• Training builds on (i) Aid Effectiveness agenda and (ii) report
of European Court of Auditors in 2007, critical of TC
• Preparation of Backbone Strategy, TC Guidelines and CD
Quality Criteria, and today…..an integrated PPCM approach
• Recognises new dynamics in international cooperation, new
players, new challenges and the need to stay relevant
through dialogue and understanding context
• The EU’s Agenda for Change: Communication emphasizes
capacity at local level; strengthening institutions responsible for
governance and service delivery; CD a feature of most if not all EU
support
• Support Busan 2011: (i) CD a strategic objective of aid and
development: (ii) Platform on Effective Institutions

CD experience: many efforts, limited results? Are
investments in capacity development leading to better
service delivery? If not, why not? Could we do better?

New programmes recently launched under EDF 10:
PFM, rule of law, Civil society, local development

Preparations for EDF 11 under way: “CD as the
backbone of all EU support”

Assumption: Public and not for profit organisations
responsible for delivery of public services are
committed to improving the quality of service delivery

• Continuing TC business as usual will not do
• Development partners need to change their
approaches and practices, AND partner
countries need to change their ideas and
expectations about how to develop capacity
