Representative Player Code of Behaviour Appendix: Supplementary Ruling for 1st Grade Bye 4 Sale Maffra Cricket Association RULES updated 20 August 2015 GENERAL PLAN OF COMPETITION 1. LAWS of CRICKET, FIXTURES & GROUNDS The Laws of Cricket, as adopted by the Sale-Maffra Cricket Association, and clarified by the Committee prior to the commencement of the season, which may include Cricket Victoria and/or Australian Cricket Board experimental recommendations, shall apply to all matches, except as hereinafter modified. The grounds on which matches shall be played be arranged by the Association Committee which may, if necessary, alter the purpose in respect of dates or grounds on which any of the matches shall be played. The Association reserves the right to approve or disapprove of grounds to be played on. Extreme Weather (including Extreme Heat, Lightning and Thunder Storms): On match days in any scheduled match where there is a strong likelihood of extreme weather affecting the safety of players and officials, the Umpires (where appointed) and Captains shall take measures to protect the safety of all participants. Where appointed, the final decision shall rest with the umpires. In One-Day Match(es) the principles laid down in Rule 17.3 Delayed Start shall be followed. This provision to apply to all Sale-Maffra Cricket Association competitions and then to apply only on a match by match basis. Cricket Victoria Extreme Heat Guidelines to be adhered where-ever possible and practicable. 2. AVAILABILITY of GROUNDS All grounds shall be at the disposal of the Association Committee for semi-finals and final matches. 3. PITCH SURFACES All matches to be played on synthetic or turf pitches and players participating on synthetic pitches are prohibited from wearing spiked boots in matches. Any team desiring to play on matting to obtain permission from the Association Committee. 4. DRAWN MATCH All matches not played out shall be decided on the result of the first innings and any match not decided in the time allotted to play, except as provided under Rule 18, shall be considered drawn. 5. RESULT a) Equality of Runs In the event of an equality in the aggregate number of runs in which each side has had two innings, one of which is not completed, the match shall be decided on the first innings, provided that the team which had not completed its second innings was leading on the first innings. If the team which has not completed its second innings was not leading on the first innings then the match shall be a tie. b) Unbalanced scorebook. The score of each completed innings is to be reconciled and agreed to before the next innings starts. It is the captain’s responsibility to ensure his team’s scorebook balances and is in order in all other ways. In the event of a discrepancy between scorebooks which can not be resolved, the lowest score overall will be used. 6. POINTS SYSTEM The result of matches shall be determined on the points system: Outright win : if ahead on first innings 10 points : if tie on first innings 8 points : if side behind of first innings 6 points first innings win 6 points tie : outright 5 points each : on first innings 3 points each outright loss : after first innings lead 4 points : after first innings tie 2 points bye See Note 1 below draw 2 points Note 1: Where all teams in a given grade are scheduled for the same number of matches (and same number of byes) in that season, the team having a bye shall receive zero (0) points. In grades where this is not the case, six (6) points shall apply for a bye plus the average Performance points obtained in that round for that grade. 7. PERFORMANCE POINTS If two or more teams are equal in premiership points their relative positions shall be determined by Performance Points. For the purpose of determining Performance Points teams shall be awarded .0001 point for each run they have scored over all innings (whether complete or incomplete) and .002 point for each wicket they have taken in all innings (whether complete or incomplete). Performance Points are not added to premiership points, they are used as a separate measure to differentiate between teams equal on premiership points. 5 Sale Maffra Cricket Association RULES updated 20 August 2015 8. SEASON DURATION Duration of season shall be determined by the SMCA Committee given due consideration of the Gradings for the current season. 9. DURATION of MATCHES a) Duration of matches in the home and home series shall be decided at the Annual Meeting. Any teams who wish one-day or one afternoon matches because of special circumstances may obtain permission provided they give five (5) days notice (except in emergencies) and apply jointly in writing to the Association. Replacement of cancelled round : Before the commencement of each season, the Association Committee may set aside up to two (2) Sundays which shall be used to replay one-day games rounds of matches which have been completely cancelled. This only applies to 1st and 2nd XI competitions. 10. GRADING a) The Association shall consist of an appropriate number of grades, and teams shall be graded by the Association Committee, determined wherever possible by their placing in the previous season. b) Competition in all grades shall be played on turf, malthoid or any other surface approved by the Association. c) That all grades be named in numerical order rather than alphabetical order. d) The Association shall decide for each grade the Match-type(s) to be played: Two-Day Matches, One-Day Matches or a combination of both. Each grade shall have the Overs-for-the Day stipulated along with its Match-type. For any grade declared as a one-day competition there will be no two-day matches scheduled in the fixture. For any grade being played as a one-day competition, the Association shall declare prior to the commencement of the season for each particular grade concerned, whether it will be: (i) played under Regular Conditions for One-Day Matches as contained in Rule 17.1 OR (ii) played under Modified Conditions for All One-Day Match Competition contained in Rule 17.2 e) Clubs shall not be permitted to nominate to field two teams in the one grade. In special circumstances the SMCA Committee may invite a club to field a second team in a particular grade. REGISTRATIONS & PERMITS 11.1 REGISTRATIONS All players must be registered with a member club before they may participate in matches under the jurisdiction of the Sale-Maffra Cricket Association. The SMCA Committee shall from year to year have the authority to define the method by which registration shall be affected. This shall include registration procedures and penalties for failing to register players in the prescribed manner. The SMCA Committee must advise the clubs in writing if any of the conditions that applied in the preceding season have changed. The changes must be advised before the commencement of the first round. 11.2 CLEARANCES All players requiring a clearance must have obtained that clearance and be duly registered with his/her new club before participating in any matches with his/her new club. The SMCA Committee shall from year to year have the authority to define the method and conditions by which clearances shall be affected. This shall include various time frames and penalties for failing to follow the prescribed process or playing a person contrary to the clearance rules. The SMCA Committee must advise the clubs in writing if any of the conditions that applied in the preceding season have changed. The changes must be advised before the commencement of the first round. See also clearance bylaws for SMCA specific additions. BY-LAW 9 – As amended 15th July 2014 9. Regional Player Registration and Clearances 9.1 All player clearance applications within Region 7 shall commence on August 1 st and cease on December 31st. 9.2 Clearances for Players within Region 7 Clearances are required for all players who wish to transfer from one Association Club to another Association Club within Region 7 when that player has played in a Region 7 Association in the previous or current season. A financial player shall be automatically cleared to play with that player’s Club of choice in a new Association unless it is proven that such player has a legal contract to play with the previous Club or is under suspension. Any player who has played during the current season will be deemed financial in respect to earlier seasons. Note: Where a dispute arises under 9.2 or 9.3, the matter shall be referred to the VCCL – Region 7 Member Protection Officer. 6 Sale Maffra Cricket Association 9.3 9.4 9.5 RULES updated 20 August 2015 Financial Status A player shall be deemed to be financial if… The membership fee and other legitimate subscriptions due in any given season have been paid. Raffle ticket money collected on behalf of the Club in any given season has been paid to the Club. Payment for Club apparel provided by a Club in any given season has been made. For a player to be deemed non-financial from the previous season, the player’s name must appear on the list of that Club’s non-financial members. For the list to be valid, it must state the nature of the debt and be registered with that Club’s Association secretary by August 1st in any given year. Each Association Secretary shall in turn furnish the Region Secretary with the full list of un-financial players by August 7th each year. Players whose names do not appear on such list will be deemed to be financial. A non-financial player must pay all outstanding debts (as per dot points above) before he can be cleared and registered to play for a new club in a different Association. Change to penalty for this rule breach A fine of $200 will be imposed on those Associations who do not comply with the Region 7 procedures in relation to player clearances within Region 7. Any player found to be a party to a breach of by-law 9.2 shall be suspended for two full playing weekends at both Association & Region level when he/she has crossed from one Association to another without a clearance – having played in both Associations - in the current season (i.e. the suspension will not apply when the breach occurs between two different seasons). The dates of the suspension to be determined by the Region Executive. A player who changes his abode is exempt from rule 9.1 that governs clearance deadlines. 9.6 Region 7 Clearance All Player clearances within Region 7 shall be conducted under the My-Cricket system. However, where an Association does not currently operate under the My-Cricket system, the following rule shall apply: The Secretary of the Association which registers such player is required to bring the player’s name to the attention of the secretary of his previous Association so that a check on the player’s financial, contractual and general eligibility status can be determined. Attention; (Name As appropriate) Association Secretary (Players name) (DOB) who last played cricket with the (previous club name) cricket club in season (as appropriate) has applied to join the (new club name) cricket club. Could you please confirm that the player concerned is financial at his old club, has no legal obligation to play at his old club and is not currently under suspension with the club or your Association? Thank you (Gaining) Association Secretary CC: Region Secretary 9.7 Premier Cricket Players Players may be granted permission to play with a Premier Club’s first, second, third or fourth XI on a trial basis for a maximum of six playing days in one season only and maintain their status as a Regional player. Where a player plays more than six days in a season, the player concerned must produce a statement from the Premier Club to the affect that he is no longer a required player by that club before he can reregister with an Association within Region 7 in that season. Note: Law 9.7 does not pertain to players deemed to be under 18. That is, an under 18 person is eligible to play for his “Club and Association of Origin” on an availability basis without reference to the above law at any time. See SMCA clearance bylaw for SMCA specific rule in relation to premier cricket players 11.3 PERMITS A player may obtain a permit to play in a higher grade for another club for up to two matches where his current club is not represented in that grade. On the Permit Form, the match(es) to be played under permit shall be specifically designated by grade, round, and date, together with the club with which the matches are to be played. All matches played under permit shall occur before 31 st December each season. A fully completed permit form shall be lodged with the SMCA Secretary before any player participates in a match on a match permit. There is no appeal process when a registered club refuses to grant a match permit to a registered player. 7 RULES Sale Maffra Cricket Association updated 20 August 2015 12. POINTS - PLAYER INELIGIBILITY The award of points to be allocated to the opposing club or clubs under Rule 11 shall be left to the discretion of the Association Committee. 13. VISITORS – Deleted 24/09/2014 14. PLAYER ELIGIBILITY - BETWEEN GRADES a) In any one season no player shall play in any more than one grade of his club below the grade he played in his previous match, unless permission from the Association is granted. Where a player has missed a round of matches since his previous match, he may be deemed to have played in a match one grade lower, than his previous match, in the missed round. Where this concession is invoked it may only be used in relation to one round that the player did not participate in. (This will allow a player who misses one or more rounds between matches played to drop (two) 2 grades between matches played) b) In the event of any club having two teams in the one grade, only one of these teams are compelled to name seven (7) players who will be restricted to play in only that team in that grade. The named players must be replaced if they leave the club. The list of seven (7) players names to be provided to the Registration secretary by the commencement of the scheduled round three(3). No player shall play in another grade in the same round of matches in the fixtures. This includes matches that either coincide or overlap between grades with regard to dates irrespective of round numbers. c) Penalties: the Association committee may apply a monetary or points penalty as they see fit. MATCH CONDITIONS 15. HOURS of PLAY a) In TWO-DAY MATCHES the following to apply: Two Day Match 80over Day Two Day Match 75over Day Two Day Match 60over Day Start Time: Daylight Saving Non-Daylight Saving 1.00pm 1.30pm 1.30pm 12.30pm 1.00pm 1.00pm An earlier starting time may be agreed to by both captains. Where this occurs, it must apply to both days. Notwithstanding anything in Rule 15 and/or Rule 16, the Association may amend starting times of matches. Afternoon Tea Interval: Daylight Saving Non-Daylight Saving 3.30pm to 3.50pm 3.45pm to 4.00 pm 3.45pm to 4.00 pm 3.00pm to 3.20pm 3.15pm to 3.30pm 3.15pm to 3.30pm Where an innings closes within fifteen (15) of the scheduled Tea interval, Afternoon Tea shall be taken immediately and shall not exceed the specified interval. b) In One-DAY MATCHES the following to apply: One Day Match 80over Day Start Time: Daylight Saving Non-Daylight Saving Afternoon Tea Interval: c) 1.00pm 12.30pm Afternoon Tea shall be taken between innings, unless an innings is completed more than half an hour before the normal tea interval or unless in a game where more than thirty (30) minutes is lost due to adverse conditions, when Afternoon Tea shall be taken at 3.20pm (2.50pm outside daylight saving). Ten minutes to be allowed for a change of innings. 8 Sale Maffra Cricket Association d) RULES updated 20 August 2015 Substitutes: Law 2.1 of the Laws of Cricket shall be strictly enforced except that a substitute may act on behalf of a player for reasons other than injury or illness where the permission of the opposing captain has been obtained together with the sanction of the umpires. The umpires shall be kept informed of these occurrences at all times by both captains. Substitutes shall not be used as interchange players except as provided for in Rule 16(i). This provision, Rule 15(d), is to apply to all matches including finals. 16. PLAYING CONDITIONS: TWO-DAY MATCHES a) In two day matches each day’s play shall consist of a stipulated number of six ball overs according to the following Match-Types: i) Two Day Match 80over Day: eighty (80) Overs for the Day. ii) Two Day Match 75over Day: seventy five (75) Overs for the Day. iii)Two Day Match 60over Day: sixty (60) Overs for the Day. Should the stipulated “Overs for the Day” be completed then play shall stop for the day. If the side batting first is dismissed or declares prior to the completion of the stipulated “Overs for the Day” then the side batting second shall be entitled to receive the remainder of those overs. An over will be counted as completed, no matter when the last batsman is dismissed. Compulsory closure occurs after the first day’s where play is not interrupted by more than thirty (30) minutes. If compulsory closure occurs the game becomes one of equal overs. b) On the first day, Where play is interrupted by thirty (30) minutes or less (in the aggregate), play shall continue until the total of the stipulated overs (as in 16a) have been completed; Where play is interrupted by more than thirty (30) minutes (in the aggregate), the team batting first shall be entitled to continue its innings into the second day until the total of the stipulated overs (as in 16a) have been completed. The team batting second is entitled to receive the remainder of the scheduled stipulated overs of the second days play. Alternatively, Where play is interrupted for more than 30 minutes on the first day, the team batting first (if not dismissed) may declare its innings closed overnight (meaning at least 10 minutes before the scheduled start of day two’s play). The team batting second’s innings shall be considered compulsory closed after it receives its scheduled number of overs (as in 16a). The match result will then be awarded as per rule 6. c) On the second day, where the side batting second begins its first innings or is batting at the start of play, “Overs for the Day” shall only be recalculated (refer to the Overs Table) when play has been interrupted by more than thirty (30) minutes (in the aggregate). Should these overs (as recalculated) be completed then play shall stop for the day. d) On any day: • A third and/or fourth innings shall be pursued provided there are overs remaining. • Where play is interrupted by up to and including thirty (30) minutes (in the aggregate), play shall continue till the scheduled the stipulated overs for the day have been completed. • Where play is interrupted by more than thirty (30) minutes (in the aggregate), play shall continue till the “Overs for the Day”, as recalculated from the Overs Table, have been completed. e) “Overs for the Day” shall be recalculated according to time lost due to interruptions of more than thirty (30) minutes (in the aggregate) caused by adverse weather or bad light. Overs shall be recalculated at the rate of one over for every three and half (3.5) minutes of time lost or part thereof, excluding the first thirty (30) minutes. (ie. for the purposes of calculation 'time lost' is equal to total time lost (in minutes) minus thirty (30)). Any (re)calculation of “Overs for the Day” shall be made from the Overs Table. f) On the first day of a two-day game, if less than or equal to 50 percent of games in a particular grade achieves twenty (20) overs bowled, the scores recorded to that point, in all matches in that grade shall become null and void and all matches in that grade shall be played as one-day matches under the conditions in Rule 17 on the second Saturday. Individual achievements shall not count towards SMCA averages. g) Cessation of play: if a result is obtained on the final day/or a result or further result is not possible within the remaining overs the match may cease if the captains and umpires agree; provided there are no more than twenty (20) overs remaining. h) Bowling limits for under age players in senior cricket – refer to Rule 28.3. Excessive overs outside prescribed bowling limits may incur a loss of match points as a penalty. Penalty for breaches in senior cricket to be at the discretion of the SMCA General Committee. 9 Sale Maffra Cricket Association RULES updated 20 August 2015 i) In all TWO DAY matches (including finals), twelve players may be named in each team, however, only eleven of the players shall be permitted to participate as batsmen and only eleven shall be able to bowl in each innings. The twelve (12) players named may be freely interchanged in the field. j) Grounds where cones or domes are used to mark boundaries shall employ a system such as paint marks on the ground to ensure that cones or domes are placed in the same position both weeks of a two day game. Breaches to this rule will be dealt with under the provisions of rule 46.3 ii) 17. PLAYING CONDITIONS: ONE-DAY MATCHES 17.1 Regular Conditions: One Day Matches c) a) In one day matches a days play shall consist of a maximum eighty (80) six-ball overs. In such matches, if the side batting first has not completed its innings, the innings shall be compulsory closed on the completion of the fortieth (40th) over. If the innings of the side batting first is compulsory closed, then the side batting second, if it is not dismissed, shall be entitled to bat for the bowling of the same number of overs as has been bowled to the side batting first i.e. forty (40) overs. b) If the innings of the side batting first has been completed other than by compulsory closure, then the side batting second, if it is not dismissed, shall be entitled to bat for a maximum forty (40) overs. “Overs for the Day” shall only be recalculated (refer to Overs Table) when play has been interrupted by more than thirty (30) minutes (in the aggregate) by adverse conditions. In these circumstances: The side batting first shall receive a maximum of 40 overs; and The side batting second shall be entitled to bat the remainder of the recalculated Overs for the Day (according to the time lost in minutes – refer to overs table). In 1st XI matches only, overs are recalculated immediately time is lost, at a rate of 1 over every 3.5 minutes. d) In a One day match: • Matches shall be of one innings each • Where play is interrupted by up to and including thirty (30) minutes (in the aggregate), play shall continue till the scheduled eighty (80) overs for the day have been completed. Refer 17.1c above & 17.1f below in relation to 1 st XI matches • Where play is interrupted by more than thirty (30) minutes (in the aggregate), play shall continue till the “Overs for the Day”, as recalculated from the Overs Table, have been completed. Refer 17.1c above in relation to 1st XI matches & 17.1f below • see also Delayed Start 17.3. e) f) “Overs for the Day” shall be recalculated according to time lost due to interruptions of more than thirty (30) minutes (in the aggregate) caused by adverse conditions. Overs shall be recalculated at the rate of one over for every three and half (3.5) minutes of time lost or part thereof, excluding the first thirty (30) minutes (ie. for the purposes of calculation 'time lost' is equal to total time lost (in minutes) minus thirty (30)). Any (re)calculation of “Overs for the Day” shall be made from the Overs Table. 1st XI matches only The side batting first shall receive a minimum of 20 overs The side batting second shall be entitled to bat the remainder of the recalculated Overs for the Day (according to the time lost in minutes – 1 over to be lost for every 3.5 minutes) using the Duckworth/Lewis method to calculate a changing target and recognising a 20 over minimum innings to constitute a match in 1 st XI matches only. Tarams Incorporated Duckworth Lewis app to be used. 17.2 Modified Conditions: ALL ONE-DAY MATCH COMPETITION a) b) c) d) e) f) (These rules do not apply to one day games played in other grades) Matches are of 40 overs per team, there are no 2nd innings and no outrights. The team batting 2nd can bat on to a maximum of 40 overs even after their opponents score is reached (in order to improve percentage or bonus points), they do not however get bonus (additional) overs for dismissing the team batting first inside 40 overs. Batsmen must retire upon making 50 runs and they can not return if the rest of the team is dismissed. However the innings can not be closed by a compulsory retirement, this means that the “10th or last wicket” must be achieved by a regulation dismissal as per the Laws of Cricket. This grade of cricket will commence one week after the start of all other grades at both the beginning of the season and after the post Christmas resumption. Bowlers will be limited to a maximum of eight overs each. Finals will be played on Saturdays under the same conditions as home and away matches. Sundays in the finals calendar will be reserve days and may be used to play or complete a match were a result was not achieved on the Saturday. 10 Sale Maffra Cricket Association g) RULES updated 20 August 2015 Given due consideration to the number of teams participating the Association may declare, prior to the commencement of the season, to play a top-eight knock-out finals series as per the following: The normal home-away series to finish one week earlier than the other grades so as this can be accommodated. The eight competing teams that have obtained the highest number of points in the home-away series shall compete in a quarter-final series with first playing eighth, second playing seventh, third playing sixth and fourth playing fifth. The winners of these Quarter finals shall meet in the Semi-finals where the Highest Ranked Quarter final winner plays Lowest Ranked Quarter final winner and 2nd Highest Ranked Quarter final winner plays 2nd Lowest Ranked Quarter final winner. The subsequent two winners shall met in the Final. For the purposes of calculating batting averages, a compulsory retirement shall be considered, “not out”. In all matches (including finals), twelve players may be named in each team, however, only eleven of the players shall be permitted to participate as batsmen and only eleven shall be able to bowl in each innings. The twelve (12) players named may be freely interchanged in the field. h) i) PLAYING CONDITIONS: ONE-DAY MATCHES - Delayed Start 2nd XI & Below In a One-Day match where the start of play is delayed by more than thirty (30) minutes because of adverse weather conditions, the following shall apply: i) Where the start is delayed for between thirty one (31) and one hundred and thirty five (135) minutes the “Overs for the Day” shall be recalculated from the Overs Table and divided equally (ignore any fraction). The match shall only proceed under the foregoing conditions if each team is entitled to receive a minimum of twenty five (25) overs. Where the start is delayed by more than one hundred and thirty five (135) minutes the match shall be abandoned. ii) Afternoon Tea: shall be taken between innings where the start is delayed for between thirty one (31) and one hundred and ten (110) minutes; OR taken early (during the postponement) where the start is delayed for between one hundred and eleven (111) and one hundred and thirty five (135) minutes. Where Afternoon Tea is taken early, ten (10) minutes be allowed for a change of innings (no deduction of overs). iii) Where the match commences and is further interrupted by more than thirty (30) minutes (in aggregate) because of adverse weather conditions, the side batting first shall receive as a maximum the original calculated entitlement as per Rule 17.3 i). The side batting second shall now be entitled to bat the remainder of the further recalculated “Overs for the Day” (according to the total time lost for the day - use the Overs Table). In these circumstances The RESULT is subject to the exception as stated in rule 18. iv) Where the match commences and is further interrupted by up to thirty (30) minutes (in aggregate) because of adverse weather conditions then: 1) if the innings of the side batting first is compulsory closed, then the side batting second, if it is not dismissed, shall be entitled to bat for the bowling of the same number of overs as has been bowled to the side batting first i.e. the original calculated entitlement as per Rule 17.3 i). 2) if the innings of the side batting first has been completed other than by compulsory closure, then the side batting second, if it is not dismissed, shall be entitled to bat for the remainder of the original recalculated “Overs for the Day” as per Rule 17.3 i). In these circumstances, notwithstanding anything in Rule 17, The RESULT of matches not otherwise completed shall be decided by the number of runs scored in each first innings, irrespective of the number of wickets lost. SEMI-FINALS and GRAND FINALS 19.1 FORMAT FOR FINALS The four competing teams that have obtained the highest number of points in the home and home series of matches shall compete in a semi-final round of matches - the first playing the fourth and the second playing the third on the list. Semi-finals to be of two (2) days duration, with compulsory closure after the first day’s play unless play is interrupted for more than half an hour. However, should either of the semi-final matches not reach first innings decision, the winner shall be determined by the highest number of points scored during the season. The two winning teams shall then play off in a final round which shall be of two (2) days duration. 19.2 a) GROUNDS FOR FINALS MATCHES The Association Committee shall decide the surface upon which all grade finals shall be played; this to be done in conjunction with Grading arrangements prior to the commencement of the season. b) Grounds for 1st. XI and 2nd. XI semi-finals:i) The teams finishing first on the ladder to be given the choice of grounds depending upon approval of the SMCA executive immediately that choice is made. ii) The teams finishing second on the ladder to be given the second choice of grounds depending upon approval of the SMCA executive immediately that choice is made. iii) Priority of choice to be given to the highest grades. iv) The covers for finals’ venue in turf cricket shall be inspected by the Wet Weather Committee and if found inadequate, shall be replaced with suitable covers. c) 3rd. XI and 4th. XI and below semi-finals and all Grand Finals to be played on the best available grounds. To be chosen by the Association Committee prior to the commencement of the final series. d) A fee of $50 per day be paid to the clubs whose turf wicket grounds are used and $20 per day to clubs whose concrete wicket grounds are used in final matches. 12 Sale Maffra Cricket Association RULES e) On turf wickets, covers must be available and used, under the umpire’s instruction. f) All Finals Venues to have clearly defined boundaries. updated 20 August 2015 19.3 SEMI-FINALS NOTES a) Play shall commence for: i) 1st. XI at 12.45pm - interval 3.15pm to 3.35pm. ii) 2nd XI and below at 1.00pm - interval 3.15pm to 3.30pm. If the ending of daylight saving occurs during the match, the times shall be adjusted so that the duration of both days play shall be regulated by the same sun time. b) Match to be of two (2) days duration, played on consecutive days, i.e. Saturday and Sunday. c) Match is to be played under conditions as specified in Rule 16 with the exception of 16.f) and the time difference as outlined in Rule 19.3 (a). d) If the first day is completely abandoned, the match will be played under two day match conditions 19.4 GRAND FINAL NOTES a) Play shall commence for: i) 1st. XI at 12.15pm - tea interval 2.45pm to 3.05pm. Drinks intervals may be taken at 1.30pm and 4.15pm. ii) 2nd XI and below at 12.30pm - tea interval 2.45pm to 3.00pm. Drinks intervals may be taken at 1.45pm and 4.00pm. If the end of daylight saving occurs during the match, the times shall be adjusted so that the duration of both days play shall be regulated by the same sun time. Where an innings closes within fifteen (15) minutes of the tea interval, Afternoon Tea shall be taken immediately and shall not exceed its set duration. The option to take Drink intervals shall be available to either side. b) Match to be of two (2) days duration played on consecutive days, i.e. Saturday and Sunday unless, however, either of these two days are interrupted or completely abandoned due to adverse weather conditions, then the day (or part thereof) or days lost shall be replaced by the following Saturday and/or Sunday (or part thereof) to reach a first innings decision. c) Match is to be played under conditions as specified in Rule 16(a) except that thirty (30) minutes becomes ninety (90) minutes. d) On the first day, Where play is interrupted by ninety (90) minutes or less (in the aggregate), play shall continue until the total of the stipulated overs (as in 16a) have been completed; Where play is interrupted by more than ninety (90) minutes (in the aggregate), the team batting first shall be entitled to continue its innings into the second day until the total of the stipulated overs (as in 16a) have been completed. This being the case, the team batting second is entitled to receive only the same number of stipulated overs. Should the team batting first in these circumstances be dismissed or declare for any less than the stipulated overs, the team batting second can only receive a maximum of the stipulated overs. The following Saturday and/or Sunday being used for play if required to reach a first innings decision. e) On the second day, where the side batting second begins its first innings or is batting at the start of play, “Overs for the Day” shall only be recalculated (refer to the Overs Table) when play has been interrupted by more than ninety (90) minutes (in the aggregate). Should these overs (as recalculated) be completed then play shall stop for the day. If play is interrupted on the second day and a first innings decision cannot be reached on that day, then the match is to be completed on the following Saturday and/or Sunday. f) On any day: • A third and/or fourth innings shall only be pursued provided there are overs remaining and interruptions have not exceeded ninety (90) minutes. • Where play is interrupted by up to and including ninety (90) minutes (in the aggregate), play shall continue till the scheduled the stipulated overs for the day have been completed. • Where play is interrupted by more than ninety (90) minutes (in the aggregate), play shall continue till the “Overs for the Day”, as recalculated from the Overs Table, have been completed. g) “Overs for the Day” shall be recalculated according to time lost due to interruptions of more than ninety (90) minutes (in the aggregate) caused by adverse weather or bad light. Overs shall be recalculated at the rate of one over for every three and half (3.5) minutes of time lost or part thereof, excluding the first ninety (90) minutes. 13 Sale Maffra Cricket Association RULES updated 20 August 2015 (ie. for the purposes of calculation 'time lost' is equal to total time lost (in minutes) minus ninety (90)). Any (re)calculation of “Overs for the Day” shall be made from the Overs Table. h) The match shall be decided by the number of runs scored irrespective of the number of wickets lost. If a first innings decision cannot be reached by the end of the second Sunday, then of the two teams competing in the Grand Final, the team finishing highest on the ladder during the season shall be declared the Premier team for that season. In the case of a tied result, the premiership shall be awarded to the team that finishing highest on the ladder at the end of the home and away season. i) After eighty five (85) overs have been bowled a new ball may be taken. The Association will supply a new ball to each team competing in the Grand Final, pay umpires expenses and provide each premiership team with a small pennant. Official umpires to decide on fitness of conditions for play. k) Premier sides are to be presented with the perpetual premiership trophy which they will retain for one year. . 20. SEMI FINAL AND FINAL MATCHES (TIME CHANGES) Notwithstanding anything in Rule 19, the Association may fix amended hours of starting and finishing semi final and final matches. In Grand Final matches the President and the Secretary may direct that play be extended on any one day so the match may reach a conclusion. The principle of overs entitlement shall be maintained. The allowance for this direction must be established at the start of the particular days play. Any direction to this effect shall be done in consultation with the participating Captains and Umpires. 21 . PLAYER ELIGIBILITY - FINALS a) Players to be eligible must have played a minimum of four playing days in either one-day matches or two-day matches or a combination of both, with his club during the season’s fixtures. In the event of a club wishing to play in semi-finals or finals any bona fide member not eligible under this rule, that club may apply to the Executive Committee for permission to play such a member, provided that the club can prove insufficient players. b) A player must play more games in a lower grade to be eligible to play in the finals in the lower grade. Special rules may be applied for the all one-day competition by special by-laws c) A club which has any two teams from consecutive grades in finals matches, or any club with only two (2) teams, having both teams in semi finals and both in grand final matches shall not be restricted in selection apart from Rule 21(a) and 14 (a) - Players selected in lower grades in semi finals may also play in grand final even if the Clubs higher team has been eliminated. d) 1st, 2nd & 3rd X1 One Day Finals – the cut-off date for qualification is at the end of the last one day game in the fixtures. 22. a) b) c) d) UMPIRES - FINALS i) All teams must nominate a suitable umpire who is available during the finals. ii) Teams participating in finals may seek an exemption from the Umpires Coordinator. Umpire nominations must be in writing and be submitted to the Umpires Coordinator by the completion of the second last round. Failure to meet obligation - automatic fine of $50 to be imposed for each offence. Allocation of umpires is at the discretion of the Umpires Coordinator .Non provision of an umpire after an appointment automatic fine of $50 per day. GENERAL CONDITIONS 23. FAILURE to START If for any reason play does not commence within 10 minutes of the time appointed, the umpires shall, on appeal, declare the match lost by the club unable or refusing to proceed with the match and points shall be awarded by the Association Committee. 24. LATE START (fine) If play did not commence within 10 minutes of the time appointed without such explanation as shall be deemed satisfactory by the Executive Committee, each club offending shall be fined a sum not exceeding $40 dollars. START TIME Both captains shall state the time of commencement on each scorebook on each day of play. 25. 26. TEAM SHEETS 14 Sale Maffra Cricket Association RULES updated 20 August 2015 The captain must name his team prior to the commencement of the match. The toss of the coin shall occur at least 15 minutes prior to the scheduled start of play. The ages of all players under the age of 19 as at 1st September immediately prior to the current season shall be declared on the team sheet. Team sheets shall be handed to the official umpire(s), where no official umpire is appointed Captains shall exchange team sheets. 27. MATCH BALLS a) The Association Committee shall specify the make, character and size of Cricket Balls to be used in any one match; this to be done prior to the commencement of the season. A new ball shall be used for the opening innings of each team. In the second innings, should captains agree, approved Sale Maffra Cricket Association second hand balls can be used. If requested by either captain the umpire(s) shall determine the ball in play is unfit and substitute if necessary. b) Approved Sale Maffra Cricket Association four piece balls to be used in all 1st. XI and 2nd. XI matches and other matches in other grades played on turf pitches. c) Approved Sale Maffra Cricket Association two piece balls to be used in 3rd. XI grade and below where matches are played on synthetic pitches. c) In all One-Day Matches approved Sale Maffra Cricket Association white balls shall be used in accordance with b & c above. d) In two-day matches a new ball may be taken after the completion of eighty (80) overs. e) In matches where no official umpires have been appointed and an innings is in progress the batting captain shall hold and be responsible for the match ball. 28. BOWLING RESTRICTIONS and PENALTIES 28.1 TWO-DAY MATCHES – Bowling Restrictions and Penalties. 28.1.1 Fast Short Pitched Delivery Limit Per Over (a) A bowler shall be limited to two fast short pitched deliveries per over. A Fast short pitched ball is defined as one which passes or would have passed above the shoulder height of the striker standing upright at the crease. (b) Should a third such delivery be bowled in an over either Umpire shall call and signal no ball and caution the bowler in accordance with Law 42.7(a). (c) If the bowler is no balled for the same offence a second or third time in the innings the final warning and removal procedures of Law 42.7 shall be invoked as applicable. 28.1.2 Fast Short Pitched Limit Delivery Not Within Striker's Reach Any fast short pitched delivery, not being a no ball otherwise, which passes so high that it is not sufficiently within the striker's reach for it to be hit by the bat with a normal cricket stroke, shall be called and signaled wide ball by the Umpire at the bowler's end. Such a delivery shall be counted in the fast short pitched limit of two allowed in 28.1.1. 28.1.3 Dangerous And Unfair Bowling: Slow High Full Pitched Balls The dangerous and unfair bowling provisions of Law 42 shall apply except that a slow high full pitched delivery above shoulder height of an upright striker, if considered not to have been deliberately so bowled, shall be called and signalled No Ball only. 28.2 ONE-DAY MATCHES – Bowling Restrictions and Penalties. 28.2.1 Over Limits For Bowlers (a) Limits per Bowlers (i) Where the Overs Entitlement of the batting side is forty (40) overs or less, then any bowler is restricted to a maximum number of overs equal to one fifth of the Overs Entitlement, rounded up: Overs Entitlement Bowler’s Over Limit 25 5 26-30 6 31-35 7 36-40 8 Where the Overs Entitlement of the batting side is forty one (41) overs or more, then the above limits shall apply until the completion of the 40th over, beyond which no further individual limits shall apply. (ii) Where the overs for the second side have been limited under the provisions of 17.1 (e) the calculation in (a) shall be made on the number of overs which would have applied for the innings had the limitation not been incurred. (b) Limit Reached or Exceeded No further deliveries shall be made by a bowler who has reached or exceeded a re-calculated limit except to complete an over previously commenced by him. (c) Fractional Adjustments 15 Sale Maffra Cricket Association RULES updated 20 August 2015 Where the re-calculation of a bowler's limit results in a fraction the limit shall be raised to the next higher number for as many bowlers as is necessary to absorb the balance in whole overs. (d) Part-Over Incapacity or Suspension A part of an over bowled under the provisions of Law 22.7 shall count as one full over in the limit of each bowler concerned in that over. 28.2.2 Fielding Restrictions & Inner Field Restricted Area – First XI only. (a) Area and Marking of Restriction Area • Two semicircles shall be drawn on the field of play. • The semicircles shall have as their centre the middle stump at either end of the pitch. • The radius of each of the semicircles shall be 27.5 metres. • The semicircles shall be linked by two parallel straight lines drawn on the field. • The fielding restriction areas should be marked by continuous painted white lines or ‘dots’ at seven metre intervals, each ‘dot’ to be covered by white plastic or rubber (but not metal) discs. (b) Fielding Restrictions: (i) At the instant of delivery, there may not be more than five fieldsmen on the leg side. (ii) The fieldsmen permitted to be outside the restricted area during the overs set for compulsory closure at the start of the match shall be not more than the number indicated in the table below: Overs Set At Start 37 - 40 33 - 36 29 - 32 25 - 28 (iii) (iv) Fieldsmen Allowed Outside Restricted Area 2 during Overs 5 during Overs 1 - 12 13 - 40 1 - 11 12 - 36 1 - 10 11 - 32 1-9 10 - 28 The restrictions in (i) and (ii) shall apply in both innings and shall not be changed for any further reduction of either side’s overs. In the event of an infringement of any of the above fielding restrictions, either umpire shall call and signal no ball. 28.2.3 Fast Short Pitched Deliveries Above Shoulder Height Of Striker (a) First XI only. (i) In any one over a bowler shall be permitted to bowl one fast short pitched delivery which, having bounced, passes or would have passed above shoulder height of the striker standing upright at the crease. Should there be a repetition in the same over either Umpire shall call and signal "no ball". (ii) Fast Short Deliveries Above Shoulder Height of Striker Any fast short pitched delivery, not being a no ball under (i), which passes so high that it is not sufficiently within the striker's reach for it to be hit by the bat with a normal cricket stroke, shall be called and signaled wide ball by the Umpire at the bowler's end. (b) Second XI and below: The provisions of 28.1.1 and 28.1.2 to apply 28.2.4 Dangerous And Unfair Bowling: Slow High Full Pitched Balls The dangerous and unfair bowling provisions of Law 42 shall apply except that a slow high full pitched delivery above shoulder height of an upright striker, if considered not to have been deliberately so bowled, shall be called and signalled No Ball only. No cautionary and other action shall be taken. 28.2.5 Wide Ball – First XI only. Any delivery, not being a "no ball", with which the striker has not made contact shall be called "wide ball" when: (a) it passes the off-side of the stumps outside a line marked 45cm in from the inner edge of the return crease. These lines are to be clearly marked. (b) it passes outside the line of the leg stump, except when the striker so positions himself on the on-side such that the delivery passes between himself and the stumps. 28.2.6 Free Hit After any No Ball - First XI only. The delivery following a no ball called for any breach shall be a free hit for whichever batsman is facing it. If the delivery for the free hit is not a legitimate delivery (any kind of no ball or wide), then the next delivery will become a free hit for whichever batsman is facing. For any free hit, the striker can only be dismissed under the circumstances that apply for a no ball even if the delivery for the free hit is called a wide. Changes to fielding positions are only permitted if a different batsman is on strike for the free hit delivery. The bowler’s end umpire will signal a free hit by (after the normal no ball signal) extending one arm straight upwards and moving it in a circular motion. 16 Sale Maffra Cricket Association RULES updated 20 August 2015 28.3 OVERS LIMIT FOR UNDERAGE BOWLERS OF MEDIUM AND FAST PACE (a) Definitions (i) Bowling Type: Bowlers of medium pace or faster (as determined by the umpires and broadly defined as one to whom the wicket-keeper would normally stand back, or one who is not considered a slow bowler). The umpires shall immediately notify the captains of both sides of each bowler who they determine should be treated differently to this broad definition. (ii) Players Age: The player’s age shall be determined as their age on 1st September proceeding each cricket season (ie. Under-19 players will be 17 or 18 on 1st September; Under-17 players will be 16 or below on 1st September etc.) and the appropriate bowling limitations shall apply for the entire season. (b) Notification The team captain must indicate to the umpires on the team sheet each player to whom this playing condition applies and indicate their age. (c) Bowling Limitations Limitations apply to senior SMCA competitions at the following ages: (i) Under-19: A maximum spell of eight (8) consecutive overs on any day including a change of innings. A maximum daily allocation of twenty (20) overs. (ii) Under-17: A maximum spell of six (6) consecutive overs on any day including a change of innings. A maximum daily allocation of sixteen (16) overs. (d) Length of Break Bowlers who complete a spell must not resume bowling until the same number of overs from the same end have been bowled, EXCEPT for a one-over break for change of ends. (e) Change of Bowling Type Where a bowler changes between medium pace (or faster) and slow bowling during a day’s play: (i) if the bowler begins with medium pace (or faster), the bowler is subject to the playing condition throughout the day. (ii) if the bowler begins with slow bowling and changes to medium pace (or faster), the playing condition applies from the time of the change, and all overs of slow bowling bowled prior to the change shall not be taken into account in either the current spell or the daily limit. (f) Management (i) It is the responsibility of the fielding captain to ensure that this playing condition is upheld. (ii) If the umpires become aware of breaches of this playing condition, when the ball is dead, they shall direct the captain to take the bowler off forthwith. If applicable, the over shall be completed by another bowler who shall have neither bowled the previous over nor be allowed to bowl the next over. (iii) Should a dispute or uncertainty regarding the application of this playing condition occur during play, the umpires shall make the final decision on its application based on information available from the scorers or other sources. 28.4 BOWLING PENALTIES - SYNTHETIC WICKETS: NO BALL a) On a Synthetic pitch a ball pitching off the synthetic surface is to be classified as a no-ball. b) Penalty for a no-ball is one run only. 28.5 BOWLING PENALTIES – SYNTHETIC WICKETS: WIDE BALL Any delivery not being a “no-ball”, with which the striker has not made contact with his bat or person, shall be called a “wide-ball” when: (a) it travels outside either line of the formed pitch, whether pitching or being a full toss. Where the formed pitch at the batting crease is wider than 1.86 metres, then two lines be marked at a distance of 1 metre from the middle stump and parallel to a line from middle stump to middle stump. (b) any ball passing outside the lines as described in part (a) shall be deemed a “wide-ball”. 28.6 SUSPECT BOWLING ACTIONS Refer to CV/VCCL Current Policy – see By Law. 17 Sale Maffra Cricket Association RULES updated 20 August 2015 29. COMPLETION of an OVER On both days in two day matches or in either innings of one day games an over shall always be commenced if time has not been reached and shall be completed except where a wicket falls with less than two (2) minutes to the scheduled break occurs, in which case the break will be taken immediately. An over shall be begun providing the umpire at the bowlers end is in position before time. 30. EXECUTIVE DECISIONS Executive decisions when they are made by the President or a majority of the Executive committee will be reported to the next full committee meeting. 31. FOLLOW ON At any time during the match, either side may declare its innings closed. The side which bats first and leads by 100 runs in two day matches, or by 75 runs in one-day matches, shall have the option of requiring the other side to follow on. 32. ADVERSE WEATHER PROCEDURES a) The Wet Weather Committee shall, during the home and away fixtures, cancel all 1st XI and 2nd XI grade cricket if the playing surface at more than half of the turf venues is unsuitable for play. This ruling only applies for the first days play. In the case of a two day game, all teams playing on turf wickets below 2nd XI grade affected by adverse weather conditions shall receive points as detailed in Rule 6 and Rule 18. b) i) If the Wet Weather Committee has not cancelled all district matches for the day, the fitness of the wicket and/or the ground shall be decided by the umpires. Where no official umpires are appointed the decision shall rest with the two captains. ii) On the second day of a two day game or when a two day game has reverted to a one day game on the second day, all decisions shall be in the hands of the umpire(s). iii) The umpire(s) shall see that any necessary steps are taken to improve the ground and the wicket, with the view of expediting play, and should not draw stumps until the hour fixed by the rules for the conclusion of the days play, unless satisfied there is no possibility of play. iv) An appeal against the light and/or any later resumption of play must be decided by the umpire(s) from the point of view of objection. No more than two appeals against the fitness of light shall be allowed in any one innings on any one day. After the second appeal, the fitness of the light shall be in the hands of the umpire(s). 33. DELAYED START If, because of weather, the match does not commence on time, the responsible parties making a decision to commence must inform both captains of the specific time when play will begin at least 10 minutes beforehand. 34. WICKET & GROUND PREPARATION In matches to be played on consecutive days: the wicket shall not be rolled, watered or beaten, except that before the commencement of each innings and of each days play the wicket may be swept and rolled for not more than 7 minutes. mowing of the outfield is permitted in accordance with the Laws of Cricket (Law 10). The mowing procedures to be adopted shall be communicated to the captains and umpires prior to the toss. In matches not played on consecutive days: mowing shall be permitted during the intervening period between the first, second and any subsequent day of the match in order to restore the ground to its original condition prior to that match This law does not prevent the batsman from beating the ground with his bat, nor the batsman or bowler using sawdust to obtain a proper foothold. Wicket covers are to be used in all games, where available. 34.1 ORDINARY CONDITIONS - DEFINITION “Ordinary conditions” means that the game will proceed without the division of time or overs being taken into account and in keeping with the laws of cricket - which provide for a draw to result; except for the requirement of bowling a minimum number of overs INSTRUCTIONS to CLUBS 35. AFFILIATION FEE This shall be determined at the Annual Meeting. The Association shall have power to levy all clubs or teams in equal amounts to meet any expenditure regularly incurred. The Association shall determine at the Annual Meeting which body or organisation it shall affiliate with. Affiliation fees shall be paid by 30th November. Penalty - Loss of points as determined by the Association Committee. 36. FINES DEPOSIT Each registered club of the Association submit a deposit as specified by the Association Committee, prior to the commencement of the season. These funds are to act as a basis for payment of penalties and fines that may be incurred during the season. The balance is to be refunded upon conclusion of the season. 37. PROFESSIONAL PLAYERS 18 Sale Maffra Cricket Association a) b) RULES updated 20 August 2015 A professional player be deemed to be one that directly or indirectly received any payment (monetary or in kind) or any form of financial advantage for or in any connection with coaching or playing cricket for the SMCA club for which he is a player/member. Any payment shall be deemed as a gain from a hobby and not one’s main source of income. In any season a SMCA club shall be permitted to have two (2) professional players. An overseas player may be deemed a professional player in accordance with the application of Rule 37 (e) to the individual players circumstances. c)i) Prior to the commencement of season, or prior to the first match in which he participates, a professional player must register with the Association Committee as a professional player. ii) No professional player shall participate in matches under SMCA control unless he is registered in accordance with 37 c) i) above. iii) Any player gained by a club as a “professional player” who then ceases to be that club’s professional shall have his registration revert to his original club. This condition applies for five (5) seasons from the time of the player’s first transference. iv) All club’s shall be required to complete the “Payment of Players schedule” and respond to any request/direction from the Association Committee or its appointed agent on any related matter. d) Any club or player contravening any of the above shall be deemed to have forfeited every match in which that player took part. e) i) An overseas player shall be deemed as any player entering Australia on a Temporary Visa. ii) An Overseas Player who plays First XI or Second XI shall require the consent of the Association Committee to play prior to participating in any match under SMCA control. The Association Committee may then register the player. Such an overseas player shall be deemed a professional player. iii) An Overseas Player who plays Third XI and below shall require the consent of the Association Committee to play prior to participating in any match under SMCA control. The Association Committee may then register the player. Such an overseas player shall NOT be deemed a professional player. iv) Clubs seeking to register an overseas player as a professional player (Firsts or Seconds) or otherwise (Thirds and below) must seek permission from the Association Committee prior to 31st. December. Permission to play an overseas player will not be granted after the 31st. December. v) Any overseas player given approval to play in the Association must play cricket exclusively with the SMCA or its subordinate, except where approval in advance has been sought from the Association Committee for the overseas player to play in any other match not connected with this Association. In the main permission shall not be granted to play in any other competition affiliated with Cricket Victoria. vi) Clubs shall be limited to registering a maximum of TWO “overseas players” per season. Any club or player contravening 37e) above shall be fined $250 for each match where/after the rule has been breached. (viii) Upon written application from a club, the Association Committee will have the power to grant special exemptions to Rules 37 (b) and 37 (e) (vi). Such exemptions, when granted, shall not exceed one playing season although a club is not limited to a single application. 38. DRESS a) Unless correctly attired, a player will be debarred from taking the field. b) Correct attire to be - white or cream sweater, shirt, socks, footwear and long trousers. Coloured or numbered Association representative shirts are not to be worn. c) Any player still eligible to compete is SMJC permitted to wear white or cream shorts. d) In One-Day Matches Coloured Attire with sponsorship advertising be allowed provided the entire team is in uniform. A fine of $40.00 per player shall be imposed for each individual breach. Umpire to report any breaches. 39. LOGOS – WHITE or CREAM ATTIRE Player’s within the SMCA may wear their club’s sponsor’s logo on their attire provided that the size of such logo be restricted to a maximum area of forty (40) sq. cm. and its design be approved by the Association Committee 40. a) GROUNDS The home team shall be responsible for the state of the wicket, ground and all necessary implements. The batting and bowling crease must be on the same level as the pitch proper. b) Covers: i) Cover Measurements shall be a minimum length of 27.43 metres and minimum width of 9.14 metres (ie. 90 x 30 feet) and approved by the Association Committee. ii) Covers shall be in good condition and are to be of a material and type as approved by the Association Committee. iii) Prior to each season the Wet Weather Committee shall inspect all clubs’ covers and report all aspects of such (as in i) & ii)) to the Association Committee. Under special circumstances a Club may apply to the Association Committee for exemption from clauses i) and ii) above. iv) Covers must be available at all turf grounds and be used to obtain the best possible playing conditions. 19 Sale Maffra Cricket Association c) d) e) f) g) RULES updated 20 August 2015 The Umpires shall assume sole control thirty (30) minutes prior to the scheduled starting time for play and make all decisions regarding the use of covers after this time. The Wet Weather Committee shall be empowered to investigate complaints about the quality and preparation of turf wickets, and be in a position to offer advice and where necessary to report to the Committee of Management for appropriate action. If official umpires have officiated they must complete a ground and wicket report at the end of each match. All clubs shall have access to an approved sporting first-aid kit at all grounds/venues. Where the ground and/or wicket and/or covers are found to be unacceptable a penalty shall apply as per rule 46. 41. UMPIRES Each team shall provide an umpire for each match unless an official umpire is appointed. 42. SUPPLYING OF BALLS A ball to be supplied by each team. 43. FORFEITS a) A club who forfeits a side must forfeit their lower side first. b) The team gaining forfeit to receive the number of points equal to the maximum points won in that round for that grade. c) When a forfeit takes place during the course of the game, that percentage be used. d) At any time the Executive shall have the power to convert a forfeit result to a bye if such forfeitures by one team continue to be ongoing. The fine for a forfeit shall be shall be $100 for a first offence and $200 for a second and all subsequent offences. If a club forfeits other than their lowest grade, contrary to Rule 43a, then all lower sides shall be considered forfeited for that round. 44. RESULT SUBMISSION The SMCA Committee shall from year to year have the authority to define the method by which match results shall be recorded and reported. This shall include cut off times and penalties for incorrect or late submission. The SMCA Committee must advise the clubs in writing if any of the conditions that applied in the preceding season have changed. The changes must be advised before the commencement of the first round. 20 Sale Maffra Cricket Association 45. 45.1 a) RULES updated 20 August 2015 DISPUTES POWERS The Association Committee shall have power to inquire into, investigate and adjudicate: i) upon all disputes or complaints arising out of or in connection with matches. or ii) any matter which comes to its notice by whatever means which may have served to have had a significant effect on the outcome of any match or have brought the game (in general the sport of cricket) into disrepute. In the event of a member of the said committee being a representative of the disputant clubs or have an involvement in the matter he shall cease to act on such Committee for the time being. b) 45.2 CLUBS LODGING A DISPUTE/COMPLAINT Any Club referring a dispute/complaint to the Association Committee shall, within four (4) days after the completion of the match in which the case of disagreement has occurred, forward a statement in writing of the matter to the Association Secretary together with a fee of $100 (to be returned if the decision be in favour of the Club referring the matter or if such is not considered frivolous). Also within the same time forward a copy of such statement to the Secretary of the other affected Club(s). 45.3 ARBITRATION The Association Committee shall call upon the affected Clubs and/or involved persons to respond to the referred matter either by: (i) written statement and/or (ii) appearing before the Association Committee. Which, after considering the evidence shall there upon decide. 45.4 APPEAL An appeal may be made to a Special General Meeting of the Association. Notice of such an appeal shall be with the Association Secretary within 48 hours after receipt of the decision of the matter. 46. 46.1 PENALTIES Any Club refusing or neglecting to abide by any decision arising out of rule 45 shall: i) be excluded from competing in such matches for such time as the Association Committee may determine. or ii) shall pay such sum by way of fine as the Association Committee may direct and in default of such payment shall not be allowed in the series of matches. 46.2 Where no penalty is mentioned in any SMCA Rule the Association Committee shall have power to impose any penalty on the offender. 46.3 Any Club found: i) failing to meeting its engagements or ii) having its ground and/or pitch not in a proper condition for play (with due regard to weather) without satisfactory reasons being forwarded to and approved by the Association Committee, shall be fined a sum not exceeding $100 for a first offence and $200 for a second and all subsequent offences and/or be deducted or not awarded points by said committee. The Association Committee shall also have power to award points to opposing clubs in this instance. 47. 47.1 ASSOCIATION TROPHIES & PRESENTATION NIGHT ASSOCIATION TROPHIES The Association shall award the following individual trophies at the completion of each season. CRICKETER OF THE YEAR (Noel FRESHWATER TROPHY) Awarded in 1st.XI grade on the basis of Umpires’ votes (3,2,1) in each home and away match. In the absence of Umpires, votes shall be cast by the two captains. BATTING AVERAGES (AWARDED IN ALL GRADES) Qualifying levels - 250 runs and 6 home and away matches in that grade. BOWLING AVERAGES (AWARDED IN ALL GRADES) Qualifying levels - 25 wickets and 6 home and away matches in that grade. COUNTRY WEEK PLAYER of the WEEK. To be decided by votes cast after each match by opposition captain, SMCA team manager and team scorer. COUNTRY WEEK BATTING Perpetual Trophy for the highest aggregate of runs for the week. COUNTRY WEEK BOWLING Perpetual Trophy for the most wickets taken for the week. 1st. XI GRAND FINAL "MAN of the MATCH" The 'Neville Marchesi Memorial’ to be decided by the officiating umpires. • • • • • • • 21 Sale Maffra Cricket Association RULES updated 20 August 2015 In the event that the umpires can not reach a unanimous decision, the Association President shall have a deciding vote. • FISCHER CUP “MAN of the MATCH” Awarded for performance in the final of the Competition as determined by the Umpire(s). 47.2 PRESENTATION NIGHT Attendance requirement for, and date of, the SMCA Presentation Night shall be determined each season by the Committee and communicated to member Clubs prior to the commencement of the season. Those Clubs failing to meet their nominated commitment shall be liable for covering the cost of such or $20, whichever is the greater. UMPIRES 48. MANAGEMENT and APPOINTMENT a) The Association Committee shall determine each year the manner by which the umpires shall be employed and appointed. b)Umpires fees shall be set by the Association Committee taking into consideration amongst other things, grade of match, type of match and length of match. Payment of umpires shall be done by clubs (except for Grand Finals). Umpires who achieve their accreditation during the season shall be reimbursed the cost of accreditation by the Association. c) Each 1st. X1 Grade team shall provide an umpire for each round. Nominations of each umpires shall be submitted to the Umpire’s Co-ordinator by Tuesday prior to the commencement of each round. Nominated umpire to be available for the duration of each round. Penalty for non submission/provision of an umpire shall be a fine not exceeding $100 per day. The sub-committee has the power to veto nominations. d) Each 1st. X1 Grade team may apply to the Umpire’s Co-ordinator for approval to substitute an umpire in the duration of a round due to emergency circumstances (e.g. death in the family, car accident, incapacitating personal injury). e) Upon written application from a club, the Umpire’s Board may appoint an umpire to that club’s fixture. f) Non submission of an official captain’s report on umpires by Tuesday after the completion of that round a fine of $20 be applied. 49. TIME WASTING a) Umpires will rigidly enforce the regulation that forbids the bowling of practice balls at the commencement of an innings and whenever a bowler is being changed. b) deleted September 2011. c) They are required to report to the Executive Committee every instance of time wasting they observe in a match. REPRESENTATIVE CRICKET 50. COUNTRY WEEK a) At the commencement of each season the Association Committee members may nominate and interview any number of persons it sees fit with a view to appointing the senior representative team’s captain and coach or captain/coach. The interviews may be undertaken by a sub-committee appointed for that purpose. The captain’s duties will be: i) in consultation with the coach when separately appointed, to organise and conduct practice for Sale-Maffra senior and under age representative sides participating in the Gippsland Cricket League and Country Week. In association with the Chairman of Selectors, to formulate a Country Week squad to be announced early November with power to add. ii) to captain the senior Gippsland Cricket League team and act as a selector for that team. iii)to attend Country Week as the side’s captain and act as a match day selector. The coach’s duties will be: i) in consultation with the senior captain when separately appointed, to organise and conduct practice for Sale-Maffra senior and under age representative sides participating in the Gippsland Cricket League and Country Week. ii) to improve the fitness and ability of the representative players squad. iii) to attend Country Week as the side’s coach. b) Country Week party to consist of 13 players, a manager, a scorer and/or coach. The team to be announced two weeks prior to Country Week. c) A Sunday practice to be held in Melbourne prior to commencement of Country Week, if possible. d) Match day selectors at Country Week will be appointed by the SMCA Committee. The match-day committee will determine the playing twelve (12) for each match. 22 Sale Maffra Cricket Association RULES updated 20 August 2015 e) The Manager, in consultation with the Captain, shall have absolute control of team behaviour. If any member of the Country Week party behaves in a manner that shall affect his or his team’s performance, or bring that Association into disrepute, he will be sent home at his own expense and replaced by another player. f) Players shall abide by the representative players code of conduct at all times. Players found to be in breach of the code of conduct may be subject to a period of suspension from Sale-Maffra pennant competition. The power to investigate alleged breaches shall rest with the Association committee of management and where appropriate breaches referred to the Independent Tribunal. g) Team to be accommodated together and expenses met by funds raised outside normal Association finances, where possible. Clubs not meeting their commitments will be fined to the extent of the commitment by the Association. h) Selected new players to be presented with a SMCA cap. 51. GROUND FOR GCL FIXTURES The SMCA Executive shall roster matches to turf wickets at its discretion. Payment rates will be set by the Region 7 GCL sub-committee or coordinator. 52. GCL PLAYER WITHDRAWAL a) All registered SMCA players are automatically available for GCL selection, except where a personal, detailed written submission to the selectors PRIOR TO SELECTION for each match. b)A player chosen in a SMCA representative team and who withdraws without a valid excuse accepted by the SMCA President and Secretary, shall be suspended from playing for his club for the next SMCA round. VCCL (REGION 7) BY-LAW NO. 9 (Replacement of Player(s) selected for Zone matches) A club who has a player or players chosen during the course of a club match may replace him with another player from that club with similar cricket abilities as approved by that club’s Association President. CODES OF BEHAVIOUR 53. CODE OF BEHAVIOUR: PLAYERS 1) Generally: Players are expected, for the good conduct of the game, to refrain from:a) using insolent and insulting remarks or bad language directed to opponents and/or umpires. b) dissenting from the umpire’s ruling except that he Captain of a team is entitled to ask for explanations related to the Laws of Cricket. c) using delaying tactics to slow down the normal pace of the game in order to inconvenience the opposition. d) smoking on the field of play during the course of the game. e) displays of unruly behaviour or gross misconduct. f) racial vilification (any act that is reasonably likely to threaten, disparage, vilify, offend, insult, humiliate, or intimidate another person or group based on race, religion, descent, colour or national or ethnic origin). g) misuse of technology such as email, instant messages, text messages, phone messages, posting on websites or blogs including Facebook or Twitter, and transmission or possession of inappropriate digital images or videos. This includes making comments that vilify, abuse, disparage and/or unjustly criticise players, umpires and/or officials Refer also to Clause 1.3 of the Independent Tribunal Procedures. 2) Explicitly, the areas of major concern are: (a) the use of offensive language - generally as a disparaging remark to an opposing player or toward an Umpire, or even as an expression of frustration or self admonishment. (b) the questioning/disputing of the Umpire’s decision - often in an aggressive or sarcastic manner. This applies equally to dismissals and unsuccessful appeals as to the judgment of calls on no-balls, wides, byes, etc. (c) the excessive number of frivolous and ridiculous appeals - primarily aimed at pressuring and intimidating the Umpire into a favourable decision. (d) the actions of the dismissed batsman - in failing to leave the crease promptly on being given out and then banging his bat into the ground and/or throwing the bat when returning to the pavilion. Whether or not such behaviour is evident in International or Interstate cricket or whether the language used is considered “acceptable” by today’s society is of little concern to the Association. The Association is primarily interested in having all cricket under their control played within the spirits and traditions of the game. 3) Reporting Processes for the Consideration of Unsatisfactory Behaviour: 3.1 Serious Breaches 23 Sale Maffra Cricket Association a) b) c) d) RULES updated 20 August 2015 Serious breaches of misbehaviour will see the player immediately reported by the Umpire(s) controlling the match and the player being called before the Independent Tribunal to answer the report. Reported players have the option of accepting a one (1) match suspension which may avert the necessity of the player appearing before the Independent Tribunal Committee. The reported player must decide whether they: (i) wish to have the charge heard or, (ii) elect to accept the one (1) match suspension whereby the player’s Club secretary must be notified. Consequently the Association Secretary must be notified of this decision, by the players Club secretary, within four days of the conclusion of the match (see also Clause 1.5 of the Independent Tribunal Procedures). It should be noted that the Umpire(s)/person(s) lodging the report and/or the SMCA Executive may still elect that the Independent Tribunal hear the report, regardless of the reported player’s decision. 3.2 Less Serious Breaches For less serious breaches where an Umpire is duly concerned with a player’s behaviour but does not believe a report is necessary, the incident/infringement shall be noted on the Umpires’ Match Report. • Where such a situation is noted the player and/or his captain shall be informed by or at the end of the match. • When a player has been noted twice on such Match Reports he shall be officially informed of this by the Association. • Should a player be noted three times on such Match Reports during the season he shall be charged by the Association. The charged person will be given the option of having the charge heard by the Independent Tribunal or of accepting a one (1) match suspension. In both instances, should the player be found guilty by the Independent Tribunal of an act of misconduct, he shall be liable to suspension as determined by the Tribunal Committee. All Umpires will be requested to take a firm line with respect to player misconduct especially with regard to the use of offensive language and the disputation of any decision. 54 CODE OF BEHAVIOUR: ADMINISTRATORS, OFFICIALS AND SPECTATORSs The SMCA has the following guidelines in place to cover the conduct of all administrators, officials and spectators. It is each Club’s responsibility to be aware of and enforce the Codes of Conduct. Excessive alcohol consumption will not be accepted. Abusive language towards players, officials or others will not be accepted. The threat of physical violence towards others will not be permitted. Abuse on the grounds of race, colour, gender or religion will not be tolerated. Spectators who behave in an unbecoming manner are to be made aware of the Codes of Conduct and, if the behaviour continues, they may be asked to leave the ground under threat of police action. Clubs who commit breaches, or who do not enforce the Codes of Conduct, may be fined a sum up to $500 for serious breaches and/or may be placed on a bond. Where a second breach of the Codes of Conduct occurs that bond may be forfeited. If a person is suspected of breaching the code of conduct the association committee, after investigation, may refer the incident to the independent tribunal to be heard. The SMCA Executive shall have the power to investigate any alleged breaches of the Codes of Conduct which are reported to, or investigated by, the SMCA Executive within 14 days of the alleged breach. 55 CODE OF BEHAVIOUR: REPRESENTATIVE CRICKET Representative players shall not engage in any conduct that may be prejudicial to the good name of the Sale Maffra Cricket Association. Players will show respect for fellow players, team management, opposition players and match officials while representing the SMCA. Players will treat equipment owned by fellow players, the Association or others with respect and refrain from damaging property owned, hired or borrowed by the Association to whit any damage caused by a reckless act of a player, or group of players, shall be the responsibility of the offenders. Accommodation and Hire buses will be left clean and tidy. Players selected in representative matches will attend fit to play, in particular - players must be not be affected by alcohol or drugs. When representing the Association at Country Week, players are required to reside in the accommodation provided and may only be absent with the express permission of the team manager. Players are required to refrain from conduct or activities that may create danger to themselves or others while travelling on the team bus or during after match social activities. Players are required to refrain from conduct or activities that are a breach of public decency and shall not engaged in conduct that may humiliate, ridicule or cause harm to other team members or the general public. This includes public drunkenness. Players under the age of 18 shall not attempt to enter premises where they are not permitted by law. Players over the age of 18 shall not encourage or abet under age players entering premises where they are forbidden to enter by law. Moderate player imposed performance and behavior fines shall be allowed but must be restrained and not cause financial hardship. 24 Sale Maffra Cricket Association RULES updated 20 August 2015 Players must not engage in behavior or practices either on or off the field that are contrary to the VCCL Member Protection Policy, this includes deeds or words that may be construed as Racist or in other ways prejudice or not in keeping with the International Cricket Councils Spirit of Cricket policy. Players shall sign and date two (2) copies of the code; one retained by the players the other by the Association. APPENDIX SUPPLEMENTARY RULING for FIRST XI BYE (a) The eleven players who participated in the First XI game for any one club preceding the bye shall be ineligible to play in a lower grade for that round the First XI side has the bye. (d) When a first grade bye occurs, players qualified (by age) to play in under 19 competition are excluded from the rule that does not allow 1st grade players to drop to “2nd” grade when the 1st XI has the bye ie. parts a) b) & c) will only apply to players who are to old for U/19 competitions (e) The penalty for any infringement of ruling (a), (b), (c) shall be the awarding of the match to the opposition and a fine not exceeding $100. SUPPLEMENTARY BYLAW for 2nd XI BYE (a) The eleven/twelve players who participated in the 2nd XI game for any one club preceding the bye shall be ineligible to play in a lower grade for that round the 2nd XI side has the bye. Elections shall take place annually. Officer bearers shall consist of a Chairman, Executive officer and two Directors. The Executive elected annually, shall consist of the Officer bearers plus an Assistant Executive officer (results) and two ordinary members. Voting rights - each club is entitled to one delegate for each junior team fielded in the previous season. Amendments or additions to the SMJC rules shall be done in accordance with section thirty three (33) of the Sale Maffra Cricket Association. The Sale Maffra Junior Cricket sub-Committee shall decide upon the number of competitions in each designated agegroup, the placement of teams in each competition, and the arrangement of the fixture of matches and grounds in each competition. The Selection Committee will be appointed by the Executive. Each club can be represented by one delegate from each team entered by the club during such time that it is a member of the Association. Clubs not represented at the Annual Meeting to be fined $100, providing that clubs have been notified 14 days prior to meeting date. Protests and disputes and any other matters submitted to the Association will be heard and dealt with by the SMJC Executive Committee elected at the Annual Meeting and whose decisions will be regarded as final. Each club is to pay an annual affiliation fee to defray expenses. This affiliation fee will be determined at the Annual Meeting. Each club to be entitled to one vote per team affiliated with the Association, so long as the club is represented by a delegate at the meeting. Qualifications for Association Trophy winners to be eligible are as follows: Under 16 - Batting 200 runs - Bowling 20 Wickets Under 14 - Batting 150 runs - Bowling 15 Wickets A pennant be awarded to all winning Grand Final teams. 2. AGE LIMITS and REGISTRATIONS a) i) The age limit for play in the Sale-Maffra Junior Cricket Association will be Under 16/15 to be 15/14 years and younger; Under 14/13 to be 13/12 years and younger; Under 12 to be 11 years and younger; Under 11 to be 10 years and younger. All ages to be taken from the 1st September. ii) Teams will forfeit match points for any game in which an over-age player participates. iii) Sale Maffra Junior Cricket Executive may allow a player above age to play where a “Special Circumstances Permit” is granted. This permit is to be submitted on the prescribed form. The Sale Maffra Junior Cricket Committee has the right to revoke the permit at any time. Permits shall be signed by the player’s club AND a Sale Maffra Junior Cricket Committee representative. b) Registration sheets and affiliation fees must be submitted by each team at the commencement of the season. Details on the Registration Sheet will include:i) name of players ii) age iii) date of birth iv) signature of Club Secretary. Players not registered with a club at the commencement of the season may be registered at any time during the season. The above details to be forwarded to the Secretary with the score sheet of that particular match. c) All junior cricketers shall submit to their club a registration form signed by the player’s parents or guardian, exempting the Association of liability for injury or death. The club shall hold the said registration forms and provide written notification to the Association that they hold such registration forms for every player. d) Rules and conditions governing the interchange of players in clubs with two or more teams shall be the same as those conditions laid down for the interchange of players in the Senior Association of SMCA rules and constitution. e) No clearance is required between April 1st & November 1st . f) Interchange of Players: Under 16/15 & Under 14/13 i) Where a side has between seven (7) and eleven (11) players and the Clubs/Team Managers/Coaches agree an interchange of players is permitted between both clubs. ii) Where a team has less than seven(7) players the normal forfeit rule applies. 26 Sale Maffra Cricket Association RULES updated 20 August 2015 iii) When an interchange of players occurs the player(s) name(s) must be recorded on the match result sheet/permit when submitted. iv) The interchanged player(s) performances are credited to their normal club. 3. RESULTS and SCORES a) In all grades the home teams are responsible for phoning the opposing team to indicate the state of the grounds in the event of rain. Teams should be contacted early enough to prevent the inconvenience of unnecessary travel. b) The submission of results shall be done in accordance with Rule 44 of the SMCA Rules. Any variance or subsequent variance to those conditions by the Sale Maffra Junior Cricket Executive shall be communicated to clubs prior to the season commencing or as soon as practicable thereafter as the case may be. c) There will be no smoking or swearing or unseemly behaviour and any player who persists after one warning can be debarred from further participation in the match by an umpire. A replacement cannot be made if this occurs. d) Points to be awarded as in Rule 6 SMCA with the exception of bonus points and that in Under 14 six (6) points is the maximum to be awarded in any one game. 4. CONDITIONS of PLAY 4.1 Match Balls: a) In all Under 16/15 matches Four piece-balls shall be used. b) In Under 14/13 matches played on Turf, Four piece-balls shall be used. c) In Under 14/13 matches played on synthetic surfaces, 156 gram Two piece-balls shall be used. d) In Under 12 matches 142 grams two-piece ball shall be used. e) In Under 11 matches soft core low impact balls shall be used. 4.2 Two-Day Matches: a)i) Play shall commence at 9.00 am with forty eight (48) Overs for the Day constituting a day’s play. ii) Drinks intervals may be taken at 10.00am and 11.00am. The option to take Drink intervals shall be available to either side. iii) If the ending of daylight saving occurs during the match, the times shall be adjusted so that the duration of both days play shall be regulated by the same sun time. b) The Association may allow for evening or all day fixtures. Evening fixtures shall commence at 5.00pm. c) Should the stipulated “Overs for the Day” be completed then play shall stop for the day. If the side batting first is dismissed or declares prior to the completion of the stipulated “Overs for the Day” then the side batting second shall be entitled to receive the remainder of those overs; this applies to Under 16/15 matches (see (f) below for Under 14/13 matches). An over will be counted as completed, no matter when the last batsman is dismissed. Compulsory closure occurs after the first day’s where play is not interrupted by more than thirty (30) minutes. If compulsory closure occurs the game becomes one of equal overs. d) On the first day, Where play is interrupted by thirty (30) minutes or less (in the aggregate), play shall continue until the total of the stipulated overs (as in 4.2a) have been completed; ii. Where play is interrupted by more than thirty (30) minutes (in the aggregate), the team batting first shall be entitled to continue its innings into the second day until the total of the stipulated overs (as in 4.2a) have been completed. iii. The team batting second is entitled to receive the remainder of the scheduled stipulated overs of the second day’s play. i. e) On the second day, where the side batting second begins its first innings or is batting at the start of play, “Overs for the Day” shall only be recalculated (refer to the Overs Table – Two Day Match) when play has been interrupted by more than thirty (30) minutes (in the aggregate). Should these overs (as recalculated) be completed then play shall stop for the day. f) On any day: i. A third and/or fourth innings shall be pursued provided there are overs remaining. ii. In two-day matches a team may only bat for a maximum of forty eight (48) overs. Where the team batting first has been dismissed or has declared, the team batting second may have this restriction lifted to achieve a first innings result provided Overs for the Day remain. iii. Where play is interrupted by up to and including thirty (30) minutes (in the aggregate), play shall continue till the scheduled the stipulated overs for the day have been completed. iv. RULES of PLAY 5.1 a) Duration of Matches Under 14/13 and under 16/15 matches shall be of two days duration, where possible. Under 11 and under 12 matches shall be of one-day duration b) i) Batting and Bowling Limitations In all matches if the batting team is all out, regardless of the number of players in the side, with respect to the laws of cricket, then compulsory retired batsmen may resume their innings and bat till time if capable, batsmen must return in the same order in which they originally retire. ii) In Under 14/13 one-day matches: - Batsman shall retire at twenty (20) runs - Bowlers are limited to four (4) overs each. iii) In Under 14/13 two-day matches: - Batsman shall retire at thirty five (35) runs - Bowlers are limited to four (4) consecutive overs in any one spell and a maximum of eight (8) overs; The bowling side may recall one of its bowlers for every batsman returning. This shall be done after the completion of the over that the batsman returned. - The break between spells is to be the equivalent number of overs from the same end as the last over of the bowler's immediately concluded spell. iv) In Under 16/15 one-day matches: - Batsman shall retire at thirty five (35) runs - Bowlers are limited to five (5) overs each. v) In Under 16/15 two-day matches: - Batsman shall retire at fifty (50) runs. - Bowlers are limited to six (6) consecutive overs in any one spell and a maximum of ten (10) overs. - The break between spells is to be the equivalent number of overs from the same end as the last over of the bowler's immediately concluded spell. c) In Under 14/13 competitions and below, all short pitched bowling above shoulder height of the striker standing upright at the crease, shall be called a No-Ball. Standing upright means any height is gauged as if the batsman was standing upright in a normal guard position (not bent over). d) Excessive overs outside prescribed bowling limits may incur a loss of match points as a penalty. Penalty for breaches in junior cricket competitions to be at the discretion of the S.M.C.A. Junior sub-committee. e) Change of ground/venue. During the normal course of home & away fixtures at any stage of a match (prior, during etc), a game can be switched from one venue to another at the behest of the ground curator or other senior club official and 29 Sale Maffra Cricket Association RULES updated 20 August 2015 with the approval of the team managers. If in dispute the association chairperson or independent executive officer will decide. f) Twelve (12) players may participate for each team in all matches. Only 11 players may bat in any one innings, but all 12 named players may bowl. g) In all grades, if commencement of play is later than 9:00am the overs will be deducted from the offending team at the rate of one over for every three and three quarter (3.75) minutes. h) Scorebook: where a discrepancy occurs in the scores the lowest out of the bowling and the batting totals is to be adopted. i) Coloured tops may be worn in all matches. A team must be in all white, or all coloured tops, not a mixture of both. 5.2 Under 12 Matches a) General Rules of play to be as for Under 14/13 with the proviso that extra players may participate as bowlers or batsmen. More than eleven (11) players may bat in any one innings, and only eleven (11) players to field at one time. i. Start at 9:00am. ii. The team batting first shall receive twenty four (24) overs and there will be a maximum forty eight (48) overs in a days play. iii. A ten (10) minute break will be taken between innings of the team batting first and the team batting second. b) Batsman shall retire at fifteen (15) runs Bowlers are limited to three (3) overs each. An over to constitute six (6) deliveries including no-balls and wides. The L.B.W. law shall not apply. c) Matches to be skill orientated and non-competitive in nature. No match results kept. No points allotted. No finals. No individual trophies to be awarded. 5.3 Under 11 Competition - Modified Cricket for Learners 5.3.1 Preamble: Modified cricket is for children who are learning cricket and are not already a regular member of a team playing Saturday competition. Parents are to be encouraged to attend all games and participate where possible. Child safety is a prime consideration on days of extreme heat. 5.3.2 Aim: To develop and encourage junior cricket 5.3.3 Objectives: To teach the skills necessary for cricket. Encourage team spirit. To prepare children to play cricket in a safe and friendly environment. 5.3.4 Rules: 1. Girls and boys Under 11. (see preamble) 2. Minimum age recommended is six. 3. Games to start approx. 4:30pm or earlier if possible. 4. Batsmen face max of 12 balls not including no balls. Number of balls to be reduced if more than 11 players. 5. Incrediball to be used. 6. If eleven (11) or more players a maximum of two overs per player to be bowled. 7. Any number of players can bat or bowl. 8. Full protective gear must be used when batting. 9. No L.B.W 10. Grounds to be made smaller, marked with cones if possible. 11. Players cannot field closer than half the pitch length from the batsman. Keeper only is exempt. 12. Batsmen cannot be dismissed first ball. 13. Games to be played in a friendly manner with emphasis on participation. 14. CONDITIONS of PLAY – FINALS a) The four teams that have obtained the highest number of points in the home and home series will compete in a semi-final round of matches, the first playing the fourth and the second playing the third on the list. b) The Sale Maffra Junior Cricket Executive shall decide upon the playing surfaces on which all finals shall be played in each competition. This to be done at the start of the season in conjunction with the preparation of the fixture. All venues and grounds for all finals shall be chosen by the Executive. c) Umpires in finals - same ruling as in the Constitution for the Senior Association. (Rule 22, parts 1-4). d) Players to be eligible must have played four Saturdays with that team to be eligible for the finals. In the event of a club wishing to play in semi-finals or Grand Final any bona fide member not eligible under this rule, that Club may apply to the Junior Executive Committee for permission to play such member, provided that the club can prove insufficient members. Under 16 competition to be the higher grade where clubs have more than one side in each division - Rule 18 of SMCA apply. 7. FINALS – Under 14/13 & Under 16/15 7.0 In all matches if the batting team is all out, regardless of the number of players in the side, with respect to the laws of cricket, then compulsory retired batsmen may resume their innings and bat till time if capable, batsmen must return in the same order in which they originally retire. On the first day, i) Where play is interrupted by thirty (30) minutes or less (in the aggregate), play shall continue until the total of the stipulated overs (as in 4.2a)) have been completed; ii) Where play is interrupted by more than thirty (30) minutes (in the aggregate), the team batting first shall be entitled to continue its innings into the second day until the total of the stipulated overs (as in 4.2a)) have been completed. This being the case, the team batting second is entitled to receive only the same number of stipulated overs. Should the team batting first in these circumstances be dismissed or declare for any less than the stipulated overs, the team batting second can only receive a maximum of the stipulated overs; though this restriction may be lifted as per 4.2f). The following Saturday and/or Sunday being used for play if required to reach a first innings decision. On the second day, i) Where the side batting second begins its first innings or is batting at the start of play, “Overs for the Day” shall only be recalculated (refer to the Overs Table) when play has been interrupted by more than thirty (30) minutes (in the aggregate). Should these overs (as recalculated) be completed then play shall stop for the day. ii) Where play is interrupted on the second day and a first innings decision cannot be reached on that day, then the match is to be completed on the following Saturday and/or Sunday. If a first innings decision cannot be reached by the end of the second Sunday, then of the two teams competing in the Grand Final, the team finishing highest on the ladder during the season shall be declared the Premier team for that season. 8. SAFETY REGULATIONS a) Helmets All junior cricket teams are to be supplied with at least two helmets during every match. Approved protective head gear must be worn by all batsman. b) Dangerous and Unfair Bowling There will be strict control of dangerous and unfair bowling as governed by Law 42.6, 42.7 & 42.8 of the Laws of Cricket (2000 Code 2nd Edition 2003). 42.6 Dangerous and unfair bowling (a) Bowling of fast short pitched balls (i) The bowling of fast short pitched balls is dangerous and unfair if the umpire at the bowler’s end considers that by their repetition and taking into account their length, height and direction they are likely to inflict physical injury on the striker, irrespective of the protective equipment he may be wearing. The relative skill of the striker shall be taken into consideration. (ii) Any delivery which, after pitching, passes or would have passed over head height of the striker standing upright at the crease, although not threatening physical injury, shall be included with bowling under (i) both when the umpire is considering whether the bowling of fast short pitched balls has become dangerous and unfair and after he has so decided. The umpire shall call and signal No ball for each such delivery. 32 Sale Maffra Cricket Association RULES updated 20 August 2015 (b) Bowling of high full pitched balls (i) Any delivery, other than a slow paced one, which passes or would have passed on the full above waist height1 of the striker standing upright2 at the crease is to be deemed dangerous and unfair, whether or not it is likely to inflict physical injury on the striker. The Umpire shall call and signal No ball for each such delivery. (ii) A slow delivery which passes or would have passed on the full above shoulder height of the striker standing upright2 at the crease is to be deemed dangerous and unfair, whether or not it is likely to inflict physical injury on the striker. The Umpire shall call and signal No ball for each such delivery. 1. Waist height is navel height (ie the ‘belly-button’) and the ball must pass above this height. 2. Standing upright means any height is gauged as if the batsman was standing upright in a normal guard position.(not bent over) 42.7 Dangerous and unfair bowling – action by the umpire (a) As soon as the Umpire at the bowler’s end decides under 42.6(a) above the bowling of fast short pitch balls has become dangerous and unfair, or, except as in 42.8 below, there is an instance of dangerous and unfair bowling as defined in 42.6(b) above he shall call and signal No ball and, when the ball is dead, caution the bowler, inform the other umpire, the captain of the fielding side and the batsmen of what has occurred. This caution shall continue to apply throughout the innings. (b) If there is any further instance of dangerous and unfair bowling by the same bowler in the same innings, the umpire at the bowler’s end shall repeat the above procedure and indicate to the bowler that this is a final warning. Both the above caution and final warning shall continue to apply even though the bowler may later change ends. (c) Should there be a further instance by the same bowler in that innings, the umpire shall (i) call and signal No ball. (ii) direct the captain, when the ball is dead, to take the bowler off forthwith. The over shall be completed by another bowler, who shall neither have bowled the previous over nor be allowed to bowl the next over. The bowler thus taken off shall not be allowed to bowl again in that innings. (iii) report the occurrence to the other umpire, the batsmen and, as soon as practicable, the captain of the batting side. (iv) report the occurrence, with the other umpire, as soon as possible to the Executive of the fielding side and to any Governing Body responsible for the match, who shall take such action as is considered appropriate against the captain and bowler concerned. 42.8 Deliberate bowling of high full pitched balls If the umpire considers that a high full pitch which is deemed to be dangerous and unfair, as defined in 6(b) above, was deliberately bowled, then the caution and warning prescribed in 7 above shall be dispensed with. The umpire shall: (a) call and signal No ball. (b) direct the captain, when the ball is dead, to take the bowler off forthwith. (c) implement the remainder of the procedure as laid down in 7(c) above. c) Restricted Zone Players are prevented from fielding closer to the batsman than half the pitch’s length from the batsman’s middle stump (excluding slips as shown in the diagram). If a player enters this area before the ball has been bowled, it shall be called a “no-ball”, by either umpire. Only after the ball has been struck with the bat, has struck the body or equipment of the batsman or has passed through to the wicket keeper, may a fielder enter this restricted zone. This zone shall be clearly marked by lines or discs. d) FAIR DELIVERY–THE ARM (throwing) When an umpire considers a player is contravening Law 24.2 (the Laws of Cricket (2000 Code 2nd Edition 2003) Fair Delivery – The Arm he shall, notwithstanding anything to the contrary in Law 24.2: 1. Advise the player’s Team manager/Coach/ Club Officials as to the areas of concern with the player’s bowling action. and 2. Report the matter to the Chairman of the Sale Maffra Junior Cricket who shall enact further action according to procedures established by the Junior executive as laid down from time to time. Also the Umpire may call and signal “No Ball” upon delivery 33 Sale Maffra Cricket Association RULES updated 20 August 2015 FAIR DELIVERY–THE ARM (LAW 24.2) GUIDELINES FOR ASSESSMENT AND CORRECTION: The President of the SMJCA on receipt of a report from an umpire concerning the fairness of a player’s bowling action shall: 1. Consult with the said umpire and the player/players manager/players club Officials as to the nature of the concern and any remediation. 2. Employ the services of an independent arbiter (who shall be at least Australian Cricket Board (ACB) level 3 accredited coach) 3. The Independent Arbiter shall view the player’s bowling action, at the earliest convenience, in match conditions. This is to be organised in confidence between the SMJCA President and said Arbiter – no notice is to be given to any other persons. 4. The Independent Arbiter shall solely decide upon the fairness or unfairness of the players bowling action (his decision is final). 5. The Independent Arbiter shall report his findings (in confidence) to the President of the SMJCA along with any measures deemed necessary to correct the players action. On receiving the Independent Arbiters findings the President and Executive of the SMJCA shall decide on a course or courses of action as follows: i) where the Independent Arbiter determines that the players action is fair the matter is closed, and the player and player’s club is advised accordingly. ii) where the Independent Arbiter determines the player’s action is unfair then: a) the player may be suspended (conditions may apply). b) a remediation program may be entered into at the players/player club expense (if any). c) Subsequent to ii) a and ii) b, a re-evaluation shall be undertaken by the Independent Arbiter at which stage the SMJCA executive shall decide finally on the player’s bowling. e) HEAT RULE: When the forecast is for 38 degrees or over, the Sale Maffra Junior Association Executive Committee will notify clubs on the day prior to play of an 8.00am start. 9. CODE of CONDUCT This code of Conduct covers all players, officials and spectators involved in Sale Maffra Junior Cricket. Breaches of the Code of Conduct will be handled by the Sale Maffra Junior Cricket Executive, who will decide if the matters should be referred to an Independent Tribunal of the Sale Maffra Cricket Association. Conduct yourself at a high level of personal behaviour on and off the field in such a manner so as not to bring your Club or the game of Cricket into disrepute. Control your temper. Verbal or physical abuse of officials, umpires, spectators or other players, deliberately distracting or provoking an opponent is not acceptable nor permitted. Be a good sport. Applaud all good players, whether they be your team, opponent or the other team. Be proud to walk off the ground after each game knowing that you have given your best effort. Never involve yourself in an argument with opposing players, umpires or officials. Treat all players as you would like to be treated. Avoid interfering with, bullying or take unfair advantage of another player. Your involvement to play is for fun and enjoyment and that winning is only part of it. At all times abide by the rules of the Sale Maffra Junior Cricket. The rules of the game are mutual agreements no player should ever evade or break. Work equally hard for yourself and your team. Your team's performance will benefit, so will you. Co-operate with your coach and team mates, and respect the ability of your opponent - without them there would be no game. Avoid the use of derogatory language on gender or race. Manager’s Responsibilities: Every Manager is to ensure that there is no ‘coaching’ towards their team from any person from beyond the boundary during play. Loss of 0.25 PREMIERSHIPS points for each occurrence in home-away matches and $50 in finals matches. (Note that more than 12 names can be input into a team to make allowance for withdraws etc. The excess players named can be removed when the performance details are being input). 2. Deadline to enter Match Scores, Confirmation and Player stats. Match scores, match results and match confirmation and player stats must be entered by 12:00 noon Sunday. Sunday Matches: required time for the lodgement of results and match details for matches played on Sunday is 9:30PM on that day. 3. Failure to enter or confirm Result of Match and Scores or Progressive scores by Deadline (currently 12:00noon Sunday). Loss of 0.25 PREMIERSHIPS points for each occurrence plus a $50 fine for each occurrence in home & away matches, and a $75 fine in finals matches 4. Inputting an incorrect score or match result. Fine of $20 for each occurrence. 5. Failure to enter all relevant individual player performances by the required time. (currently 12:00noon Sunday). Does not include FoW Monetary fine of $25 for each occurrence plus an additional $10 for each day the information remains outstanding. 6. Application of Fines and other Penalties. The Results Secretary will have the authority to immediately apply fines and point deductions without formal ratification of the S.M.C.A. committee. All fines and point deductions applied to be reported to the S.M.C.A. committee at its regular meetings. 7. Appeals against Fines and point deductions relating to results. All fines and point deductions applied may be appealed to the S.M.C.A. committee within 14 days of notification of the penalty being applied. Appeals lodged outside this 14 days period will not be considered. 36 Sale Maffra Cricket Association By-Laws: Clearances Updated 20 Aug 2015 Any player wishing to play with another club (Destination club) in the Association other than the one he has been playing with in the present or previous season (Ex-club) must obtain a clearance (or match permit) from the club with which he has played in the current or previous season. - a written application for a clearance is to be completed by the player - a copy (or image thereof) shall be immediately sent to the Association Secretary - and the original to be held by the Destination Club Secretary until the process is completed. (ii) Clearance applications will be lodged and administered through the CLEARANCE functions available through the MyCricket* internet program. (see notes on MyCricket computer process). (iii) A clearance is required if a player is coming to a club within the SMCA and who has played in the current or previous season, irrespective of which club the player played at, including where necessary under VCCL (Region 7) by-law No. 9. – refer to rule 11.2 and region 7 clearance bylaw pertaining to that. (iv) No clearance shall be granted to a player who is unfinancial with his current club to another club in the SMCA, or to another club in another association in respect to region clearance bylaw BY-LAW 9 – As amended 15th July 2014 9. Regional Player Registration and Clearances 9.1 All player clearance applications within Region 7 shall commence on August 1st and cease on December 31st. 9.2 Clearances for Players within Region 7 Clearances are required for all players who wish to transfer from one Association Club to another Association Club within Region 7 when that player has played in a Region 7 Association in the previous or current season. A financial player shall be automatically cleared to play with that player’s Club of choice in a new Association unless it is proven that such player has a legal contract to play with the previous Club or is under suspension. Any player who has played during the current season will be deemed financial in respect to earlier seasons. Note: Where a dispute arises under 9.2 or 9.3, the matter shall be referred to the VCCL – Region 7 Member Protection Officer. 9.3 9.4 9.5 Financial Status A player shall be deemed to be financial if… The membership fee and other legitimate subscriptions due in any given season have been paid. Raffle ticket money collected on behalf of the Club in any given season has been paid to the Club. Payment for Club apparel provided by a Club in any given season has been made. For a player to be deemed non-financial from the previous season, the player’s name must appear on the list of that Club’s non-financial members. For the list to be valid, it must state the nature of the debt and be registered with that Club’s Association secretary by August 1st in any given year. Each Association Secretary shall in turn furnish the Region Secretary with the full list of un-financial players by August 7th each year. Players whose names do not appear on such list will be deemed to be financial. A non-financial player must pay all outstanding debts (as per dot points above) before he can be cleared and registered to play for a new club in a different Association. Change to penalty for this rule breach A fine of $200 will be imposed on those Associations who do not comply with the Region 7 procedures in relation to player clearances within Region 7. Any player found to be a party to a breach of by-law 9.2 shall be suspended for two full playing weekends at both Association & Region level when he/she has crossed from one Association to another without a clearance – having played in both Associations - in the current season (i.e. the suspension will not apply when the breach occurs between two different seasons). The dates of the suspension to be determined by the Region Executive. A player who changes his abode is exempt from rule 9.1 that governs clearance deadlines. 9.6 Region 7 Clearance All Player clearances within Region 7 shall be conducted under the My-Cricket system. However, where an Association does not currently operate under the My-Cricket system, the following rule shall apply: The Secretary of the Association which registers such player is required to bring the player’s name to the attention of the secretary of his previous Association so that a check on the player’s financial, contractual and general eligibility status can be determined. Attention; (Name As appropriate) Association Secretary (Players name) (DOB) who last played cricket with the (previous club name) cricket club in season (as appropriate) has applied to join the (new club name) cricket club. Could you please confirm that the player concerned is financial at his old club, has no legal obligation to play at his old club and is not currently under suspension with the club or your Association? 37 Sale Maffra Cricket Association By-Laws: Clearances Updated 20 Aug 2015 Thank you (Gaining) Association Secretary CC: Region Secretary 9.7 Premier Cricket Players Players may be granted permission to play with a Premier Club’s first, second, third or fourth XI on a trial basis for a maximum of six playing days in one season only and maintain their status as a Regional player. Where a player plays more than six days in a season, the player concerned must produce a statement from the Premier Club to the affect that he is no longer a required player by that club before he can reregister with an Association within Region 7 in that season. Note: Law 9.7 does not pertain to players deemed to be under 18. That is, an under 18 person is eligible to play for his “Club and Association of Origin” on an availability basis without reference to the above law at any time. 9.8 Premier Cricket Players (SMCA Specific Ruling) A player registered with a Premier Cricket club may be able to play, without a clearance , with his former SMCA club if he is unable to obtain a game in any grade at his Premier club. He must obtain a letter of release from the Premier club expressing that fact and this must be approved by SMCA executive. A player can not be released from Premier Cricket to play in SMCA in the event of a washout in premier cricket, or when his premier team has a scheduled bye. Players who play in SMCA under this rule are not eligible for finals unless they have been cleared via the correct procedures prior to December 31 cut off period. SMCA Financial Status definition – A player shall be deemed to be financial if: The membership fee and other legitimate subscriptions due in any given season have been paid Raffle ticket money and collected on behalf of the club in any given season has been paid to the club. Payment for club apparel purchased from a club in any given season has been made. For a player to be deemed non financial from a previous season, the player’s name must appear on the list of that club’s non financial members together with the nature of the debt. For the list to be valid, it must be registered with that club’s association secretary by September 1st in any given year. Players whose names do not appear on such list will be deemed to be financial. Any player listed on a club’s unfinancial list who then plays with that club in a new season is automatically deemed financial for all previous seasons listed. (v) From the 1st. September the player’s present club has fourteen (14) days to deal with the application on receipt of the clearance application. Failure to deal with the application in fourteen (14) days shall incur a fine as determined by the Association Committee. (vi) Where the application is approved by the Ex-club, the Destination-club and the Association will be advised automatically by e-mail via the MyCricket clearance system. (vii) The Association Secretary or Registration Secretary must also approve the clearance and transfer the players MyCricket records to the new club. The Association or Registration WILL NOT approve the clearance unless a digital copy of the clearance application signed by the applicant has been received from the destination club. (viii) The Destination-club must then register the player in accordance with the MyCricket player registration procedures. (ix) Once the clearance is finalised the original written clearance application must be forwarded to the Association Secretary within 7 days. Failure to do so shall incur a fine of not less than $50 and not more than $100 at the SMCA committee’s discretion. (x) Where the clearance application is denied, the players new club and the Association will be advised automatically by e-mail via the MyCricket clearance system. (xi) Upon denial of a clearance, the affected player may, after September 1st each year, request a meeting with the Association Appeals Board, which shall consider the player’s application. The Association Secretary shall arrange such an appeal no sooner than 7 days and no later than 14 days after the request is lodged (or permitted to be lodged). (xii) Where an applicant’s clearance is denied and the applicant does not wish to pursue a meeting with the Appeals Board, the club holding the written application must forward it to the Association Secretary with 21 days of the clearance being refused. Failure to do so shall incur a fine of not less than $50 and not more than $100 at the SMCA committee’s discretion. 38 Sale Maffra Cricket Association By-Laws: Clearances Updated 20 Aug 2015 (xiii) The request for an appeal hearing will be made on an official SMCA form and shall be accompanied by the original player clearance application if not already forwarded to the Association. (xiv) All clearances within the Association to cease for season on 31st December each year unless a clearance is obtained with Executive approval. (xv) A Club seeking a clearance for an under 18 player, must notify the players club, in writing, of an intention to interview 7 days before a clearance application may be submitted. A digital copy of this letter to be sent to the Association Secretary also. (xvi) In any one season in the advent of two (2) clubs wishing to combine player resources they may apply to the Sale Maffra Cricket Association Committee for permission prior to the commencement of the season. These arrangements would apply on a season by season basis. (xvii) If, at any time after a clearance is granted the clearance is found to be incorrect, the onus shall be on the club playing the man and they shall lose all matches in which the player took part. (xviii) Any fine incurred by the SMCA as a result of member clubs non compliance with Region 7 By law 9.4 will be levied to the offending club/s. Notes on MyCricket computer process for Clearances. (i) Log on to the Club Administration page of MyCricket (ii) Under “Player administration” select “Apply for player clearance” (iii) Search for player using either the MyCricket ID number or the player’s surname and old club. We recommend you use the name and club option (iv) Select the player from the list that appears (there may only be one) (v) You are now on the Submit/Edit Player Clearance/Permit page. (vi) Select Association from drop down box – “Sale Maffra Cricket Association” (vii) Type reason for clearance in the “Clearance reason” box found towards the end of the page. If the player is seeking to transfer as a professional player this must be noted here. The reasons on the paper form are to be typed into this box without alteration or embellishment. Additional information can be added by the club in the box “To club comment” (viii) Click SUBMIT. Notification of the application has now gone to the nominated MyCricket Administrator for the Ex-club as well as the Association’s MyCricket Administrator by e-mail. (ix) The Association MyCricket Administrator notes the date the clearance has been lodged and the date it must be dealt with. (x) The Ex-club must deal with the application within 14 days. The Ex-club must grant or deny the application. The Ex-club must add a reason for refusal if the application is denied. The Ex-club must log into the Club Administration page of MyCricket to action the clearance application, it is not sufficient to advise the outcome of the application by an other means. (xi) Upon dealing with the application the destination club and the Association MyCricket Administrators will be advised of the outcome by e-mail. (xii) If the application is granted the Association Administrator must transfer the players record to the destination club. (xii) If the application is denied the destination club may, with the player’s consent, request a meeting/hearing with the Associations Appeals Board. (xiii) Clubs must ensure they have the correct e-mail address of their Club’s MyCricket Administrator recorded at all times. (xiv) This feature can not be used to apply for match permits. From season 2005/2006 and beyond the five person selection committee shall be responsible for the selection of Senior and Under 18 Gippsland Cricket League teams as well as Melbourne Country Week. The committee members shall be broken into two sub-committees. A Chairman of Selectors shall be appointed who will be a member of both sub-committees. The Chairman of Selectors cannot be either the SMCA President or Secretary. Senior Selection Committee. (1st Sub-committee) The Senior Selection committee shall consist of the Chairman of Selectors, the Senior Captain and a Third Selector. Either or both the Chairman of Selectors and/or the Third Selector must be a non-playing selector. The Team Manager is not obliged to be a selector, nor is he prevented from being a one. This sub-committee shall select the senior G.C.L. and Melbourne Country Week teams. Under 18 Selection Committee. (2nd Sub-committee) The Under 18 selection committee shall consist of the Chairman of Selectors, the Under 18 Team Manager and the Under 18 Captain. The Chairman of Selectors shall ensure • that selection of the Senior G.C.L. team has occurred prior to 12:00 noon (but not before 9:00AM) on the Sunday before a scheduled G.C.L. match. • the inclusion of reserve players in the case of a withdrawal from the team after selection has been publicised. • shall arrange for the selection / confirmation of the Under 18 team once the Senior team has been selected, this shall occur by 4:00PM on the Sunday prior to a scheduled G.C.L. match. The Chairman of selectors shall be responsible for publicising the selected teams via e-mail to all club secretaries, all SMCA general committee members, all selection committee members and the Gippsland Times no later than 5:00PM on the Sunday. The selected teams shall be input into Results Vault no later than 8:00PM on the selection Sunday. The names of reserve players should also be circulated/publicised. Club Secretaries are expected to advise members of their club selected in G.C.L. teams of their inclusion no later than 8:00PM on the Tuesday night prior to the scheduled match. Player Unavailability (pre-selection). Players wishing to make themselves unavailable for selection as allowed by Rule 52a, are obliged to advise the Chairman of Selectors directly of this situation prior to 9:00AM on the Sunday prior to each scheduled match. Player Withdrawal (post selection). Any player wishing to withdraw from a selected GCL team shall personally advise the Chairman of Selectors of his unavailability and the reason. The Chairman shall take the necessary action to replace the player with a reserve player or other suitable alternative; this may be done in consultation with the other sub-committee members. Where the other sub-committee members are not consulted prior to changes they shall be advised as soon as practical thereafter. Where possible the press should be advised when changes occur to previously released teams to have amended teams published in Friday’s Gippsland Times. Changes to selected teams must be made in Results Vault as soon a practical after a change is confirmed. The Chairman of Selectors shall personally advise a replacement player of his inclusion in a team. Where the Chairman of Selector believes a player withdrawal is in breach of Sale-Maffra C.A. Rule 52b the matter shall immediately brought to the attention of the S.M.C.A. Executive (President & Secretary) for consideration of the prescribed penalty. Where the Chairman of Selectors accepts the withdrawing player’s reasons as “valid” the matter shall be referred to the next available meeting of the SMCA committee but no further penalty shall be applied to the player at this point. Where a player withdrawal has occurred due to the negligence of a club or club official a penalty under Rule 46.2 may be applied. These by-laws were ratified by the SMCA committee at its meeting held on August 16 th 2005 41 . Sale Maffra Cricket Association By-Laws: Registrations Updated 18.08.2008 1. Upon signing an application for registration the applicant will be deemed a provisional member of the club mentioned on the application. 2. Once the application form has been fully completed, the club is then required to complete the player registration process in the MyCricket computer system*. Once the computer based registration process is completed the applicant shall be deemed a provisionally registered member of the club. (see notes on MyCricket computer process). 3. Once the applicant has completed his/her registration form and the computer based registration process is completed and he/she has participated in a fixtured SMCA match for that club he/she shall be a registered member of the club. 4. The applicant must complete an official S.M.C.A. registration form. 5. All players who participated in matches in the previous season with a club will be regarded as registered at the commencement of and for the duration of the following season. That is, existing (Active) players do not need to reregister. 6. Registered (Active) players that do not participate in any match during the course of a season should be have their playing status changed to “Inactive” at the end of that season. 7. Inactive players who return to the club where they were previously registered should complete a new registration form and the club should amend the playing status to “active” as well as update any details that have changed since the player was last registered. 8. Applicants who have an “Inactive” player record at a club other than the one where they now wish to play should first check with the Association Registration Secretary to see if a clearance is required. If a clearance is not required the club should advise the Association that a registration form has been fully completed and request the applicants existing player record be transferred to the new club. Dual or duplicate registrations should not be created. 9. The Association shall determine the information to be input into the Results Vault system to affect a compliant registration. At the moment the minimum requirements for a compliant registration is the player’s full name and date of birth. If this information is not input the system will not allow the player to become registered. 10. Completed registration forms are to be retained by the club but must be available to the Association upon request. 11. If a player indicates on his/her application for registration that he/she, (1) Is currently serving a period of suspension from any cricket competition or (2) that they played cricket elsewhere in the previous season, a copy of the registration form must be forwarded to the SMCA Secretary immediately. 12. The responsibility rests with the registering club to ensure that each player is eligible to play in its team and should any irregularity be subsequently proved, in the first instance, the offending club and not the player is the party against whom action is to be taken 13. The Association retains the right to also take action against the player if the circumstance and evidence support such action. 14. If any club is found guilty of playing a player contrary to the constitution, rules and by-laws set down, the executive may impose any penalty it may consider appropriate, but if the Association Committee sees fit to upset the result of the match because of any infringement, it may do no more than reverse the result. 15. All players must be registered using their legal name and correct date of birth. 42 Sale Maffra Cricket Association By-Laws: Registrations Updated 18.08.2008 Notes on MyCricket computer process for Registrations. 1. Before commencing the computer based registration process, check if the player has an existing MyCricket player record. There is a search facility available and most players should be aware if they have been previously registered in the Results Vault system. Where they do have an existing record, consider, do they require a clearance? If they have a record but do not need a clearance, request that the existing MyCricket player record be transferred to your club. Requests are to be made to the Association Secretary or Registrations Secretary (if appointed). Note that the SMCA administrators can only effect a player record transfer if it is from one S.M.C.A. club to another. Records to be transferred in from another Association must be done by the MyCricket administrators in Melbourne and this may take several days. Before requesting a record transfer you must confirm with the player that the record in question IS HIS or HERS. Remember to amend the record as required when it is transferred to your club, (new address, phone numbers etc). Also records from outside Associations may not have a date of birth recorded. 2. (i) Where there is no existing MyCricket player record: Log on to the Club Administration page of MyCricket. (ii) Under “Player administration” select “Add a new player” (iii) Input as much information as you have available. It is in your interest to include mobile phone numbers and e-mail addresses as you will then be able to utilise the MyCricket SMS and bulk e-mail services. The minimum information required to allow a new player to be registered is his/her name and date of birth. A player can be added to the player list without a date of birth but he/she will not be able to be registered. The SMCA also recommends that a player’s middle name is also recorded to assist with the creation of a unique player identity. (iv) Click on update. The new player is now in your player list. (v) Go back at the Administration page, Click on “Register players” You are now at a screen that shows all “new players” that have not yet been registered. (vi) Highlight the player named in the left hand box and click “ADD”. The players name is now duplicated into the right hand box. (vii) Once all unregistered players names have been added to the right hand box by this method, Click “SAVE”. (vii) Click OK to the pop up box which asks “Register selected players?” (ix) The next screen advises if the registration process has been successful or not. If it has not been successful the reason is provided along side the players name. The only reason a failure will be recorded will be “Missing - date of birth”. (x) Assuming the process did not fail due to insufficient information, the computer based registration is now complete. 43 Sale Maffra Cricket Association Independent Tribunal Updated 18.08.2008 SECTION 1 : FORMAT 1.1 The Association shall appoint a Chairman and shall record all secretarial duties. 1.2 The Tribunal shall hear all reports of misconduct and breaches of player behaviour guidelines received from umpires or clubs or the Association. The Tribunal shall also hear all reports of misconduct and breaches of codes of behaviour, including Administrators, Officials & Spectators code of behaviour 1.3 All umpires or clubs will report any person attached to the Association who shows misconduct by:a) assaulting a player(s), umpire(s), or spectator(s) before, during or after a game. b) using abusive language as in a). c) disputing an umpires decision in a manner unfitting to the game. d) behaving in a manner not acceptable. e) contravening the Sale-Maffra Cricket Association Code of Behaviour 1.4 The person/club preferring the charge, shall do so in writing on the prescribed report form available from the Association Secretary. 1.5 The report shall be in the hands of the Association Secretary within three (3) days of the conclusion of the match or as provided for in section 6. 1.6 Where there is more than one charge, each shall be numbered. 1.7 a) The Association Secretary shall:i) provide a copy of the report to the offending person(s) and/or club(s) and a direction to attend a hearing with two days clear notice and present a case and answer questions. ii) notify the offending person(s) and/or club(s), the umpires and/or person(s) and/or club(s) preferring the charge and the tribunal members as to the date, time and venue of the hearing. b) Match umpires and reported persons may have one advocate. The advocate shall not be of the legal profession. Reported person be allowed at least one witness - more at the discretion of the tribunal. c) Clubs may be represented by two (2) officials. d) Any cautions/notations in Umpire Match Reports arising out of other matches in that season on a Reported Player shall be tabled. 1.8 In the absence of the reported person(s), club(s) or umpire(s), written statements may be accepted and the case heard in absentia. SECTION 2 : CONDUCT OF THE HEARING – VALIDITY OF REPORT: Hearing of Cases 2.1 (a) All discussion through the Chair. (b) All participants to be introduced. Minutes to be recorded by the Association. 2.2 Opening address by Chairman, including the announcement of the charges and the procedure to be followed. 2.3 The level of validity and correctness of the presentation of the report and the subsequent acceptance of the charges to be heard and deliberated upon shall be at the discretion of the tribunal members appointed to the hearing at that time. Henceforth where the tribunal determines that proceedings are to continue the charge(s) are to be read in the presence of all. 2.4 Person/clubs charged asked how they plead. 2.5 Persons concerned may be present, but witnesses may be asked to retire before their evidence is heard. Those giving evidence shall be subject to questioning by any member of the Tribunal. Similarly, the reported person’s advocate may ask questions of the Umpire(s) and vice-versa. 2.7 The case of the reporting umpire/club is presented. Evidence/submissions (may be in writing) from: the Umpire(s) any other person(s) in attendance to give evidence 2.8 Defence will present their case. Evidence/submissions (may be in writing) from: the reported person(s) his witnesses, if any. 2.9 The Chairman has the discretion to hear further comments or rebuttals from either party. After all evidence, submissions and questioning has concluded, all except the Tribunal members shall leave the room whilst the Tribunal deliberates upon its decision. 2.10 Announcement of the decision - guilty or not guilty in the presence of all. If not guilty, the hearing is concluded. If guilty, prior to the announcement of the penalty, the Chairman asks if any person has anything further to add in relation to the penalty. (The Association shall be in attendance to record.) IF NO - Go to 2.13 IF YES then: 2.11 The additional information/pleas/character evidence is heard. 2.12 All persons again leave the room whilst the Tribunal deliberates upon a decision regarding the penalty. 2.13 Sentence/penalty advised, reason(s) may be given as to how the penalty was reached. The Association shall be in attendance to record. 44 Sale Maffra Cricket Association Independent Tribunal Updated 18.08.2008 SECTION 3 : APPEAL An appeal shall only be heard by the Appeal Board where the correct procedures in all of the aforementioned were not followed. SECTION 4 : PENALTIES 4.1 Penalties for:a) offences as in 1.3 (a), (b), (c), (d) and (e) be decided in terms of matches or seasons. b) failure to appear without a written statement or apology will cause an additional penalty. c) the case of a club: loss of points or a fine to be imposed. 4.2 A suspended sentence shall be permitted where applicable. 4.3 The Tribunal has the right to reprimand. 4.4 Prior to the commencement of each season the Association shall frame a schedule of prescribed penalties. SECTION 5: REPORTING and CODES OF BEHAVIOUR For breaches of Codes of Behaviour, the Umpire(s)/Reporting Person(s) shall report the offending player(s) in accordance with Section 1 of the Independent Tribunal procedures. SECTION 6 : POWERS OF INVESTIGATION The Association Executive shall have the power to investigate all matters relating to incidents contravening the Code of Behaviour and refer such matters to the Independent Tribunal. All matters must be referred to the Association within fourteen (14) days. Schedule of Prescribed Penalties The following suspension periods are framed in accordance with section 4.4 of the Independent Tribunal Procedures (I.T.P *) Offence: Duration of Suspension: • Failure to attend the tribunal when summoned (refer section 4.1(b) I.T.P *) 2 playing days • misconduct / behaving in a manner not acceptable including: : smoking on the ground during play : time wasting : bat throwing : breaking the formed stumps with the bat or by kicking : audible offensive language 2 - 4 playing days • bringing the game into disrepute/unsportsmanlike behaviour 2 - 4 playing days • disputing an Umpires decision 2 - 6 playing days • Dissent/Dissenting from an Umpire’s direction 2 - 6 playing days • Using insolent and insulting remarks towards players and/or spectators 4 - 8 playing days • Using abusive/offensive language towards players and/or spectators 6 - 10 playing days • Provocative/Intimidating behaviour towards players and/or spectators 6 - 10 playing days • Assaulting players and/or spectators (including spitting, elbowing, chesting, shouldering, pushing, provocative gestures) 6 - 10 playing days • Striking or Kicking another player (including striking with bat or with ball or with a stump) 8 - 50 playing days • Fighting (several payers involved) 8 - 50 playing days • Using insolent/abusive/offensive/threatening language towards an Umpire 8 - 50 playing days • Threatening violent/Intimidating/Provocative behaviour towards an Umpire 10 - 75 playing days • Assaulting an Umpire other than by striking or kicking (including spitting, elbowing, chesting, shouldering, pushing, provocative gestures) 10 - 75 playing days • Striking or Kicking an Umpire (including striking with bat or with ball or with a stump) In the case of a Club: (refer to section 4.1(c) I.T.P. *) 5 seasons - Life • A club may placed on a good behaviour bond not exceeding $200 • A club may have fine imposed not exceeding $200 Notes 1. Charges arising from one particular incident shall be considered together. The Penalty for composite offences arising from one particular incident shall be the most serious of the offences plus 6 playing days. 2. The duration of suspensions is given here in playing days; from this the sentence is calculated as a number of pennant matches with due reference to one and two day games in the current fixture, or a number of seasons - in accordance with section 4.1(a) I.T.P *. A sentence’s duration shall also be stated in terms of dates. (A player shall also be barred from Fischer Cup, GCL and Representative matches where these fall in the suspension period - they shall not count as matches/playing days though) 3. Suspended sentences and reprimands are to be avoided. 45 By-Law: Suspect Bowling Actions – Country Cricket Suspect Actions Advisory Group (SAAG) The VCCL have in partnership with the Cricket Victoria Game Development Department have established an advisory group specifically to deal with suspect actions. The VCCL Community SAAG comprises members from both the VCCL & Cricket Victoria, with the ability to co-opt as required. LEVEL 1A: In any VCCL scheduled match, if there is a doubt, the first mention* is to be made by the umpire(s) to their local association secretary on a note, separate from the Match Report, naming the bowler and expressing what the concerns are. Upon receipt, the association secretary makes contact with the club Administration Officer/Secretary and asks the club to investigate the matter and take remedial action if necessary. LEVEL 1B: If there is a second mention* (same process – umpire(s) make a separate report to association secretary). Upon receipt of second mention, the association secretary makes contact with their VCCL Region Secretary; at this point the player is placed on the regions suspect action registry. Upon receipt, the VCCL Region Secretary makes contact with the club Administration Officer/Secretary and asks the club to investigate the matter and take additional remedial action. # VCCL Note: Should a player be deemed suspect in any VCCL scheduled matches that do not have a league umpire, a report is to be lodged by a designated official from the club making the report. For senior matches it is to be the club President, in all junior matches any player is referred via their club President or designated Junior coordinator. LEVEL 2A: If there is a third mention* (same process – umpire(s) make a separate report to association secretary). The VCCL Region Secretary contacts the club and requests that video footage be taken and forwarded to their Regional Cricket Manager, who will then forward and liaise with the Game Development Pace Group to provide remedial action advice. The cost to the club will be $80 for the video review and report production. The bowler/club is provided with a video analysis and a report. The Regional Cricket Manager will consult with the bowler on areas to rectify any problems with the bowling action. A copy of the report is also forwarded to the VCCL Region Secretary. There will be an 8 week “intervention period” following this analysis to allow remedial work to be undertaken. During this intervention period the player will be permitted to bowl in matches. Umpires will be advised of the player’s situation. (If there is any doubt* during this intervention period then the umpire(s) will continue to make a separate report to association secretary). Should the bowler/club decide not to co-operate or participate in this part of the procedure the player will immediately be classified as Level 4, and will be suspended from bowling for 12 months. LEVEL 2B: If there is a fourth mention* (same process – umpire(s) make a separate report to association secretary). The VCCL Region Secretary contacts the club and advises that the bowler is to undergo a Pace Bowling Technique analysis with High Performance coaching group. The cost to the club will be $120 for the video review and report production; the player will be required to travel to Melbourne to complete this assessment. The bowler/club is provided with a video analysis and a report. At the analysis session, a High Performance Pace Coach will consult with the bowler on areas to rectify any problems with the bowling action. There will be an additional 8 week “intervention period” following this analysis to allow remedial work to be undertaken. During this intervention period the player will be permitted to bowl in matches. Umpires will be advised of the player’s situation. (If there is any doubt* during this intervention period then the umpire(s) will continue to make a separate report to association secretary). Should the bowler/club decide not to co-operate or participate in this part of the procedure the player will immediately be classified as Level 4, and will be suspended from bowling for 12 months. 46 By-Law: Suspect Bowling Actions – Country Cricket LEVEL 3: Following the intervention period, at Level 2A and 2B, should there be a further mention* the bowler will not be permitted to bowl in any VCCL scheduled matches for a further period of 8 weeks. This is to allow any remedial work to be continued, without the pressures of bowling in matches. Upon activation of Level 3, the region secretary makes contact with the VCCL Secretary; at this point the player is placed on the VCCL suspect action registry. LEVEL 4: Following Levels 1A, 1B, 2A, 2B & 3 if the bowler is mentioned* again, he will not be permitted to bowl in Community Cricket for a period of 12 months. The procedure is ongoing and players do not return to Level 1 each season. Each mention will progress the procedure, irrespective of time SUBSEQUENT MENTION: If a player suspended from bowling at Level 4 resumes bowling after the specified suspension period, and he is mentioned* again, he is immediately at Level 4 and suspension from bowling will apply forthwith. * THIS ENTIRE PROCESS DOES NOT PRECLUDE ANY UMPIRE FROM CALLING A BOWLER FOR THROWING, AT ANY TIME, IF THE UMPIRE IS IN NO DOUBT. Throughout the process clubs and coaches are to act in the best interests of the player and cricket in general with the overall welfare of the player and the game being the prime considerations. All VCCL Region Suspect Action Registers are to be made available to other VCCL regions and Cricket Victoria on request. 47 Sale Maffra Cricket Association By-Laws: Twilight Twenty/20 Competition Updated 2.09.2014 1. PLAYING CONDITIONS 1.1 The Laws of Cricket (2000 Code 4 th Edition - 2010), except as varied hereunder, shall apply. 1.2 Duration of Match The matches will consist of one innings per side, each innings being limited to a maximum of 20 overs. 1.3 Structure of Competition The structure of the competition will be determined each season by the SMCA committee. 1.4 Registration/Eligibility All players must be a registered player with the member club to participate in the Twenty/20 competition. To play in a match designated as a ‘final’, a player must have participated in at least one match prior to the final. 2. HOURS OF PLAY AND INTERVALS 2.1 Hours of Play Play shall commence by 5.15pm 2.2 Intervals Intervals between innings shall be a maximum of ten (10) minutes duration. No drinks intervals are permitted. 2.3 Allotted Time & Completion of Over Twenty overs to be bowled in 75 minutes. If either team does not complete the required overs in the allotted time, they will be penalized six (6) runs per over. An over in progress shall be regarded as a completed over. 3. LENGTH OF INNINGS 3.1 Uninterrupted Matches Each team shall bat for 20 overs unless all out earlier. If the team batting first is dismissed in fewer than 20 overs, the team batting second shall be entitled to bat for 20 overs. 3.2 Delayed or Interrupted Matches (a) In the event of a delayed start, one over shall be deducted from each innings for every 6 minutes lost from the scheduled commencement time. If the commencement of a match is delayed by more than 35 minutes the game shall be abandoned. Each team must be technically able to receive a minimum of 15 overs for the match to proceed; therefore a 36 minute delay will see the game abandoned. Delayed Start / Reduced Over Calculation. THE RESULT 4.1 Uninterrupted Matches The team scoring the higher number of runs shall be the winner. 4.2 Delayed or Interrupted Matches Rule 3.2 (b) applies - the team with the highest average run rate shall be the winner or the result will be a draw. 4.3 Tied Match In the event of a tie, a 5 bowler (10 ball) bowl off will take place, with each bowler to deliver 2 balls. In the event of a tie after 10 deliveries, the bowl off will then revert to sudden death 48 Sale Maffra Cricket Association By-Laws: Twilight Twenty/20 Competition Updated 2.09.2014 5. DECLARATIONS The captain of the batting side may not declare his innings closed at any time during the course of a match. 6. NO BALL AND WIDE 6.1 Free Hit After a Foot Fault No Ball The delivery following a no ball called for a foot fault (Law 24.5) shall be a free hit for whichever batsman is facing it. If the delivery for the free hit is not a legitimate delivery (any kind of no ball or wide), then the next delivery will become a free hit for whichever batsman is facing. For any free hit, the striker can only be dismissed under the circumstances that apply for a no ball even if the delivery for the free hit is called a wide. Changes to fielding positions are only permitted if a different batsman is on strike for the free hit delivery. The bowler’s end umpire will signal a free hit by (after the normal no ball signal) extending one arm straight upwards and moving it in a circular motion. 6.2 Fast Short Deliveries above Shoulder Height of Striker (a) In any one over a bowler shall be permitted to bowl one fast short pitched deliveries which, having bounced, pass or would have passed above shoulder height of the striker standing upright at the crease. Should there be a repetition in the same over either umpire shall call and signal "no ball". (b) Any fast short pitched delivery, not being a no ball under (a), which passes so high that it is not sufficiently within the striker's reach for it to be hit by the bat with a normal cricket stroke, shall be called and signalled wide ball by the umpire at the bowler's end 6.3 Dangerous and Unfair Bowling (a) High Full Pitched Deliveries The umpire at the bowler's end shall call and signal no ball for any high full pitch delivery in breach of Laws 42.6 (b) and 42.8. Any cautionary or other action is to be implemented by the bowler’s end umpire as required. (b) Slow High Full Pitched Deliveries The dangerous and unfair bowling provisions of Law 42 shall apply except that a slow high full pitched delivery above shoulder height of an upright striker, if considered not to have been deliberately so bowled, shall be called and signalled no ball only. No cautionary or other action shall be taken. 6.4 Wide Ball Any delivery, not being a "no ball", with which the striker has not made contact shall be called "wide ball" when: (a) it passes the off-side of the stumps outside a line marked 45cm in from the inner edge of the return crease. These lines are to be clearly marked. (b) it passes outside the line of the striker's leg stump and down the on-side, except when the striker so positions himself on the on-side such that the delivery passes between himself and the stumps. 7. TIMED OUT Either the incoming batsman or his partner, whichever the circumstances of the match require, must be in position to take guard to be ready to receive the next ball within 60 seconds of the fall of the previous wicket. The incoming batsman is expected to be ready near the boundary to make his way to the wicket immediately a wicket falls, and is expected to jog to the wicket. If this requirement is not met, the incoming batsman will be out, Timed out. 8. BOWLING RESTRICTIONS (a) No bowler may bowl more than 4 overs. In the event of a delayed start reduced over match bowlers quotas are as per the table provided. Reduced Over Match Reduced Bowling Quota. 19 or 18 overs per team No change 17 or 16 overs per team 15 overs per team 2 bowlers to bowl 4 and the balance a maximum of 3 No bowler to bowl more than 3. Where the first innings has been completed without bowling quota restrictions the second innings will be played in accordance with the same conditions. (b) Overs to be bowled from one end in 5 over blocks before the field changes over, batsmen to change ends (without delay) at the end of all other overs. 49 Sale Maffra Cricket Association By-Laws: Twilight Twenty/20 Competition Updated 2.09.2014 9. FIELDING RESTRICTIONS & INNER FIELD RESTRICTED AREA 9.1 Area and Marking of Restriction Area • Two semicircles shall be drawn on the field of play. • The semicircles shall have as their centre the middle stump at either end of the pitch. • The radius of each of the semicircles shall be 27.5 metres. • The semicircles shall be linked by two parallel straight lines drawn on the field. • The fielding restriction areas should be marked by continuous painted white lines or ‘dots’ at seven metre intervals, each ‘dot’ to be covered by white plastic or rubber (but not metal) discs. 9.2 Fielding Restrictions (a) At the instant of delivery, there may not be more than five fieldsmen on the leg side. (b) During the first 6 overs, only two fieldsmen shall be permitted outside the fielding restriction area at the instant of delivery. For the remaining overs, no more than five fieldsmen shall be permitted outside the fielding restriction (c) In the event of an infringement of any of the above fielding restrictions, either umpire shall call and signal no ball. 10. GENERAL CONDITIONS 10.1 Match Balls The home team is to provide two white four piece balls of reasonable condition. Away team given opportunity to select their ball for bowling innings. 10.2 MyCricket Results including full player stats to be entered into MyCricket within 24 hours of the match completion. Teams (or squads) are to be entered before the match commences. SMCA Results By-Law penalties will apply. 10.3 Umpires Each club must provide a non-playing umpire (except the Grand Final) i.e. the club umpire cannot participate in the match. The Association will appoint, and remunerate, umpires for the Grand Final. 10.4 Dress (a) Unless correctly attired, a player will be debarred from taking the field. (b) Correct attire to be full cricket whites or club one day uniform. (c) Whilst fielding the team may be dressed in shorts so long as the entire team is in shorts and they are all the same colour. (d) Entire team must be dressed alike whichever uniform options are selected. 10.5 Pitch Surfaces Matches can be switched by mutual consent to hard wicket if weather or pitch conditions are unsuitable for turf. Players should attend with appropriate footwear to play on either surface. 10.6 Abandoned matches If a match is abandoned due to weather/pitch conditions it is rescheduled.
