WYAC - NOR Amtec SAS Mpumalanga J22 Provincial Championships 2012 Witbank Yacht Aquatic Club, Witbank Dam, Mpumalanga From 14 April 2012 to 15 April 2012 The organizing authority is WYAC (Witbank Yacht Aquatic Club) in association with the Hunter Class association under the authority and sanction of SAS NOTICE OF RACE 1. RULES 1.1.The regatta will be governed by: 1.2. The rules as defined in the Racing Rules of Sailing (RRS) 2009-12. 1.3. The Provincial Championship requirements of SAS MPUMALANGA 1.4. The Equipment Rules of Sailing (ERS) 2009-12 and the Hunter Class Rules 1.5. This Notice of Race, the Sailing Instructions and any amendments thereto. 2. ADVERTISING In keeping with ISAF Regulation 20 – Advertising Code, boats may be required to display advertising chosen and supplied by the organising authority. 3. ELIGIBILITY AND ENTRY 3.1. The regatta is open to all boats of the Hunter Class. 3.2. In accordance with the International Sailing Federation (ISAF) Regulation 19 (Eligibility Code), all competitors (Helmspersons and all other crew) shall be members in good standing of a Yacht Club affiliated to and in good standing with SA Sailing or their Member National Authority in the case of non-South Africans. The Yacht Club name and membership details shall be stated on the entry form or crew list. Current valid South African Sailing Membership Cards or similar proof of MNA Membership in cases of non-South Africans shall be presented at Registration. 3.3. Eligible boats may enter by completing the attached form and sending it, together with the required fee or proof of payment, to: The Regatta Secretary, Email: [email protected] by the 9 April 2012 3.4. Entry forms must be countersigned by a parent or guardian if the competitor is under the age of 18 on the first day of the regatta. 3.5. Late entries will be accepted until close of registration with a surcharge payment of R 50.00 4. FEES 4.1. Required fees are as follows: Under18 R250-00 Per Boat, Over18 R350-00 Per Boat. 4.2. Payment of entry fees may be made in cash, by cheque, or by direct/electronic deposit to the account detailed below. When paying by direct/electronic deposit, use HP/ Surname as the reference. All Entry Fees and Class subscriptions shall be paid prior to the close of Registration. Failure to meet this requirement will result in the affected yacht being recorded as Did Not Compete until such time as the required payment/s are made. This changes rule A11 (DNC) 5. SCHEDULE 5.1. Registration on the day: Saturday 14 April 2012 From 8h30 to 10h30 5.2. Measurement and inspection: 14 April 2012 randomly 5.3. A Non Compulsory Briefing will be held on 10hoo 14 April 2012 in the WYAC clubhouse 5.4. Dates of racing: The warning signal for the first race is scheduled for 11h00 on the 14 April 2012 On subsequent days the scheduled time of the warning signal for the first race of each day is 9h00 5.5. Number of races for the regatta is 4 minimum, 5-9 (One discard). 10 maximum (2 Discards) 5.6. No race will be started after 14h30 on the last scheduled day of racing, unless a four race series has not been constituted. In this event the fourth race will not be started after 15h30 on the last scheduled day. 6. MEASUREMENTS Each boat shall produce a valid measurement certificate. In addition, spot measurements may be taken at any stage during the regatta. 7. SAILING INSTRUCTIONS Sailing Instructions will be available from the Regatta Secretary on completion of registration formalities. 8. VENUE Racing will take place from the Witbank Yacht & Aquatic club on the Witbank dam 9. THE COURSES The courses will be windward / leeward; or a combination of windward / leeward and triangular with an angle of approximately 90 degrees at the gybe mark. 10.PENALTY SYSTEM Rule 44.1 is changed so that the Two Turns (720 degree) Penalty is replaced by the One Turn Penalty (360 degree) 11.SCORING 11.1. Low Point System of Appendix A4.1 as per ISAF of 2009 – 2012 , page 45 will apply. 11.2. Four races are required to be completed to constitute a series. 11.2.1. When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores. 11.2.2. When from 5 to 9 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. 11.2.3. When 10 or more races have been completed, a boat’s series score will be the total of her races excluding her two worst scores. 12. PROVINCIAL CHAMPIONSHIP REQUIREMENTS To qualify as a Provincial Class Championship the following criteria shall be satisfied: 12.1. A minimum of six valid entries have been received before the scheduled starting time of the first race 12.2. At least six finishers in any one race of the series. 12.3. At least four races completed. 13. SAFETY 13.1. Yachts shall comply with the National Small Vessel Safety Regulations, as well as their class safety requirements. 13.2. All competitors shall wear a personal buoyancy aid capable of supporting a 5 kg steel weight at all times while afloat in a yacht, when the Y Flag is displayed 13.3. Youth category competitors shall wear a personal buoyancy aid at all times while afloat in a yacht. 13.4. Wet or dry suits do not constitute adequate buoyancy! 14. SUPPORT BOATS Support boats shall fly a white flag (at least 60mm x 60mm in size) and remain no less than 150m from areas where boats are racing, between the Preparatory Signal and the last competitor finishing the race. Failure to comply shall result in action from the Protest Committee. 15.15 HAUL-OUT RESTRICTIONS Boats shall not be hauled out during the event, except with and according to the terms of prior written permission of the Race Committee 16.16 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications. This restriction also applies to mobile phones. 17.17 PRIZES 17.1. Prizes will be given as follows: 17.1.1. J22 Provincial Championship Trophy 17.1.2. Sailing WYAC medals Prizes will be presented to competitors in accordance with the SA Sailing WYAC requirements for Provincial Championships in accordance with the following table and subject to the class qualifying for Provincial Championship status: No. of finishers in any one race Medals 6 to 9 GOLD, SILVER 10 or more GOLD, SILVER, BRONZE 18.DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race.
