PROGRAM OVERVIEW:
The Strategic Partnership Office’s (SPO) primary directive is to ensure that strategic vendor partnerships are
structured to ensure effective service delivery that meets fiscal and program objectives and that these deals
are optimized so that strategic outcomes and savings are realized. This directive will help to contribute to
improving value that Citizens of British Columbia receive from Government.
The SPO is responsible for five core functions as follows:
1. Developing sustainable capacity and capability within the BC Public Sector to better position itself to
manage its Portfolio of Strategic Partnerships.
2. Performing a central horizontal governance role that ensures the public sector’s Portfolio of Strategic
Partnership investments remains adaptable, achieves its intended results and is leveraged where
appropriate across the BC public sector.
3. Shifting the culture of vendor management and procurement to allow the public sector to achieve
greater strategic benefits from its relationships with strategic private sector service providers.
4. Developing and maintaining standards and policies that optimize contract scope overlap, ensures
alignment with public service and public sector strategy and promote the achievement of strategic
value throughout the entire Strategic Partnerships lifecycle.
5. Acting as strategic decision gate for all strategic acquisitions of high value (services) in addition to any
projects that include an IM/IT component in order to deliver on the intended program outcome. This
includes mandating on-boarding of program services onto strategic partnership deals as deemed
appropriate by the SPO.
JOB OVERVIEW
The Senior Director will provide leadership and expertise in various roles to lead a group 5-6 SPO Deal
Directors in the development, leveraging and optimization of major high value Alternative Service Delivery
(ASD) deals. The main focus of the Senior Director will be to support the SPO Deal Directors and the Deal
Offices as they ensure the SPO lifecycle is managed to ensure value is met on upcoming procurements
(contracts valued in the billions). The Senior Director will work closely with all lines of business within the SPO
as well as deal offices, vendors and stakeholder groups.
ACCOUNTABILITIES

Lead, support, guide and manage the SPO Deal Directors.

Support the SPO Deal Directors to efficiently and consistently lead project teams comprised of staff,
ministry deal offices staff and external contractors through all phases of SPO strategic (project
portfolio) planning initiatives.

Enhance and reinforce the SPO lifecycle.

Keep tools and templates updated to align with best practices.

Build strong partnerships and relationships with key stakeholders.

Ensure best practices and consistency among the SPO lifecycle deliverables.

Contribute to the development and oversee the implementation of a planning framework that
analyzes the implications of strategic partnership contracts across all ASD deals.

Provides input to the development of optimization strategies aimed at improving contract outcomes
across the portfolio, these strategies may include identification of scope overlap, alignment with public
sector strategies and identification and capitalization of on-boarding and leveraging opportunities.

Creates and manages key relationships with Central Agencies, deal offices and other stakeholders.

Manage and enhance the SPO’s portfolio capacity and training programs (CORE, NAI, PROSCI).

Developing Briefing notes, and Treasury Board reports on behalf of the SPO.

Develops and maintains comprehensive governance, risk and policy issues management strategies and
processes. Makes recommendations on the strategic partnerships project and portfolio implications to
inform and support executive decision-making.

Identifies the need for research to develop responses to emerging issues and works with other SPO
executives in order to ensure that intelligence, data analysis and practice information is available for
decision making needs.

Oversees corporate approval processes for strategic projects. Manages the information gathering and
decision document production required to steward any approval processes linked to SPO decisions.

Oversees the implementation of processes and workflow models to ensure that senior governance
committees (such as project boards and Treasury Board) receive the information required to provide
strategic direction to the SPO program.

Oversees the implementation of the Portfolio risk management strategy through conducting reviews
and highlighting deficiencies across the Portfolio to ensure vendors develop and maintain Privacy and
Risk Management Plans to comply with privacy provisions of the contract and to address any revisions
to government’s privacy legislation and policies.

Creates and maintains currency through membership in organizations, formal training, attendance at
seminars and conferences, etc.

In collaboration with SPO executives, interacts with Procurement Governance Office, Legal Services
Branch, Risk Management Branch, Procurement Services Branch, and other central agencies to affect
change in Public Sector procurement practices, tools and policies to enable strategic contract
procurement, negotiation and delivery.

Makes direct briefings to internal and external executives on projects’ strategies.

Contributes to the planning and conducts contract/deal structure reviews for existing and new projects
and makes decisions and recommendations related to horizontal strategic alignment of projects under
the SPO portfolio. Contributing to the definition, at a portfolio level, appropriate performance
management structures, measures and targets that will be incorporated into SPO contracts.

Advises senior governance bodies and program areas to improve outcomes and effectiveness and
develop options for resolution of governance and policy issues and support executive decision making.
JOB REQUIREMENTS

Bachelor's or Master’s degree in business administration, project management, procurement/contract
management, financial management, sciences, technology or equivalent. Other combinations of
education and experience may be considered.

5+ years experience managing a team of professionals in a complex and changing project environment.

5+ years experience in strategic analysis of complex issues, evaluation of options and
recommendations in a complex projects environment.

Demonstrated ability to influence the decisions of senior executives.

Training or experience in advanced project management techniques including a Project Management
Professional Designation would be advantageous.

Experience with the IM/IT and Business Process Outsourcing/Reengineering industry in Canada would
be advantageous.

Experience with the government sector in Canada would be advantageous.
