project?

The Hampton Station Precinct project is a
collaborative project between VicTrack, the
Department of Health and Human Services (DHHS)
and developer epc.Pacific, that will transform the
area into a vibrant ‘Urban Village’. The proposed
design for the station precinct improves amenity,
safety and housing diversity by incorporating:

The project is part of VicTrack’s program of station
precinct developments, which in partnership with
the private sector, facilitate the development of
underutilised transport land to bring stations to life and
add value to communities.

DEVELOPMENT Where is the Hampton Station Precinct?

The Hampton Station Precinct is located on Koolkuna

precinct?
As part of the Hampton Station Precinct project,
VicTrack is committed to relocating and improving the
bus interchange and creating a new station forecourt.
By relocating commuter car parking to the south
side of the station precinct, the project will deliver
an increase in overall commuter car parking at the
station.
Furthermore, VicTrack is currently reviewing a priority
list of public transport improvements to enhance the
commuter experience, which will be funded by part
of the development proceeds.

The development is proposed to comprise five
individually designed buildings, scaling from three to
six levels for the majority of the site and seven levels at
the eastern (Hampton Street) end of the site. Ground
floor tenancies will activate the station forecourt and
provide a vibrant entrance to Hampton Station.

The Bayside City Council Design and Development
Overlay (DDO) allows for six levels of development.
The design for the Hampton Station Precinct
development proposes scaling from three to seven
levels, taking into account the suitability of the area
for more intense development due to its proximity
to public transport and key services. The adjoining
site which is currently under construction, received
planning approval for seven levels.

What type of housing is proposed for
the residential development?
The new housing will provide a mix of one, two and
three bedroom apartments.
There will also be 18 public housing apartments, to
replace the 16 existing obsolete units on Koolkuna
Lane, owned by DHHS.
DHHS has been working closely with its tenants
throughout the project.

housing tenants?
The current public housing tenants located in
Koolkuna Lane will be relocated to suitable homes in
a location of their choice prior to development works
beginning. The residents will then have the option to
return to the new public housing units once they are
completed.

How has the community been
engaged so far?
The Hampton Station Precinct project is informed by
extensive community consultation.
• In 2013, VicTrack engaged with the community
and commuters in a place-making process
to help shape a vision for the future of the
Hampton Station precinct. This was undertaken in
collaboration with Bayside City Council. The two
agencies developed a set of principles and values
to guide the future development of the Hampton
Willis Street Precinct, which includes the Hampton
Station Precinct.
• The place making objectives guide the
development to be a place that the community
understands, participates in and feels ownership

• In 2015 and 2016 consultation was undertaken with
stakeholders and community groups to respond
to resident concerns about the location of the bus
interchange. Consultation led to us improving the
proposed bus movements within the precinct.

No. Through relocating spaces to the south side of the
train line, the overall number of commuter car parking
spaces at Hampton Station will increase by at least 25

Will the bus routes change as a result of
the development?
Bus movements within the precinct will be re-routed,
so the buses turn left into Koolkuna Lane from Willis
Street with the bus stops located on the northern
side of Koolkuna Lane, close to the station. Buses will
continue to exit via Willis Lane onto Willis Street. See
figure 3 for further information.

and Metro Trains Melbourne are working closely
to ensure clear communication of all changes to
bus movements as a result of the Hampton Station
Precinct project.

A rezoning of the land from Public Use Zone (PUZ4)
to Commercial 1 Zone (C1Z) will follow the granting
of a planning permit. The land will be rezoned using
Section 20(4) of the Planning & Environment Act.
