This project is funded by the European Union Terms of Reference (TOR) Baseline Study on Sustainable Livelihoods and Transparent Local Authorities (SLATLA) Background ActionAid Ghana (AAG) is an Affiliate of the ActionAid, a global justice Federation working to achieve social justice gender equality and poverty eradication. The Affiliation status has given AAG a dual identity as an international NGO and a national self-governing legal entity with a degree of autonomy. As the first Southern Affiliate of the ActionAid Federation, AAG transformed as a branch of AA UK in 2005 as an Associate of ActionAid International and registered as a national NGO with a functional Board of Trustees. In 2007, AAG gained an Affiliate status and established a General Assembly. AAG has been operating in Ghana since 1990 and has presence in six (6) out of the 10 administrative regions of Ghana. These are Upper East, Upper West, Northern, Brong Ahafo, Volta and Greater Accra Regions. The focus of our interventions has over the years shifted from helping to address the manifestations of poverty to the structural causes of poverty and injustice and advancing alternatives. As part of our ongoing work, ActionAid Ghana in partnership with the Sunyani West District Assembly and La-Nkwantanang-Madina Municipal Assembly has secured a grant from the European Commission to undertake a forty-two (42) month project in Brong Ahafo and Greater Accra. The project aims to contribute to the promotion and growth of the informal local economy in Brong Ahafo and Greater Accra regions in Ghana. Specifically, the action would collaborate with District Assembly (DAs) to promote environmentally sustainable livelihoods and decent work for women, women groups and youth who depend on informal economies; improve transparency, accountability and revenue mobilization of DAs. The action will be implemented in 40 communities, twenty-five (25) in Sunyani West District and fifteen (15) in the La-Nkwantanang-Madina Municipality. Justification of the Action The project will address the following three key problems hindering the growth of the informal sector of the economy in Brong Ahafo and Greater Accra regions; 1. Limited job opportunities and inadequate economic activities at the local level; 2. Unsustainable environmental practices that reduce economic productivity; 3. Low revenue mobilization of Local Authorities due to a downturn in the local economy. The action strategy will address these issues on three fronts. First, it will enable women, young people and People Living with Disability (PLWD) to gain life skills and vocational skills, improve their access to sustainable livelihood activities and generate reliable income. Second, it will increase awareness of market opportunities and networking for people working in the informal economy and improve access to markets. Third, it will work with Local Authorities to improve systems and gain the trust of local communities so as to mobilize more income to stimulate and sustain the growth of the local economy. 1 This project is funded by the European Union Key Result Areas The project seeks to address the following three result areas: 1. Result 1: Strengthened skills and capacity of target groups dependent on the informal economy to access a wider range of livelihoods. 2. Result 2: Increased coordination, engagement and linkages among micro, small and medium scale enterprises on marketing opportunities. 3. Result 3: Strengthened technical capacity of more transparent and accountable local authorities to increase revenue mobilization for local development. Objectives of the Assignment The main objective of this assignment is to conduct a comprehensive baseline study to measure programme indicators and highlight fresh evidence on the status of the key indicators against which progress will be measured. Specifically, the survey is expected to: 1. Establish a baseline on the key indicators 2. Establish benchmarks for measuring the progress of the action with regard to the outputs and results Methodology and Scope of the Assignment The methodology will involve both desk review of secondary information and primary data mainly through field work and key informant interviews. The Consultant is required to use a mix approach comprising both qualitative and quantitative data. Analysis is anticipated to be well grounded with facts and respond to each project indicator as outlined in the log-frame which will be shared with the selected Consultant. The field work will involve visiting the two regions to collect key data on the indicators. The Consultant is also expected to design a clear sampling framework involving a statistically representative sample relying on the number of beneficiaries. With regard to the key informants, the Consultant is expected to interview some key personnel from the two districts, partners, and a number of community members. Period of the Assignment The assignment is expected to take place from 1st to 30th of June, 2017 Specific Tasks The specific tasks of the selected Consultant include: 1. Providing a thorough review of the literature to deepen the understanding of the project 2. Designing the baseline instruments and work plan with input from ActionAid Ghana and the two partners, Sunyani West District and La-Nkwantanang-Madina Municipalities. 3. Pretesting and firming the survey instruments 4. Embarking on field work/data collection exercise 5. Writing the analysis and final report 6. Leading in validating the draft baseline report 2 This project is funded by the European Union Expected outputs The selected Consultant is expected to produce the following key outputs: 1. Detailed baseline inception report highlighting the work plan, milestone and data collection instruments 2. Draft baseline report 3. Final baseline report 4. Cleaned dataset in both Excel and SPSS Skills and experience The baseline consultant should have the following skills and experience: Skills Fluency in English and some local languages in the selected districts Able to write detailed reports in English Ability to engage people in conversation and record answers clearly and accurately Organizational and team engagement skills Qualification and experience Advanced degree in Social Science, Agriculture and Women rights related areas. Experience in Tax Revenue Mobilization and the Informal sector, vulnerable groups and women’s rights programming, Extensive experience in conducting quantitative and qualitative data using digital tools. Good knowledge and experience of designing surveys and sampling methodologies. Proven experience in conducting participatory approaches and interviews as data collection approaches Knowledge of ethical research principles and experience applying them in practice Fluency in the local language.
