Cumbria County Council Role Profile PGTBC Post: Senior Manager – Commissioning Responsible to: Assistant Director – Commissioning and Integration. Job purpose: Be an active member of Cumbria County Council’s Senior Management Team To lead the service area by turning strategy into successful delivery. Support and continuously improve the service, focusing on providing high quality services and advice to our customers. Build the reputation of Cumbria County Council with Cumbrian residents and stakeholders. To model and display the corporate standards of behaviour Principal accountabilities Directorate Leadership Lead the delivery of service plans in line with Directorate and Corporate plans. Ensure support for all county councillors in carrying out their roles Enhance the performance of the Service area, Directorate and Council by working closely with corporate colleagues to meet the Council’s corporate objectives Act as adviser to the county council on policy matters, supporting the Assistant Director and our councillors by developing and implementing plans that result in high quality service delivery. Undertake such other duties as may be determined from time to time within the general scope and commensurate with the grade of the post. Ensure staff engage fully and work with the whole organisation, encouraging a ‘one team’ work culture. Provide a lead in risk management, emergency planning and business continuity in the service area, to make sure services continue. Ensure value for money services by listening to local residents and leading by example to achieve the most efficient service design and delivery. Through timely and proactive legal and democratic advice ensure the Council develops and implements strategies, policies and practices to meet corporate and service objectives which are lawful and ethical. Service specific accountabilities 1. To take responsibility for the efficient and effective operation of the relevant commissioning function (either Older Adults, Childrens or LD/MH/Autism/Lifelong). This will include strategic and integrated commissioning development, market shaping and management, needs analysis, development of sustainable commissioning strategies / intentions, stake-holder engagement / consultation, development of partnerships with key organisations, contract and quality management, performance and brokerage of services. 2. Lead evidence based commissioning and development of services all for all relevant client groups or categories including the development of quality and contract monitoring systems. 3. Lead on the council fulfilling its statutory functions with regards to the commissioning, delivery contracts and market management of relevant services. Cumbria County Council 4. Lead on Partnership working with other CCC departments, health partners, industry regulators, users and carers, voluntary sectors, including the development of formalised working arrangements. Partner organisations Promote the development of partnerships, networks and relationships with stakeholders across Cumbria and the North West, to deliver value for money and ease of access to services for our customers. 5. Lead the development of integrated commissioning across Cumbria and beyond. Behaviours 6. Person specification Requirements (based on role profile) Essential Part 1 (to be demonstrated on the application form and by certificates) Qualifications Management qualification at degree level equivalent or demonstrable equivalent experience Relevant professional qualification Experience Extensive management experience at senior level in a large, complex and democratically/publically accountable organisation. Evidence of developing and delivering a performance culture and achieving significant change management programmes. Extensive direct involvement in leading the development of policy in a politically sensitive organisation. A successful track record in developing effective working alliances together with a proven ability to network. Experience developing external partnerships, with other organisations and stakeholders, to deliver key strategies and programmes. Experience of customer engagement and advocacy in continually improving services. A proven track record in delivering efficiencies and ensuring value for money services, with a sound understanding of the principles of effective financial management, budgetary processes and controls Proven track record in developing performance and quality assurance systems.
