WASTEWATER PROJECT TO DATE
THE REGIONAL WASTEWATER SYSTEM - PHASE I
Phase I of the Regional system is complete and fully
operational. The line runs from VPL to the pump station
and on to the Mulhurst lagoon.
All of the South Side Summer Villages are using the
truck dumping station located at the Westerose pump
station to transport wastewater to the lagoon.
The total cost of Phase I was approx. $13.8M of which
Norris Beach paid $60K from grant funding.

THE REGIONAL WASTEWATER SYSTEM - PHASE II
Phase II of the Regional System will run from a location
near Poplar Bay to VPL at a cost of approx. $7M. Under
the terms of the agreement Norris Beach expects to pay
approx. $45K from grant funding.
The Regional Wastewater System will be managed as the
South Side Regional Wastewater Commission. The
application has been submitted and approvals are
expected within the next 24 months. The County of
Wetaskiwin is operating and maintaining the system in the
interim.

LOCAL WASTEWATER SYSTEM - BENEFITS
The Summer Village of Norris Beach has been committed to
constructing a local wastewater system since inception.
Your Councils have recognized that a wastewater system would
provide benefits with respect to:
Health and Safety – reduce exposure to toxic waste materials,
reduce exposure of water wells to wastewater contamination.
Environmental Protection – reduce run off and leakage of
wastewater into Pigeon Lake thereby reducing nutrient build up,
lower carbon footprint with reduction in truck hauling.
Convenience – on-going disposal of wastewater at an approved
facility, no need to check tank levels, call for pump outs, or risk
tank overflow.
Social and Economic Impacts – elimination of offensive odours,
reduced road maintenance costs.

LOCAL WASTEWATER SYSTEM – RECENT MILESTONES
2014 Norris Beach participated with the 5 other Municipalities in a
Regional Collaboration Grant for the Preliminary Engineering
design for the local collection systems. (Summer Villages of
Crystal Springs, Grandview, Ma-Me-O Beach, Poplar Bay and
the County of Wetaskiwin).
2015 Building Canada Grant – Small Communities Fund (BCG)
approved for 2/3rds of the Preliminary Engineering design
cost estimates for Municipal lines.
2016 Detailed design completed. Design Basis Memorandum (DBM)
for Grinder pump low pressure system issued.
Municipal Utility extended to include on lot lines, connections
and pumps.
Tender documents prepared.

Council had approved the concept of a Municipal Utility
to be used for the local wastewater system early in the
project.
However, due to constraints with the use of grant
funding and reserves for on lot costs, the utility was
defined as extending from the Municipal Boundary to
the isolation (cc) valve at the ratepayer’s property line.
Over the past few months, grant funding has been
extended to include on lot equipment and material costs.
However, the grant funding requirement is that the
equipment and materials be owned by the Summer
Village as part of a Municipal Utility.

SCOPE
Therefore, a new Municipal Model will be used. The model
incorporates a scope change so that all costs associated
with the wastewater collection system from the pumps in the
holding tanks to the municipal boundary are included.
However, the Summer Village has insufficient revenue in
Grants and Reserves to fully fund the enlarged scope and
will need to borrow to finance the project.
The amount that needs to be borrowed will be shared by
developed lots in the Summer Village as it is directly
related to the additional cost of on-lot pumps and service
connections.

Note that some of the on lot costs cannot be included in
the Municipal Utility and remain the responsibility of the
Lot Owner.
These costs are very variable and include costs
associated with:
•
a new holding tank or tank modification;
•
bringing the required electrical service to the
tank location;
•
landscaping and surface costs; and/or
•
incremental costs associated with unusual
circumstances such as deeply buried tanks.
This could range from $1K to $10K depending on the
situation.

Our current estimates show that based on the 2016 budgeted costs
related to wastewater:
• For residents who pump out 2x per year there will be no change.
• For vacant lot owners there will be an increase of approximately
$56 per year.
• This cost is related to the change in the allocation of infrastructure
costs associated with the Regional Wastewater System. These
costs are now shared by all lot owners.
• While the Summer Village will be responsible for pump
inspections and maintenance, please note that in the event that
pump repairs are needed due to the negligence of the property
owner (for example due to the flushing of prohibited materials)
the property owner will be responsible for the cost of the repair
or replacement of the pump.

SUMMARY
• Regional System Phase I – complete and operational,

approved, engineering to begin over the winter.
• Local Collection System – Municipal Utility scope changed
to include pumps, pipe & connections on owner property.
• Utility Bylaw with Connection Fee drafted.
• Pipeline Sharing Agreement with County drafted.
• Application to extend Borrowing Limit sent to Minister.
• Tender package prepared.
• Construction to begin Winter 2016-2017
