ASSIGNED SCHOOLS -- Only those schools assigned to your District Tournament are allowed to compete. Any other requests for entry must be referred to the MHSAA office before competition is granted. Please notify the MHSAA if a school fails to attend the competition without notification. 2. DRAW FOR DISTRICT TOURNAMENT ROUNDS -- After Team Rosters and Master Eligibility Lists are due and received, the Meet Manager will conduct a blind draw for each round to determine the order in which the teams will perform. The following guidelines should be used when conducting the draw: a. No team shall compete first more than once and no team shall compete last more than once in the three rounds. b. No team which competed last in the previous round should be first to compete in the next round. Schools should be contacted regarding the time and date of the draw. This draw should be held between the dates of Feb. 8-14, 2009 and the order as drawn shall be printed and made available to each school prior to the day of the event. It is also appropriate for the order to be placed in a souvenir program and/or be made available in the form of a handout to spectators. Competitive Cheer Committee will draw Regional and Final order with the same procedure being followed. 3. TROPHIES AND MEDALS -- Trophies and medals are being sent to all District and Regional Tournament Managers and are to be awarded to the winning team in each division. Trophies and medals should be examined immediately upon receipt by Tournament Managers to make certain that engraving is correct and that there is no shortage or breakage. All trophies will be supplied by A-1 TROPHIES of Indianapolis, Indiana (800-444-9569). Medals will be supplied by Erffmeyer & Son Company, Inc. of Milwaukee, Wisconsin (800-852-4266). Trophies and medals should be received no later than February 9, 2009. The MHSAA (not Tournament Managers) will make payment for trophies and medals directly to the above companies. If trophies and/or medals are not received by the due date the tournament manager is to contact the supplier directly. 4. TICKETS – District and Regional Managers - Should use their own stock tickets for students and adults. Student and adult admission is $5 for all day. All Managers should make provision for re-entry to the gym since one ticket will allow a spectator to see competition throughout the entire day if desired. A supply of tickets from the MHSAA will be used at the Finals Tournament. Admission is $7. The one ticket price is good for two Divisions of competition (2 sessions). The cost is $7 for Session 1 and $7 for Session 2. 5. PRESS PASSES -- Adequate arrangements should be made to take care of working personnel and other press representatives at District and Regional Tournament sites. Managers may find it helpful to contact press or radio services prior to tournament time so that methods of recognition and seating their representatives may be expedited. News media representatives are encouraged to call managers in advance of the event they wish to cover. It is recommended that managers designate a specific door for media entrance. 6. SALE OF MERCHANDISE -- The sale of any merchandise such as t-shirts, sweatshirts, hats, etc. is not permitted at MHSAA sponsored events except when coordinated with the MHSAA staff. 7. HOSPITALITY -- By Representative Council action, the MHSAA is not permitted to reimburse tournament hosts for refreshments served to coaches and other invited guests. Such hospitality is generous and recommended, however, the host school will assume the financial responsibility. -28. RADIO, TELEVISION, CABLE TELEVISION BROADCASTING -- All radio, television, cable television stations requesting to broadcast competition live or delayed must obtain approval through the MHSAA office (John Johnson at 517-332-5046) prior to the date of the event. 9. DVDs – DVDs of the MHSAA Cheer Finals will be available at the mhsaa.tv website. 10. SPECTATOR VIDEOTAPING/ FILMING -- Media credential requests for District and Regional meets are processed by local managers. Credential requests for Competitive Cheer Finals will be handled by the MHSAA. Videotaping - Competing schools may videotape games in which that school competes. The tape is not to be used to second-guess decisions made by game/meet officials. Schools wishing to videotape games at other sites may do so without securing advanced permission, but must tape from the stands unless press box space is available. Spectators may tape games from their normal seating area but are not to interfere with the view of other spectators or news media personnel covering the activity. A manager is not required to provide electrical hook-ups; or tripod space and may arrange spectator videotaping from a designated location(s). Video shot by schools and spectators may not be distributed on the Internet; nor may it be otherwise distributed, sold, rented or loaned for commercial purposes. Souvenir Program Policies - Teams winning Regional titles in selected sports must fill out and e-mail program information and a team photograph to the MHSAA office to be used in the souvenir program for the Semifinals and the Finals in the event the team qualifies for Final round play. Program information kits are available on the respective sports pages of the MHSAA Web Site. Those sports are as follows: Baseball, boys and girls basketball, girls competitive cheer, football, ice hockey, boys and girls soccer, softball, girls volleyball, team dual wrestling. Complete directions for filling out and submitting information and photographs is included with each kit. All program information and photographs must be submitted by e-mail. Information For District/Regional/Quarterfinal Tournaments - Teams competing in MHSAA District and Regional tournaments shall provide, upon request, team rosters, photographs and other information as necessary, to local tournament managers so that a souvenir program may be assembled for the event. Merchandising/Promotion Policies/Use of MHSAA Logo – The MHSAA logo and acronym are registered trademarks. MHSAA tournament trophy designs are also copyrighted. Use of these legally protected marks requires written permission of the MHSAA. Contact the MHSAA Communications Director for additional information. Multimedia Policies/Audio/Video/Still Photography Rights – The MHSAA owns the rights to all multimedia (audio-video-still images-Internet) at all levels of its tournaments. Still and video photography is allowed by individual spectators from the seating area of the venue unless the host school district or facility has a previously-existing policy which is more restrictive. The MHSAA has exclusive multimedia arrangements for its Final events. MHSAA Handbook Regulation II, Section 14(A) reads as follows: “No school may sell or rent videos (DVD, tape or film) or sell still images of contests which are part of an MHSAA tournament without the permission of the MHSAA.” If a school wishes to authorize an individual(s) to create multimedia content, the principal or athletic administrator must contact the tournament manager for passes and access. Refer to the publication, MHSAA Multimedia Regulations, for more information. Post-Game Interviews -- Coaches should also be readily available to meet with the media shortly after the conclusion of a contest. It is recommended that approximately five minutes after the game, managers provide a location other than the team locker rooms for post game interviews with coaches and/or players the coach may wish to designate for interviews. Locker room access should never be allowed to media. Inasmuch as many media outlets are often on deadline following contests, interviews should be granted before any lengthy team meetings occur. -311. FLASH CAMERAS -- A flash of any type (camera, strobe, etc.) should not be used during competition. 12. REPORTING REGIONAL RESULTS TO THE MHSAA AND FINALS TOURNAMENT MANAGER District and Regional Tournament Managers are required to fax tournament results immediately to the MHSAA on the forms furnished. Please notify Kathy Westdorp, MHSAA, of your tournament results by fax (517-332-4071) using the District or Regional Summary Report Form (CC-09D or CC-09R) and Master Scoring Tally. The Competitive Cheer Team Roster and Master Eligibility List of the qualifying team must be forwarded to the Finals Manager by the Regional Manager. Regional Managers are requested to fax this information to the Final Tournament Manager: Janet Gillette, Athletic Director, Comstock Park High School, FAX (616) 254-5385. 13. REPORTING TOURNAMENT RESULTS -- Regional and Finals Tournament Managers may wish to report results to local TV, radio and newspapers. They should also call the following newspapers: DETROIT NEWS: FAX: 313-222-6019. VOICE: 313-222-2260. DETROIT FREE PRESS: FAX: 313-222-5983. VOICE: 313-222-6661. 14. HOST REIMBURSEMENT -- All expenses of member schools which host MHSAA Competitive Cheer District and Regional Tournaments will be reimbursed, and the school will receive $300 or 10% of gross ticket sales, whichever is greater. The site will retain a portion of revenue from MHSAA merchandise sales and 100% of revenue from concessions. No additional rental fee is appropriate. Hospitality rooms, lunches at drawings for order of competition, refreshments for teams, etc., are not to be included in tournament expenses to the MHSAA. The MHSAA does not reimburse workers who are hired by the local tournament manager for any activity which produces revenue for the local site. This includes concession workers, sellers of programs or merchandise, and/or parking attendants. 15. FINANCIAL REPORT MHSAA SHARE OF TOURNAMENT RECEIPTS -- Payment by separate check or money order is to be made payable to the Michigan High School Athletic Association, and sent to the MHSAA at 1661 Ramblewood Drive, East Lansing, Michigan 48823. Please file your report within 7 days after the conclusion of your tournament. 16. AUDIT OF TOURNAMENT HOST REPORTS – Upon the recommendation of the MHSAA auditors, all MHSAA tournament sports sites are subject to audit. These sites are to be randomly selected and require documentation of all income and expenses. Tournament expenses different from regular season host site expenses in that same sport will require justification before any expenses are approved for payment to or retention by the host site. 17. TOURNAMENT INFORMATION – District and Regional Managers are required to send a letter of welcome and information to all teams that are competing at their site. The information should include such items as a map locating the tournament site, the time the facility will be open and expected time of arrival for teams. A warm-up schedule, a competition rotation, concessions schedule and locker room assignments should also be provided. A phone number should be provided in case of weather delays, and a time should be set for a coaches meeting. Be sure to notify each team of the size and surface of the mat that will be used at your site. Please include in your letter the fax number where the Round 1 and Round 2 scoresheets and Round 3 routine description must be faxed as well as the date and time it must be received. 18. TOURNAMENT FINALS INFORMATION -- The Finals Tournament Manager shall prepare and send a "winning team" packet of materials. The Finals Tournament Manager is responsible for providing Regional tournament managers with information such as: warm-up and competition schedule for each division, trainer availability, a map showing route to the facility, parking area, local restaurants, motel -4accommodations, locker room facilities and when and where qualifying teams must report. This packet of materials must be given to the coach of the 1st – 4th place teams prior to leaving that Regional Tournament facility. 19. CONTESTANT, COACHES AND ADMINISTRATION ADMISSIONS -- It is suggested that a separate area be set up to allow entrance and registration of competing teams, coaches, assistant coaches, team trainers, etc. Teams, with coach, must enter at the same time through a specified entrance to avoid an admission charge. At the Finals, each competing school will receive 3 Finals tournament passes to be used for administrative crowd management purposes. All parents and fans are expected to enter at the spectator door and pay an admission charge at all levels of the tournament. 20. TOURNAMENT JUDGES -- Judges of Competitive Cheer are required to wear a white blouse/shirt or top and black skirt or dress slacks. Any additional garments such as a blazer shall be black. Judges must wear their MHSAA OFFICIALS EMBLEM in the area of the left pocket of the blouse or jacket/blazer. 21. CONTRACTING JUDGES -- The MHSAA Competitive Cheer Judges Selection Committee will use coaches’ recommendations and judges' schedules to assign judges to each District, Regional and Finals site. Each manager will be e-mailed a copy of the contracts sent to judges. Should a judge decline a contract, the manager is required to fax Kathy Westdorp, MHSAA Assistant Director, 517-332-4071, so a replacement can be found. Please use attached Tournament Official Replacement Fax Form. 22. INFORM JUDGES -- Tournament Managers are required to notify judges of the location of the tournament, parking availability, entrance to the facility and location of the judges’ room. The judges’ room should be available at least 2 hours in advance of the start of the event in order to review Round 1 and 2 scoresheets and Round 3 routine descriptions. 23. JUDGES FEES – The Judges’ Fees are set by Representative Council and are as follows: a. DISTRICT Tournament judges will be paid by the District Manager a $55 fee for 8 teams assigned and $7 for each additional team assigned on the day of the tournament, plus mileage (see 23d below). b. REGIONAL Tournament judges will be paid by the Regional Manager an $85 fee on the day of the tournament, plus mileage (see 23d below). c. FINAL Tournament judges will be paid by the Final Manager an $80 fee on the day of the tournament, plus mileage (see 23d below). d. Each judge will be paid a minimum of $8.00 in mileage. If the judge travels in excess of 50 miles, those miles in excess of 50 will be reimbursed at $.20 per mile in addition to the first $8.00. For example, if a judge travels 85 miles roundtrip miles, the judge would be paid $15 in mileage ($8 minimum covers the first 50 miles; $.20 x 35 for the remaining 35 miles which equals $7.00). Prior to the tournament date, round-trip mileage (home city to tournament city) should be tabulated for each judge contracted, to guarantee correct payment to judges on tournament day. 24. SCORER AND TIMER -- At Districts, Regionals and Finals, each Tournament Manager shall secure his/her own personnel for these duties. Whenever possible, the head scorer and timer should wear a name badge or some other item/or clothing for identification purposes. 25. FEES FOR SCORERS AND TIMERS -- MHSAA reimbursement fees are listed on the District, Regional and Finals Financial Report forms. -526. ANNOUNCER -- At Districts and Regionals, each Tournament Manager shall secure his/her own personnel for announcer duties. Among other duties, the announcer will request the team, by school name, to enter the competition floor and take its starting position. When requested to do so, the team must move without delay to its starting position. The announcer will verbalize when the routine may begin. The fee for the announcer will be determined by the Tournament Manager and shall not supersede the amount received by a timer. 27. MASTER SCORESHEET -- Tournament Managers shall prepare a large master scoresheet listing all school teams that are competing in the tournament at that site. The master scoresheet shall provide an area to record each team's score after each round of competition. The master scoresheet should be displayed in an area where spectators and coaches can readily see the information. All scores shall be posted after completion of competition in each round. A “P” for penalty may be placed next to a score to indicate that a penalty was assessed. If possible, the score should be shown by projection on a screen or wall. 28. TEAM CHECK-IN - Each coach is required to declare the number of competitors that will compete in each round. Each coach must FAX the Round 1 and Round 2 scoresheets and Round 3 description information by 4 p.m. the day prior to the competition or the time designated by the tournament manager. Although the tournament manager may request an earlier time to receive the tournament materials, there is no penalty to the team unless the Round 1 and Round 2 scoresheets and the Round 3 description are not received by 4 p.m. the day prior to the event. After the information is faxed, the coach may submit a new description if changes have been made in Round 1, 2 or Round 3 one-half hour prior to the start of the meet. The coach should make five copies of the information for District and Regional competition and seven copies for Finals competition. Tournament Managers shall also have Round 1, 2 and 3 scoresheets available for each coach to complete upon arrival. A copy of the information shall be provided by the manager to each cheer judge and each safety judge in the order in which the teams will compete in each round. 29. SCORESHEETS -- Scoresheets for each round may be duplicated from the Competitive Cheer Manual or from the MHSAA Web site. 30. PRE-TOURNAMENT COACHES MEETING -- Tournament Managers shall conduct a Pre-Tournament Coaches Meeting at Regionals and Finals for the purpose of: a) b) c) d) Explaining local ground rules. Introducing the judges. Answering any questions the coaches may have. Providing a practice area schedule so all teams have equal access to the practice area. 31. NATIONAL ANTHEM -- It is recommended that the National Anthem be played prior to the first round of competition of the tournament. 32. TEAM INTRODUCTIONS -- When introducing teams prior to Round 1, no special recognition should be given to any one team, especially a home team that would not be given to the opponents. A Grand March with teams and coaches is recommended prior to the National Anthem. 33. SOUVENIR PROGRAMS – District and Regional Tournament Managers shall produce a souvenir program for their site. Locally produced programs must identify the MHSAA as the sponsor of the tournament, using the camera-ready materials provided by the MHSAA. These materials may be found on the MHSAA Web site mhsaa.com. Programs shall include the rosters of the participating teams and the order of competition for each round of the tournament. Such information as team pictures and season scores could also be included. -6District and Regional Tournament Managers may cover the cost of producing their programs by securing local advertising. This is an acceptable practice to keep the cost of the program to a minimum for the spectator. Advertisers should be selected with care, and should not include mention of products or services in conflict with MHSAA philosophies, such as tobacco, liquor or beer and their sale at bars, party stores, restaurants, lounges and team summer camps. If you have any questions regarding programs, please address them to John Johnson, MHSAA Communications Director at 517-332-5046. Please forward the MHSAA a copy of your program as soon as it is printed. 34. FORFEITURE -- Failure to be ready for competition by 20 minutes after the scheduled starting time of the tournament will result in forfeiture; unless the team in question has communicated with tournament management of a delay due to unforeseen circumstances. Please also refer to the Inclement Weather Policy. 35. INCLEMENT WEATHER CONDITIONS – Please follow the guidelines below in preparing for inclement weather: a) Prior to the tournament date, the tournament manager should have the home or cell phone number of each coach of school personnel. b) Prior to the tournament date, the tournament manager should know the time each team will depart from their home school to travel to the tournament site. This information will assist the tournament manager if he/she must contact competing teams to notify them of a later starting time or of a rescheduled date. c) Tournament management is encouraged to take into consideration the possibility of delaying competition a few hours until teams can arrive due to adverse weather conditions. d) Tournament management is encouraged to conduct the tournament if 60% or more of the teams can compete on the scheduled date. If less than 60% of the teams are able to get to the tournament site, then the tournament must be rescheduled. e) Managers are reminded that judges must be contacted if there are delays or if the tournament is rescheduled. 36. MHSAA TOURNAMENT QUALIFICATION -- To be eligible for MHSAA sponsored tournaments, a school must have a bona fide Competitive Cheer team, which is one that has an actual schedule, and has participated in four or more meets in which the competition consists of the Round 1, 2 and 3 MHSAA Competitive Cheer format. 37. AWARDS PRESENTATION –District and Regional Managers shall make arrangements for a brief awards presentation. Presenters may be school administrators, tournament managers, Representative Council members, MHSAA staff members or other persons who are representative of the MHSAA philosophy of interscholastic competition. Only MHSAA approved awards are to be presented to student athletes at MHSAA tournaments. Award presentations at the Finals will be conducted after each division champion is determined. Presentations will be arranged by tournament managers and MHSAA staff. 38. SEASON REQUIREMENTS -- A minimum of four regular season competitions will be required in order to enter a team in the MHSAA Competitive Cheer Tournament Series. By completing the Roster and Master Eligibility Form, the school is attesting to meeting this requirement. 39. TEAM ROSTERS -- A Team Roster must be submitted declaring the probable number of competitors that will compete in the competition along with the names of the athletes who will likely compete. There can be as few as 4, but no more than 16 competing in any round. There can be no more than a total of 2 person differential. -740. LISTED SKILLS -- Each coach must submit the Round 1 and Round 2 scoresheets and the Round 3 routine description by 4 p.m. the day prior to the competition or the time otherwise specified by the tournament manager. Round 1 jumps must be submitted in the order in which they are performed and a list of the different skills which will be performed in Round 2 must be submitted in order. A routine description for Round 3 must also be submitted prior to the day of the tournament. 41. COMPETITION INFORMATION -- During tournaments, boys will not be allowed to compete (see MHSAA HANDBOOK, Interpretation No. 234, page 76). 42. ROUTINES -- All routines performed at MHSAA Competitive Cheer Tournaments will be on a matted surface. The performance area shall be padded with mats of uniform thickness which must cover a minimum area of 38' x 38'. The matted area can be exercise mats, a wrestling mat, a floor exercise mat (with the exception of a spring-loaded floor), or a gymnastics base mat. Any of these surfaces must be at least the thickness of a mat which has the shock-absorbing qualities of a one-inch PVC vinyl-covered foam. A fourinch thick gymnastics landing mat is not considered appropriate for Competitive Cheer routines. The surface of the Competitive Cheer area should be one piece. If this is not possible, each padded section shall be fastened together securely to create a smooth and uniform surface. Please notify all schools competing at your site of the dimensions and surface of the competition mat. 43. ILLNESS OR INJURY -- In case of illness or injury after the start of Round 1 competition, a coach may chose to enter a substitute or compete with less than the number declared in a subsequent round. The ill or injured competitor may not, however, return to any subsequent round that day. 44. COMPETITION ENTRANCE AND EXIT -- A standard entrance and exit for all teams will allow consistency and equity in judging each team as well as eliminate confusion at any Competitive Cheer Meet. Vocals and arm movements only are allowed when entering and exiting the floor. The following procedure will be used by all competing teams: a) The announcer will request the team, by school name, to “Take the floor and begin when ready.” b) Upon completion of the routine, the team may exit the competition floor off either side of the mat or the rear of the mat, but not off the front of the mat towards the judging panel. c) The team must complete the routine once they have begun unless judges stop competition when an injury/blood warrants stoppage of the performance. The team/coach will be given the option to be scored up to that point and need not repeat the round or the team may be allowed to repeat the round at the end of the rotation. (See p. 20 of the Competitive Cheer Manual for a complete explanation). 45. TIMING A ROUTINE -- An official timer will be required to time each routine performed in each round of competition. A visible clock is acceptable. The timer will begin timing Round 1, 2, and 3 routines with the first word by a team member on the competition floor and that is when judging begins. The timer will end timing the routine when the last team member steps off the competition mat; at which time judging is also completed. 46. COACHES INQUIRIES -- A coach is allowed to question the addition (math) of judges scores received, or omission of a score, in a round. Coaches are not allowed to refute penalties imposed by a safety judge or a time infraction. -847. COACHES’ TABLE – A coaches’ table in close proximity to the score table is recommended. A coach may approach the score table area to review scoresheets anytime after the routine is completed, but no later than 10 minutes after all scores are recorded for that round. 48. INTERMISSION BETWEEN ROUNDS -- There must be at least 10 minutes of intermission between each round of competition to allow coaches to check scoresheets and have time with their team. This also allows coaches to make substitutions in case of illness or injury, and to change the routine, if necessary, before the next round begins. NOTE: The time between rounds may be shortened if agreed upon by all parties. 49. SPORTSMANSHIP AT MHSAA TOURNAMENTS – The following is specific information regarding coach and player suspension or disqualification. When a student is disqualified during a contest for flagrant or unsportsmanlike conduct, that student shall be withheld by his/her school for the remainder of that day of competition and for at least the next day of competition for that team. When a coach is disqualified during a contest for unsportsmanlike conduct, that coach shall be prohibited by his/her school from coaching for the remainder of that day of competition and from coaching at or attending at least the next day of competition for that coach’s team. Failure of the school for any reason to enforce this regulation will prohibit the school from entry in the next MHSAA tournament for that sport, or from the remainder of the current tournament if the disqualification occurs during an MHSAA tournament or during the last regular-season contest. Disqualifications from one season carry over to the next season in that sport for undergraduates and coaches, or the next season in any sport for seniors. If the playing rules for a sport specify an additional penalty or more rapid progression, or use of such a progression for other violations, the playing rules apply. Any coach who is disqualified for unsportsmanlike conduct two or more times during a season, any player who is disqualified for unsportsmanlike conduct three or more times during a season, and any coach or player who is ejected for spitting at, hitting, slapping, kicking, pushing or intentionally and aggressively physically contacting an official at any time during that season, is not eligible to participate in the MHSAA tournament for that sport that season. If the tournament disqualifying ejection for that individual occurs during the MHSAA tournament, that player or coach is ineligible for the remainder of that tournament. If a team is removed from competition in protest, the contest is forfeited to the opponent and the coach and principal of the removed team must appear before the Executive Committee to indicate why additional action should not be taken. The Executive Committee may also require the appearance of personnel from other schools and game officials. If the coach is ejected from the contest and an assistant coach, or an assigned school representative is not available to continue as the coach the event is terminated and forfeited to the opponent. When a contest is interrupted or it ends prematurely because of breakdown of proper sportsmanship and whether or not the on-site officials forfeit the contest to one team, one or both schools may be subjected to any or all, but not limited to, the following: censure, probation with competition, probation without competition, forfeiture, loss of privilege of revenue sharing, expulsion. In addition, it may be required of one or both schools that their coaches and administrators appear before the Executive Committee to indicate why additional action should not be taken. If a school fails to enforce a suspension which is required by the MHSAA, tournament management shall require the coach to comply with the terms of suspension and shall report the school to the MHSAA for further action. -9COACH AND PLAYER Any coach who is disqualified for unsportsmanlike conduct two or more times during a season, any player who is disqualified for unsportsmanlike conduct three or more times during a season, and any coach or player who is ejected for spitting at, hitting, slapping, kicking, pushing or intentionally and aggressively physically contacting an official at any time during that season, is not eligible to participate in the MHSAA tournament for that sport that season. If that school fails to enforce this, the tournament manager, any registered official or representative of a member school who becomes aware of the violation shall report it to the MHSAA, which shall prohibit the school from the remainder of the current tournament. 50. OFFICIALS ACCOMMODATIONS -- The tournament manager is expected to provide the following for all tournament contests hosted: a. Host - An identifiable person who will meet the official, escort the official to the dressing area, and assist the official as necessary. b. Security - A person or persons identified to the officials who will assist in passage from the contest site to the dressing area. The security person will be able to unlock and lock the dressing area when necessary. A security person can be assigned to the dressing area to assure that officials are not interrupted by the media, the fans, the players or the coaches. c. Judges’ Room - The room for officials should be private and separate from the dressing area of any contestants and provide security for valuables belonging to officials. An adjacent office within a locker room is not desirable. The area should be absent of distractions to enable a proper pre-game meeting. Separate facilities are expected for male and female officials. At no time is it reasonable to expect an official to use an area accessible to the public. d. Showers/Restrooms - Showers and restroom facilities should be available to officials for private use. is unacceptable to place officials in a position which requires them to share public facilities. In the event facilities must be shared with contestants, it is best that use be separate and uninterrupted. The area must allow that valuables will be secure. The tournament manager may also desire to provide officials with supervised parking, refreshments or snacks, towels, a key to the dressing area and a game program as additional amenities.
