NEHYL Club Guide 2015-16 v2 (15-09-2015)
7) MATCH RESULT CARDS
There is often confusion amongst team managers as to how to correctly complete Match Result Cards
(MRCs). Please see below a brief description of how to complete them.
Completing the Match result Card (“MRC”)
A
Each match has two match result cards
B
The Home & Away team managers must complete and sign Section 1 of their own MRC – Yellow Shaded Section.
Please note that only players participating in the match may be listed.
C
Managers then exchange their MRC’s – Before Kick Off
D
After the match, the managers will then complete and sign Section Two of the MRC that they were given by the
opposition manager – Pink shaded section
E
Only the Home team manager needs to complete the Qualified First Aider details
F
The completed MRCs from both managers are then sent to their age group Divisional Secretary (in whichever
format they deem acceptable), so that it arrives no later than 5 days after the match was played.
G
IMPORTANT – League fines (currently £10 each time) apply to:
Not sending a MRC
A MRC arriving more than 5 days after the match was played
Sending an incomplete MRC

commitment from its member clubs.

NEHYL "Respect" Rules:





ALL clubs/teams MUST subscribe & conform to the Respect codes of conduct
Spectator barriers MUST be used by ALL teams at ALL grounds (The bare minimum that will be accepted as a
‘barrier’ will be a line marked on the ground with coloured training cones). Spectators must stand behind
the ‘barrier’ at one side of the pitch with managers, coaches & subs. stood at the opposite side of the pitch
with NO ONE stood behind either goal; referees will be instructed not to commence any match until some

on match days. This person must be identified to the opposition manager prior to kick off.
9) REGISTRATION OF PLAYERS
Prior to 31st August, only your age group Divisional Secretary can receive your Player Registration Forms and ID
Cards.
ID photos must be recent, identical and from a photo booth or printed clearly in colour on white
paper the size of a passport photograph.
From 1st September onwards, any of the other Divisional Secretaries may receive your Player registration Forms
and ID Cards, subject to the following conditions:

The team manager must submit full details to their age group secretary first

If a different Div Sec or League Committee Member is to sign/stamp, this must be pre-notified by the age
group Div Sec (either by phone or email to whichever Div Sec or League Committee Member is to be
approached.

The Div Sec or League Committee Member who signs/stamps must notify the age group Div Sec when they
have signed/stamped
10) PUBLISHING FIXTURES
In recognition of the difficulties that clubs have, where multiple teams use the same pitches, the league has
adopted a policy from this season where divisional secretaries will publish a minimum of one month’s fixtures in
advance.
These fixtures will be listed on the FA Full Time website.
11) POSTPONING FIXTURES
Rule 10(C) of the league’s rules states:
“Except by permission of the Management Committee all matches must be played on the dates originally fixed
but priority shall be given to the Football Association and parent County Association Cup Competitions. All other
matches must be considered secondary. Clubs may mutually agree to bring forward a match with the consent of
the Divisional Secretary.”
In addition to this, all clubs must be aware of Advisory Note 14 which also relates to this rule. This reads:
“Postponements can only be sanctioned:


If three or more players from the team are required to participate in an activity which is deemed by the
Management Committee to take precedence over the League or any other fixture and the Management
Committee is notified in writing of the activity at least seven days before the fixture in question is due to be
played.
For any team supplying one or more players for League Representative matches.
NEHYL Club Guide 2015-16 v2 (15-09-2015)

On the grounds of Club activities if eight weeks’ notice in writing is given to the appropriate Divisional
Secretary and the Executive Committee approves the reasons given.”
12) SEASON KICK OFF TIMES
In general Saturday Under 7 to Under 12 matches will kick off at 10.30am and Sunday Under 12 to Under 18
at 2.00pm. (1.00pm. outside the BST period). All girls matches will, in general, kick off at 10.30am on
Sundays. However, in recognition of fixture congestion at some Clubs the Management Committee deems
these times as a guide and Clubs may with agreement of their opponents vary them.

14) STANDARD INSTRUCTIONS TO CLUB ASSISTANT REFEREES
Each team playing Under 11 & above needs to provide one assistant referee who must be at least 18 (the
only exception is that someone under 18 can run the line only if they are a qualified referee, in which case
they must wear their referee’s top to show that they are qualified). Teams CAN split the role with perhaps
one person doing the first half and another person doing the second, although this isn’t ideal.
Before every match the referee should provide a briefing to the assistant referee along the following lines.
a) Always operate from your defensive end of the pitch, i.e. nearer to your own goal than the opponent’s goal.
You will invariably be with your own left back, although in very rare cases, the referee may ask you both to
swap sides so that both linesmen are with their own right back.
b) Concentrate on line decisions ONLY (i.e. goal kicks, offsides, corners and throw-ins). So every time the ball is
out of play on your side of the pitch or along the goal line at your end of the pitch then raise your flag.
Remember the ball is out of play only when the whole of the ball is over the whole of the line.
c) In the case of the ball crossing your side line, point the flag in the direction that the throw is to go. If you are
not sure then just hold the flag up vertically and if the referee looks at you for a decision then just shrug your
shoulders. If the referee doesn’t know either then he should generally go with the defence, i.e. give a goal
kick or a throw to the defenders. The important thing is to put the flag up every time the ball is out of play.
d) In the case of the ball being over the goal line, then point the flag at the goal (horizontally) if you think it’s a
goal kick, and point down at the corner if you think it’s a corner (even if it’s a corner on the far side still point
NEHYL Club Guide 2015-16 v2 (15-09-2015)
at the near corner. If you’re not sure then again raise the flag vertically and again if the referee looks at you
for a decision then shrug your shoulders.
e) Always stay in line with the second last defender (normally this will be the last outfield player, as the
goalkeeper will generally be the last defender). Move up and down the pitch with that last defender (who
will, of course, not always be the same player, as players move up and down the pitch).
f)
Never go beyond the half-way line, and of course change ends at half-time so that you are again nearer your
own goal in the second half.
g) Leave all fouls and handballs to the referee. Even if you are confident with making those decisions yourself
the risk is that if one of you starts flagging for fouls then the other one may start to do so as well. If you
leave it all to the referee then he may be wrong sometimes but he will hopefully be consistent for the two
teams.
h) Similarly with throw-ins: please flag only when the player taking the throw has either foot completely over
the line, because the referee can’t always see the lines from their position. Please leave all other foul throw
offences (for lifting a foot and for offences with the arms) to the referee. Again, if you can leave these
decisions to the referee then he will endeavour to be consistent for both teams.
i)
If you are not sure about the offside rule then ask the referee to explain before the match what he wants.
j)
When you give an offside decision then hold the flag up vertically and stand still (in line with where the
offside occurred) and wait for the referee to blow the whistle. Then, and only then, lower the flag and point
to which side of the pitch the offside player was standing in (so horizontal for in the middle of the pitch,
pointing downwards for the near side, and raised slightly for on the far side).
k) You mustn’t coach the players when you are running the line. Simple encouragement to players is fine, but
you can’t for example tell defenders who to mark, and you certainly can’t shout at a defender to move up
the field, and then immediately flag for offside!
l)
You shouldn’t receive any abuse or criticism from anyone, but if you do then call the referee over and
explain what has happened. The referee is limited in what they can do if they don’t see or hear the offence
but once they are aware that something has happened then they will be able to watch out for further
problems.
