Volleyball Tournament
1.
General
As a SPRD sponsored event, all teams and players are to conform to the
best tenets of good manners and sportsmanship and to the intent as well as the
letter of these rules. Disrespect of officials and/or opponents, including “trash
talking,” will not be tolerated. Teams and/or players who do not, in the sole
opinion of SPRD, conduct themselves in a positive sportsmanlike manner and/or
act otherwise so as to circumvent the spirit of the rules, may not be invited to
participate in future SPRD games or tournaments.
2.
Smoking, Use of Intoxicants, Food and Beverages
AVTEC (Alaska Vocational & Technical Center) and the KPBSD (Kenai
Peninsula Borough School District) require that there be no smoking, intoxicants
or beverages in the gym or locker rooms. Food and non-alcoholic beverages may
only be consumed in areas where the rules of SPRD and KPBSD permit such
consumption. Drinking water in plastic containers may be kept at each bench for
use by the team players. It shall be the immediate responsibility of the coach
and/or manager to enforce this rule. If the use of tobacco or intoxicants is
discovered, the team may forfeit all financial reimbursement that would otherwise
be due it, and risk expulsion from the tournament.
3.
Liability
SPRD assumes no responsibility for loss of personal or team equipment.
Each player assumes his/her own risk and liability by consenting to do so on the
official roster form. The coach, manager, or injured player shall report any injury
to a SPRD official staff member, filing an accident report form available at the
scorekeeper’s table, before the team leaves the floor after a game.
4.
Official Record
The official score book shall be the official record of the tournament. Each
team may be entitled to have a representative seated near the scorekeeper
and/or timer when their team is playing. Exemplary conduct is required of this
individual.
5.
Official Rosters
Each team, immediately following its acceptance of the invitation, shall
provide SPRD a tentative roster with a minimum of six (6) and no more than
fifteen (15) players. All entry fees are nonrefundable. Each player is required to
sign their legal signature on the roster to waive liability.
Any changes in the rosters after issuance of the final roster will require the
approval of each team manager in the same bracket as the team requesting the
change. No person shall play in a tournament game unless listed on that team’s
roster.
All players shall be at least eighteen (18) years of age as of Day 1 of the
tournament.
If a team cannot field five (5) players due to injury or illness, the scheduled
game will be for forfeited to the opponent with a score of 2-0 and a bye will be
declared. No pickup players will be allowed.
6.
Conduct
Managers are responsible for the conduct of their players at all times. In
years past we have had issues with profanity and attitude, leading to certain
teams not being invited back to Seward. Please keep games competitive and
well played, while keeping attitudes in check.
7.
Referees
We are hiring experienced and certified referees for this tournament- be
advised that they are working long, taxing schedules- be nice to them!
Remember that conduct detrimental to a referee is grounds for dismissal from the
tournament.
8.
Protests, General
All protests shall be made in writing by the team manager. If a game or
action by an official during a game is protested by a team, that written protest
must be submitted to the scorekeeper before any further play. The officials
calling the game shall immediately meet on the floor, and using the written
protest, make a determination as to the validity of the protest.
9.
Home Court Rules will take precedence over USVBA RULES:
* United States Volleyball Association (USVBA) rules will govern play with the
following exceptions, clarifications and/or modifications: Note: Home court rules
will always take precedence over USVBA RULES
1.) Format: Bracket Matches will consist of three games. Two games to
twenty five and one game to fifteen with rally scoring. The match winner is
the first team to win two games. A winner is not determined until a team
reaches the mark of 25 or 15 with a two point advantage over their
opponent. A default or forfeit game score is 15-0. “Pool Play” games will
consist of one game to 35 with a 30 minute time limit. Bracket seeding to
either the Gold or Silver Division will be based on cumulative record of
Pool Play matches. Points will be used as a tiebreaker between two teams
with the same overall records throughout pool play.
2.) Warm-Up: Each team shall be given a minimum of five minutes to
warm-up before the match begins.
3.) Forfeits: Game time is forfeit time from only the first match; the team
then has 10 minutes before forfeiting the 2nd match and 5 minutes after
the second forfeit game before forfeiting all three matches. If any team
drops below 4 players on the court at any time during a match (due to
injury or any other circumstance), that game and any following games are
forfeited. Preceding legal games are counted as scored.
4.) Timeouts: Each team is granted two 30 second timeouts per game.
A timeout not used in Game 1 may not be carried over to Game 2 or 3.
Two minutes of rest will be allowed between games while teams switch
sides and submit new service orders.
5.) Uniforms/Attire: Officials will not allow improper shoes on the court.
A player without proper shoes will not count as a 6th player toward
eligibility. Players must wear non-marking soled shoes. No street shoes,
stocking feet, nor bare feet. Formal uniforms are not required for this
tournament, however numbered shirts are mandatory. It is forbidden to
wear string bracelets or jewelry (except medical medallions, religious
medallions, or wedding bands.) Earrings may not be worn.
6.) Conduct: Managers are responsible for the conduct of their players at
all times. Rough or abusive play, profanity or unsportsmanlike conduct will
not be tolerated. An official has the authority to eject a player form the
game for delay of game, profanity, or unsportsmanlike conduct. The
game will not be allowed to continue until the player has left the building.
If the player refuses to leave the gym, his/her team will forfeit that game
and continuing games until the match is completed. Players on the bench
are required to maintain appropriate game behavior.
7.) Substitution: A substitution may take place at any time during a side
out or a timeout. Only one type of substitution will be allowed per match.
8.) Hitting Rotation: When the ball is played more than once by a team,
at least one of the contacts must be made by a female player. There is no
requirement for a male player to contact the ball regardless of how many
hits are made by a team.
9.) Ghost Rules: Teams may play with 5 players, with the “ghost rule”
going into effect. Rotations will be made with a “ghost player” occupying a
given spot on the floor. The ghost player forfeits the right to serve, with the
point going to the opposing team every time it is the ghost players turn to
serve.
10.) Coin Toss: A coin toss administered by the referee shall determine
the initial side or serve. The coin toss winner shall request serve or side;
the other team may have the remaining options. First serve and side
alternate after game one, for game two. The captain not calling the toss of
the coin at match start will call the coin toss conducted prior to the third
game.
11) Line-Ups: Teams are required to complete a team lineup which
consists of the service order to be followed on the score sheet provided at
least 2 minutes prior to the start of the match. Players not appearing on
the line up may not substitute into a game until their name can be added
to the lineup.
12) Team Composition: A team may have as many as 12 active players
on their roster, provided the players are eligible under league rules. While
on the court, a team consists of 3 male and 3 female players. At no time
will 4 players of the same gender be on the court simultaneously. No
players can be currently competing for a high-school, collegiate, semi-pro,
or professional league and maintain eligibility for an SPRD tournament or
league. Players are eligible to play with only one team per tournament. If a
team is eliminated, its players are rendered ineligible for the rest of the
event.
