Introduction 1.1 There are three YJB YOT grants in operation during this year: Youth Justice (YOT) grant (with effect from 1st April 2016 the previous separate grant for development of Unpaid Work structures has been transferred to and contained within the Youth Justice (YOT) Grant. Youth Justice grant for Junior Attendance Centres Resettlement Consortium grant – this will transition to business as usual this year. 1.2 This document explains the purpose of each of the grants. It also helps YOTs to access all the necessary information and paperwork relating to grants in one place. The document comprises of the following information: Section 2 - Brief description and criteria for each of the grants Section 3 - Timetable of deadlines to return grant documents and information Appendix A - Description of grant forms 2016/17 Conditions of Grant, Audit forms for each of the 2015/16 grants 2015/16 monitoring forms for Unpaid Work Order and Restorative Justice grants (deadlines for submitting these forms were extended into 2016/17) Appendix B - Grant documents and links to relevant guidance (please press ctrl + click to follow the links) 1.3 This document will be held in the Youth Justice Resource Hub and updated as required. Grant description and criteria 2.1 Youth Justice (YOT) Grant The purpose of the grant has been revised through The Youth Justice Board for England and Wales (Amendment of Functions) Order 2015, article 2c. The monies are now given expressly “to make grants to local authorities and other persons for the purposes of the operation of the youth justice system and the provision of youth justice services” with a view to achieving the following outcomes: Reduction in youth re-offending; Reduction in the numbers of first time entrants to the justice system; Reduction in the use of youth custody Effective public protection, and Effective safeguarding In Wales only – Access to devolved services for young people in the youth justice system in line with joint YJB / Welsh Government outcome measures This gives YOTs much more flexibility in how they choose to use the grant but YOTs will still have to demonstrate that this spending complies with audit processes. Figure 1 outlines the process for the release of payment for the Youth Justice (YOT) Grant 2 2.2 Youth Justice grant for Junior Attendance Centres (JACs) The purpose of the YJB Grant for JACs is to enable the local authority to provide one or more JAC(s) in order to meet the demand for attendance centre requirements from the courts they serve. JACs are expected to address offending and reoffending behaviour by children and young people and any intervention provided must have this principle as its core aim. Local authorities must provide JACs in accordance with the requirements set out in this document and in the JAC Operating Model produced by the YJB, and in support of the statutory aim of the youth justice system to prevent offending by children and young people. In particular, JACs should be provided with the intention of achieving the following outcomes: Reductions in youth re-offending; Developing young people to enable them to gain knowledge and skills through which they gain access to further education and improve employment opportunities; Improving young people’s life skills with a view to building their resilience and independence, and equipping them with the confidence and self-discipline to resist inappropriate influences and cease offending behaviour. Figure 2 outlines the process for the release of payment for the JACs Grant 3 2.3 Resettlement Consortium grant There are four resettlement consortia established in England as part of the Government’s high profile Transforming Youth Custody programme. A resettlement consortium is a group of statutory, private, voluntary and commercial sector organisations working collaboratively to deliver services that improve the resettlement outcomes for young people leaving custody. The primary aim of a resettlement consortium is to improve the life chances and reduce the reoffending of those young people leaving custody. The grant will be exclusively used to fund the resettlement consortium’s delivery of enhanced resettlement services to improve the outcomes for and life chances of young people leaving custody. Pathways will include education, training and employment, accommodation, health and substance misuse. This year the consortia’s are transitioning to business as usual.
