SUBJECT: Short list for RFQ #3987DB - Professional Architectural/Engineering Services for District-Wide Master
Planning and Programming
BACKGROUND and RATIONALE:
The need for Professional Architectural/Engineering Services for District-Wide Master Planning and Programming for
this District is reviewed on an annual basis. Due to the volume required, such needs are purchased on a contract
basis. Approximately three hundred ninety eight (398) RFQ notifications were distributed and three (3) firms
submitted their qualifications for consideration. A legal advertisement was published in the Florida Bid Reporting
Service for the week of August 11, 2014, in the Daily Commercial on August 7, 2014 and was also posted on Public
Purchase (the Lake County Schools Purchasing Department’s electronic bid system). Copies of the submittals
received are available for review in the Purchasing department.
The Professional Services Selection Committee met on September 11, 2014 to review and rate the submittals for the
purpose of obtaining a short list of firms. The Committee members present were Director of Maintenance – Mike Corr;
GIS Manager – Will Davis; Code Compliance Inspector – Steve Peshek; and Community Members – Chloe BondsWormack, David Clutts, Nancy Hurlbert, Jim Krakowski and Becky Short. Three firms were short listed in the event
negotiations would break down with either of the top two firms. If so, Procurement would continue the negotiation
process moving to the next short listed firm in order for two contracts to be brought back to the Board for approval.
Attached is a chart showing the composite ranking given to each responsive and responsible firm per School Board
Policy 7.71.
This item supports Focus Area #2 – Efficient and Effective Operation and Performance Based Budgeting of the
School Board’s Strategic Plan in order to ensure all facilities are maintained to the optimal level of operation and
performance.
ALTERNATIVES:
1. Approve the short list and the ranking of the firms as recommended by the Professional Services Selection
Committee for Professional Architectural/Engineering Services for District-Wide Master Planning and Programming
and authorize fee negotiations with the two highest ranked firms as shown below and on the attached Committee’s
composite ranking chart.

2. Do not approve the ranked short list at this time and do not authorize fee negotiations with the two highest ranked
firms.
RECOMMENDATION:
I recommend that the Board approve the short list and the ranking of the firms as recommended by the Professional
Services Selection Committee for Professional Architectural/Engineering Services for District-Wide Master Planning
and Programming and authorize fee negotiations with the two highest ranked firms as shown below and on the
attached Committee’s composite ranking chart.

FISCAL IMPACT:
A fee must be negotiated with the chosen firms in accordance with the provisions of Florida Statutes, Section
287.055, and submitted to the Board for review and consideration.
