Background
• The current Strategy are the third one within the NDS and
reflect the main priorities of NDS for short period of time
(2013-2015)
• The Social Block of NDS and PRS, provides for expansion of
access to basic social services and solving of social
development issues.
The national priority of NDS on social
sector
• Development of human potential aimed primarily at
increasing the quantity and quality of social services for the
poor and achieving the MDGs, expanding public participation
in the development process and strengthening social
partnerships.
Promotion of Gender Equality:
NDS Priorities
• Creation of effective mechanisms for the implementation of
gender policies as part of public administration reform;
• Ensuring equal access for men and women to resources in the
entrepreneurial sphere;
• Eliminating gender inequality in the development of human
potential.
NDS - key areas of activity
1. Creation of effective mechanisms for the implementation of
gender policies as part of public administration reform
• Enhancement of institutional mechanisms and the regulatory
legal framework for gender policy, and consideration of
gender issues in the drafting of budgets;
• Raising the level of gender awareness and sensitivity among
public employees at all levels of government;
• Improvement of the statistical base for gender analysis and
evaluation of successful strategy implementation based on
improvements in gender statistics;
• Increased representation of women and men at the decisionmaking level in government agencies;
• Strengthening partnerships and coordination in the
implementation of gender policy.

2. Ensuring equal access for men and women to resources in
the entrepreneurial sphere
• Raising the educational level and competitiveness of women
entrepreneurs;
• Ensuring equal access for men and women to land and other
resources;
• Raising the level of legal literacy and providing training
programmes aimed at strengthening people’s knowledge and
skills, so as to empower them in the development of their
own businesses.

3. Eliminating gender inequality in the development of human
potential
• Expanding access for men and women to secondary and
higher education, as well as equal access to lending and
information, consulting and educational services;
• Eliminating gender stereotypes in the public consciousness
with regard to equal rights and opportunities;
• Prevention of violence against women and providing
assistance to victims of violence.
Key areas of activity for 2013-2015
• Identification and determination of the number of children
out of school and organization of additional training for these
categories;
• Amendment in curriculum of advanced training of civil
servants in all levels, promotion of gender issues through the
Mass-media, and advocacy of state gender policy;
• The creation of new jobs places, promoting self-employment
and support of small business through the provision of small
grants from local authorities to wives of migrants, to disabled
person and members of those households who have disable
person;
• Creation of the state structure that is responsible for
monitoring and evaluation of public gender policies;
Key areas of activity for 2013-2015
• Increasing the role of women in society and the strengthening
of institutional mechanisms for support of new initiatives;
• Development of joint programs and projects of NGO’s and
political parties in order to promote the women and men
rights and promoting women to leadership positions of
political parties;
• Creation of modern-temporary shelters for the women victims of domestic violence and their children;
• Support for women's entrepreneurship in order to reduce
poverty.
Key areas of activity for 2013-2015 UNFPA suggested activities
• Conducting review, surveys and opinion polls on the
implementation of the Program of Action of ICPD and the
MDGs, particularly in terms of achieving gender equality;
• An analysis of laws on reproductive health and the health of
the population in terms of their gender sensitivity, taking into
account the entire life cycle of women and men in the health
system, as well as consideration of the rights of the embryo in
order to avoid further trade placenta and fetal organs of the
unborn;
• Development of preventive system and earlier psychological
support system that included in health services and social
support;
Key areas of activity for 2013-2015 UNFPA suggested activities
• Changing attitudes to respond to the GBV problem of law
enforcement bodies (the creation of a friendly policecommunity, working with the reference system, the
organization of meetings of representatives of Ministry of
Health and the Interior Ministry and other involved agencies);
• Eliminate the problems related to domestic violence by raising
legal awareness of Tajik women, the introduction of effective
measures to protect and the prevention of violence and
discrimination, as well as the creation of multi-component
structure of prevention and protection from domestic
violence
