our strength lies in judicious application of the above methods and an evolving
analysis plan that befits different situation. Our clients in the past will vouch for this selfassessment.

Though the Institutions has registered itself as an Pan Indian Organization, it takes on itself
voluntarily its present day mandate to work in the entire Himalayan region of the Country
with the special focussed emphases on its present working area of the State of Uttarakhand

Facilities, Assets and Equipment Available with the Organization
The Organization is fully capable of working in mountain environment and communities of the
region with following facilities of human resource, hardware and infrastructures:
1.
The Organization has its own infrastructure in form of all inclusive multi facility
campus; it houses five wings with all facilities of education, research & development,
training, conference facilities in the Institutional block. HIFEED Ranichauri campus
has been accommodating resident visitors also.
2.
All wings are decked and furnished with functional facilities, utilities and training
equipments and aids including LCD projectors, audio-visual equipment, television,
photocopiers, phones, fax, digital camera, handy cam, computers, printers, scanners,
communication tools, scientific and laboratory instruments for conducting tests,
analysis and instruments to carry out and conduct surveys, etc.
3.
Training centre of HIFEED is well equipped and has a good provision to conduct
seminars, exhibitions, trainings and conferences with large halls for meetings and
conference facilities with comfortable boarding and lodging facilities for 60
participants.
4.
It has workshops with model demonstration materials, products and staff for training
in various relevant disciplines.
5.
Campus has a technology resource centre and a common facility block and enough of
outdoor space to carry on extension workshops or conduct any exhibitions and
community gatherings.
6.
Transportation wing of HIFEED has Utility station-wagons to carry products and
service materials and jeeps cars, scooters and motorbikes for staff.
7.
HIFEED has offices, training infrastructure and work stations in other cities of
Uttarakhand and Uttar Pradesh as well.
8.
HIFEED has updated and customized its facilities classrooms, lecture aids in
conformity with the Ministry of Human Resource Development, Government of India
guidelines for conducting Jan Shikshan Sansthan (JSS) and initiative of Ministry for
vocational training and certifications for literates, neo literates and middle educated
youths. This JSS, Tehri Garhwal is functioning since 2006 and it was awarded to
HIFEED.

Prof. Virendra Painuly, Chairman of HIFEED has more than three decades of
experience in the field of Voluntary Sector/Organizations. He has presided over the
session on mountain development at Lima (Peru) in 1990. The Economist magazine
featured him as cover story in 2002. He has worked as researcher and lecturer in the
Department of Geo-Physics in Roorkee University during the period of 1969-1979.
Indian National Science Academy (INSA) and University Grant Commission (UGC)
research fellow during researches. He is the former guest lecturer and examiner in
the Department of Rural Technology, H.N. Bahuguna Garhwal University, Srinagar.
He has presided over more than 50 sessions of International, National and State level
workshop and seminars on specialized issues and delivered key note addresses. He is
Advisor and Consultant to SBMA-PLAN on Disaster Management and NRM issues.
Advisor CASA- Mountain Forum for Uttarakhand and Himachal. Campaign Planner and
Lead Advisor to Mountain Collective Campaign on Participatory Reforming of
Uttarakhand State Climate Change Action Plan. Ex. Part time Expert Member,
Uttarakhand State Planning Commission. Presided on many Expert Sessions and
Public Hearing on Water, Forest and Ecological issues. Member, Expert Committee on
Formulation of Himalaya Niti. Honorary Member State RTE Forum, Uttarakhand.
He is the recognized Nationally and Internationally as an subject expert on mountain
communities, women and child development and sustainable mountain development.
He is the former Director, Garhwal Mandal Vikas Nigam and Kumaun Mandal Vikas
Nigam (1977-1979) and Ex. Secretary and Vice-President of Shri Bhuwneshwari
Mahila Ashram, Anjanisain Tehri Garhwal, an NGO working for the cause of child and
women development in the hills for last 30 years. Prof. Virendra Painuly is the
member of State Resource Committee, Mahila Samakhya, Uttarakhand. He is the
authored two popular books Jal Sanrakshan evam Jalagam Prabandhan (Hindi) and
Parvatiya Vikas (Hindi). He was also the member in watershed task force,

Uttarakhand by State Government in 2002. Also worked as expert consultant for
Uttar Pradesh Tourism Policy 1998. Document on Uttarakhand, Garhwal Paripath. A
serial publication of CAPART entitled PRAYAS, ANUBHAV MEIN SAJHEDARI gave due
recognition of his work in the area of rural and social development.

Dr. Kamal Bahuguna, Executive Director of HIFEED has more than one and half
decade of experience in the area of rural development and voluntary sector. His work
particularly in the area of exploration and development of alternate viable options for
the livelihood in mountains were recognized at different level resulting his
nomination/appointment in various positions in many prestigious initiatives of Central
and State Government. His prestigious nomination includes Member of Central
Advisory Committee, constituted under the Chairmanship of Agriculture Minister,
Government of India. He is the Member of Central Monitoring Committee of
Department of Animal Husbandry, Dairying & Fisheries, Ministry of Agriculture,
Government of India. He is also contributing as Member in the Governing Board of
Uttarakhand Sheep & Wool Development Board, Department of Animal Husbandry &
Dairy, Government of Uttarakhand.
He is also the Member of State Level Screening Committee of Uttarakhand for
Rashtriya Stree Shakti Award constituted under the Chairmanship of Rural
Development Minister of the State. Uttarakhand State Council for Child Welfare has
also nominated him as a Member. Working as Chief Executive Officer of Center for
Development of Angora and Woolen Products, which is a Center of Excellence of
Government of Uttarakhand, he is promoting angora rabbit wool development
programme as sustainable livelihood options in mountains. His efforts were also
noticed by the Department of Rural Development, Government of Uttarakhand giving
him an opportunity to work as Technical Coordinator of Project Management Unit in
the Department. His firm belief is that education and livelihood can not be seen in
isolation.
By serving as founder and Chairman with Jan Shikshan Sansthan (JSS), Tehri
Garhwal which is sponsored by Ministry of Human Resource Development,
Government of India, he is contributing in literacy programmes and seeks their
involvement in vocational trainings actively. Zila Saksharata Samiti, Tehri Garhwal has
nominated him as a Member. Dr. Kamal Bahuguna is nominated as Member of Anti
Ragging Monitoring Committee, Tehri Garhwal constituted under the Chairmanship of
District Magistrate.
He is also a Member of District HIV/AIDS Programme Advisory Committee,
Department of Medical, Health & Family Welfare, Government of Uttarakhand. He is
also contributing as Member in a Forest Committee constituted under the
Chairmanship of Divisional Forest Officer (DFO), Tehri Garhwal. He is also the
Member of District Level Screening Committee of Tehri Garhwal for Tilu Rauteli Stree
