incorporates some major changes from the 2016 season. The largest and most important of these is the combining of divisions one and two at the start of the season in a pool play structure so that the top eight teams each year play in division one. In order to do this and so that teams are not affected by a changing of playing nights, division one and two boys will play on a Wednesday night and division one and two girls will play on a Thursday night. Teams Entries Entry into the HMI Secondary Competition is open to all affiliated members of HMI and teams affiliated to other neighbouring associations provided both HMI and the other association endorse the entry. Teams must be entered by emailing the attached 2017 Team Entry form to [email protected] on or before 27th March 2017 (Page 22) Teams are also required to submit a completed team registration form by filling out the attached team registration template and returning this before the first game of the season for that team. Teams are also required to enter this information into the online SportsTG system. Teams wishing to take part in challenges must complete their team registration form as a requirement for their challenge to be accepted. More information can be found on these in the challenges section of this booklet. 4 Playing Locations The HMI competition is played at a number of locations across the region Games in Palmerston North will be played at the Twin Turfs complex on Manawaroa Street Games in Feilding will be played at the Feilding High School Turf on Churcher Street Feilding Games in Levin will be played at the Halliwell Turf at Donnelly Park. 5 Games in Wanganui will be played at the Wanganui Collegiate School turf . Games in Pahiatua will be played at the Bush Multisport turf on Huxley Street Pahiatua. 6 Fees and Invoicing Venue Hire HMI Pavilion: - As your school is affiliated to Hockey Manawatu, if you are looking for a venue for fundraising or holding an event, our venue is available to hire. Like our clubs, schools affiliated to Hockey Manawatu are able to hire our venue with just a refundable deposit of $100.00. In 2016 we upgraded our Audio Visual/Sound System and redecorated the interior of our pavilion. Our venue is in a top location and great for trivia nights, auctions, celebrations. Check out our website for more details or contact our office. Invoicing / Fees 2017 Invoicing will be done slightly different to previous years. Once team entries are confirmed, schools will be invoiced for the entire season at the start of the competition. The invoice will include affiliation fees, Game Fees, Central Levy, Umpire Contribution, Umpire Charges. Schools will be invoiced for 14 x weeks game fees per team. Pre-season, challenge games and training on our turf is additional. Non- Affiliated Schools joining our competition is $200.00 per team 6-Aside Competition is $520.00 per team with no additional costs. On the next page is a sample invoice for a High School entering 6 x Teams into the Secondary 11-Aside competition and 1 Team into the 6-Aside competition for the whole season. Contact our HMI office if you have any queries [email protected] 7 8 Competition Rules and Regulations Allocation to Divisions Divisions 1 2 and 3 are restricted to 8 boys and 8 girls teams. The mixed division is able to accommodate up to 8 teams. The six-a-side competition has no set team limit but a large number of teams may result in this being played at more than one venue. Teams will be allocated preliminary seedings in divisions based on their finishing positions at the end of the 2016 season. These seedings can be found on page 16 of this booklet. The first team from each school will be seeded with the top finishing team from division one being the top seed. All other school teams will be seeded as wildcard teams based on their finishing positions at the end of the 2016 season. These teams will be allocated spots in division one and two subject to availability after each school has had the opportunity to confirm an entry for their first team. Once 16 teams have been given positions these teams will play in the top 16 competition structure to determine divisions 1 and 2. Schools with only one team may elect to forfeit their seeding in the top 16 to play in a development division. In such a case this team will be given first priority to play in the development division and their spot in the top 16 will be given to the next highest ranked Wild Card team. Challenging for a spot in the top 16 A 2nd XI team may challenge for a spot in the top 16 if one of the teams seeded 14, 15, or 16 is a 3rd XI or more. A team wishing to challenge another team must submit a challenge request form to [email protected] no later than the 3rd of April. Challenges will then be organised for the last week of term one. Teams wishing to challenge are required to submit a registration form for that team with the challenge request and these players must not be found to be registered for any other team for the season. A team who is being challenged cannot turn down the challenge but can forfeit their sport in lieu of playing the challenge match. Fixture Protocols All fixtures within the Competition shall be under the control of HMI. All fixtures will be 30 minutes each way. The Secondary Schools Committee shall decide dates, times and grounds for all fixtures in the Competition to create a suitable draw. This will include the provision to rearrange fixtures for any reason for the overall benefit of the Competition. All fixtures are to be played with both teams fielding players that are eligible to play for their respective teams. Player eligibility is outlined later in this section. 9 All fixtures shall commence at the time laid down in the Official Draw or at alternative times advised by the Secondary Schools Committee. If for any reason play has not commenced within 5 minutes of that time, the team unwilling or unable to proceed will be deemed to have defaulted the fixture. There will be no deferments. HMI shall provide official scorecards for all Competition fixtures. For Competition fixtures played in Palmerston North or Horowhenua cards can be collected from the respective venues on the day of the fixture. Scorecards for games played in Feilding and Pahiatua are the responsibility of the home team to return to HMI at the earliest convenience. Prior to the commencement of a fixture, both teams are required to list the details of all players expected to play in the fixture for their respective teams, listing the full given name and surname for each player and shall be signed by a suitable team representative (i.e. captain, coach or manager) as a correct list of players expected to play in the fixture. (Note: Players listed do not necessarily have to take the field, but the minimum requirement is for the player to have been physically present on the bench at some stage during the fixture.) The maximum number of players that may be listed on the scorecard per team is sixteen (16). The minimum number of players on the field of play per team for at least some component of the remainder of a fixture is eight (8). If a team is unable to field at least eight players at any stage of a fixture for the remainder of the fixture, the fixture is concluded immediately and awarded to the opposing team by way of forfeit. For the sake of clarity, if a team falls below eight players as a result of a player being off the field temporarily due to injury or as a result of a card issued by the umpires, then that team is not deemed to be at less than eight players for the remainder of the fixture and the fixture is to continue. On completion of a fixture, the following protocols are to be completed in the order listed: The umpires will ensure the final score is correctly recorded on the scorecard Both captains are to sign the scorecard as correct with regard to the final score and the players that participated in the fixture as noted by the umpires Any protest, complaints and/or comments concerning the fixture should be recorded in the appropriate section of the scorecard (or on a separate piece of paper and attached to the scorecard). Any injuries that may require treatment funded by ACC should be recorded in the appropriate section of the scorecard. Both umpires sign the scorecard, having added any comments of their own pertaining to the fixture, ensuring that the score and any cards issued, including any disciplinary points allocated. In instances where a red card is issued the umpires are to complete a 'Red Card Report form obtained from the HMI website or the HMI offices and submit the completed report to HMI before the conclusion of the next business day. All reports of transgression of these rules, or on misconduct, by players and/or managers/coaches and spectators, must be noted on the scorecard and/or complaints report. 10 Player Eligibility In order to be considered eligible to play in the HMI secondary school competition a player must be attending the secondary school who’s team they are wishing to play for and be under the age of 19 at the start of the season. Players who attend a school that does not have a team are able to play for a school who does have a team upon agreement between the Principals of the respective schools. Registering Players Affiliated Members must complete an official HMI Registration Form to register the players for each team entered in the Competition. Teams in division 1 and 2 are required to submit a completed registration form prior to the competition beginning. All other divisions are required to complete a registration form to be lodged with the HMI office by the close of business preceding the third scheduled fixture for that team. The details required to be supplied to HMI for each player are: grade, full name, address, phone number, email address, date of birth, and previous year's grade. Failure of an Affiliated Member to forward the completed Registration Form to HMI within the required time deadline, as stated above, will result in a forgoing of points until the registration form is received. Registration Forms that have not been received by HMI within one calendar month of the required time deadline as stated above will result in the team's competition points gained reset to zero. No further points will be earned by that team until such time as the Registration Form for that team is received. At any time during the season that a team gains a new player, the Affiliated Member is required to submit to HMI a revised Registration Form (preferably electronically to [email protected]) that includes the additional player. This form must be provided prior to the new player participating in any fixtures. If the player is transferring from another Affiliated Member within Manawatu or another Association in New Zealand, then it is also necessary to submit to HMI a completed Transfer Form prior to the new player participating in any fixtures. When a player is being re-registered from one team to another (as opposed to a new player), the advice to be received by the HMI office is to include both: A new registration form for the player's new team (including details of the new player), and A new registration form for the player's old team (deleting reference to the player concerned) Each team will register a minimum of thirteen (13) players. A team can register up to twenty (20) 'unique' names as desired (unique means the name cannot be included in any other team registration). Player Eligibility Rules These rules take effect from the start of the season and include all games played as part of the competition. No registered player is permitted to play in any division below that in which the team for which they are registered is playing. In addition, if an Affiliated Member has multiple teams in the same division, no players from any other team of the same Affiliated Member, are permitted to play for a team other than the team that they are registered for. Teams may use players from teams in lower divisions subject to the playing up criteria below. Any player participating in a HMI Open Grade competition, (Divisions 1, 2, 3 and 4) is permitted to play in the Secondary Schools Competition subject to approval by the Secondary Schools committee. 11 Any player playing below Secondary School Division 1 may play a maximum of three (3) fixtures for the highest ranked team that the Affiliated Member to which they are registered has entered in the Competition without penalty. However, upon playing a fourth fixture for the highest team, that player will automatically become a member of the highest graded team for the remainder of the season and therefore no longer will be eligible to play for the team to which they were previously registered. For goalkeepers the threshold in all instances is two fixtures greater than the applicable threshold stated above. Therefore upon playing a sixth fixture for the highest team, that player will automatically become a member of the higher graded team for the remainder of the season and therefore no longer will be eligible to play for the team to which they were previously registered. Players may play as many games in teams below the highest ranked team without penalty, subject to the above clauses. (Note: a player is deemed to have played in a fixture if their name is included on the scorecard at the start of the match and it is not permitted to remove a player's name from the scorecard at the conclusion of the match if they did not take the field). It is not possible for a player to be re-graded back down to their original team once they have played four fixtures for the higher team of their Affiliated Member. If a team cannot afford to lose a player, then it is the responsibility of Affiliated Member representatives and team officials to ensure the player does not reach the four (4) fixture threshold that will make them no longer eligible to play for a team. Development Players Schools may nominate up to three players to play in their highest ranked team as ‘Development Players’. These players are able to be registered and play in a lower ranked team, as well as playing for the school’s highest ranked team. Nominated players must be approved by the Secondary Schools Committee. Nominated players must be clearly identified on the team registration form and on the match certificate of any match that they participate in the higher grade. The purpose of this rule is to allow players who would otherwise have limited playing time/opportunity to gain experience playing for the school’s highest ranked team, while still getting game time for their own team. The Secondary Schools Committee reserves the right to re-grade players if the ‘spirit’ of this rule is not being met. Eligibility for Finals For a player to be eligible to play in any fixture designated as a Championship final (e.g. semi-final, final, classification playoff) for a team in the Competition, that player must have participated in at least three non-final fixtures (e.g. round robin fixtures) for that Affiliated Member during the current season. Dispensation can be applied for in writing to HMI for allowing registered players returning from injury or lower grade players from the same Affiliated Member that have not achieved the three (3) fixture threshold to be declared eligible to play in Championships finals fixtures if the team otherwise will have insufficient players. Fixtures played in Championship finals do not count towards the four (4) fixture threshold that requires a player to automatically become a player of the higher team and no longer eligible for the lower team within the Affiliated Member. This allows players to potentially be eligible for two teams or more during the Championship finals fixtures. 12 Penalties for Using Ineligible Participants Any ineligible player found to have participated in a fixture will be deemed an illegal player and the following penalties applied. In the first instance if a player is deemed to be playing illegally the team that they are playing for will lose all their points for that fixture. For the sake of clarity the opposition team is not credited the lost points and only get the points they earned (if any) in that fixture. If a player is identified to have played illegally a second time. All the teams that the player played for during that week of competition will lose their points. It is the responsibility of team managers to ensure that the players playing in a particular fixture are eligible before the take part in the match. Results All cards to be signed at the end of each game, if you do not sign the card you cannot dispute a result. By signing the card you are confirming that the score is correct and that the players listed on the team sheet are correct. Games played outside Palmerston North require completed match cards. It is the responsibility of the host team to ensure a match card is completed correctly and given to the umpires for the match and then returned to HMI as soon as possible. These can be put into the box under the light switches. Results for games played out of town are to be emailed to [email protected] within 24 hours of the match being played. Cancellations All efforts will be made to ensure games are played as scheduled, however in the event that a game needs to be cancelled the following will apply. Cancellations will be made in accordance with the HMI cancellation policies. They will be communicated through Facebook, the HMI mobile app and a posting on the website. The rescheduling of cancelled matches will be considered on a case by case basis however the time constraints of the season do not allow for much manoeuvring. Special Requests The draw for all Competition fixtures that are known is produced prior to the commencement of each competition with each division. As a result, should a team wish to alter the time of its fixture on a particular date, it is the responsibility of the team to arrange with any and all teams that may be a part of the desired solution to agree to the alterations to the draw. Written agreement from all teams concerned must be provided to HMI at least fourteen days (14) prior to the date of the altered fixtures for approval. If HMI approves the proposed alterations, each team concerned will receive written notification that HMI has given approval and will update the Competition draw accordingly. Ii as team knows at the start of the season that they are going to be unable to play on a certain date at a particular time or in a particular location this is to be made clear before the draw is produced. Special requests for Draws and match times for the first five weeks of division 1 and two must be notified with the team entry no later than the 21st April. Special requests for the round robin part of the competition are to be notified no later than 16th June. 13 Umpiring Where it is possible, registered accredited umpires will be appointed to fixtures. These umpires will be part of a development programme and given feedback by an approved mentor on a regular basis. All umpires will be overseen by an umpire’s manager who will be the point of contact for any umpiring issues arising from a match. These will then be discussed in the appropriate manner with education being the desired outcome of such a discussion. Schools are invited to nominate umpires to be part of this development programme with the expectation that they make themselves available to be appointed to games suitable to their level of umpiring. Umpires are not to be confronted by players coaches or managers directly after a match of during half time. It is asked that all concerns are first communicated to the on duty umpire mentor or senior umpire appointed in their place. If this occurs HMI reserves the right to investigate such incidents in accordance with the code of conduct. Where it is not possible to appoint registered accredited umpires, the draw will specify the team or teams responsible for providing umpires for a fixture. Each school will be asked at the start of the season to advise who their umpire coordinator is and this person will be sent information each week identifying the fixtures for which the school is required to provide an umpire. Any non-appearance of a school appointed umpire will be indicated on the scorecard. Fines may be imposed for failing to supply an umpire when requested which will be used to recover the costs of finding someone at short notice. If an umpire belonging to a school fills in for the absence of the appointed umpire this must be noted on the scorecard if credit, including financial benefit, is to be given to the school that actually provided the umpire. Where named umpires or their appointed substitutes do not arrive by the appointed commencement time of the fixture, the rules of hockey shall be applied as per the FIH Rule Book - “Where Umpires do not arrive, each team shall be responsible for supplying someone to umpire”. Where only one official umpire is available, the two teams will share the second duty by arrangement. Failure to comply with this requirement will result in the offending Affiliated Members defaulting the fixture concerned. Coaches and Managers Hockey Manawatu is committed to delivering a positive culture and experience to the Hockey community. All employees, coaches, managers and volunteers are encouraged to demonstrate exemplary behaviour in order to protect players (including young people and children) in their care. Coaches and managers are asked to familiarise themselves with the HMI code of conduct, available on the HMI website and to understand the guiding principles behind them. HMI reserves the right to investigate any reported or unreported breaches of the code of conduct at any time throughout the season. 14 Protests If a team wishes to lodge a protest in relation to a completed fixture, then this must be indicated on the match scorecard by writing ‘Under Protest’, or any other words to indicate that a protest is to be submitted. The full nature of the protest must then either be included on the scorecard (if space permits), written on a separate piece of paper and attached to the scorecard, or submitted in writing to the HMI office by the 5.00 p.m. of the next business day following the completion of the fixture. The full name and contact phone number of the person making the protest must be included on the scorecard, the attached piece of paper or the written submission. Only teams involved in playing the match are entitled to make a protest. (Protests regarding umpiring decisions cannot be heard. Protests of a technical or procedural nature can be heard). Protests will be considered by the relevant HMI match committee. The relevant committee is permitted to gather whatever information is deemed necessary to assist in determining the outcome of the protest, and will endeavour to hear the protest within 14 days of the disputed match and will notify the teams and schools concerned within 48 hours of reaching that decision. Right of Appeal The process for any appeal of a decision made by the relevant HMI committee will be as follows: 1. The appellant must submit in writing to the HMI office the aspect of the ‘Rules & Regulations’ of a specific HMI competition being appealed and/or the interpretation of those ‘Rules & Regulations’ being appealed and the basis for the appeal; 2. The full Council of Clubs will consider the appeal, gathering whatever information is deemed necessary to assist in determining the outcome of the appeal, and will notify the teams and Clubs involved within 48 hours of reaching that decision; 3. If the teams involved are not satisfied by the outcome of the appeal, they are entitled to make a secondary appeal to the HMI Operations Manager. The decision made by the Operations Manager will be final. Discretion In any situation where the interpretation and/or application of HMI policies is unclear, the HMI Operations Manager shall have the authority to interpret and adjudicate on the appropriate interpretation and application, with the ‘spirit of the game’ to be the guiding principle in reaching a reasonable decision in the best interests of the sport. Penalty The relevant HMI match committee has the ability to impose a penalty as they see fit and may include a monetary penalty on the Club involved. Complaints An allegation of Misconduct can be made, by any person to the HMI Operations Manager. The allegation of Misconduct should set out in writing, in as much detail as possible: a. the nature of the incident; b. the persons involved; c. the date(s) and time(s) when the alleged Misconduct occurred, d. together (“the Complaint”). Complaints may be investigated by the HMI Operations Manager, or someone appointed to act on his behalf, using the HMI Code of Conduct as the guiding document in any decision making. It should be noted that a complaint does not need to be laid in order for the Operations Manager to initiate an investigation, in his/her own right, if he/she considers there has been Misconduct. The lodging of a complaint to the Operations Manager should be carried out within two weeks of the incident occurring, at which point the Operations Manager may use their own discretion whether or not to consider the complaint. 15 Competition format Division 1 and 2 The top 16 secondary school teams for both boys and girls will play the following competition format with boys playing on Wednesday nights and girls playing on Thursday nights. This division is open to 8 boys and 8 girls teams. Teams will play each other team twice in two round robins with the top two teams on points playing each other in the final. All other teams will play classification matches to determine their finishing positions. Mixed and Social 6-a-side. These grades will play on a Monday night and once team numbers are confirmed a suitable competition structure will be constructed. Mixed teams can expect to play no less than 12 matches and no more than 14 matches. Enter & Exit by GATES ONLY. Please refrain from climbing fences. Entrance and exit to the playing surfaces is at the gateways located by the front of the Pavilion. No climbing over or sitting on fences. Approved footwear only on the Turfs, i.e. rubber soles – no sprigs, cleats or metal fittings. Ensure footwear is clean and free of stones and dirt. Goalkeeper’s buckles must be covered to ensure no sharp edges protrude. No smoking, food, chewing gum or spitting is permitted on the Turfs. No glass bottles permitted on the surfaces. No plastic bottles to be left on the surfaces. Matches will commence at scheduled times. There will be no extension for lateness or injury unless advised by the Tournament Director. No personal gear or equipment is to be left inside the fence line of the Turf while matches are in progress. All rubbish, bindings, tapes must be removed from the Turf and disposed of in rubbish bins provided. Dugouts are for players and officials only. If you want to go far, go together”. That’s what we believe. We would like to create this kind of community amongst all Manawatu coaches. With” Kāhui Hockey Manawatu” we hope to develop this culture. By offering all kinds of courses, coaching on the job, digital information and other activities we would like to bring coaches together to share skills and knowledge. Because: “ You and me, we can make each other better. Individually we are not perfect, but we are perfect together.” Coach courses In 2017 Kāhui Hockey Manawatu is organizing the following courses: Free online course from Hockey New Zealand with certificate - It has an online and practical parts. The online part consists of 5 modules, which you can follow in your own time. The practical session will be held on 28th May from 9.00 till 11.00 am - You can find the instruction + link to the online course on the website www.hockeymanawatu.org.nz. Just go to “coach development” . Hockey conference - Sunday 14 May 2017 from 9.00 am – 4.30 pm we will have a hockey conference at the twin turfs. - You will follow 2 morning workshops, which are practical hockey sessions on the turf. The afternoon workshops are more focussed on coaching topics. Each workshop round you can choose the topic you are interested in. - There will be costs involved. - The programme + registration will be published on our website - category “coach development” on the 1st April Coaching course term 3 - Saturday 29th July 2017 from 1-3 pm we will have our 2nd coaching course for secondary school coaches. - The topic is t.b.a. Although it will be a coaching theme where we use the div 1 men’s / women’s games as practical session. - Small costs will be involved. Sport Manawatu Regional Sport conference - Kāhui Hockey Manawatu also wants to promote the Regional Sport conference from Sport Manawatu. It’s held on Friday 23 June 2017. If we have more information, you put it on our website and inform you personally. Digital coaching information Kāhui Hockey Manawatu understands you would like to be the best coach for your players. We also understand your time is limited to keep up with all hockey and coaching knowledge that’s available. We have created the following digital opportunities for you to stay on top of everything: 1. SSN digital news; Once a month you will get a video message on your mobile/ mailbox with a hockey topic; not only the information but also how to implement this. 2. Would you like feedback on your coaching skills? Would you like to learn how to train your team? In the holiday’s you can train on the turfs with your team while you get coaching on the job. We also offering secondary school players specific theme related trainings (for example elimination skills etc) in the afternoon. You are welcome to attend those sessions as a coach. The costs are $30 per hour + travel expense. As individual coach you can have individual mentoring as well for the same price. Free Fitness programme Field Hockey has become a fast, explosive and powerful game. The physical component of the game has become more important. You can train this by offering fitness sessions. The only problem with fitness sessions; you can easily give the wrong exercise or the wrong weight, reps, series or time. All this leads to not getting the results you want. HMI would like to help you by providing a fitness programme for the whole winter season. This programme ensures you are offering the fitness sessions suitable for hockey players in the phase of the competition they are in. If you are interested, just go to the website and click on “coach development”. There you will find the link to subscribe for the fitness programme. Secondary school players as assistants? The “Growing Coaches programme” is designed by Sport New Zealand. It’s a leadership programme for secondary school students who want to coach sports at school or clubs. The programme consists of: A minimum of 8 hours of learning about coaching. Topics: what is coaching, designing a great coaching session, game approach and coach leadership. It also includes sport-specific learnings from their sport. 15 hours of coaching experience- coaching other young people. The Growing Coaches Programme can be connected to the NZ Curriculum and to NCEA achievement standards if your school is credit for this. Dates of the workshops: Saturday 8 April from 10 am till 3 pm. Kāhui hockey Manawatu is organising a PARENT DAY on Saturday 13 May 2017 from 1.00 – 3.15 pm. All parents who would like to more know about hockey, can register for this day. There are no costs involved. The parent day is planned around a div 1 game which they will watch. After the game they also will hear reactions from players, coaches and the umpire. 2. Kāhui Hockey Manawatu is not only for coaches. Players can come to Kāhui programs if they are part of a school or club team and would like more hockey development. The representative programme is also part of Kāhui. The U15 REP programme will start in term 2. The dates for the development squad trials are Sunday 2 and Sunday 9 April 2017. Players can find all information on the website. The U18 REP programme has already started. 3. At the end of the season we will ask all coaches to “rate” their players. Reason: Kāhui Hockey Manawatu will be offering term 4 and term 1 programs. We would like all players to be aware of these opportunities.
