As part of a corporate initiative to update the existing Management Classification and Compensation Framework, the
classification and salary range for this role is currently under review.
JOB OVERVIEW
The Director, International Education – Global Advancement is the Ministry’s lead on the advancement of British
Columbia’s reputation for international education and global market position, onshore and offshore. The position
serves as a strategic liaison with foreign governments and engages key internal and external stakeholders, including key
foreign investors. The Director is responsible for advancing K-12 sector interests internationally including developing,
implementing and delivering on a strategy that targets diversification and growth of onshore and offshore international
education.
ACCOUNTABILITIES

Leads the development of strategic frameworks and multi-year strategic and business plans to support the
direction, development and implementation of international education and related international initiatives that
support the Provincial International Education Strategy priorities and align with the province’s overall economic and
trade agenda.

Leads the development of partnerships, protocols and/or agreements on behalf of the government with other
provincial, national and international authorities and other stakeholders to advance government’s agenda for
international education initiatives.

Develops relationship strategies, positions and action plans that build on government international education
priorities, and develops, maintains and strengthens partner/stakeholder relationships.

Provides leadership in the application and interpretation of legislation, regulations and policies related to the
program area and on the resolution of barriers/constraints. Develops recommendations and leads negotiations to
mitigate potential negative impacts.

Promotes, supports, safeguards and furthers BC’s reputation as a desired destination to live, study and work.

Directs work with districts, federal and provincial government organizations, international organizations and
offshore schools to increase opportunities for international exchanges between BC students and educators
overseas.

Develops and implements strategies to promote and expand access to the educational and cultural benefits of
international education for resident B.C. students

Represents the Ministry on select committees, and in senior-level discussions with stakeholder groups and with
other governments including federally and internationally.

Acts as a Ministry and sector resource to advise program areas on International Education initiatives that influences
other government initiatives.

Provides strategic advice to Ministry Executive on international education activities and directions generally from a
provincial, national and international perspective.

Oversees the preparation of documents (e.g., briefing, issue, and decision notes, business plans, position papers,
Cabinet and Treasury Board Submissions, speeches, website content, etc.).

Supervises staff including assignment of work, development and evaluation of performance plans, approval of
leave, response to grievances and initiation of discipline processes.
JOB REQUIREMENTS
Education and experience

Post-secondary degree in education, business administration, public administration, or related field; (an equivalent
combination of education, training and experience may be considered), and recent, related experience (3 years’
experience preferred) including:
o senior management capacity in the public sector leading stakeholder engagement
o negotiating agreements at a senior level (international preferred)
o providing strategic advice, guidance and recommendations to senior management and executive
o creating and delivering executive-level presentations for the purpose of decision-making
o managing professional staff, project teams and budgets

A minimum of 5 years’ of experience in the education sector, K-12 sector preferred.

A minimum of 5 years’ of experience working in, or directly with, programs in China, Korea or Japan.

Preference may be given to applicants with experience communicating fluently in a second language, preferably a
language spoken in one or more priority or emerging international education markets.

Preference may be given to applicants with experience in marketing
Knowledge, Skills, and Abilities

Knowledge and understanding of international education priorities, competitor landscape, linkages to government
economic agenda is preferred.

Knowledge and understanding of the protocols, procedures and networks related to interacting with foreign
governments in Canada and abroad, with the federal Government overseas, and with British Columbia’s Trade and
Investment Representatives.

Successful completion of security screening requirements of the BC Public Service, which may include a criminal
records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as
required by the ministry
