ENGINEERING CONSULTING FIRMS
Water and Sanitation Agency (WASA), LDA Govt. of The Punjab intends to hire
services of Engineering Consulting Firm for Layout, Architectural/ Structural Design & Resident
Supervision of:
“Construction of WASA Head Office at M.A. Johar Town, Lahore”
1. EOI (Staffing @ 80% and Firm @ 20%)
2. Technical Bid (Weightage 80%)
3. Financial Bid (Weightage 20%)
PART-A:
EXPRESSION OF INTEREST (EOI) AND PROJECT DESCRIPION
The interested consultancy firms having experience of similar nature works may apply
for selection containing the following information / particulars, duly supported with necessarily
documents:
1.
Name of firm / address of the registered office with telephone / fax number and e-mail
address including organization chart showing management structure.
2.
Memorandum and Articles of Association of the firms.
3.
Certificate of Registration with the Pakistan Engineering Council, Islamabad alongwith the
valid renewal letter in relevant project profile category.
4.
Copy of Registration with Securities and Exchange Commission of Pakistan or Registrar of
Firms.
5.
Complete information of the Firms as per latest guide lines for selection of Consultants
issued by the P&D Department, Government of Punjab and PPRA Rule 47.
6.
Project wise experience with time duration for each Project.
7.
List of similar works completed by the Firm during the last 10-years and similar works in
hand, indicating total cost of such works and cost of Consultancy Services received
against those works alongwith date of start and completion of expected date of
completion.
8.
An undertaking by the consultants / firms / JVs to the effect that “Neither the firm /
consultants / JVs nor its Directors / Stakeholders, as a whole or as a part of the firm
have even been black listed / defaulted by any Government Agency / Department /
Organization and also that the information supplied by the consultants / firm / JVs is
correct.

Certificate / Affidavit that the consultants / firms /JVs is not in litigation with any client.
10.
Superfluous / irrelevant information shall lead to disqualification.
11.
Audited Statement of account for the last 03-years.
12.
Copy of Registration with Income Tax Department.
13.
List of permanent professional staff along with CVs of relevant core staff showing project
wise experience with exact time duration for each project.
14.
Water and Sanitation Agency (LDA) Lahore reserves the right to reject any or all the
applications at any time prior to the acceptance, on the basis of valid reasons and no
claim whatsoever, shall be entertained on this account. If at any stage concealment /
distortion of fact is detected it would be sufficient cause to reject the application.

Project Description

BACKGROUND INFORMATION
WASA intends to construct a new Head Quarter at WASA Property No.56&57, Block C, M.A. Johar
Town Lahore. Area of above said site comprised of 8-kanal where different sections / wings of
WASA will work under single unit building / house for better and speedy delivery of work.

Current Issues:
WASA, LDA is responsible for provision of safe drinking water and sanitation facilities to residents of
city Lahore. The existing WASA Head Office has inadequate capacity for official staff. In order to
meet the accommodation of different sections of WASA Lahore like Administration, Audit, Finance,
Revenue, Medical, Complaint Cell& P&D Wings, etc.; there is a dire / pressing need to construct a
new Head Quarter. Therefore, a purpose-built Head Quarter of WASA with all compassing requisite
is required.
