Its mission is to help transition and developing countries to harness the potential of their human resources through the reform of education and training systems in the context of the EU's external relations policy. ETF is located in Turin, Villa Gualino, Viale Settimio Severo, 65. ETF has a Data Centre which hosts among others external communication infrastructures for Telephony and Internet, switches, IP PBX and servers. ETF has a local network of about 130 workstations and 130 IP telephones. Objective and expected results of the service Identify a unique service provider for ETF’s telecommunication needs to have a single point of contact and unified invoice for a one-year-contract renewable up to three times. Background - Present Status The ETF has currently a main Internet connection of 10 Mbps (Service Provider: ITGate) used for access to the ETF Website, web browsing of ETF staff and mobile access to ETF Resources with one ADSL backup. The ETF has an ADSL connection (Service Provider: Telecom Italia) used for Internet access through our wireless network for staff members and guests. The ETF has further an ISDN PRI connection (15 incoming, 15 outgoing) (Service Provider: Telecom Italia) connected to the Avaya Aura IP PBX system with about 130 IP phones. Additionally ETF has currently 9 analogue faxes connected. The ETF has further 4 ISDN lines for Videoconference purposes (Service Provider: Telecom Italia). ETF currently owns phone numbers from 011.630-2200 until 011.630-2599. Phone call services are provided by Telecom Italia. | 03 Brief summary of the requested services The chosen tenderer should provide a unified service including: Installation and setup of all the required services Internet Connection 100Mbps including 32 public IP addresses used for data, voice and video SIP Trunking, existing ISDN lines, Number Portability, ETF specific Call charges, Unified monthly invoices on paper and detailed electronic bills where applicable. Current Phone Charges The current ETF monthly call charges are around 1500€. They are divided in: 80% international call, 16% calls to Italian cell phones, 3% Italian local calls, 1% Italian national calls. Mandatory Technical Specifications 1. Include the procedure for reporting outages and notification to ETF in case of scheduled maintenance and emergency maintenance. How services are contracted under the framework contract The ETF can issue order forms for specific services under the framework contract. An example of the order form used is attached to the draft contract. The budget for each assignment will be that agreed between ETF and the contractor in the signed contract. On a monthly basis, the Contractor shall provide ETF with a single invoice for all the services, where aplicable; the details of the invoiced services should be available for consultation on a dedicated web site or in electronic format . At no stage in the process the ETF is legally bound to issue an order form. The ETF has therefore no legal commitment to the contractor in case the agreement is not reached on the budget, an activity is cancelled, etc. Budget The maximum budget available to issue order forms under the framework contract for the maximum duration of 4 years is € 400,000. Selection documentation Tenderers must prove that they have the technical & professional, and economic & financial capacities to effectively perform and administer the contract. Technical & professional capacity The tenderer must have the following technical and professional capacity to perform the contract: 1 - Experience of at least 3 years in the provision of Internet and Telephony services and the integration of both in Italy. Evidence of this capacity must be provided by: A list of 10 major clients in Europe at least 5 of which based in Italy A list of projects initiated during 2010, 2011, 2012 (one project per year, of which at least one in Italy), in which you have been the primary service provider in the requested telecommunication areas indicating year, location and business area of customer Economic & financial capacity The tenderer must be able to prove that he is in a stable financial position. Evidence of this capacity must be provided by: 1. 2. The presentation of duly certified balance sheets and profit and loss accounts for the past three financial years for which accounts have been closed. The title of the tender The name of the tenderer The indication “Offer – Not to be opened by the internal mail service” The ETF address for submission of offers A clear postmark showing the date I have sealed the outer envelope or parcel with adhesive tape and signed across the seal I have drafted my tender in one of the official languages of the European Union Both the technical and financial proposals are signed by the tenderer’s legal representative I confirm that Envelope A contains one signed original of the following supporting documentation: The required Declaration on Exclusion Criteria The required evidence of the Selection Documentation The duly completed and signed Legal Entity Form and required supporting document(s) The duly completed and signed Financial Identification Form I confirm that Envelope B contains: One signed original and 3 copies of the technical proposal The present checklist duly signed and dated I confirm that Envelope C contains: One signed original of the financial proposal presented in the requested format Name (legal representative) Signature Date | 22 PART B: DRAFT CONTRACT This is the contract template currently used by the ETF. The final contract will be based upon this general template and together with the ETF terms of reference and the successful tenderer’s offer technical and financial proposals – will form the legal agreement between the two parties for implementation of the service and all required administrative and financial conditions.
