EXECUTIVE SUMMARY TM is engaging with TNB to respond in this responding to this tender. TM and Partners feel our proposal proves to be the best selection among other alternative submissions. We also feel that the solution we’ve proposed meets and exceeds TNB’s objectives stipulated within the tender document. When designing our solution these were the key areas that we focused on to ensure that the solution and project would be a success: network resiliency, secure network environment network availability, Total Cost of Ownership, operational efficiency reliable and responsive support Technology plays an integral role in our proposal. But the success of this project, greatly depends on proven knowledge, and experience in managing the implementation part of the to-be project. Success in all sense will be about the capability of the partner to mold these technologies through their ability to manage people, work groups, systems and appliances. Merging all these ingredients into a coordinated team that adopts defined best-practices, through this approach, the client will be ensured of consistent and measureable quality that completes the value loop of their capital investment. To attain this, TM has allied with prime partners Juniper Networks Inc and IBIL (M) Sdn. Bhd (IBIL). IBIL is the first company in the Asia Pacific Region to be engaged by a major Tier-1 National Service Provider to build a significant layer of a telecommunications infrastructure based on the Establish Operate and Transfer (EOT) concept. As TM migrate their national and global assets into a service and feature rich infrastructure via the HSBB investment, this multi-layered showcase would be the first in the ASEAN region, and only comparable to those BT, NTT, and ATT of the world. IBIL as the first selected partner, for the first layer (the new NGN IP Core) to be rolled-out in this mammoth project, makes IBIL an obvious and a sure-fit to be the primary technology partner in this TNB Project. Private and Confidential Executive Summary P a g e |1 The Establish Operate Transfer concept is a full design, plan, build, integrate, migrate, decommission, operate and transfer engagement. IBIL is tasked to build and develop the new IP MPLS core network and then jointly operate it with TM. The engagement also has a comprehensive technology transfer program in place whereby many TM engineers will be brought through a full certification program that enables the participants to be world class network engineers. Juniper Networks routers have been used by Service Providers and large enterprise customers worldwide for nearly a decade. Within a short time that the technology has been in the market, Juniper Networks has proven through live network implementations that it is the best network equipment that money can buy. Customers using Juniper Networks gear have been able to ensure a highly stable network environment to enable them to focus on their core businesses. TM and partners brings to TNB a vast amount of experience in the large Service Provider domain. Large networks have their own intrinsic problems when it comes to development, operations and maintenance. We as a group bring this proven experience to bear into this project. TNB is a national utility. This national importance should always be accurately judged. In its whole entirety and context… stability and resiliency of TNB’s primary communication backbone is a national interest. When it comes to deploying, operating and maintaining networks… experience counts. This experience has led us and our partner’s experience to incorporate best practice methodologies for network engineering and operations which we have used to develop, operate and maintain the most critical of the nation’s infrastructure, the Telekom Malaysia telecommunications network. Private and Confidential Executive Summary P a g e |2 Our engineering methodology has been honed over the span of many years to ensure timely network deployment while meeting the strictest quality standards that is a must for network infrastructures. We have a set methodology which takes the business requirements and operational requirements into anchored reality. This will ensure fast network delivery, network flexibility while maintaining operational efficiency. When planning, designing and deploying networks, we used a tried and tested work breakdown system that ensures work is completed in accordance to set methods and procedures to ensure network deployment quality. This is deeply anchored within an understanding that planning alone will not ensure success; a plan needs to be communicated and understood coherently among all project members, enforceable, track able and be able to be reported within the project and stakeholders transparently. Our operational methodology uses the same experience gained from operating the single largest network infrastructure in Malaysia. Our tried and tested support and maintenance method uses a comprehensive troubleshooting procedure to ensure rapid and precise response to network incidents. We will use the same best-practices when supporting TNB’s network to ensure this national infrastructure is a secure and highly available environment for TNB to conduct its core business. TM and Partners network-support proposal includes nationwide support coverage second-to-none. We have nationwide footprint via offices situated across Malaysia to ensure that all network incidents are responded to in a timely and efficient fashion in accordance to the SLA set by TNB. As part of the coverage of TM internal infrastructure project, we are also able extend to TNB support services to roughly 30 countries globally, which is situated within the existing TM Global Network footprint, a readily available option, in such an event that TNB requires such a service. All offices have experienced personnel to ensure that troubleshooting diagnostics is done in a methodological and rapid manner. Spares for the project will also be situated at all support office locations to enable fast replacement of parts if and when required. Our spares capability is also enhanced by a comprehensive inventory management system that ensures that spare parts are always available at the right location when required. To trigger our resources to answer to network incidents, a 24 x 7 helpdesk is in place to log and track all reported cases. This methodology is based on PMI’s PMBOK best standards for project implementation and control. The various best practice areas of project management will be used to ensure that this project is always in a controlled and manageable environment. This will help ensure timeliness of deliverables while maintaining the quality of works done. To enhance the project delivery, IBIL have invested heavily on a project management system based on pervasive Microsoft applications such as Project Server, Performance Point and Sharepoint. This advanced project management IT solution enables TNB to track progress and access online reports as things happen on-the-ground in near real-time visibility enabling access to project timelines, project plans and resource schedules. The platform will also provide for content management of key deliverables such as the Network Blueprint and all other associated project documentation. Complete with auditing, versioning and workflow automation. With TNB’s active participation via this platform, project collaboration becomes a reality, improving confidence of stakeholders and project leaders. All members will be consistently aware of their responsibilities and requirements as they participate in this project.
