Objective of Project:
The objectives of this project are to collect the energy data and relevant information
from member economies to operate the APEC Energy Database connected to the
international network (the Internet) and to make Overview of APEC Energy Situation
and to release the results including APEC Energy Statistics
As a part of the “Energy Security Initiative”, Monthly Oil Data has been collected. Significant
progress has been made over the past years. Improvement in data quality in terms of the timeliness,
completeness and coverage will be further pursued. Reflecting growing importance of improvement
in energy efficiency and paralleled growing concern of energy ministers and the EWG to this issue,
collection of detailed end use data is added as an important objective.
Methodology:
Quarterly and annual energy data in conformity with a common reporting format is sent
from member economies to the CA by e-mail. The CA arranges and processes these data
to produce consistent regional statistics and to add to the APEC Energy Statistics. This
energy database is open to all member economies and all individuals and organizations,
public and private through the Internet. The APEC Secretariat publishes this statistics.
The EGEDA will produce and publish “APEC Energy Overview” endorsed by the EWG 19
coordinating with the APERC. Data collected by the CA will be used for this publication.
Members of the EGEDA meet once a year to discuss about managing and reviewing the operation of
the Energy Database and examine and advise on the research activities of APERC.
How does the project proposal align with EWG and APEC-wide priorities:
The maintenance and continued development of the APEC Energy Database responds to a number of
principles enunciated by APEC Leaders and Energy Ministers, including: to foster a common
understanding on regional issues (Osaka APEC Leaders Meeting, 1995) to enhance energy information
and management programs to assist more rational energy decision making (Energy Policy Principle 10,
First Meeting of APEC Energy Ministers, Sydney, August 1996); and to develop a common
understanding on regional energy issues and future energy supply and demand trends (Fourth Meeting
of Energy Ministers, San Diego, May 2000). This project will also respond strongly to the Declaration
of APEC Energy Ministers Meeting 8 , Darwin, Australia, May 2007.
INCORPORATING SUSTAINABLE DEVELOPMENT PRINCIPLES
INTO EWG PROJECTS
Process for incorporating sustainable development principles:
1. Project Overseer complete self-assessment rating for each project proposal;
2. EWG Secretariat compile consolidated report of ratings for EWG Member reference when ranking
proposals;
3. For APEC-funded projects, Project Overseer incorporate principles into the project tender, tender
assessment, and project implementation phases;
4. On completion of a project, the Project Overseer describes how the principles were addressed and
their impact at the project evaluation phase (through a separate report).
From this, EWG Secretariat to prepare annual report for EWG on how recently completed APEC
projects have addressed the sustainable development principles and furthered implementation of the
Type 2 Partnership Initiative

(1) As part of EWG’s “Energy Security Initiative”, EGEDA has been collecting Monthly
Oil Data of APEC economies coordinating with IEA, EUROSTAT, OLADE, OPEC and
UNSD.
(2) EGEDA has been delivering basic energy supply and demand data as well as price data,
which served as basic information for discussing energy market reform and energy
infrastructure development.
(3) APEC Energy Statistics serves as basic information for analysing the energy efficiency in
each economy.
(4) The Coordinating Agency of the Group have organized workshops, and had frequent
contacts with focal points in each economy to strengthen capacity of the economies to
collect the data and inputting them into the unified format.
(5) The Coordinating Agency and focal point of each economy have had frequent contacts
with private sectors mostly energy related companies to get data and information. Since
starting the monthly oil data collection, this aspect has been strengthened.

4) Objectives:
(i) To identify Business Models that are successful in achieving the implementation and
ongoing operation of New and Renewable Energy Technologies in both the Private and Public
Sectors of Developed and Developing APEC Economies.
(ii) To Formulate Best Practice Principles for the Business Models identified.
(iii) To report on the requirements for establishing commercial arrangements that will be
successful in the implementation and ongoing operation of several different New and
Renewable Energy Technologies in APEC Economies.
5) Methodology:
The project will consist of the following four tasks.
1. Identify examples of the successful adoption of new and renewable energy technologies in each
APEC Economy. Provide examples that include the residential, commercial, and industrial sectors, as well
as government and private sector renewable energy implementation and ongoing use.
2. Define the Commercial arrangements and Business Model that has been applied in each case and assess
the effectiveness of each model both with respect to its own Economy and for other APEC Economies.
Provide examples and evaluation of the impediments to implementing New and Renewable Energy
Technologies in each APEC Economy.
3. Identify correlations between business success and its associated commercial structure and
formulate Best Practice Principles.
4. Report to All APEC Economies on the on upon the Best Practice Principles for
successful Commercial Business Models that have been defined. The project
report will include Case Studies of New and Renewable Energy Technology
Implementation, identification of the flawed elements of Business Models that
have not worked and recommendations for sharing information with NRET
Project Developers throughout the APEC Economies.
6) How project proposal aligns with EWG and APEC-wide priorities:
This project proposal aligns exceedingly well with both EWG and APEC-wide priorities. It
directly promotes the development of cost-effective renewable energy technologies that was
supported in the Manila Action in 1996 with a call for clean technologies that promote
sustainable development. The project also promotes both the short-term and long- term
aspects of the APEC Energy Security Initiative by supporting the development of renewable
energy systems across all time frames. This project also supports the EWG’s commitments to
the WSSD under its Type II Partnership Initiative “Fostering Regional Energy Cooperation in
APEC: Energy for Sustainable Development”.
7) Budget Estimate: The total budget is estimated at $75,000 with $50,000 being asked for
from the APEC Operational Account.

4) Objective: It has been estimated that 75% of the world energy is consumed in cities.
APEC, as home to many of the world's most dynamic and fastest growing cities, could set an
example of how to best use new and emerging technologies to reduce energy consumption
while maintaining economic growth. This project will highlight best practices in the use of
new and renewable energy and energy efficient technology based systems as they have been
applied in APEC cities. Best practices will include not only specific technology application
such as building integrated photovoltaics (BIPV) but also innovated renewable energy
purchasing policies being implemented in APEC urban areas. The project report will include
the development of a city energy roadmap that would help guide further cooperation in the
area of clean and efficient urban energy systems.
5) Methodology:
The project will consist of the following four tasks.
1. Identify examples of the successful adoption of new and renewable energy technologies in the APEC
urban areas. Provide examples that include the residential, commercial, and industrial sectors, as well as
government and private sector renewable energy purchase policies.
2. Review obstacles that prevent the adoption of new and renewable energy technologies in urban areas.
3. Review the applicability of lessons learned from previous urban energy analysis reports
inclucing APEC supported activities including “A Costed Strategy and Action Plan to
Convert All Municipal Services in the City of Melbourne to Renewable Energy
Supplies” and “Economy Level Renewable Energy Roadmaps”.
4. Based upon the successful examples identified in Task 1, the obstacles identified in Task 2,
and lessons leaned in Task 2 develop suggested roadmap for the successful implementation of
urban renewable energy systems in APCE member economies.

4) Objective: The objective of this project is to provide APEC decision makers with a
survey of new and renewable energy (NRE) development roadmaps from across economies in
the APEC region. The focus will be on PV, wind power, and bioenergy roadmaps. The survey
will seek to identify challenges, identifiable intermediate milestones, and technological
breakthroughs, required to attain cost, introduction, and/or production targets. It will also seek
to standardize, where possible, the terminology in order to create a platform to encourage
discussion and development advancements within the region. With information from the NRE
roadmaps of other APEC economies, policy makers will be able to update domestic targets
and identify potential opportunities for cooperative research or inter-APEC trade
opportunities. The ultimate goal is to contribute to the increased use of NRE in the APEC
region.
5) Methodology:
1. Identify examples of clear, concise NRE roadmaps that can be used as a roadmap format, in
order to provide a framework that will allow some standardization of the data from the various
APEC economies.
2. Collect NRE development roadmaps from the APEC economies, with a focus on PV, wind,
and bioenergy.
3. Compilation of the data into a format that allows comparisons between the type of NRE
development on a country-by-country basis.

4) Objective: The objective of this project is to provide APEC policy makers and decision
makers with policy information to further promote New and Renewable Energy utilization. A
workshop will be delivered to introduce APEC policies in running, policies to be developed
and implemented policies that failed to bring significant contribution. Creating the new
exchange network of policy information as such, Korea plans to contribute to the further
extension of renewable energy utilization in the APEC region by guiding member economies
to develop policies appropriate to innate circumstances of each nation.
5) Methodology:
1.Obtain a list of organizations and personnel in charge of new and renewable energy policy
making from other APEC economies
2. Plan and organize the workshop.
ㅇSelect Workshop Location and Itinerary. The workshop might be associated with a planned EGNRET
meeting.
ㅇDevelop Workshop Agenda. Korea will develop an initial agenda and submit it for review by
representatives from other APEC economies.
ㅇIdentify Appropriate Speakers. Korea will seek an advisory opinion from EGNRET representatives
and a representing organization of each member economy.
ㅇPrepare promotional materials and distribute to member nations. Korea will generate publicity via
cooperation with a representing organization of each member economy.
3. Conduct the Workshop. The workshop will be conducted over a 2 day period with the
following schedule of activities:
y 1: Presentation by invited speakers

4. Follow up the workshop. Relevant papers and overheads will be compiled in CDs and distributed as a
Workshop Proceedings and a policy handbook will be produced in both English and Korean.

project facilitates development and implementation of optimal policies by opening an
informative opportunity to share New and Renewable Energy policies that were previously

deployment of New and Renewable Energy, and ultimately contributing to energy security in
APEC region. This project also supports the EWG’s commitments to the WSSD under its
Type II Partnership Initiative “Fostering Regional Energy Cooperation in APEC: Energy for
