GWP SAS – JWF Joint Forum
For

Background
As part of the Asia-Pacific region’s preparatory process towards the Fourth World Water
Forum in Mexico, Global Water Partnership’s South Asia Regional Office in Sri Lanka
will host a Joint Forum with Japan Water Forum in mid October. The Joint Forum will
bring together a number of water professionals (academics, researchers and practitioners)
from Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka to discuss issues that are
common to the Region and map out a strategy for the future role of GWP in South Asia.
The Colombo meeting will have twin objectives;
 Identify a strategy for future GWP activity and interventions in the region that
will address the key regional issue - Poverty Reduction through IWRM
strategies and partnership building.
 Identify themes, issues and concerns that are specific and immediate to South
Asia, which will contribute to the sub-regional position paper and to the
Forum’s emphasis on ‘Local Actions.’
The Forum-Preparation
Themes and Countries
The Forum will deliberate on five broad regional themes, each of which is led by one
Country Water Partnership with collaboration from other South Asian countries as shown
in the Matrix below. The aim of the three-day Forum is to present in the end a workable
strategy for action (2006-2010) for GWP South Asia.

Theme 2.Climate Variability and Disaster management
Theme 3.Water, Health and Environment
GROUP B
Theme 4.IWRM in River Basin Context
Theme 5.Multi level Partnership Building for IWRM
Each theme is led by one South Asian country and developed by a multi-country team of
professionals with the relevant expertise and experience.
The Final Theme Papers will be reviewed by the Regional Review Panel

A Panel of eminent professionals in the water sector will review and oversee the theme
papers and the guide the deliberations during the first two days of the Forum
Forum- Structure
First two days of the Forum will be dominated by group work reflecting on the theme
papers and aiming towards Regional Program Redesign (RPR) and a practical strategy for
South Asia (2006-2010), that will address poverty and increasing water insecurity in the
region.
On the second day there will be some presentations on ‘Local Action’ in different
countries of South Asia.
The third day is dedicated to the process leading to 4WWF and the sub-regional input
towards the regional position paper that will be put together by the Japan Water Forum.

Forum Participation
Around 60 professionals are expected to join in the first two day’s deliberations on the
themes and strategies leading to the redesign of GWP South Asia’s regional programme.
The Forum will have representation from the six countries actively participating in the
process. Country representatives will be drawn from government, civil society, academia
and water professionals active in these countries. Country Water Partnerships, and donor
agencies will also be represented.
