TENDER DOCUMENT
Sealed tenders in two parts (Technical bid & Price bid) are invited by the Registrar, the West Bengal
University of Health Sciences, DD-36, Salt Lake, Sector-I, Kolkata-700064 from reputed concern who has
expertise in the field of holding examinations in large scale. Both the bid documents are to put in sealed
envelopes separately super scribing the words “Technical Bid “ & “ Price Bid” which are to be put
together in the sealed envelope super scribing the Tender No. The details of job description is shown in
‘Annexure – A’ enclosed
.
Last date and time of receipt of tenders in the tender box kept in the University premises: 28 October, 2010.
3. P.M. On any working day prior to last date of submission tender paper may be submitted (Monday –
Friday, 11 a.m. – 4 .00 p.m.).
Date and time of opening of Tender document: 29.10.2010 , 4.P.M.
Terms and Conditions:
1) The tenderer should submit the following documents along with the tender:
a) Name, address, telephone number, specific proof of address of the organisation
b) Authenticity of work in the specific field along with credential.
c) List of users with similar nature of work with address and telephone numbers to establish
credential. Volume of work in terms candidates and fund involved. Number of times of examinations
arranged by the organization for a particular institution with substantial proof.
d) Up-to-date professional tax clearance certificate.
e) PAN Card number and Sale Tax Registration number. ( with photocopies)
f) Copy of trade license.
2) Earnest money 2% of the projected amount Rs. 7500 is to be deposited by the tenderer in the form of
Bank draft/Pay order in favour of the West Bengal University of Health Sciences.
3) Tenders must accompany with the certificate from users of repute.
4) Quoted amount will be placed in the sealed envelope for price bid. Such envelop will be opened for
those tenderer who are qualified in the technical bid.
The University reserves the right to accept or reject the bids without assigning any reason thereof.
Tender should be accompanied by separate Bank draft of Rs.100/- as tender cost (non refundable) and
Earnest Money 2% of the quoted amount. Both the drafts should be drawn in favour of the West Bengal
University of Health Sciences. The drafts for EMD and Tender Cost should be enclosed with “Price

Job Description and estimated cost
Job title: West Bengal Post Graduate Medical Admission Test and West Bengal Post Graduate Dental
Admission Test -2011 (WBGMAT and WBPGDAT-2011) including Admission Test for Diploma in
Maternity of Child Welfare, Diploma in Public Health and Diploma in Industrial Health, Master of
Public Health( Epidemiology)-(DMCW, DPH, DIH and MPH ) 2011
A. Pre examination tasks.
i) Preparation and hoisting of applications form in the website.
ii) Downloading the filled in application form , receiving hard copy of the application at the five reception
centres in the State , 3 in Kolkata, one in Bardhaman and one in North Bengal, checking of application
forms ( cross check with hard copy and downloaded copy), getting Bank-draft as examination fees with
proper check of denomination and payee in the bank draft on behalf of the University and handing over
with candidate-wise draft number details ,establishment of identity of the applicant and taking on the spot
photograph of the applicant . Preparing of detailed data base for all candidates with specific roll number ,
name, date of birth, gender , employment status, specially sponsored by State Government or not, category
in terms of reservation. Randomisation of examination centres and halls in the examination centres during
allocation of roll number are to be considered. Generation of admit card and delivery of admit card on the
spot. (Prior to every stage, the University officials are required to be discussed and in case of emergency
vendor will contact and will be contacted at any time through landline, cell and internet). Any incorrect
entry by candidate will be required to be made good on genuine ground on getting approval from the
University.
B. Post-examination tasks.[Three sets of result for i) WBPGMAT ii)WBGDAT and iii)DMCW,DPH and
DIH are required to be given separately.]
i) Preparation and printing of OMR sheets.
ii) Scanning of OMR sheets and delivery results within specific date.
iii) Delivery of Hardware and Software: Software be made in such a way that it should provide result with
all variables as following. These are illustrative not exhaustive.
a) Roll number wise, candidate wise, right answer, wrong answer, non-attempted answers and total marks.
b) Lists of marks obtained by the candidate are to be provided in following manner.
It will be both in the form of ascending order of roll numbers and on the basis of descending order of marks.
In all such following description, total situation as well as on the basis of cut-off basis as decided by the
University, the lists are required to be submitted.
i) ascending order of roll number for all specifying ii) descending order of marks for all iii) ascending
order of roll number wise and descending order of mark-wise for Government sponsored and other than
Government sponsored candidates for all and separately and separate list of S.C, S.T., P. H candidates
within Government and other than Government candidates iv) in case of same marks obtained by the
candidates , process of determination of position in the merit list will be conveyed by the University.
The date and time scheduled for each job (or sub divisional unit of job) will be conveyed to the vendor and
vendor should be particular to fulfill the requirement within the time schedule.
Estimated Cost.
Pre-examination: Rs 35 per candidate, minimum payment for 7500 (WBPGDAT-6200+WBPGDAT800+DMCW,DPH,DIH,- 500 candidates.)
Post examination: Rs. 15 per candidate, minimum payment for the above same number of candidates.
