Sheba Golf League By-Laws League Objective To promote golf related activities and the advancement of league members’ skills League Officers The League Board consists of the offices of President, Vice President, Secretary/ Treasurer. All board positions are voluntary and serve at their own discretion, there are two year term limits with regular scheduled elections at the end of the year outing every other year. President: The president is responsible for the overall league organization. These responsibilities include: (1) interfacing with the officials of the course where the league matches are played; (2) calling board meetings to address: (a) future plans (b) adjudicate interpretations of the by-laws, and (c) address any other league needs; and (3) oversee any league committees (outing, membership, etc.). Vice-President: The vice president shall be responsible for outing arrangements and any league functions should the President not be available. Secretary/Treasurer: The secretary/ treasurer is responsible communications with league members and for keeping league records. The league records include: 1) maintaining a roster with addresses, phone numbers, and email addresses; 2) scheduling league matches; 3) maintaining scores and handicaps; 4) maintaining league standings; and 5) responsible for collection and payment of all league related financial matters. The secretary/treasurer shall collect dues and league payments, disperse funds to the course, and collect all monies and payouts related to league prizes. As voted in the 2011 pre-season meeting the league shall absorb the league golf fees for the secretary/ treasurer. League Play Format League play shall consist of two halves, the first eight weeks consists of league matches with a ninth week played as a special team event. The second eight weeks consists of league matches with a final league position round the last week to determine the division winners. League play shall consist of nine holes each week with the position round being played as nine holes on the same course as the league play. All play is in accordance with USGA rules and any local course regulations unless cited differently in the by-laws. League Rules – “Gimme Putts” – All Putts for NET par or better must be putted. Any other putt is at the discretion of a player’s opponent. If there is no opponent a “gimme” is at the discretion of the other players in the group. If a player’s score on a hole exceeds double par then that player should pick up and proceed to the next hole. A player cannot win a hole with a pick up at double par. Example: Player A gets two strokes over player B. Player A takes 8 strokes on a par 4 and picks up without holing out. Player B holes out with a 6,7, or an 8. Player B cannot win the hole. If both players pick up without holing out the hole the points are split. A maximum of three (3) minutes should be spent looking for a lost ball. Time limit begins upon arrival at the spot where the ball appears to have been lost. No illegal equipment, artificial devices (excluding distance finders), or unusual use of equipment is permitted during a round. Seniors (>65) will be permitted to play from the gold tees should they choose. Handicaps will be adjusted accordingly for slope and course difficulty. Out-of-bounds shots shall be dropped within one club length, no closer to the hole, from the location where the ball went out-of-bounds, as determined by both players in the match, or others if the player hitting the ball does not have a partner. A one stroke penalty shall be assessed, i.e. one in, two out, hitting three. Due to the condition of the fairway bunkers players will be permitted to ground their club in the fairway bunker only should they choose to do so. Cell phone use is not permitted if it interferes with play within the group. Interference is determined by the players within the group. Penalty is loss of hole. The position round playoff shall be determined based on total points accumulated for all league members over all the league matches. For each flight first place plays second place, third place plays fourth place, etc. Monetary awards are paid out to the first and second places in each flight. Payout shall be 60% (1st) 40% (2nd) for both flights A final outing consisting of 18 holes of play will be held after completion of the final position round. The format will be determined prior to the outing. Play format each half will consist of two flights and be scheduled accordingly. The make up of the two flights will be determined based on handicaps. The make-up and handicap dividing line may change from year to year depending on the league make-up. The cutoff handicap will be determined by the Executive Board. Scheduling will provide for cross over play between flights though out each of the nine week sessions. The amount of cross-over play will be determined each year at the preseason meeting. Handicapping Handicapping will be calculated by the secretary and are based on USGA guidelines and computed by the software purchased by the league. Maximum handicaps for nine holes are limited to 18 strokes. Handicap strokes are assigned based on course handicap determination. Handicaps will be adjusted every week. For outings away for the league course, handicaps will be adjusted based on course ratings and slopes. For 18 hole matches handicaps will be doubled. Scoring Scoring for nine hole matches shall be based on awarding two points per hole for a total of 18 points per match. Scoring is based on net score for each hole. The winner of the hole is awarded two points. Should the hole be halved then each player is awarded one point. If a player’s scheduled opponent does not show for a match the player shall play against the card. The card assumes a scratch golfer is the opponent and all points are awarded accordingly. Should a player for any reason need to leave the match during a round the player leaving could not receive any additional points and the player remaining would play the card. However, if a player quits a hole for no valid reason the opposing player will win the hole outright.
