Interchange Players Rule - Preamble (SECA Trial Rule 2016/17 Season) Players in Two-Day Matches – Reduced Overs Grades Following a number of requests from various member clubs, the SECA Executive has determined that a trial rule will operate for the 2016/17 season which will allow Reduced Overs teams to “interchange” up to 4 players over the two days. That is, Player A can play on Day 1 and be replaced by Player B on Day 2. Two such interchanges per team can be used. The main purpose for this trial rule is to enable clubs to field enough players in their low-graded teams to avoid giving a walk-over or seeking to alter a 2-day game to a 1-day game as has happened on numerous occasions in recent seasons. Similar rules have applied successfully in other local associations. Introduced in 2010/11, our demotion rules and batting and bowling limits in lower grades have been well received by clubs as means of seeking more enjoyable and competitive gradings. To keep the trial as simple as possible, the normal demotion rules will apply but clubs are strongly urged to avoid damaging the spirit of this trial by not using it to allow much higher standard players to participate to the detriment of the lower competitions. Such actions may well result in the trial being withdrawn or modified. SECA will make random checks during the season. It is important to note that an interchange request can only be made on the prescribed form and must be handed to the opposition captain for acknowledgement, at least 5 minutes before going on to the ground for the toss. This provides the opposition captain an opportunity to consider his options should he win the toss. The details of the trial rule follow this preamble, together with the prescribed form. It is suggested that Reduced Overs graded teams carry copies of the form in their scorebook. The full details of the Interchange Player Rule will also be on the SECA website. Each team in a two-day home and away match in the Reduced Overs Grades shall be able to “interchange” players, one of whom can play only Day 1 and the other only Day 2. There is a limit of two “interchanges” each team may have per match (ie. a total of 4 players involved per team.) The interchange players shall be eligible to play subject to the following conditions: (a) Each interchange player must be eligible for selection in that Grade (see By-Law 4.6) and CANNOT be nominated for any other team in SECA or any other competition on their ‘non playing’ weekend. (This includes a Sunday game in a normally Saturday competition.) (b) The team Captain, at least 5 minutes prior to the toss, shall present the written advice form/s to the opposition Captain and the official Umpire (if present) who shall sign the form/s acknowledging receipt. Acknowledgement of receipt by the opposition should not be refused without good reason and does not exonerate the nominating club from any bylaw or trial rule breach. The form/s shall then be held in the opposition scorebook for the duration of the game. (c) An ‘Interchange” advice cannot be submitted or rescinded after the toss has been made, under any circumstances. The Day1 and Day 2 players must also be clearly indicated on the official team lists (to be completed and exchanged prior to the completion of the tea break on Day 1). They must also be clearly indicated in the “Match Notes” in the MyCricket “Enter Match Results” section each game. (d) Players cannot play on their non-playing day, other than as a substitute fieldsman. (e) Both players may bat in any innings of a match if it takes place over two days and the Day 1 player is not out at the end of play (record as Retired Not Out). The Day 2 player shall resume that innings at the resumption of play, but a combined total of runs of the two players as per By-Law 4.4.1.5 (i.e. retirement at a total of 100) shall apply to the Day 2 batsman. However, if the Day 1 player has been dismissed, the Day 2 player cannot bat in that innings. The Day 2 player may bat in a second innings. (f) Both players may bowl in the same innings if it takes place over two days, but a combined total of overs bowled by the two players shall apply, as per By-Law 4.4.1.5 (ie a total of 12 overs in the first 55 overs). NOTES: - For the purposes of finals qualification, an interchange player MUST HAVE ACTUALLY PARTICIPATED, or been in attendance and available to participate in the match, to be considered to have played the game. - This trial rule does not apply to finals matches. - Should any of the above conditions not be met, the team shall be deemed to have played an ineligible player in that game and shall forfeit any points gained in the game. Clubs and Team Captains may be subject to additional penalties.
