Utility Rates Utility Rate Comparison with Other Bedroom Communities The Municipality is primarily comprised of residential properties which is similar to most bedroom communities. During Budget 2016 discussions, rates of other bedroom communities were identified to ensure that the Municipal customers were being charged fair rates. The typical arrangement within most communities is there is a flat rate and a consumption rate. The flat rate is to cover the cost of the infrastructure replacement and the consumption rate covers the costs to treat and distribute the water. Since the Crowsnest Pass is unique in that they are the only community in Alberta to not require water meters to monitor consumption, a consumption of 26.5 cubic meters was used for the other communities to show what a typical utility bill would be for a normal household residence with a family of four.
