ANNEX 1 LOGICAL FRAMEWORK MATRIX IN STANDARD FORMAT - Second Draft Twinning Fiche for Twinning Project in Competition and State Aid with Armenia Supporting Implementation and Enforcement of Competition and State Aid Policy in the Republic of Armenia Overall Objective Contribute to the promotion of the competitiveness of the Armenian economy and to the development of a fullyfunctioning market economy in Armenia, to the benefit of consumers and the society as a whole. The development of competitive markets, free from competition-distorting State aid and anticompetitive business practices, will contribute to the delivery of high-quality goods and services at affordable prices. Project Purpose The purpose of the project is to strengthen the sound enforcement of State Aid and competition law and policy in Armenia and ensure further approximation by Armenia to the “Acquis Communautaire” in the State Aid and competition law and policy area, through the adoption of implementing regulations and enforcement guidelines in line with those of the EU and through the enhancement of the administrative capacity of the State Commission for Protection of Economic Competition of the Republic of Armenia ( hereinafter “SCPEC”), the institution primarily charged with the implementation of State Aid and competition law and Contracting period expires: Total budget: € 1.100.000 Disbursement period expires: ENPI budget year: 2007 Objectively verifiable Indicators Sources of Verification Positive assessment with respect to the EU Commission Country Progress implementation and enforcement of Reports and statements international and European Union standards and norms in the field of competition and state aid legislation, as indicated in EC Country Progress Reports and statements Objectively verifiable Indicators More efficient internal organisation and operations, revised procedures, guidelines and practices by the SCPEC; Number of investigations, enforcement orders Fines are paid (actual enforcement of the decisions of the SCPEC) Number of decisions confirmed in appeal Efficient handling of competition cases by SCPEC, Courts and other related authorities and increase in the number of cases and decisions Sources of Verification Annual Reports of SCPEC Statistics and data of other public authorities.
