Carleton Place Sportsmen Hockey League (CPSHL).
2015-2016
Welcome new and returning players to another season! We would like to highlight several
provisions within the Code of Discipline to ensure everyone is aware of these provisions:
1. All league player registration fees are due in full at time of registration. Any player whose
registration fees are not paid by this date will result in the suspension of playing privileges until
such time as the fees are paid. There will be NO exceptions.
2. The league employs a graduated threshold system for penalty minutes, where once a player
has accumulated penalty minutes in excess of a pre-determined threshold, a suspension is
assessed.
3. Any infraction, which amounts to intent to injure, match penalty, etc. as determined by the
presiding referees, will be subject to review and may result in game suspensions to be
determined by the league executive.
4. Each team captain will appoint a representative to deal any infractions requiring review or
suspension.
5. Three minor penalties in one game constitute a game ejection, which carries no further
suspensions for the first occurrence.
6. The Carleton Place Sportsmen Hockey League is designed to provide non-contact hockey at
the recreational level. Disrespect towards game and administrative officials, and/or injurious
actions by players will not be tolerated. Violation of the league rules may be just cause for
ejection from the CPSHL without refund of fees paid.
Finally, we remind you that our current use of dressing rooms has been lenient and to
maintain this privilege please keep the door locked when appropriate, clean the room of
any inappropriate waste, and clear the rooms in a timely fashion.

CPSHL Executive
• The league executive is comprised of the following positions:

Refunds
• If a player decides to quit the league, he will receive the appropriate refund once the
replacement player has paid. The replacement player must pay prior to playing ANY games.
• All replacement players must be approved by the league executive and captains.
• No player can be added to any team after December 31st of the year of play.
CPSHL Playing Time
1. CPSHL games will be comprised of 2 periods.
2. 1st period: At the start of each game when the Zamboni leaves the ice, 28 minutes will be
put on the clock. The clock will then run. At the 25 minute mark, the timekeeper will
blow the horn. The referee will blow his whistle at which time the players should
immediately get ready to start the game. There will be no stopping the clock at this point
and the clock will continue to run until the end of the period.
3. 2nd period: At the start of the second period, 20 minutes will be put on the clock. Play
will commence when the referee drops the puck at center ice.
4. Playing time is straight time with the following exception: When a team is behind the opposition
by 2 goals or less, the last 3:00 minutes of the 2nd period will be stop time.
5. All minor penalties are 2 minutes, and major penalties 5 minutes, no matter when the
penalty occurs.
6. There are no time outs or clock stoppages unless the referee deems it necessary.
7. When teams are short-handed they MUST change on the fly. A minor penalty for delay
of game may be issued otherwise. If a short-handed team scores, they may change.
Teams will be permitted to change whenever there is a change in strength.
8. When a team is issued a penalty, the faceoff will take place in their defensive end.
Playoff Format
After the regular season, points will be reset and the teams will be awarded the following points
based on their season position. This will be done prior to the 2 playoff preliminary round robins
(totaling 8 games per team).
1st – 4 pts, 2nd – 3 pts, 3rd – 2 pt2, 4th – 1 pts, 5th – 0 pts.




Once the round robin is completed the top 4 teams will play off in a best of 3 semifinals.
1 vs. 4, 2 vs. 3. The 5th place team will be responsible for providing scorekeepers for the
semi-finals.
The winners of each semi-final series will play in a best of 3 final.
If any playoff game (Not including round robin) is tied at the end of regulation, there will
be 5 minute sudden death overtime. If the game is not decided in the OT, then a 3 player
shootout will occur. If the game is not decided after the shootout, then a sudden death
shootout will continue until a winner is decided.
Tie Breakers
When a tie breaker is required the following tie breakers will apply.
1. Head to head record between teams, then
2. Total goals FOR, then
3. Total goals AGAINST.
Equipment
• Players must wear CSA approved hockey helmets and helmet hardware. Players without the
appropriate headwear will not be permitted on the ice during the game.
• The CPSHL highly recommends the use of face protection and mouth guards. Although not
mandatory, the players without such protection do so at their own risk and may not qualify for
insurance protection.
• Goaltenders are permitted to wear modified CSA cat eye masks. Old style cat eye masks will
be allowed, however goaltenders will wear them at their own risk.
• Shoulder pads are recommended but not mandatory. All other equipment shall be worn
appropriately.
Code of Discipline
The purpose of this CODE OF DISCIPLINE is to:
A) Ensure that the league and team officials and players are aware of the serious nature of some
of the rule offences.
B) Apply a common minimum standard of discipline across the league for offences of similar
nature.
C) Make team officials more aware of their responsibilities in keeping control of the conduct of
their players and in applying and enforcing the code of discipline where such is warranted.
D) The code applies to all hockey players and team officials registered in the Carleton Place
Sportsmen Hockey League in the following situations:
a. Minor Penalties
b. Fighting
c. Misconduct penalties
d. Game misconduct penalties
e. Gross misconduct penalties
f. Match penalties
g. Any other incident of behavior detrimental to the proper conduct of hockey
E) The discipline prescribed hereunder shall be applied to all games, be in the league, playoff, or
host tournament play.
F) Zero Tolerance – The CPSHL will show zero tolerance towards checking from behind or
checks to the head. Any such action will be assessed a match penalty, and the incident will be
written up on the game sheet. There will also be zero tolerance for behavior detrimental to the
game of hockey, directed at/or to another player, league executive or referee. On-ice incidents
will be written up on the game sheet by the referees and will be the subject of an executive
hearing.
Types of Suspensions
1. Time Specified. The offender is removed from the league for a specified period of time.
2. Game Specified. The offender is removed from the league for a specified number of games.
Two or more suspensions cannot be served concurrently. All suspensions must be served
consecutively.
Code of Discipline Suspensions
1. Graduated Penalty Minutes:
Penalty minutes will be recorded as part of the game statistics. A player who surpasses the
following penalty minute thresholds will be required to serve the associated automatic
suspension;
A. 40 minutes – One game suspension
B. 60 minutes – Two game suspension
C. 70 minutes – Three game suspension and executive review
Graduated penalty minutes will be based on penalty minutes (2 minutes for a minor penalty, 5
minutes for a major penalty and 10 minutes for misconduct). The number of penalties will not be
a determining factor.
2. Fighting:
Players involved in a fight will be assessed a 5 minute major penalty, ejected from the game, and
will receive a 1 game suspension. The length of the suspension will be determined by the
league. Repeat offenders will be assessed longer suspensions.
3. All major penalties:
A. Ejection for the remainder of the game, and possible suspension after review by league
committee prior to next game.
B. Subsequent major penalties will be dealt with by the league executive.
4. 10 Minute Misconduct
A. 10-minute misconduct shall count as one penalty. If a player has received a minor penalty and
continues to badger a referee or another player, he will receive a ten minute misconduct, which
will incur a game ejection (3 minor penalties in one game). Only a player on the ice will serve
the minor penalty at the time of the infraction
5. Gross misconduct: Carries the same suspension as a major penalty.
6. Match penalty: Immediate ejection from the game and will remain suspended until an
Executive review is held to determine number of games to be served.
7. Molesting official: Immediate suspension until an executive review is held to determine
number of games to be served. At the discretion of the referee, verbal abuse of an official may
result in a game ejection, with no subsequent penalty minutes assessed.
8. At the discretion of the referee, a minor plus a game ejection will be given to a player who
accidentally or carelessly cuts an opponent. Subsequent offences involving the same player will
be dealt with by the league.
9. Any high-sticking penalty is a double minor (4 minutes) and counts as 1 penalty.
10. Three minor penalties in one game constitute a game ejection, which carries no further
suspensions.
11. Any player who engages in a fight off the ice surface with any other CPSHL member or
affiliate, on Carleton Place Arena property, and with regards to any CPSHL event, will be
suspended from the league for the remainder of the season and is not eligible for any refund from
the league.
12. A player from each team, separate from the captain, will be assigned to the review
committee, in the event that an infraction requires and executive hearing. The team captain is
responsible for ensuring, without further notice from anyone, that the player serves the
suspensions outlined in this code. The player shall serve his suspension as detailed by this code
through communication by his team captain. The player shall not be on the bench while under
suspension. If the player plays illegally, the team will forfeit the game(s) in which the player was
not entitled to play.
13. A team will also forfeit two points for not providing scorekeeper(s) on their scheduled night.
Executive Hearings
An executive hearing will be attended by the League President, Vice President and the five team
representatives. For a specific incident, the games sheets will be the official record of the
incident. The team representatives and/or captains for the two teams involved can be called to
provide the on-ice account, however, the captains involved will NOT have a vote in the final
outcome of the incident. In the event of a voting tie, the opinion of the League President will be
the deciding factor. In general, the league reserves the right to assess such suspensions as are
deemed to be in the best interests of the league. The CPSHL also reserves the right to make any
emergency changes and/or additions/deletions to the above rules. Rules changes will be posted
on the website and/or will be emailed to team captains before the change is implemented. Other
than the rules outlined in this code of discipline, all games shall be played under the jurisdiction
of the current CHA rulebook.
All referee's and league executive decisions are final. There are no appeals.
