2.1.1 Development of a National Policy

development of National Policy framework and
National Action Plan (NAP) to address GBV
(3.1.1).

3.1.3. Translate Print and disseminate the NAP
to address SGBV, make accessible the soft copy

Five proposals submitted by Social Integration (SI)
officers/SI coordinators have been selected to bed
implemented at each DS level with the aim of
promoting coexistence in Anuradhapura, Batticaloa
and Ratnapura district.
Additional funds (if available) will be utilized to
conduct mobile clinics.
6.4.4 Ensure sustained engagement with the
empowered Women Leaders

Risks and Challenges
• Risk of allocated financial resources not being utilized in a timely and meaningful manner.
-Several activities with large budgetary allocations remain to be
commenced.
- The donor deadlines for completion of these activities are September
2016 respectively.

- Several activities pending completion this year are tied to agreements
by the IP with
other government entities. During the Quarterly Review it was flagged that there are
currently delays in reaching these agreements.
• During the Quarterly Review meeting for the 2nd quarter, was held on 11th July, updated were
reviewed against the revised M&E frameworks. It was noted that systematic monitoring of
progress against indicators is low in some Projects.
- Identified indicators need to be continually tracked with quantitative and qualitative
data to back them up. Funds have been allocated for M&E and so should be utilized for
this purpose.
• Specific Operational Challenges
- Treasury not fully issuing the Cash advances to the Ministry of Justice, in keeping with
the request from the Ministry. This impacts upon timely utilization of the funds.
• Delays in the full establishment of the Board of the National Authority on Victim and Witness
Protection.
