visit the board academic website under “Physical
education and sports” for updates. No organizing school
will communicate with the schools in its clusters/zone
with regard to the competition.

Essentials
All the teams have to bring:
a. Documentary evidence towards remittance of Annual Sports fee to the Board for the
session 2013-14.
b. Group Photograph of the team with their Principal.
c. School flags for inauguration and closing ceremony.
d. Light bedding, warm clothes and torch light (Recorded Temp. in Bangalore during winter min. 30°C and max.
32°C.
e. The schools interested in participation must fill-in the Online Entry Proforma available in CBSE website
(http://sports.cbseacademic.in/). Kindly go through the guidelines of CBSE in this regard.
f. No Entry Proforma will be accepted by hand whatsoever the case may be.
g. The teams must print & carry the players identity cards generated after the registration of student(s).
h. While reporting at the venue, the teams shall also carry the print-out of the filled-in Online Entry Proforma which
was submitted online through CBSE website.
FOOTBALL
(BOYS’)
1. All the matches shall be played according to the rules of All India Football Federation,
unless, otherwise modified in these rules.
2. A Football team shall consist of maximum 18 players. No player shall be allowed to
take part in the Tournament without proper kit.
3. All the matches at Cluster level shall be played on Knock out basis. In case of draw
match at cluster level no extra time will be given.
4. Up to the semifinal stage matches, the duration of the match shall be 35-10-35 min.
and the finals shall be of 45-10-45 min.
5. Maximum five players can be substituted in a game.
6. Procedure to determine the winner of a match shall be on the basis of penalty kicks
where the competition rules require there to be a winning team after a match has
been drawn.
7. The referee shall choose the goal at which the penalty kicks have to be taken.
8. If after both teams have taken five penalty kicks each, and both have scored the same
number of goals, or have not scored any goal, penalty kick continues to be taken in
the order of 6th, 7th and so on alternately from each side, until one team has scored a
goal more than the other from the same number of kicks.
9. With exception of the foregoing case, only players who are on the field of play at the
end of the match, which includes extra time, are allowed to take penalty kicks.
10. At Cluster level tournament too, if the number of participating teams is eight or less
than eight, the tournament can be arranged with league system.
11. From each Cluster, the first two position winning teams shall qualify for National level
Tournament.
12. At National level: All the teams reporting may be divided into different pools in such a
way that by and large no pool is of less than four teams. From each pool, the two
teams emerging on top will qualify to play the knock-out stage matches. The match to
decide the third and fourth positions shall also be played.
13. The National level Tournament shall be played on league cum knock out basis. Knock
out matches will commence only after the league phase of tournament is over.
14. In all the matches played on league basis points shall be awarded as ‘3’ and ‘0’ to
winner and looser respectively. In case of a drawn match one point to each team shall
be provided.
15. In case of a tie on the points system at the pool level, then the pool winner shall be
decided on the basis of goal differences. If the goal scored by each team has no
difference, the draw of lots may be provided to decide the tie which shall be held in
the presence of Organizing School Principal, CBSE Observer, both the teams Captains
& Chief Referee.
16. Semi-final losers’ will play the hard line match to decide 3rd and 4th place in the
tournament.
17. Unless unavoidable, no team shall be called upon to play more than two matches in a
day. There shall be at least three hours gap between the end of the earlier match and
the commencement of the next match.
18. First three teams (winner, runner-up and hard line match winner) will be provided
with Merit Certificates. Other than the winners, all participants will be provided with
Participation Certificate who actually participates in the tournament.
19. The school Organizing Cluster level competition shall take a Group Photo of the teams
that have qualified to participate at National level competition. The photo shall be
signed by the host school Principal and forwarded to the school organizing next level
of competition along with the original entry Performa.

IDENTITY CARD
Each school must issue an Identity card to every player for each its school, separately.
The Identity card must be surrendered with the respective organizers at the time of the
reporting / registration.
On the last day of the competition, the identity card may be returned back to all the
respective players that qualify to participate in the Nationals Football Tournament after
having countersigned by the Organizers of the CBSE Cluster VII Football Tournament.

GUIDE LINES
We request you to forward the entries latest by 13th September 2014.late entries will not be
entertained in any case. Consent can be sent on our Email I.D.:- [email protected],
telephonic consent will not be accepted.
1. We would like to request you to kindly facilitate in sending consent form with contact details
{complete address, telephone numbers, email address etc.,
2. The teams are requested to inform the exact time of arrival to enable us to receive the teams at
railway station, failure to which will lead to making of their own arrangements.
3. No team will be allowed to participate without Team Manager / Coach /Physical Teacher
designated by the participating school Principal.
4. Participants are requested not to bring valuable items such as jewelry, mobile, camera, iPod and
other electronic gadgets,etc., as use of these items in the campus is prohibited.
5. Boarding and lodging will be available from one day prior to the event.
6. The entry forms ,travel plan, student participation details & attested identity card form attached
filled in CAPITAL LETTERS should be sent immediately on or before 13th september 2014
7. Each school will send one staff member as Manager and one member as coach of the team.
8. Consumption of liquor, drugs, tobacco in any form is strictly prohibited during the conduct of
the tournament and stay in the Stadium or school .Anyone who violates this rule will be
immediately removed from the campus and the team will be disqualified.
9. Any damage done to the property of the school during the stay by the participant will have to be
compensated for, by the respective school.
10. Participants are not allowed to wear any costly ornaments or bring any valuable items. The
school will not be responsible for the loss of any articles during the stay.
11. It is compulsory for all the participants to attend the inauguration and valedictory function.
12. Each school must issue an identity card to every player of its school.
13. No Player shall be permitted to participate in the National Football Tournament without their
original identity card having counter signed by the Organizing school.
14. All the schools have to deposit Rs.2000/- as caution money which is refundable. This money will
not be refundable in case of any damage or loss to the property caused by a particular school
team.
15. A mandatory Team Managers and Coaches meeting will be held one day prior to the event at
6.00 pm in the school auditorium to cover preliminary remarks / instructions.
16. Outstation Teams have to report one day before the event 5.oo pm on 19th September.
17. Teams without proper eligibility forms will not be allowed to participate in the tournament.
18. Team Manager will be responsible for the conduct of the team on the field and in the school
premises. Indiscipline by an athlete/a member will lead to disqualification and the athlete / a
member may be asked to leave the premises immediately.
19. The organizers reserve the right to debar a player / coach / manager from the competition arena
for unruly behavior / interference in the smooth of events of the competition.
20. Protest of any nature should reach the Organizing Committee in writing within one hour of the
declaration of the declaration of the result. It should be accompanied by a fee of Rs.1000/- {nonrefundable}.The decision taken by jury will be final and binding for all teams and managers.
21. It is the responsibility of the team manager to bring the sick/injured player to the First-Aid
committee.
22. On the spot entry / changes will not be permitted.
23. Any non-designated person accompanying the team will not be entertained for any matter at
the venue and will not be permitted to stay in the premises.
24. If a school, after sending its entry, wishes to withdraw from the tournament {after the fixture
has been drawn}.It shall ,give a written request of its intention to do so at least 15 days{05 th
September 2014} before the commencement of the meet to the organizing Secretary. Schools
withdrawing without informing / requesting the organizing school, will be penalized with a
penalty of Rs.1000/-{as per CBSE Guidelines 2014-15,clause for withdrawing school}
Dining in the mess arranged by the host school is mandatory for the teams that opt to stay in
the school provided accommodation.
Every team will carry their school flag, for the purpose of March past and to be used during the
various ceremonies. Participation in March past is compulsory, failing which their right to
participate can be forfeited.
It is the responsibility of the school/teams staying outside, to collect information in regard to
matches/fixtures/program etc Any non-designated person accompanying the team will not be
entertained for any matter at the venue and will not be permitted to stay in the premises.
In case the player/team is being accompanied only by the parent, it should be informed by the
Principal of participating school in writing.
All the teams shall be accompanied by a Teacher/Coach/Manager designated by the
participating school Principal.
No team will be permitted to participate without accompanying official.
No team shall be accompanied by any parent. However if a parent is accompanying the team,
such information may be provided by the school on the school letterhead.
No team shall be accompanied by more than two officials.
In case of Girls participants, one of the accompanying officials must be a female.
The officials accompanying the team shall have a valid Identity Card issued by their school
Principal.
No extra person shall be permitted to stay inside the school premises and on the play field along
with the teams.
COLOURS
All the participating teams shall compete in the Inter-School tournament in their respective
playing uniform with the prescribed color of their school and numbered.
In case of clash of playing jersey color, it shall be decided by the spin of coin as to which team
will have to change playing uniform.
Each school shall be entitled to enter only one team or individual for each
tournament/meet/event.
A junior player can be permitted to play in senior age group, and then the participation in the
original group will be forfeited.
WITHDRAWING SCHOOL
If a school, after filling-in its entry, wishes to withdraw from a tournament/meet, it shall give a
written request of its intention to do so to the Organizing Secretary/School.
School withdrawing without informing/requesting the Organizing school, will be penalized with
a penalty or Rs.1000/-.

The athlete/player should be within the particular age group on 31 December of the year of
competition.

Only bonafide students shall be eligible to participate in the Inter-School
tournaments/meets. Feeding any non bonafide student shall lead to disqualification
of the team.
A student, who has failed twice in a particular class, shall no more be eligible to
participate.
Incomplete information in any respect is liable for disqualification of team.
Any violation in eligibility (over age or Impersonation) shall be dealt according to
rules.

The original eligibility Performa of the Athletes/Players/Teams qualifying to
participate from Cluster/Zone level to National level will have to be certified by the
Organizing school at the Cluster/Zone level as the case may be and forwarded to the
National Organizing School, immediately after their Cluster/Zone level competition
is over.
Medical check up may also be applied by the Jury of Appeal appointed by the
Organizing school in the cases of overage suspicion.
A player shall be under 10; 12; 14; 16 & 19 years of age on 31 Dec 2014.

All the supporting papers verifying the age of the player, etc in original, as per the
CBSE Guidelines & Rules shall be carried personally by the Team Manager/Coach
while reporting for participation.
The player’s right to participate forfeits if fails to produce the papers supporting the
eligibility in original on demand.
Any team/athlete not fulfilling the eligibility criteria before the
commencement of the tournament/meet shall not be permitted to participate.
IMPORTANT: IT SHALL BE MANDATORY (i) To provide the documents for verification in original if asked for.
(ii) To supply the team photo with school Principal along with the entry Performa,
countersigned by the concerned Principal.
(iii) For student/player studying in class IX and above, to provide CBSE registration number.
Eligibility/Entry Performa:
Every school shall supply to the host school on arrival the signed copy of the eligibility performa
filled in online.
DISQUALIFICATIONS
A player/team may be disqualified/scratched for the following reasons.

Misbehavior on ground by athlete or accompanying official.
Use of abusive language by athlete or accompanying official.

Indiscipline at the place of stay by athlete or accompanying official.
7. Damaging the school property.
8. Indiscipline during the Opening and Closing ceremonies by athlete or accompanying official.
9. Non participation in March Past.
The Organizing School in no case shall show the eligibility performa or any other paper of a team
to anyone who lodges the protest. It is only jury of appeal’s prerogative to verify all the
documents.
PROTEST
Protest of any nature in connection with the tournament shall be in writing and must reach the
Organizing Secretary and CBSE Observer with in one hour of the declaration of the result, duly
accompanied by a fee of Rs.1000/- (Rupees One Thousand).
Such a protest will be considered by Jury of Appeal, consisting of following:1. Principal, Organizing School 2.Organizing Secretary 3.CBSE Observer 4.One or two technically
qualified People present at the venue
The parties under dispute may be heard before deciding the issue. In case the protest is uphold,
the protest fee shall be refunded to the protesting school otherwise the fee shall be forfeited.
The decision taken by the Jury of Appeal will be final and binding.
The decision, together will full facts of the protest may immediately be reported to the Jt
(Sports) CBSE.
MEDALS AND CERTIFICATES
No Participation Certificate shall be given to a player/team that does not play after reporting.
UMPIRES/REFEREES/GAME OFFICIAL
