Pacolli chooses Sejdiu’s option (Koha Ditore)
Koha Ditore reports that Fatmir Sejdiu has chosen the option of former President
Fatmir Sejdiu. Same as his predecessor, Pacolli has chosen not to resign but to wait
for the decision of Constitutional Court to interpret if he did or did not violate the
Constitution. Pacolli has voted for the government few minutes after he was elected
for the President.
On Sunday he said that he is not the right authority to evaluate if the Kosovo
Constitution has been violated when he voted for the Kosovo Government. The
conclusion, President of Kosovo said, is up to the Constitutional Court. “I am not
competent to decide for the decisions of Constitutional Court, therefore that is the
highest court which decides about these cases, we will leave it to them to decide and
not to interfere if the Constitution was violated or not,” said Pacolli.
On other hand, LDK announced that it will process Pacolli’s case to the Constitutional
Court in the coming week. Pacolli in his first minutes as President has violated
Kosovo Constitution writes the paper. He breached two items of the article 88. Article
88, item 1 of the Constitution says decisively that “President cannot exercise any other
political function” while item 2 of the same article defines, “After election, President
cannot exercise any function in a political party”.
Institutions’ election concerns Lunacek (Zëri)
European Parliament rapporteur on Kosovo Ulrike Lunacek said she is concerned with
the way the new Kosovo institutions were elected. “I was concerned with certain
voting procedures during the election of institutions. For this reason, the president
should be chosen by the people so that there is no pressure and games at the
Assembly,” said Lunacek in an interview for Radio Free Europe. She refused to
comment whether the Constitution of Kosovo was breached during the voting of the
president but said the elections code needs to be changed.
On the Pristina-Belgrade dialogue, Lunacek said Pristina authorities should clearly
define what they want from the process. “There have to be improvements and Serbia
should give in on the issue of documents, trade and so on. There are many fields
where there are problems that we call technical but that make the lives of Kosovo
citizens difficult,” said Lunacek.
Stefanovic: Difficult talks (Epoka e Re)
Head of the Serbian team for talks with Kosovo Borislav Stefanovic said the
upcoming dialogue will be difficult and lengthy. “Each issue has a high level of
difficulty and there should be no unrealistic expectations. The talks will be difficult,
with ups and downs and will last until we can resolve the most important problems,”
said Stefanovic. He said the first topics to be discussed in talks will include freedom
of movement, use of mobile telephony, energy, license plates and missing persons.
IMF will not accept the raise of the salaries for 50 percent (Koha Ditore)
Koha Ditore reports that Kosovo Government says it will keep its promise for pay
raise while the same promise will not be supported by the International Monetary
Fund IMF. The acceptable raise of the salaries for IMF will be 15 to 20 percent during
this fiscal year. This small raise is foreseen by the IMF as a measure for the
neutralization of protests and social rebellion in Kosovo. The Trade Unions do not
accept less from what has been promised to them whereas the officials of IMF are not
sure how the government is trying to raise the salaries when its income is far smaller
than expense. If the promise of the government will be fulfilled, this will result in a
financial gap in the Kosovo budget.
Mass graves issue in Macedonia reopens (Zëri)
Kosovo Justice Ministry is expected to soon ask the Macedonian counterparts to carry
out investigations into suspicions of mass graves with Kosovo citizens killed during
the war. There are suspicions on the existence of two mass graves near Skopje and
near the Kosovo-Macedonian border.
