Overview
Youth and Adults can Come Kick It with Echo, starting in FALL 2014. Games maybe played at
multiple field locations throughout North San Diego County, depending on League.
Our Leagues are b eyond just building friendships; Echo Athletics has four core principles:
Sportsmanship, Physical Fitness, Education and Community. The league will gear up and
promote participation in Youth Intramural Kickball League starting in the fall.
• Echo’s Youth Kickers is a healthy competitive division composed of teams within the Age
groups of 6-8, 9-11, and 12-15. Healthy competitive and composed of coed, all male and girl
teams. All girl teams will play against all male teams in the same age brackets. However, special
consideration is given to the all girl team. See Section D of the Rules for special consideration for
all girl teams.
• Echo’s Youth Super Kick is for teams with a wider mix of ages of 9 - 15. Age cutoff date
is August 1st. For example, some schools, camps and other teams have a variety of students within
a wider span of ages. Instead of trying to recruit 8 to 10 youth for 1 specific age group, some teams
elect to combine their age groups and play a more recreational style of Kickball.
Scheduling
The game schedules will be determined by the number of teams for each age group/division.
With a minimal of 4 teams up to a max of 16 teams, with a minimal of 8 games up to 12 games.
The scheduling is set up so that each team plays at least once each week. Some double headers
will be played on the same day, IF needed. Some age groups would have at least 1 bye game
depending on the number of teams in the age group/division. 1 single elimination playoff and 1
championship game for each division.
Officials and Umpires
Certified Officials and Umpires will be provided and only 1 Official for per game is needed.

Official ECHO Rules
Section A- Description and Purpose
Kickball is a simple, fun game consisting of two teams, bases and a big red ball. Played like
baseball, the object is to score more runs than the opposing team. It is played with up to minimal
of 8 to 10 fielders, 6 innings or 55 minutes, 2 base coaches, 1 umpire, no bouncies, no head
shots, one base on an overthrow and forced outs.
Age groups are 6-8, 9-11, 12-15. ECHO Youth Super Kick League is 9 – 15. Age cut-off date is
August 1st.
ECHO places an emphasis on basics, fundamentals, sportsmanship and youth leadership skills.
The idea is to provide knowledge of the game and our core principles that will stay with youth
later on in life and to provide youth with encouragement so they will learn how to compete, not
destroy one’s confidence to participate in athletics.
Section B- The Playing Field and Rules
1. The kickball diamond for Minors and Juniors is a square with equal sides of 50 feet. The
pitching distance from home plate is 38 feet.
2. The kickball diamond for Seniors is a square with equal sides of 60 feet. The pitching distance
from home plate is 44 feet.
3. The strike zone extends from 1 foot on either side of home plate, and 1 foot high.
4. All participants must respect and obey all rules and regulations pertaining to the respective field
used for play during the game.
5. Mercy Run rules will be in effect as follows: 20 runs after four innings, 15 runs after 5 innings.
(If the home team is behind, they must kick in the last inning). Teams are limited to scoring 10 runs
in one inning. After the tenth run of the inning is scored the teams will switch sides regardless of
the number of outs.
6. Once the pitcher has the ball in control and on the mound, the play ends.
7. Designated runners, courtesy runners, and designated kickers are not permitted in kickball,
unless an injury occurs
Section C- Equipment
1. Athletic shoes/cleats are strongly recommended, along with bringing water. Metal cleats are
not allowed.
2. 8.5 inch rubber playground ball, rubber bases and cones are used to make up the field.
Section D- Teams - Special Consideration for All Girl Teams
1. Teams must field at least eight (8) players and no more than ten (10).
2. Teams can consist of coed, all male or all female.
3. To be considered a coed team, teams must have at least 2 females present and in play at all
times.

4. All male teams playing against either coed or all female teams automatically have 1 out each
inning.
5. All girl teams playing against all male advances to 2nd base after 4 balls are thrown.
6. Teams must wear consistent colors and/or jerseys and not match the opposing team.
7. Teams shall have at least 1 coach who will be responsible for the team.
8. Coaches must ensure that:
A. All team players present must kick.
B. All team players must kick in the written scorebook order.
9. Only the Head Coach may dispute calls.
10. Each team may have up to three Coaches: A dug out coach, first base coach and third base
coach.
11. The base coaches will assist in retrieving fouls balls.
12. All youth listed on the roster and present must kick and play in the field (either infield or
outfield) at least twice.
Section E- Game Play
1. Regulation games are 55 minutes or six (6) full innings. In the event of a tie score at the end of
the game, one (1) additional inning will be played.
2. The game clock should start with the first pitch of the game. When an inning has started, the
inning must be completed unless the home team is on offense and leading in runs scored.
3. A game called off after four (4) full innings of play shall be considered a regulation
game.
4. A team failing to field at least eight (8) players at game time will forfeit the game. A
forfeit shall count as a loss.
5. Teams are limited to scoring 10 runs in one inning. After the tenth run of the inning is scored
the teams will switch sides regardless of the number of outs.

Section F- Pitching/Catching
1. No bouncies. A pitch that is higher than one foot at the plate, and called as such, results in a
ball.
2. The pitcher must remain in contact with the pitching rubber until the ball is kicked.
Failure to do so results in a ball.
3. The catcher must field directly behind the kicker and may not cross home plate before the ball
is kicked. Failure to abide by this rule results in a ball.
4. When the pitcher takes the pitching rubber for the first inning, he/she will be allowed three
(3) warm up pitches.
5. After the first inning, the pitcher is permitted only one warm–up pitch between innings,
unless a new pitcher is starting the inning. New pitchers are allowed 3 warm ups.
6. Throwing the ball around by infield or outfield players while the pitcher warms up IS NOT
ALLOWED, after the first inning.

Section G- Kicking
1. All kicks must be made by foot.
2. All kicks must occur at or behind home plate.
3. A kick in front of home plate is called a foul.
4. The kicker must kick at or behind home plate
5. A ball that is touched by a fielder prior to passing the imaginary diagonal line is
considered a fair ball.
6. The kicker is not allowed to stop a pitched ball prior to kicking.
Section H- Running
1. Runners must stay within the base line.
2. Runners hindered by any fielder within the base line shall be safe at the base to which they
were running.
3. Runners can lead only 1 foot off the base.
4. Stealing a base is not allowed.
5. Runners cannot be hit above the chest/shoulder line. Any runner hit above the shoulders/chest
line is considered safe and advances one (1) base.
6. If the runner intentionally uses the head to block the ball, the runner is out.
7. When a kicked ball is caught, runners must tag up, before running to the next base.
8. All ties will go to the runner. Runners may ONLY overrun first base.
9. There is no infield fly rule protection for base runners.
10. Runners may advance one base on an overthrow: an overthrown ball that travels out the field
of play, a runner is awarded one additional base beyond the one originally running toward when
the ball was thrown.
Section I- Fielders
1. All fielders must stay out of baseline – fielders may have their foot on the base.
2. Fielders trying to make an out on base may have their foot on base, but must lean out of the
baseline.
3. Defensive players may also throw the ball at a base runner to put them out. When a base
runner is struck with a ball thrown by a defensive player, the base runner is out even if the ball
bounces before it hits the runner.
4. No player may field in front of the pitcher other than the catcher, and no played can
advance forward until the ball is kicked.
Section J- Strikes
1. A count of three (3) strikes constitutes an out.
2. A strike is a pitch within the strike zone either not kicked, or else missed by the kicker.

1. A count of four (4) balls advances the 0kicker to first base. (Except all girl teams – See
Section D-5).
2. A ball is:
a. A pitch outside of the strike zone
b. An illegal bouncy
c. Any fielder or pitcher advancing on home plate before the ball is kicked
d. Any catcher crossing home plate before the kicker or failing to field behind the
kicker.
Section L- Fouls
1. A count of four (4) fouls constitutes an out.
2. A foul is:
a. a kick landing out of bounds
b. a kick landing in bounds, but traveling out of bounds on its own before reaching first
or third base. (Any ball touched by an in-bounds fielder is automatically in play)
c. a kick in front of home plate
d. a bunt
e. a pitched ball stopped by kicker before kicking
Section M- Outs
1. A count of three (3) outs by a team completes the team’s half of the inning.
2. An out is:
a. a count of three (3) strikes or four (4) fouls
b. a runner touched by or touching the ball at any time while not on base
c. any kicked ball (fair or foul) that is caught
d. a ball tag on a base to which a runner is forced to run
e. a runner off of his/her base when the ball is kicked
3. All throw outs must be below the shoulder/chest line. Any head shots, the runner will be
awarded an extra base, and the player throwing the ball will be warned. If the same player does
it again, the player will be suspended for the remainder of that game.
Section N- Ball in Play
1. Once the pitcher has the ball in control and on the mound the play ends.
2. If a runner intentionally touches or stops the ball, the play ends and an out is charged
Section O- Designated Runner/Player Positions
1. In case of injury or illness, a time-out may be requested for participant removal and
replacement with a substitute of the same sex.
2. If the participant later returns to play, the participant must be inserted in the same kicking order
position previously held.
3. If a player is ejected, injured or becomes ill and cannot continue, the lineup will continue in
the same formation, less the removed player.
4. The pitcher may only be replaced on the mound once per inning.
